Welcome Thank you for attending the Recruitment for Reopening event, hosted by Fáilte Ireland on behalf of the Tourism and Hospitality Careers Oversight Group. We understand that since the beginning of the Covid-19 crisis the industry has been faced with unprecedented challenges, but we also know that as we draw closer to reopening there are many obstacles still to be overcome. Labour supply is a priority issue for the Tourism and Hospitality Careers Oversight Group, and we know that recruitment and retention is one of the main concerns among the industry at the present time. We hope that the Recruitment for Reopening event and this accompanying toolkit will assist you with some practical information to help you with the challenge ahead. Paul Hayden, Chair, Tourism and Hospitality Careers Oversight Group About the Tourism and Hospitality Careers Oversight Group The Tourism and Hospitality Careers Oversight Group was established in 2019 to coordinate relevant bodies to agree and implement a work programme addressing labour supply and skills requirements in the tourism and hospitality sector. Currently chaired by Fáilte Ireland, the Tourism and Hospitality Careers Oversight Group is made up industry representative bodies, education providers, and state agencies. 1
Recruitment Checklist In preparation for reopening there are a few key areas to remember when recruiting staff ▶ Timeframes should be filled in according to your internal process, however, we recommend screening CVs on an ongoing basis and organising interviews as soon as possible to avoid missing out on good candidates. ▶ Remember GDPR & the importance of keeping your paper trail. ▶ Remember you need to ensure you are compliant with equality legislation in case an employee contests their selection journey. ▶ Make sure all candidates have the right to work in Ireland & verify no. of hours they have permission to work. Task Timeframe Develop Job Description and Specification Note: Ensure you only ask for experience as required to complete post. Entry level jobs should not have min. experience requirements. Remember –“Recruit for attitude – train for skills” Advertise Role Consider offline local - papers, community newsletters, radio, colleges - FE & HE, invite staff referral and use social media – e.g. twitter, FB & Linked- In. Consider recruitment agencies as needed Separate applicants who meet minimum requirements from those who don’t Organise phone screening interviews with applicants who meet require- ments Decide on applicants for next stage Organise Interviews with successful applicants Decide on applicants for next stage Consider sending candidate for Occupational Personality Questionnaire Check Candidate References Job Offer to successful candidate & invite confirmation of acceptance – Remember a smooth recruitment process can positively impact your brand. Regret remaining applicants (once successful candidate has accepted). Note: Consider asking other suitable candidates from recruitment campaign for permission to hold their Application on file should a further post become available Draft Contract of Employment and issue new employee with Staff Handbook. 2
Onboarding Checklist There are a number of factors to consider when re-inducting staff who have been laid off due to Covid-19. It is important to start the process early and to engage with employees weeks in advance of their expected return to work date. At this stage the first step would be to have a conversation with the employee and discuss their availability to return to the workplace. If the employee is not happy to return: Checklist Explore their reason for not wanting to return Explain that their job is available for them and therefore if they choose not to come back to work, they will no longer be in receipt of PUP as they will no longer be on lay off Offer the employee alternative leave if necessary, for example if their reason was: Childcare Issues Health Concerns You can offer: You can: Parents Leave Reassure them of the measures you have in place Parental Leave Advise them to speak with their Medical Practitioner Unpaid Leave Offer Unpaid Leave If the employee is happy to return: Checklist Agree a return-to-work date Communicate their roster to them in advance Explain that it is their responsibility to notify the Department of Employment Affairs and Social Protection that they are recommencing work and to cease any benefits they may have been in receipt of, relating to lay off. Have them complete a Covid-19 Return to Work form Complete Covid-19 Re-Induction Training (in line with the governments return to work protocol) We recommend that employees who have been out of the workplace for a long period of time be fully re-inducted. This could include the following areas: Customer care: Health and Safety: ▶ General customer service ▶ Fire Procedure ▶ Accident Reporting ▶ Customer complaints ▶ PPE ▶ First Aid Team Members ▶M anual Handling (if any ▶ Health & Safety Contact renewals are needed) 3
Contracts Checklists The Employment Miscellaneous Provisions Act, 2018 provides that an employer must issue its employees with a written statement of basic Terms & Conditions of Employment withing 5 days of commencement of their employment with the company. The Terms of Employment (Information) Act, 1994, provides that an employer must issue its employees with a full written statement of terms and conditions relating to their employment within two months of commencing employment. It can often be easier to provide the employee with their full contract of employment within their first 5 days of employment. Contracts Checklist Full names of the employer and the employee Address of the employer Job Title Date of commencement of employment Duration (if contract is temporary or fixed term) Probationary Period (for new employees only going forward) Eligibility Clause Hours of Work Rest Arrangements/Breaks Place of Work Payment (Rate of Pay, whether pay is weekly, monthly or otherwise) Pay Reference Period Deductions from Wages Pension Annual Leave Public Holidays Absences Due to Sickness or Injury/ Sick Pay Maternity, Paternity, Adoptive, Parental, & Parents Leave Right to Disconnect Relevant Collective Agreements Retirement Lay- Off and/or Short-Time Redundancy Data Protection Dignity & Respect at Work Grievance Procedure Disciplinary Procedure Termination of Employment (Including Notice Periods) Variation Clause Acceptance of Terms of Conditions of Employment 4
Further Recruitment Information Sample Variation Clause The Employer reserves the right to vary the terms of employment contained in this Agreement. The Employer will notify the Employee in writing within one month of such variation. This statement replaces all of the Employee’s previous terms and conditions of employment with the Employer. This Agreement shall be construed in all respects under the law of Ireland and the Courts of Ireland shall have non-exclusive jurisdiction in all matters relating thereto. Legal Recruitment Considerations Right to work in Ireland: immigration services working at limited capacity but any permissions that are due to expire from 21 April 2021 to 20 September 2021 are automatically renewed until 20 September 2021. About Further Education and Training Further Education and Training (FET) offers a wide variety of life-long education options to anyone over 16 years of age. This includes apprenticeships, traineeships, post leaving certificate (PLC) courses provided through the 16 Education and Training Boards throughout Ireland.
