Date: May 6, 2021 Competition: #21‐22 APPLICATIONS ARE INVITED FOR THE FOLLOWING FULL‐TIME TERM POSITION (Three year term with possible extension of up to two years) Position: Director Division: Police Academy Location: New Westminster, British Columbia Reporting To: Dean, School of Criminal Justice & Security and Office of International Affairs Justice Institute of British Columbia: Justice Institute of British Columbia (JIBC) is Canada’s leading public safety educator with a mission to develop dynamic justice and public safety professionals through its exceptional applied education, training and research. JIBC offers internationally recognized education that leads to certificates, diplomas, bachelor’s degrees and graduate certificates; exceptional continuing education for work and career‐related learning and development; and customized contract training to government agencies and private organizations worldwide. Each year, over 36,000 students study at one of JIBC’s six campuses in B.C., through online education, and at locations in more than 150 BC communities, as well as sites across Canada and around the world. Our education contributes to safer communities and a more just society by providing professionals with the knowledge, skills and abilities to excel at every stage of their careers and make a difference every day. The Police Academy delivers provincially‐approved basic training to all new municipal police recruits in B.C. It also offers advanced training for police officers serving in municipal departments, the RCMP and other law enforcement agencies serving in the province. Position Summary: The Director of the JIBC Police Academy (Director) will provide leadership in accordance with JIBC’s mandate, vision, mission, strategic plan and the Police Training Memorandum of Understanding (MOU), achieve the deliverables of the JIBC Police Training Plan (PTP), and satisfy all requirements of the Annual Delegation Letter from the Province of British Columbia. The Director sets strategic direction for the Police Academy to meet stakeholder needs and the deliverables of the PTP taking into consideration the objectives of the Provincial Learning Strategy. Specifically, and in line with the Annual Delegation Letter, the Director will provide: a. Basic recruit and advanced training for police constables; b. Support for special funded activities; c. Specialized training and other services as required. The role of Director requires close working relationships with the Policing and Security Branch (PSB) ‐ Ministry of Public Safety and Solicitor General, the Executive Decision Makers Committee (EDMC), the Police Academy Chiefs Committee (PACC), and with the BC Association of Municipal Chiefs of Police (BCAMCP).
The Director represents JIBC both externally and internally in matters pertaining to police training and is seen to be a leader by the police community, the related training and education groups, and by the community at large. To fulfill this role, it is essential that the Director establishes and sustains excellent interpersonal relationships with all key stakeholders. The Director sits on the Police Training Steering Committee (PTSC), PACC, Police Training Advisory Committee (PTAC), and is an Associate Member of the British Columbia Association of Chiefs of Police (BCACP), BCAMCP, and the Canadian Association of Chiefs of Police (CACP). The Director provides leadership to ensure the quality, currency and relevance of Police Academy curriculum, curriculum implementation, program evaluation, faculty evaluation, and where appropriate, the delivery of training for police‐ related technologies. The Director, as a member of the JIBC leadership team, contributes collaboratively to the overall effectiveness of JIBC and participates in activities that are Institute wide. The Director is a member of the JIBC Senior Leadership Committee and reports to the Dean, School of Criminal Justice & Security and Office of International Affairs. Reporting directly to the Director are the Program Director, Program Manager for Recruit Training, Program Manager for Advanced Training and the Supervisor, Administrative Services. Primary Responsibilities: Under the guidance of the JIBC Leadership and JIBC Strategic Plan: Develop and implement local operational plans flowing from the JIBC Strategic Plan; Uphold and embody the JIBC Vision, Mission and Values; Uphold JIBC policies, procedures and business processes; Develop the annual Police Training Plan (PTP) for approval; Ensure detailed budget and financial statements; Provide detailed quarterly reports including training delivery and financials. Maintain and deliver relevant police curriculum to meet the needs of clients and students: Ensure program content, evaluation criteria, quality control and continuous improvement measurements meet the appropriate training and educational standards; Ensure the implementation schedule and delivery process to meet the client/student needs; Provide annual training review and customer/client/student feedback surveys and/or processes. Lead, develop and organize the employees in the JIBC Police Academy promoting a culture of success in achieving the requirements of the Annual Delegation Letter including but not limited to: Direct the allocation, utilization, effectiveness, evaluation and development of human resources; Delegate to and supervise directly, the work of direct reports. Ensure the Police Academy is financially viable and achieves growth targets: Establish the allocation of financial resources within the Police Academy; Develop and monitor the budget and approve budget expenditures; Ensure financial viability of all Academy activities and compliance with budget requirements. Position the JIBC Police Academy as the premier police academy in BC, Canada and internationally. Promote and represents the JIBC Police Academy with respect to education and training on provincial, national and international police entities and various ancillary or ex‐officio functions associated with the Director’s role. Provide leadership and motivation, and collaborate with the Police Training Advisory Committee (PTAC).

Commit to continuous learning by maintaining and advancing the knowledge, skills, and competencies of staff and students in: Adult education including e‐learning; Police sciences; Leadership through applied research and education. Create and maintain a culture of innovation: Work closely with stakeholders in the development of provincial policing standards and training associated with the use of force. Qualifications: Graduate Degree in a related field, or an equivalent combination of post‐secondary education, training, and progressive professional experience; A strong background in or demonstrated understanding of operational policing and/or police training in a senior role is preferred; Demonstrated administrative and leadership record of service at a senior executive level; Demonstrated leadership experience as an agent of constructive change; and Knowledge of adult education principles and pedagogy. We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental, and enrollment in the College Pension Plan. In addition, we offer 20 vacation days and 10 Personal Days annually (pro‐ rated in first year), as well as generous other leave entitlements.
