PRINCIPAL ADVISOR – GOVERNANCE PRACTICE NZSTA purpose Our mission is to lead and strengthen school governance in New Zealand. To this end, NZSTA wants all state and state integrated schools effectively governed by a school board whose primary focus is every student achieving their educational potential. What we do NZSTA is a membership-based national organisation representing the interests of its member boards. Membership of NZSTA is open to school boards of any state or state integrated school. NZSTA has a contract with the Ministry of Education to deliver a fully integrated range of services free to all boards to support and enhance boards’ capability in governance and employment. NZSTA is also an active party in relevant education related decisions and national policy formulation and works alongside the Ministry of Education in negotiating Collective Agreements with unions. Position Description Position Purpose The Principal Advisor - Governance Practice will: • provide leadership and guidance to the National Governance Team (NGT) as well as lead the professional practice and delivery of high standards undertaken by NZSTA’s Advisory and Support Centre and Regional Governance Advisors • work with our education sector partners and associated groups including the Ministry of Education (MoE) to ensure best practice of NZSTA’s advisory services • oversee the development and delivery of NZSTA’s education sector governance advisory services and resources • ensure their own technical knowledge and expertise relevant to effective governance systems, policies and procedures, and to engage and lead in significant initiatives within their area of expertise • be responsible for the ongoing review and development of governance best practice for NZSTA advisors and schools, including the curation, collation and peer review of all governance resources: templates, practice guidelines, workbooks and online material • work with the NGT to set expectations for and monitor the performance of key deliverables and play a key role as a coach and mentor for NZSTA staff and management • report to the CEO, however is not a member of the NZSTA Senior Leadership Team (SLT). Key Responsibilities • Provide leadership and guidance to the NGT on all governance matters • Provide expert advice and assurance to NZSTA’s executives, advisors, teams, staff and to the school community including school boards and principals as required • Act as the knowledge holder, arbiter and moderator of governance best practice (i.e. Advisory Service Framework) • Lead and facilitate professional learning and development for governance advisors, staff and sector reference groups • Provide effective cross sector engagement and representation, and actively participate in sector reference and learning support network groups on matters requiring consultation and engagement • Lead, facilitate and present at workshops, staff training, events and conferences • Support the development of capability and expertise in strategic thinking, analysis, and advice through coaching, mentoring, and the provision of up-to-date frameworks, resources, concepts, knowledge and best practice • Lead the development and implementation of key projects and programmes of work relating to governance • Use information and analysis emerging from sector to identify needs, risks, opportunities, changes and issues impacting on plans and present to the CEO and SLT, identifying where action needs to be taken • Review and evaluate the Advisory Service Framework to ensure relevancy and compliance are met • Maintain professional and responsive external relationships, ensuring that relative accountabilities between external stakeholders and NZSTA are clear, that commitments are met, and problems and issues are resolved speedily in ways that enhance the credibility of the group • Champion best practice to bring about continuous improvement across NZSTA • Act as a spokesperson for NZSTA on matters of governance only as delegated by the CEO. Staff Management • Provide leadership to the national governance team in accordance with NZSTA's policies and procedures. • Coach, mentor, and develop staff, including overseeing new employee onboarding and provide career development planning and opportunities. • Delegate responsibility, set accountabilities and ensure regular feedback • Foster a spirit of teamwork and unity among staff members in line with NZSTA Core Values. Support and Represent NZSTA • As approved by the CEO, participate in sector reference and working groups, attend forums and meetings June 2021 4
• Prepare or assist in preparation of submissions and other papers to select committees, government agencies, Ministers and NZSTA Representation groups • Initiate updates and articles on matters of interest/relevance to school boards and principals for publication in STA news and other publications as required. Department and Budget Responsibility • Ensure that the areas under their responsibility achieve budget on a monthly/annual basis and observe and comply with NZSTA financial policies and processes • Manage the national governance team to all agreed KPI’s in line with the current NZSTA Annual Plan and/or Ministry of Education contract. General • Other duties, as directed from time to time by the CEO. Health and Safety • Participate in NZSTA Health and Safety activities and act in a responsible and safe manner at all times (in accordance with NZSTA H&S policy and procedures). Working Conditions • Occasional domestic travel may be involved. • As a NZSTA national role, location is negotiable for the preferred candidate. Person Specification Skills/experience required • Proven experience in a senior or principal advisory level role, or have held a governance position within an education/school environment or professional body • Must have NZ education sector background or experience • A sound understanding of good governance structures, systems and best practices, particularly the role of School Boards • Demonstrated experience in the implementation of governance practices, policies and capability development initiatives • Experience in successfully managing change including processes, organisational culture and service delivery • Proven experience managing complex relationships to take full advantage of the perspective and expertise of others • Experience in successfully managing within a customer focused environment • Risk identification and management • Ability to assimilate, interpret, translate complex and technical information and legislations June 2021 5
• Demonstrated knowledge, understanding and application of relevant legislation, including but not limited to; Public Service Act 2020, Education and Training Act 2020, Education (Pastoral Care) Amendment Act 2019, National Administration Guidelines (NAGs), and other relevant legislations • A track record of delivering successful projects, working within budgets and timeframes • Sound understanding of the machinery of government, governance systems, public sector delivery structures and systems • Computer literacy and experience in the use of Microsoft Office applications Personal Qualities / Attributes • Understanding of and commitment to giving effect to Te Tiriti o Waitangi including ability and comfort in a reo Māori environment • Well-developed relationship management skills with the ability to develop good relationships with stakeholders at all levels • Excellent written and verbal communication skills, including strong business writing skills • Experience in leading change, and coaching and mentoring others • Ability to influence at all levels and drive successful change in an organisation • Strategic thinker with ability to transfer strategy to implementation, and develop tactical plans and operational tasks • Strong research and analysis skills • Ability to exercise good judgement, negotiation, problem solving skills and initiative • Ability to facilitate and present to individual and group forums • Displays a confident, diplomatic, responsive, professional, open and enthusiastic manner • Ability to build a high level of integrity, credibility and trust with internal and external stakeholders • High standard of presentation and maturity to represent NZSTA in a professional manner • Ability to work independently and collaboratively as part of a team.
