2. Context for Development: City Initiatives - The 3,6,9 Vision The 3,6,9 Vision... Sets out a vision of what Sunderland could look like in 3, 6 and 9 years, based on current investment, job creation and other initiatives that are being brought forward in the city. The Vision seeks to reduce the levels of unemployment in the city through the creation of new jobs and increasing education and skill levels whilst bringing a new vibrant heart to the city to attract both investors and people. The key elements of the Vision for the University of Sunderland are as follows: Infrastructure – Current planned investment including Sunderland Strategic Transport Corridor which impacts on access to the University as well as developments such as the International Advanced Manufacturing Park (IAMP) and the Music, Arts and Cultural Quarter (MACQ) that the University can link into. Vibrancy – Initiatives to attract people into and raise awareness of the city, such as major events and the work of the Sunderland Culture partner. Sector and skills – Linking into the priority to improve education and skills to support key sector growth in the city including the advanced engineering sector which is identified as the single most important sector to the city, as well as others including health and social care, computing software and the creative and cultural sector. A timeline is set out showing the planned investment and initiatives which will allow this vision to be achieved including key projects the University could be a key partner in including the development of Vaux and MACQ. Context for Development: Sunderland Strategic Transport Corridor Strategic Transport Corridor The Sunderland Strategic Transport Corridor (SSTC) will provide a continuous dual carriageway link between the A19 and the Port of Sunderland. The project will deliver improved transport links between the IAMP and the University and also offer improved signposting into the University through the re-configuration of the roundabout adjacent to the ‘Northern Triangle’ area, to create a new ‘Northern Gateway’ to the University (refer to page 19 for further detail). The SSTC will be delivered in five phases with the first of these complete, which involved upgrades to Saint Mary’s Boulevard adjacent to the Vaux site. The second phase, the construction of the Northern Spire, a new bridge over the RIver Wear, is due to open in spring 2018. The re-configuration of the roundabout adjacent to the ‘Northern Gateway’ is programmed for completion by 2020 with works to the roundabout expected to start in late 2018. - 11 -

3. Masterplan Proposals: The Masterplan Concept and Aims The Masterplan Concept The University currently operates across C two, disconnected campuses; City Campus to the South and Sir Tom Cowie Campus at Saint Peter’s to the North. This has led to a fragmented presence within the city and a resulting lack of campus cohesion for Saint Peter’s students, staff and visitors. Whilst this does not necessarily suggest that the University should own everything within the boundary, targeted objectives to achieve a branded presence and visibility within this zone will be critical in unifying the campus. - 17 -

Masterplan Proposals: MACQ and VAUX Music, Arts and Cultural Quarter Both the Music Arts and Cultural Quarter (MACQ) and the Vaux Site are two of the key stepping stone developments identified in the One Campus Masterplan Concept. MACQ Significant developments are progressing in MACQ that the University should seek to capitalise on, through collaboration with external partners. This will significantly help in achieving improvements to campus vibrancy, connectivity and integration across the city. Phase 1 - Fire Station (Opened November 2017) • New dance and drama studios • Potential for University to utilise new facilities Phase 2 - Auditorium (Opening Oct 2019) • 450 seater music, dance and venue • Potential to use as a lecture theatre out of Music, Arts and Cultural Quarter peak hours RIVER WEAR Vaux Site Another key stepping stone development, this site presents an opportunity to generate inward investment through links with the private sector and City Council initiatives. A student accommodation development on Vaux (as shown in pink) would place student life at the centre of the One Campus vision, St M ary 's Car Park helping to meet all three of the Masterplan aims. Masterplan Proposals: Status and Visibility - Campus Landscaping Development Objectives A critical factor in the success of the One Campus Masterplan will be achieving the aim of improving University visibility across the city. Improving and enhancing the status and visibility of the University by developing a cohesive approach to hard and soft landscaping will therefore be important. The following three pages of this document set out three key areas that need to be considered, namely: 1. The need for an over-arching design code covering all hard and soft landscaping which will ensure a consistent appearance and brand standard. Key aspects to be considered are suggested on the following page. 2. The opportunity to increase the reach and visibility of the University within the wider region. 3. A targeted strategy to develop a robust and coordinated wayfinding, branding and signage strategy. One Campus Action Plan Mean 29m Depot Key City Developments / Initiatives Stadium of Light Sunderland AFC Delivery of the One Campus Masterplan is Bus Depot Bsns Cen Vicarage reliant on other projects and initiatives in the Bus Depot city being brought forward as follows: 7m Howick Park MACQ – Delivery of the first phases of MACQ 24m are underway which will form a cultural ‘heart’ to the city within the One Campus boundary. Future planned developments will generate 24m 27m 8m space which could be hired / leased by the 13m 31m University for delivering some of its Faculty of Arts and Creative Industries content. 3m Vaux - This represents the opportunity to be the central focus of One Campus masterplan with student accommodation and supporting uses bringing vibrancy to the heart of the overall Campus.
