2018 Tour of America’s Dairyland presented by Kwik Trip About The Tour of America’s Dairyland (ToAD) presented by Kwik Trip is an 11-day criterium series held in Wisconsin each June since 2009. ToAD is the largest competitive road cycling series in the United States, hosting approximately 500 daily racers from over 40 U.S. states and 15 countries. In addition to offering daily prizes and primes, the series scores points omniums in most categories. ToAD celebrates riders of all skill levels by offering competitive races for junior, masters, amateur and professional men and women cyclists. 2018 Tour of America’s Dairyland presented by Kwik Trip Series Competitions Omniums Best 10 Omnium Omnium scores will be calculated by adding up each rider’s 10 highest placings per category using the points schedule below. At the conclusion of the series, the rider with the most points will be presented as the omnium winner. Best 10 omnium scoring only applies to categories that race all 11 days of ToAD. Only riders’ top 10 placings count to calculate their points totals, but all finishes are used to calculate who wins in the event of a tie (based on the tiebreaker rules below). Riders do not have to race the entire series to be eligible. Regular Omnium Omnium scores will be calculated by adding up all of each rider’s placings per category using the points schedule below. At the conclusion of the series, the rider with the most points will be presented as the omnium winner. Regular Omnium scoring only applies to categories that race fewer than 11 days at ToAD. Riders do not have to race the entire series to be eligible. Tiebreaker Rules If any two riders in a points category are tied for points after the final race, the higher place will be awarded based on the following measures: - Rider with most number of 1st place finishes - (If equal), rider with most number of 2nd place finishes, etc. - (If identical placings), rider who finished best at the most recent event. Omnium Points Schedule This points schedule is used for all Best 10 and Regular Omnium categories except the Fyxation Open. 2018 Tour of America’s Dairyland presented by Kwik Trip Lowlands GranFinale Sprint Competition During the final four days of ToAD (June 28 - July 1- Shorewood, Bay View, Downer Ave., and East Tosa) there will be a sprint competition within the following seven races: Cat 4/5 Men, Cat 3/4/5 Women, Masters 40+ Cat 3/4, Cat 3 Men, Masters 40+ Cat 1/2/3, Pro/1/2 Women, and Pro/1/2 Men. The sprint lap will occur approximately halfway through each race. Points will be awarded to the top 5 in each sprint according to the following points schedule. The top 3 racers in each respective category with the most accrued points at the end of the final four GranFinale days will win prizes from the Lowlands Group. Riders do not have to compete every day of the GranFinale weekend to be eligible for the sprint competition. The leader of the Masters 50+ and 60+ standings will be tracked and recognized throughout the series; a leader’s jersey will be presented to the winner of each omnium after the final race. Masters 50+ and 60+ riders are allowed to ride down into the 40+ omnium category to be eligible for daily leader’s jersey and 40+ omnium prize. 50+ and 60+ Daily Leader Prize: New for 2018, for each day a rider is leading the 50+ or 60+ age group omnium competition, the rider will be awarded a $25 registration credit for ToAD 2019. The credit will be calculated and accounted for post-series. Daily leaders for the 50+ and 60+ categories will also be recognized with call-ups during staging. 2018 Tour of America’s Dairyland presented by Kwik Trip Fyxation Open Omnium The Fyxation Open is a 4-race fixed gear series held on June 28-30, 2018 in Milwaukee, WI during the Tour of America’s Dairyland and also in July in Chicago, IL during the Intelligentsia Cup. The first day of the series, 6/28, does not count towards the omnium competition, but the rest of the below rules and regulations apply. Riders will be scored based on the following points schedule in a Women’s Open and a Men’s Open. Prizes will be awarded to the top points leaders at the end of the series at the Intelligentsia Cup in July. Minimum 12 registrants necessary for separate men and women's events and prize money. Riders must follow equipment regulations and USA Cycling licensing requirements to enter. 2018 Tour of America’s Dairyland presented by Kwik Trip Pro/1/2 Men - Leader’s Jersey Registration Riders can register online at BikeReg.com or through www.tourofamericasdairyland.com from Thursday, March 15, 2018 through Sunday, June 17, 2018 OR on-site for an extra charge. Prices are outlined in Section II of this guide. Each day on- site registration opens an hour and a half prior to the first race of the day and closes 30 minutes prior to race of interest or until the field becomes full, whichever is first. Look for the registration flag near the Tour of America’s Dairyland trailer. 2nd race/day is discounted to $20. Transfer/Refund Policies ● No credits or refunds will be given for rain or weather conditions beyond the control of Midwest Cycling Series, LLC ● No refunds or credits due to rider accident or mishap. ● No transfer of registration fees to other teammates or friends. ● You may transfer your rider registration fee to another race day, but no refunds. ● No refunds or credits to a rider who misses a race There will be no complaining about these policies… or NO MILK FOR YOU! No Wait Lists Once category fields are maxed out for a respective ToAD venue race, that category race is closed, and no additional registrations will be accepted. There will be no day-of wait lists. For avoidance of doubt, if a registered race field has maxed out and you are not registered, you will not be allowed race. Licensing All race participants must have a valid USA Cycling racing license (or other national federation affiliated with the UCI) and will be required to race in the Category listed on that license. One-day licenses and annual USAC licenses will be available for purchase daily at ToAD events but purchasing your license prior to the event will expedite the registration process. All license purchase information and rates can be found at https://www.usacycling.org/buy-a-license.htm. USAC rules will govern all races, and riders must sign a USAC waiver on-site.* A single waiver per rider is valid for the entire series. *All Junior riders must have a hard copy of a USAC waiver and a MOSH waiver signed by a parent or legal guardian prior to racing. 2018 Tour of America’s Dairyland presented by Kwik Trip Club/Team Affiliation If you are riding under a different club/team than is on your USAC license, you must verify these details and present an official team release from your team director at registration at the time of number pickup. Bib Numbers Riders will be issued two bib numbers per race category; both numbers must be kept and worn for the entire series. If a rider is registered for multiple categories throughout the series, separate bib numbers will be issued and must be worn for separate categories. Numbers will be placed on the right and left sides of the jersey. Riders are subject to fines for numbers that are cut, folded, crumpled, or improperly placed. Any of these number defacements or wrong numbers worn may prevent riders from being properly placed in finishes and omnium competitions. If numbers are lost or torn, the first replacement numbers will be provided to the rider at no cost. Each subsequent set of numbers will be available at a cost of $5. Placement guidelines in the image below, courtesy of One2Go Event Services: Race Rules & Regulations The 2018 Tour of America’s Dairyland is held under USA Cycling event permit 2018-290. All races are criteriums and will be governed by the USA Cycling rulebook. Criterium regulations can be found in Section 3D of the rulebook. Licensed officials will be responsible for all starts, finishes, rulings, and end results/scoring. 2018 Tour of America’s Dairyland presented by Kwik Trip July; the points schedule for this omnium differ from other categories and details can be found below in the fixed gear regulations. The fixed gear races on June 28 in Shorewood are not part of the omnium competition. ● Overall placing will be determined by series cumulative point totals and recognized on the podium. Final awards for the Handcycling Series will be awarded on Sunday, June 24th, Junior Series will be awarded on Saturday, June 30th, and all other categories will be awarded on the final day of ToAD: Sunday, July 1st. ● Prizes and awards will be determined and distributed both on a daily and overall series basis. All participants of any race are eligible for the individual daily purse for the race for which they registered, and they will also automatically earn points and be eligible for the overall prizes and awards. ● To be eligible for overall prize lists, racers do NOT have to compete in every race. Race Conduct Please respect the neighborhoods in which we hold our races by refraining from littering and any other general misconduct. Such issues may be grounds for fines or disqualification. Team Tents Please place your team tents within the areas designated on the venue maps. Be sure to keep walkways clear and never place tents on private property without permission. If you have any questions about placement, ask the race director. The race director has the right to ask you to move your tent. Riders Out of Contention/Withdrawing from a Race Race officials reserve the right to pull riders who are in danger of being lapped by the field. Such action is dependent on race category, number of riders on course, course length, and course type. Riders asked to withdraw must exit the course immediately, and will be placed accordingly to the following structure: ● Riders in the following categories will be placed if they are pulled in the second half of the race: ○ Pro/1/2 Women ○ Pro/1/2 Men ● Riders in all other categories will be placed if pulled at any point during the race. ● Riders should notify race officials if voluntarily withdrawing from a race. Riders who voluntarily withdraw will not be placed. Feeding No feeding shall occur unless expressly authorized by the Chief Referee. Should the weather and race length cause need for feeding, there will be a feed zone defined on-course, as well as specific race times feeding is permitted. This information will be available to riders at registration prior to the start of their races. Free Laps Riders may be granted a free lap for a crash or the breakage of an essential bicycle component. Riders may only be granted a free lap by the pit referee and all repairs or equipment exchanges must be made in the pit. The chief referee will announce when free laps are over before the start of each race, specifying “free laps are over at _ laps to go.” Riders must be reinserted into the field by the pit referee before this point to receive a free lap. Riders who are granted a free lap will be reinserted to the race at the back of the group in which they were originally placed. Riders who are not granted a free lap will have to chase. 2018 Tour of America’s Dairyland presented by Kwik Trip Neutral Support Neutral race support will be provided by LOOK NRS. Licensed mechanics will be on-site daily to assist riders with mechanical issues during races. Any equipment is lent at the discretion of neutral support and must be returned. Junior Rollout Juniors are required to roll out for junior and senior races in which they compete. Details on rollout can be found in the USA Cycling rulebook under rule 1I4. Rollout will be set up in the neutral support pit each day. Courtesy rollout will be done at the discretion of the pit referee when time is available during the race days. Juniors who do not pass rollout are subject to relegation or disqualification. All junior riders will roll out as part of staging; the top five riders in each junior event must also roll out immediately following the event. Failure to report in a timely manner may also result in relegation or disqualification. Race Timing All criteriums in the series are time-based. A time board at the finish line will count up in time until USAC race officials have determined the number of laps remaining. Laps will then count down; when the lap count reads “1” a bell will also be rung to signify that one lap remains in the race. On the following lap, riders will contend for the win. Per criterium rules, all riders will finish on the same lap. Primes Primes will be awarded in most races during the Tour of America’s Dairyland; they will be signified by the ringing of a bell for a specific group of riders, such as a breakaway or field, and the announcement of the prize. On the following lap, the prize will be awarded according to the announcement to the riders eligible for the prime. Primes will be available at registration following the conclusion of each race. Riders do not need to finish the race to be awarded primes, unless expressly stated when the prime is announced. Course Closure/Course Warm-up/Staging Procedures Riders are not permitted on the course during races for which they are not registered. Course officials/race announcers will officially open the course at the conclusion of each event. Only at this time are riders permitted to warm up on the course. Riders who are on the course at unauthorized times are subject to disqualification. The start line will remain closed during warm-up, and riders will not be able to line up until permitted. Course officials/race announcers will begin staging at the staging line five minutes before the start of each race. Series leaders will receive call- ups; riders who are late to staging are not guaranteed starting spots at the front of the pack. Anti-Doping Control Tour of America’s Dairyland p/b Kwik Trip supports RaceClean. The RaceClean Program funds anti-doping tests at both the elite and amateur levels of cycling. 2018 Tour of America’s Dairyland presented by Kwik Trip Podium Ceremony Protocol Podiums occur directly after the finish of each event (within approximately 10 minutes). Please take a cooldown lap and report to the stage. Details on jerseys awarded are listed in Section II. Riders should appear for the podium in their team kits: team jersey, team shorts, no helmet (rider may wear hat only if it is team gear or bears the logo of a team or ToAD sponsor). If a rider is currently wearing the overall leader’s jersey, the rider should remove the leader’s jersey after each race and replace it with a team jersey for the podium ceremony. The daily winner’s jersey may not be worn in a later race or for a later podium ceremony. Overall leader’s jersey is to be worn in competition as long as the rider holds the overall lead. Daily Results & Prize Protocol Daily results will be posted on-site shortly following the conclusion of each race. Results will be posted for 15 minutes before they become final. Any protests must be directed to the Chief Judge on stage. Results may be changed for omnium points after the results are final, but any lost prize money is forfeited. Always check your results to ensure your finish was recorded correctly. Results will be uploaded to USA Cycling each evening. Prize Payout Prize money for race finishes will be available at registration shortly after the finalization of each race’s results. Racers who win a cumulative $600 or more during the Tour of America’s Dairyland will be required to complete an IRS-1099 form on- site before receiving payments exceeding $600.
