Road to Tokyo • The IOC, IPC and Tokyo 2020 have released a Playbook for Athletes and Officials on 5 February 2021 covering a guide to a safe and successful Tokyo Games • The playbook has been designed to ensure that all participants at the Games are kept safe and healthy as best as possible. This playbook takes into consideration the following key aspects: • Before travel • Entering Japan • During the Games • Leaving Japan • Vaccines • Compliance and Sanctions • It must be note that the IOC, IPC and Tokyo 2020 have repeatedly said that the vaccine is not mandatory to participate in the games • According to the Playbook, all team members will need to start monitoring themselves 14 days prior to entering Japan and also take a PCR test 72 hours before the start of their journey. Therefore we are looking at possibly having decentralised Pre Games Camps for the respective sports 14 days prior to departure to Japan. • A key point in the Playbook is that every NOC/NPC has been asked to appoint a COVID-19 Liaison Officer. This person will be our key contact for all matters related to COVID-19. They will also be the contact for the IOC/IPC, Tokyo 2020 and the Japanese health authorities. Our COVID-19 Liaison Officer will be responsible for ensuring we understand and follow this Playbook, and they will receive their own detailed guidelines related to their role • This Playbook will be updated as required to ensure it reflects the latest developments. The next version will be published by April 2021. 8
Road to Tokyo • We have applied to the NLC and funding will be allocated via the Sports Trust for potential Olympic and Paralympic medal Athletes backdated from October 2020, this has been approved and is being implemented. • Through the SASCOC Project Teams all NF’s have been requested to submit long lists of possible team members as well as their preparations plans. All long lists have been received and uploaded onto the Tokyo 2020 accreditation system. Covid has had a serious impact on most of the sports preparation and qualification plans as key events are either postponed or cancelled. This is being monitored. • SASCOC has circulated a Team SA Athlete and Team monitoring register to all NFs to populate which will assist with tracking and monitoring of athlete’s preparation and qualification as well as health and injury status for our medical team to intervene if and when necessary. • Due to current restrictions, NFs have to indicate their preferred High Performance Centres that could be used for pre departure quarantine camps as the plan is to decentralize the camps for purposes of safety of all team members and to comply with government regulations. 9
Road to Tokyo • Whist athlete’s preparation is the NFs mandate, SASCOC engages the NFs on their progress about preparation/qualification and provide assistance and guidance where necessary. • All Athletes and Team Officials will go through medical screening • All Athletes selected will have Anti-Doping tests conducted or arranged by SAIDS if they are not in the country • All Athletes and Team Officials will complete the online WADA e-learning course as well as completing the Safeguarding course. • North West University is currently scheduling Webinars on Mental Health and Wellbeing as agreed by the SASCOC Board for the possible Olympic and Paralympic Team members. • Daily communication is done with all relevant stakeholders to ensure we follow all required timelines and activities 10
Road to Tokyo • We are also in constant liaison with the South African Embassy in Japan whom are assisting us on the ground in Tokyo as we are still unable to travel to Tokyo • We have taken part in a number of Chef de Mission Webinars with Tokyo 2020 and will still be consistently attending more as and when required by Tokyo • There was a medical webinar in January arranged by the IOC, IPC and Tokyo 2020 for the respective countries Chief Medical Officers (CMO) to go through the COVID updates and proposed protocols. Both our Olympic and Paralympic CMO’s attended 11
