Project Awards - Celebrating Welsh Civil Engineering The George Gibby Award is presented to the best example of outstanding design and construction of a project costing more than £5 million. This award honours the highly respected ICE member George H Gibby (1923-2010), who originally proposed the idea of an awards scheme to celebrate civil engineering. The Roy Edwards Award is presented to the best example of outstanding design and construction of a project costing less than £5 million. This award was named after Colonel Roy Edwards who was the longest serving member of the South Wales Association committee and first territorial member of the Institution’s Council (1949-54). The Bill Ward Sustainability Award is presented to the project which best demonstrates the principles of sustainability, i.e. social, economic and environmental benefits of the project during delivery and upon completion. The Designed in Wales Award is presented to a project that has demonstrated outstanding design and construction and which has been designed in Wales and constructed elsewhere (either in the UK or overseas). The Alun Griffiths Award for Community Engagement is presented to an individual or organisation who have demonstrated standards of excellence in engagement with the local community in the planning, design, project management and construction of any project, taking into consideration and placing emphasis on all aspects of social, economic and ecological matters to ensure future sustainability and wellbeing The Chair's Special Award is presented to any individual or project which has demonstrated exceptional skill and expertise or made an exceptional contribution to the profession. At its absolute discretion, the Judging Panel may make a recommendation to the ICE Wales Cymru Chair that a shortlisted project be presented with this award. The ICE Wales Cymru Chair may accept or reject any recommendation made to him/her at their own discretion PUBLICITY ICE Wales Cymru and the Institution of Civil Engineers may use any of the information and/or images received for publicity purposes and to promote civil engineering in Wales. The shortlist of projects in each category will be announced to the media in Wales prior to the awards ceremony, based on information and images provided in entry submissions. Award winners will be announced to the media in a full press release after the awards event. ICE is proud to celebrate the achievements of the profession and award winning teams will be entitled to use the ICE Award Winner logo to publicise their success (artwork and guidelines will be provided after the event). JUDGING A panel of at least three independent judges will determine a shortlist of all entries for each category based on the entry submissions. The judges may arrange a visit to the project or request further information. Site visits to the construction site are not planned for schemes submitted for the Designed in Wales Award, although a visit to the design team may take place. Any conflicts of interest of any judge will be declared and an alternative judge may be appointed to the Panel if necessary. Guest judges with a particular specialism may be invited to judge certain categories. Judges are not obliged to make an award in each and every category. In addition to the prescribed awards, the Judging Panel may also recommend to the ICE Wales Cymru Chair that the Chair's Special Award be presented to a given project. Rules of entry Schemes submitted for all awards except the Designed in Wales Award must have been constructed in Wales and be substantially complete by 31 December 2021. All schemes submitted for the Designed in Wales Award must be substantially complete by 31 December 2021. The closing date for entries is 17:00 on FRIDAY 10 Feb 2022. Entries received after this date cannot be considered. Agreement to submit an entry must be obtained from all parties (Client; Key Design Organisation; Engineer Project Manager; Key Contractor Organisation; and any other key organisation/s involved in the project as listed on the entry form). Written evidence should be included with the entry submission. The entry submission must include all elements stated in the 'Submission Guidelines' on page 5 below. ICE Wales Cymru and the Institution of Civil Engineers has the right to use any information or images supplied for publicity purposes to promote the awards or civil engineering in general. The judges’ decision shall be absolute, final and binding on all entrants. The judges have absolute discretion, and without recourse against them, to reject any entry which does not comply with the rules. AWARDS CRITERIA Projects will be judged against the following criteria: GEORGE GIBBY AWARD (projects over £5m) and ROY EDWARDS AWARDS (projects under £5m) Excellence in concept: Planning and Design: Contract & Construction: Originality Pre-planning Contract Management Fitness for purpose Design considerations, including CDM Form of Contract Application of research and latest issues Delivery/programme techniques Appearance and environmental Difficulties overcome Benefit to the community considerations (Innovative) Construction methods Public relations pre-contract Site Health & Safety Use of materials and labour Working with the Community Value engineering Quality Sustainability considerations BILL WARD SUSTAINABILITY AWARD This may be awarded, at the Judging Panel's discretion, to a project entry for the George Gibby and Roy Edwards Awards which significantly demonstrates sustainability in its design, planning and construction. DESIGNED IN WALES AWARD The criteria for this award are the same as for the George Gibby and Roy Edwards Awards, with the following revisions. The judging will focus on the design aspects, although construction should be substantially complete by 31 December 2021. Site visits to the construction site are not planned, although a visit to the design team may take place. The focus of the submission in relation to the construction aspects should therefore focus on how the design team played their part in ensuring the design philosophy and details were conveyed into the finished project. CHAIR'S SPECIAL AWARD This award may be presented to any individual or project team which has demonstrated particular skill or made an extraordinary contribution to the civil engineering profession. The Judging Panel at its absolute discretion may recommend a particular project to ICE Wales Cymru's Chair, and any such recommendation may or may not be accepted by ICE Wales Cymru's Chair at his/her absolute discretion. Submission Guidelines HOW TO ENTER There is an entry fee of £250+ VAT (to be invoiced) for each categoy entered Entries must be both submitted in electronic and in hard copy. Each entry must comprise one electronic version saved on a memory stick (preferably in pdf format) plus four identical printed, bound copies. Each entry will include: 1. A completed entry form. 2. An executive summary of 150 words for promotional purposes e.g. in our awards booklet, on our website, or release to the media 3. A report of not more than 1,500 words (excluding the executive summary) in A4 format covering the following: a. INTRODUCTION: why the project should be considered for an award of excellence; b. BACKGROUND: the purpose of the project and the rationale for the approaches taken; c. The report should address and demonstrate how the project meets the AWARDS CRITERIA; d. Any SPECIAL FEATURES should be highlighted and attention drawn to aspects considered relevant for assessment. 4. A layout plan or sketch together with a clear location plan to enable the Judging Panel to find the site (and contact details to arrange a visit). 5. Six photographs not exceeding 250mm by 200mm (10” x 8”) and captioned. [NB two high resolution (300dpi) photographs, (landscape not portrait) must also be supplied digitally on a memory stick for Awards promotional use (e.g. during the ceremony, in Awards booklet, for release to the media etc) and supplied with permission for ICE to use it for general promotion of civil engineering] 6. Written evidence of approval of all relevant parties (Client, Key Design Organisation, Engineer/Project Manager, Key Contractor Organisation, and other key organisations involved in the project as listed on the entry form) will be required from the judges and should be included with the entry submission. 7. The submission must be sent to Anne Denning (Regional Coordinator, ICE Wales Cymru) at the address below by 17:00 on Friday 10 February 2022 and be clearly labelled “Project Awards 2022 Submission”. Entries submitted after this date cannot be considered.
