REQUEST FOR PROPOSALS FY2021 Small Business Technical Assistance Grant Program Massachusetts Growth Capital Corporation is pleased to announce the request for proposals for participation in the Fiscal Year 2021 (July 2020 - June 2021) progr The Small Business Technical Assistance Grant Program expands economic and entrepreneurial opportunity throughout the Commonwealth. The program is designed to complement and enhance traditional public and private small business assistance networks by providing technical assistance and training programs for underserved and/or disadvantaged businesses with 20 employees or less. It seeks to facilitate small business economic viability and improve their ability to secure capital. This state-funded program is managed by MGCC. The grants are awarded to community development corporations (CDC’s), community development financial institutions (CDFI’s), chambers of commerce and other nonprofit organizations that currently provide technical assistance and training programs to small businesses and start-ups with an emphasis on underserved businesses and entrepreneurs. Eligible organizations use the funds to provide crucial services, such as technical assistance, training in business skills, and access to financing, to their local businesses. These grants are intended to supplement the organization’s current and anticipated funding and not to be the primary funding support. In addition, mini-grants are offered through the grantees to small business owners with needs for professional, technical, and operational services. FY2021 Program Information · Funds available for this grant program in FY 2021 will be $4 million. (subject to appropriation) · Maximum grant amount to programs proposed by a single organization not to exceed $85,000. · Maximum grant amount to programs proposed as a collaborative joint proposal (defined as two or more eligible organizations sharing costs and providing complementary services in coordination with each other) not to exceed $175,000. · Collaborative joint proposals must demonstrate that the organizations propose a cohesive work plan and will work together to implement and achieve their proposed objectives. · Collaborative joint proposals must have one lead organization and one person responsible for the application and administration of grant monies, as well as all reporting and communication with MGCC. · MGCC will endeavor to assure broad geographic diversity among grantees but will not limit the number of grants awarded per region. Schedule · Proposals will be due no later than 5:00 PM on Tuesday, June 16, 2020 · Grants will be awarded on or before Monday, August 31, 2020 (subject to change) · Informational sessions are being offered for prospective applicants. If you would like to attend one of these sessions, please RSVP to Alison Moronta at amoronta@massgcc.com Click here to learn more and access the RFP Small Business Relief Survey The CDP is partnering with Massachusetts Growth Capital Corporation and other state, regional, and local leaders to form the MA Small Biz COVID Response Coalition. The MA Small Biz COVID Response Coalition is conducting a Small Business Relief Survey, and we are asking that you participate. This short survey takes approximately 5 minutes and the responses will assist local, state, and federal officials making critical decisions for the small business community. Please feel free to share this email with other small businesses so that we can understand the needs and impacts across the state. Click the button below to complete the survey. Thank you for participating. SURVEY The CDP is Open for Business and we are offering our regular small business assistance remotely using zoom, telephone, email, skype, and facetime. Please feel free to email me and we can set up a time to talk. Or call me directly at 508-514-1369 Do you have questions regarding what options and resources are available now or what steps you should take for the future? Do you need information on the SBA PPP program or on the Pandemic Unemployment for 1099’s and sole proprietors? We can help you understand the right options for you and your situation. As, we continue to offer small businesses the support they need and want, we need your help to develop upcoming programming. We have created a short survey to help us develop expertise in new areas, create workshops and to identify resources for our community to assist in this unprecedented time. Please take 2 minutes to tell us what you need in this Survey Monkey survey. Support small business in our region, sign onto a letter to our state legislators. The CDP along with 72 other small business support organizations recently sent a letter to Governor Baker that outlined a number of initiatives that need to be funded by the state to help very small businesses across Massachusetts. The CDP acknowledges that Lower and Outer Cape businesses have many unique challenges in a normal year let alone during a Pandemic and need additional support. We have crafted a letter to our state elected officials to request additional resources for small businesses. Please Read the letter. If you would like to have your name and businesses name included, please provide the following information to Jason at the CDP: · name · position · business · address · contact phone On a separate note, many of you may have heard that small business owners who also have a job where they get a W2 for over $5100 a year, can not apply for the Pandemic Unemployment Insurance. We have many small businesses here that can not support themselves on what they make in their small business and have part time jobs to supplement their income. The CDP has brought this to the attention of our state legislators and they have received feedback that this is a cap in the Federal Policy and must be changed by the Federal Government. If you have business owners that have fallen into the crack in the support options please have them contact Congressman Keating and Senators Warren and Markey. An email or phone call to the three contacts below would be good. They should also copy Dottie Smith in Rep. Peake’s Office: Senator Warren Jessica Wong: Jessica_Wong@warren.senate.gov; 617-565-4240 Senator Markey Nolan O'Brien: Nolan_O'Brien@markey.senate.gov; 857-303-1374 (cell Congressman Keating Andrew Nelson: Andrew.Nelson@mail.house.gov; 508-771-0666 774-487-4479 (cell) Please cc: Dottie Smith, Chief of Staff for Rep. PARKING IN PROVINCETOWN Provincetown continues to monitor and adjust public parking operations in response to COVID-19. Permit parking and paid parking at meters, kiosks, and the MacMillan Pier Lot resumes June 1st. The MacMillan Pier Lot will remain open to permit holders, but will only be accepting credit/debit card payments for paid parking. Neighborhood resident permit parking restrictions are in place. There is no parking on Commercial Street between Johnson Street and Winthrop Street. Parking permits for the 2020 Season are available for online purchase HERE. A reminder from the desk of Animal Control Officer Ruthanne Cowing If you’re going to be in and out of your car running errands, PLEASE leave your dog home!
If you’re going to be in and out of your car running errands, PLEASE leave your dog home! Believe it or not, leaving the windows parAally open is NOT enough. Parking in the shade WON’T keep the car cool enough either. Dogs feel heat differently than humans do. They sweat differently too. Dogs sweat by panAng and by sweaAng from their paws. However, a dog trapped in a hot car cannot effecAvely rid its body of enough of the heat by panAng and sweaAng — simply because there’s not enough cool, fresh air to replace the heated, stale air. Therefore, a dog breathing in warm/hot air for too long will suffer heatstroke and could die. If you see this acAvity, please call us immediately BUT know the law! In Massachusetts, it is law that residents can take swift action when they see a pet stranded in a hot car. BUT there are protocols that must be followed to protect you from civil or criminal liability, you must of course: FIRST try to find the owner, SECOND make a call to authorities, and stay on the scene. After that and if a true emergency beckons, the law wants you save that pet from an overheated vehicle. AGAIN you must.. First notify law enforcement or call 911 Determine the vehicle is locked "or there is no other reasonable means for exit Have a firm belief that entry into the vehicle "is reasonably necessary” to prevent imminent danger or harm to the animal. You can’t just break a window! The Town of Provincetown will test closing a porAon of Commercial Street to vehicular traffic this weekend from 6 to 10 p.m. Thursday, Friday, Saturday and Sunday between Standish and Court streets to give people more room to properly spread out. Provincetown Town Election Ballots By Mail And Census Data Early voting for the June 30th Provincetown Town Election is now available by mail ballot. Ballot request forms are available on the town’s webpage under News and Announcements. The last date to register to vote is June 19th. Harbor Health has announced that it will not reopen Harbor Community Dental Center-Provincetown with Outer Cape Health Services. Harbor Health will continue to offer care through OCHS dental locations in Hyannis and Dennis and work with Outer Cape on transportation or telehealth options for patients. “Our main priority was – and will continue to be – to partner with OCHS to ensure access to dental services for people living on the Outer Cape,” said Chuck Jones, president and CEO of Harbor Health. The majority of Harbor’s dental patients are low-income or uninsured and the organization is one of the few dental providers on the Cape that accepts MassHealth for adults. Harbor and OCHS are discussing options for providing transportation to Hyannis and Dennis for dental patients in need of routine and emergency care. In addition, the CCRTA has a stop at Patriot Square close to Harbor’s Ellen Jones Community Dental Center. Harbor also plans to continue to offer telehealth. “We are committed to helping our friends and neighbors in Provincetown, and will do whatever we can to make sure everyone in our community can get local, affordable dental care,” continued Jones.

Dental patients can find additional information about continuing dental care, here. Click here for the latest updates We hope this letter finds you and our family in good health. Our community has been through a lot over the last few months, and all of us are looking forward to resuming our normal habits and routines. While many things have changed, one thing has remained the same: our commitment to your safety. Infection control has always been a top priority for our practice and you may have seen this during your visits. Our infection control processes are made so that when you recieve care its both safe and comfortable. Our office follows infection control recommendations made by the American Dental Association (ADA) the U.S. Centers for Disease Control and Prevention (CDC) and the Occupational Safety and Health Administration (OSHA). We follow the activities of these agencies so that we are up to date on any rulings or guidance that may be issued. We are hoping to begin seeing patients the week of June 8th, this depends on the recommendation of the Governor and the Massachusettes Dental Society. You may see some changes when it is time for your next appointment. We made these changes to help protect our patients and staff. Our office will communicate with you beforehand to ask some screening questions. You'll be asked those same questions again when you enter the office. It is important that we speak with every patient prior to your visit, please return messages left. We have hand sanitizers that we will ask you to use when you enter the building. COVID-19 is making for a tough season. Provincetown retailers and restaurants will be counting on part-time residents to come in and spend. But did you know that recent negative comments on social media and in the press are keeping part-timers away? In an April 29th survey, 45% of part-time residents said they feel unwelcome in Provincetown. The Provincetown Part-Time Resident Taxpayers Association (PPRTA) wants to change that. PPRTA created our “Community Partners” program expressly to help retailers and restaurants by lending you our good reputation with part-time residents to drive your business. PPRTA will feature your business and links on our website and newsletters, and we ask that you provide links to PPRTA in your advertising as well. We provide you, free of charge, our 5”x5” partner window decal to announce our friendship along with a similar PDF for your advertising. Joining our program is easy and hassle free but we have limited slots. Has pushed its shows to next year and in the meanAme has focused on virtual programming. Click here for VIRTUAL PROGRAMMING Dear friends, Creating a safe, nurturing and exciting space to assemble is central to my mission as Artistic Director of the Provincetown Theater. It anchors the core of my lifelong devotion to live theater. And so, it is with my deepest gratitude that I thank you for attending and supporting our ongoing efforts in developing a new arena to gather during these tumultuous times – online. And more innovative virtual programming is to come. But we must meet the needs of now. Moving forward, in adhering to the Massachusetts government’s new four- phase guidelines to stem the spread of coronavirus, the board of directors and I made the necessary decision to reschedule all of our 2020 productions to the 2021 season. Our top priority in moving through this health crisis has always been – and will continue to be -- the safety of our patrons, our staff, and the dozens of actors, artists and volunteers involved throughout the season. Our commitment to developing new virtual programs for you is now our utmost creative goal. As we initiated them in March, all virtual programming will continue to be streamed on our website (on our Virtual Programming page) via our YouTube channel. So, please check back often for updates. Furthermore, all programs will continue to be streamed free-of-charge, though donations are greatly appreciated. Indeed, it is precisely because of your love, support and donations that we’ve been able to continue developing these new means of gathering in this anxious and isolating moment. As always, my most sincere wishes of strength and good health to you and your loved ones. We are struggling with a lot of mixed emoAons as we walk away from this parAcular dream, but we want you all to know that it was our absolute privilege to be welcomed in as part of this community for the past 3 years! We are very proud of what we accomplished and the friends and memories we take away from this experience will be treasured forever. We encourage you all to conAnue to support Provincetown businesses as they start to slowly and creaAvely re-open. CLICK BELOW FOR MAY UPDATE FROM EXECUTIVE DIRECTOR RICHARD MACMILLAN OPENINGS AND FUN & POSITIVE HAPPENINGS HAPPY 20TH F ANIZZI'S RESTAURANT Kudos to Paul Fanizzi and to the Entire Crew! Staff from the Center for Coastal Studies (CCS) Marine Animal Entanglement Response (MAER) team disentangled a humpback whale 15 miles east of Cape Cod yesterday. This is the second time the young whale, identified as the 2015 calf
the second time the young whale, identified as the 2015 calf of Jabiru, has been disentangled by the team in less than a year. Recreational boaters aboard the vessel Miss Bridget found the whale with fishing buoys on its head and rope entering its mouth. They immediately contacted the US Coast Guard who then called the report into the CCS emergency hotline. The boaters stayed with the whale until the MAER team arrived on the scene. The responders determined that the whale had bitten down on a buoy line attached to fishing gear on the seafloor, likely while feeding, and was now towing the heavy fishing gear below it. The whale was notably distressed, likely indicating that it had been recently entangled. The team used a specialized cutting grapple, thrown from its response vessel, Ibis, to cut the buoys away from its mouth. Once this was accomplished the whale sped off and any remaining gear should be shed as the whale resumes feeding. This was the first whale disentanglement operation since the start of the pandemic. "I think the entire team has a new appreciation of some of the challenges our first responders have faced” said Scott Landry, Director of the CCS MAER team. “Disentangling a whale in rough sea conditions is hard. Doing so with full PPE added a new challenge especially since clear visibility and communication are key to our safety. But the whole team was up to the challenge and is committed to keeping our community, and whales, safe.” The Center is grateful to the crew of the Miss Bridget of Freedom Offshore Adventures and the US Coast Guard for their help with this case. Boaters are urged to report any entanglement sightings of whales, sea-turtles or other marine animals to the MAER team (1-800-900-3622) or the US Coast Guard on VHF 16, and to stand by the animal at a safe distance until trained responders arrive. CCS disentanglement work is supported by grants from the National Marine Fisheries Service (NMFS), the Massachusetts Division of Marine Fisheries (MA-DMF), and the Massachusetts Environmental Trust. Support is also provided by the Broad Reach Fund of the Maine Community Foundation, the Pegasus Foundation, the Hermann Foundation, the Mary P. Dolciani Halloran Foundation, and contributions from CCS members. All disentanglement activities are conducted under a federal permit authorized by NOAA.
