Graduate School of Science & Engineering International Graduate Program on Renewable Energy System Engineering Doctoral Course 2021 OVERVIEW As a part of the International Graduate Program at Saitama University, the Graduate School of Science and Engineering offers highly qualified students the opportunity to pursue doctoral studies and research in the field of Engineering leading to a Doctor of Engineering/Philosophy Degree. The International Graduate Program on Renewable Energy System Engineering are designed to cover a wide spectrum of research fields in Materials Science, Electronics, Informatics and Mechanical Engineering. The program starts in either April or October and requires a standard three-year residency for the completion of a doctoral degree. Class instruction, research supervision and guidance are conducted in English, as well as dissertations, reports, examinations and presentations by students. 1. QUALIFICATIONS An applicant must fulfill the following qualifications: ◼ Have a master's degree or equivalent research experience. ◼ Have a proof of one’s English language proficiency. Such as an indicative minimum score of English language proficiency test (B2 level of CEFR: 72-94 TOEFL IBT, 5.5-6.5 IELTS or equivalent) ◼ Be in both good mental and physical health. There are additional qualifications depending on the scholarships. Please refer to each information. 2. APPLICATIONS (A) Applying for MEXT* University Recommendation Scholarship Students * MEXT: Ministry of Education, Culture, Sports, Science and Technology of the Government of Japan In RESE Program, eight highly qualified students from South Asian Countries are selected as MEXT University Recommendation Scholarship students each year. Applicant must be a national of a country that has formal relations with Japanese Government and must intend to come to Japan from their country for the purpose of studying. It is highly competitive and applicable for October intake only. The MEXT scholarship covers application, admission and tuition fees, a monthly allowance 1
ranging from 147,000 to 148,000 yen and round-trip economic airfare from the awardee's home country. (The return ticket, however, is provided only on successful completion of doctoral study in three years.) The MEXT scholarship is granted for up to three years based on the satisfactory performance of the student, not extendable beyond three years. An applicant must be as follows; ◼ a national of a country that has diplomatic relations with the Japanese Government. ◼ have been born on or after April 2, 1986. ◼ able to arrive in Japan on a date designated by Saitama University in the middle of September 2021. ◼ have a master's degree. ◼ have a language ability. B2 level of CEFR or equivalent level of English Proficiency. ◼ NOT an awardee of the Japanese Government Scholarship during the last three years (B) Applying for Regular Admission for April & October Intake. A wide variety of scholarship programs are available for international students who wish to study at Saitama University. The selection processes are highly competitive, and, in most cases, applications are accepted only after matriculation. Therefore, it is advisable that students secure enough financial resources before coming to Japan. If the applicant has already secured a scholarship or other financial support, please provide the certificate issued by the supporter. Privately financed international students are advised to refer to scholarships applied for through Saitama University. NOTE: Applicants who are residing in Japan at the time of application The applicant should enroll under the regular doctoral program of the Graduate School of Science and Engineering, of which the admission procedures are different from this program. Such candidates, who seek admission under the regular program, are advised to contact the Graduate School directly for further details. Please note that the deadlines for the regular program are different from those listed in this document. (http://www.saitama-u.ac.jp/rikogaku/indexen.html) (B) SELECTION CRITERIA AND PROCEDURE Evaluation of applications will be based on the candidate's scholastic ability and research potential assessed from previous credentials, recommendation letters and essays on specific 2
topics. During the selection process, short-listed candidates will be contacted through internet- based interviews or other appropriate means. Details for these interviews will be sent out to short-listed candidates. A mathematics exam could be held depending on the supervisor’s demand. For the selection of the MEXT scholarship, after University selection procedure, the lists of nominees are sent to the MEXT Office for final approval. It is not possible to respond to telephone or mail requests regarding the status of application until the selection is finalized. 3. MUST include or be accompanied by a certificate that shows a clear explanation of all possible levels used in grade evaluation (i.e. A, B, C, D, Fail, etc.…) Original or Certified copies of Official certificate of graduation or expected graduation of program from most recent academic institution attended (Graduate degree program) Records from most recent university or institute indicating superior academic achievement with clear indicator of outstanding performance (e.g. GPA, grades and criteria, or individual rank order) Abstract of thesis written for most recent academic degree awarded, etc.… (The abstract MUST be a concise summary (i.e. 1 page maximum) of your most recently written thesis, or of your graduation project or a term paper, etc.… if you did not write a thesis.) A Letter of Recommendation by the dean, or a person of equivalent or higher position, at the applicant’s school or institution (Must be addressed to the "President of Saitama University, Japan" and sealed in an envelope.) Copy of passport page containing the applicant's name and date of birth or a copy of your family register or residence certificate, etc. Copy of Certificate of English Proficiency (an official score of TOEFL or IELTS or equivalent) If the applicant’s graduated course was instructed in English, it can be an official letter to prove 3
that medium language of instruction was English instead of English Proficiency Certificate. 4. COURSES AND FACULTY MEMBERS The courses, lectures and faculty members of RESE Program are on the list attached to this guideline. Some of the lectures are by the collaborative lecturers from the partner schools and the national laboratories (NIMS, AIST, RIKEN), which specializing the related research. You may choose your desired course and supervisor from this list. Please be sure to consult with the professor you want to be instructed by before you submit the application documents. Students may not be accepted due to the retirement of the professor or any other cause. FSO-RESE (rese@gr.saitama-u.ac.jp) can forward the message of inquiry to the applicant’s desired supervisor in case of not being able to find contact address. 5. SCHEDULE FOR APPLICATIONS AND ADMISSION (*The schedule may be modified due to the circumstances.) (A) MEXT University Recommendation Scholarship November 20, 2020 deadline for applications Middle of December notification of results to short-listed candidates -internet-based interviews and exam for short-listed candidates- March 15, 2021 notification of results to applicants (the list of nominees is sent to MEXT for approval) End of June, 2021 official approval from MEXT & Saitama University September 27, 2021 Graduate program begins (B) Regular Admission April 2021 Intake: November 1, 2020 deadline for receiving applications December 21, 2020 notification of results to applicants April 6, 2021 Graduate program begins October 2021 Intake: April 15, 2021 deadline for receiving applications June 22, 2021 notification of results to applicants September 27, 2021 Graduate program begins 6. TUITION FEES AND LIVING EXPENSES The admission and tuition fees for the 2020-2021 session and the estimated living expenses are: ◼ Application Fee: 30,000 yen upon application 4
◼ Admission Fee: 282,000 yen upon admission ◼ Tuition Fee: 535,800 yen per year ◼ Cost of Living: prox. 110,000 to 140,000 yen per month 7.
