Rugby Union South Australia Return to Play Process for Community Rugby ADDENDUM 1 – v1.0 26 May 2020 This is an addendum to the Rugby Union South Australia Return to Play Process for Community Rugby v1.1 (released 12 May 2020) which should be read in conjunction with this document. Addendum 1 focuses on how we operationalise the move from Step 1 to Step 2 in the South Australian Roadmap for Easing COVID-19 Restrictions, in line with the expectations of the Australian Institute of Sport, Sport Australia and the Rugby Australia return to play guidelines.

Rugby Union South Australia Respond Protocols Each Club is responsible for monitoring the health and wellbeing of its members. Your Covid-19 Safety Coordinator will be instrumental in communicating with internal and external stakeholders if a member reports an actual or suspected case of Covid-19. Clubs who effectively responding to suspected or actual cases of Covid-19 will include: 1. Restrictions on attending the Club for anyone who has: a. COVID-19 or has been in direct contact with a known case of COVID-19 in the previous 14 days b. Flu-like symptoms or who is a high health risk (e.g. due to age or pre-existing health conditions) c. Travelled internationally in the previous 14 days d. Travelled from interstate in the previous 14 days (some exemptions apply) Or a person who shares a household with someone who fits a description of 1.a.-d. above. Refer to the “What Should You Do…” graphic on the next for further guidance. 2. Advise any person with signs or symptoms of COVID-19 to immediately commence self-isolation and contact medical experts (GP, or in life-threatening situations 000). 3. Maintain regular communication with any person with a suspected or actual case of COVID-19, so up-to-date information can be sought and disseminated quickly and effectively. 4. Efficiently and effectively communicate with your Club Members (particularly those recorded as having been in Close Contact) regarding a suspected or actual case of COVID-19 so your members can be aware and alert. 5. Provide attendance records which indicate when a COVID-19 individual (suspected or actual) attended the Club, and the people the individual had contact with. 6. Openly support any communication the Club receive with regards to an actual or suspected case of COVID-19, which may include from (but not limited to) Rugby Union SA, SA Police, and other individuals authorised under the Emergency Management Act 2004. 7. Club is responsible for disinfecting Club equipment and facilities that a COVID-19 individual (suspected or actual) came in to contact with. 8. Any impact to a Competition/Season will be considered and communicated to all Clubs by the Competition Manager. 6

Appendix B – COVID-19 Safety Coordinator Position Description The COVID-19 Safety Coordinator will be your key resources and central point of contact for all matters COVID-19 for your Club. The COVID-19 Safety Coordinator will be responsible for liaising with other Clubs, Rugby Union SA and other relevant stakeholders in relation to your Club’s response to COVID-19. To assist organisations in appointing the right and most appropriately skilled person for this role, below is a list of the responsibilities for your COVID-19 Safety Coordinator. 1. Complete the Covid Compliance Plan (online) considering the actions set out in the documents provided by Rugby Union South Australia and implementing (or arranging to implement) relevant considerations in your Club and documenting justifications for not undertaking particular actions. 2. Oversee the development and implementation of the Club’s return to sport arrangements by documenting those arrangements in a COVID-19 Safety Plan. 3. The COVID-19 Safety Plan (Covid Compliance Plan) should address a. Points of COVID-19 transmission risk b. Transmission controls c. Hygiene and behaviour requirements d. Physical and fitness preparations before a restart e. Education and communication to relevant personnel 4. Periodically review the effectiveness of the COVID-19 Safety Plan for your Club and amend, update or improve as necessary 5. Advise the Committee of your Club on the effectiveness of the COVID019 Safety Plan arrangements and seek assistance where required 6. Assist your Club (operationally) to safely ramp up activity through the three phases of the Australian Government’s Roadmap to a COVIDSafe Australia and as permitted by the South Australian Government 7. Act as the contact point for your Club’s members and participants – particularly around questions relating to return to sport and the actions your Club has taken to be COVIDSafe – and other relevant stakeholders (including government, local council, public health and other authorities, other Clubs, and Rugby Union SA) 8. Be responsible for ensuring any member in the Club who is tested positive for COVID-19 is recorded in Rugby Xplorer, and club Responds effectively to the positive result. 9
