OFFICIAL SCHEDULE Bates Saddles National Dressage Championships Webb Equestrian National Para Equestrian Championships ESNZ National Equestrian Centre | Taupo Thursday 19th - Sunday 22nd November 2020 Entry Closing Date: Monday 19th October 2020 www.facebook.com/Batesnationals www.nzequestrian.org.nz/disciplines/dressage/competition/bates-national-championships Introduction Dressage NZ welcomes you to the Bates Saddles NZ National Dressage Championships and the Webb Equestrian National Para Equestrian Championships 2020. Dressage NZ, ESNZ Para Equestrian and all event participants owe a huge vote of thanks to the outstanding support from event sponsors who will join the us in November. Please refer to Pages 3 & 4. This schedule is based on the whole of New Zealand being in Covid 19 Alert Level 1. The event status and schedule will be reviewed should this not be the case. Schedule: This schedule for the November event is revised from the March version. Some of the key differences are: • With no CDI possible, it will be a national event only and therefore entry fees and the non- refundable rider fee have been reduced. • The timetable has been revised in an attempt to maximise the use of covered horse accommodation as it is not anticipated portable stabling will be available. This revised timetable may reduce the cost of entering for some competitors who will not need to be on site for the full duration of the event • Limited offsite stabling will be available • Young Horses will ride one round only to make it less demanding to also ride in grade championships • As the Event runs across NCEA examinations time frames, no pony specific classes are offered (noting also ponies do have their own unique Championship in January 2021) Prize Money: • Prize money for the event is awarded under special conditions for the event as approved by the Dressage NZ Board. As per the original March schedule, the Championships will be run over two rounds and championships points scores will be awarded prizes/prize money. This change will result in a wider distribution of prize monies. No prize money is awarded for eye opener classes, Prize money will be awarded to Super 5 League qualifying classes. Entries: • All entry payments must be made at time of entry via Poli-Pay or Stripe. Entries will not be released into the system without payment of all fees Version 2/9//20 1
Bates National Dressage Championships November 2020 Stables and Yards: Please carefully note Page 5 for conditions regarding allocation of stables and covered yards. The OC will require rigorous co-operation from entrants to assist the OC do their utmost to accommodate as many competing horses under cover as possible Responsibility for Schedule Conditions: It is the responsibility of the rider, person responsible and /or person making any entry to have read and understand the conditions for this event as published in this schedule. Rules Jurisdiction: Protests & Complaints: Please refer to the ESNZ General Regulations (v2019) for the process for lodging protests or complaints. No protest or complaint will be accepted unless this process is followed. The official finish time of the event is sixty minutes after the completion of the last scheduled official activity of the event including any prize giving. Rules & Policies: All ESNZ and ESNZ Dressage rules, Para Equestrian Rules and policies which apply at all times and /or from time of arrival on the grounds, including but not limited to: Welfare of the Horse, ESNZ Code of Conduct, ESNZ Behaviour Policy, instruction from members of the organising committee, prohibited gear, horse welfare, etc are applicable prior to the official event start time. ESNZ Members are responsible for the behaviour of any non- members that are associated with their entry eg grooms, family members, support team Official Event Start Time: 7am Thursday 19th November. This is the start time for the period of jurisdiction for all Equestrian Sport New Zealand (ESNZ) General Regulations, Veterinary Regulations and ESNZ Dressage rules and ESNZ Para Equestrian/Dressage rules and ESNZ policies including Code of Conduct. Competitors and spectators attending this event do so at their own risk. Safety of Property: ESNZ, ESNZ Dressage, ESNZ Para Equestrian, ESNZ National Equestrian Centre (Taupo) , or any representative of these bodies, accept any liability for the safety of any goods/equipment or the loss of, or damage to such, brought in/stored at the venue, at the event. This includes stock / goods at trade stands Damage: Any damage to facilities must be reported to the National Equestrian Centre Office or the Event Office immediately HEALTH & SAFETY ESNZ Dressage is committed to providing and maintaining a safe and healthy event for all participants, and to providing the information, training and supervision needed to achieve this. 1. All competitors and visitors to the venue must abide by the ESNZ/Dressage NZ and National Equestrian Centre Health & Safety Policies and the Health & Safety at Work Act 2015. 2. Copies of the event Health & Safety policy can be found at the event office. 3. Any incident or near miss must be reported to event office and incident form completed. 4. Any hazards identified must be reported to Event Office or the National Equestrian Centre Office. 5. Competitors will be responsible for their safety at all times and must observe safe practices and following event rules and officials instructions at all times, ensuring that others are not put a risk by their actions. Equine Therapists and Treatment a. Any equine therapists or practitioners who are not veterinarians and intend to provide therapeutic treatment to equines in any capacity at this event in a private or commercial basis must notify the Organising Committee of any treatment prior to the event. b. All practitioners must also comply with the Conditions applicable to this event set out in the Schedule of classes. c. Riders who own their equipment (e.g. Equissage, Cyclossage or similar) are only permitted to treat their own horses with these systems at the event. d. Any practitioner receiving financial or other gain from providing therapies at the event will be required to pay a trade exhibitor fee at the discretion of the Organising Committee. 2. Other Professionals / Traders Any other professional intending on providing services or trade of any kind at this event must obtain prior agreement from the Organising Committee – this excludes professional Dressage Coaches assisting in the warmup of competitors and grooms that are in part or full-time employment of a competitor 5
Bates National Dressage Championships November 2020 RULES & EVENT CONDITIONS SUMMARY: This must be read in conjunction with ESNZ Dressage Rules v8 Eff 1/8/20 1. Rules: All competitions will be run under the current version ESNZ GR’s, VR’s & ESNZ Rules for Dressage (v8 1/8/20) and ESNZ Para Equestrian Dressage rules where applicable. 2. Prohibited Saddlery: ESNZ Dressage Rule 478.9: Prohibited gear is not permitted from the time of arrival at the venue. 3. Riding Helmets: ESNZ red-tagged, approved riding helmets must be worn at all times when mounted at the National Equestrian Centre. 4. Horse/Pony ID Numbers (DR Art 477): Approved Horse/Pony official identification numbers must be worn on both sides of the horse/pony at all times during warm up and competition, and when being ridden or led in arena familiarization. ID Tag with Horse Name, Rider phone contact must be worn in or out of the stable/yard at all other times. 5. Schedule Amendments: The OC reserves the right to alter the programme/schedule and/or prize money within the ESNZ GR’s/ESNZ Dressage NZ Rules. 6. Equal Placings: (DR Art 446) In the case of equality in any class at this event, the higher collective marks will determine the higher placing. If the competitors are still equal, then the higher co-efficient marks will determine the placings. If there is still an equality of points, the competitors are given the same placing. 7. Commanded Tests: Bates Open Championships tests Rounds 1 and 2, Amateur Championship tests Rounds 1 and 2, Super 5 League qualifiers, Young Horse Classes and all FEI tests must be ridden from memory. 8. Prize Money: DR article 465 & Under Special Conditions Art 464. The OC reserves the right to adjust the advertised Prize Money. 9. Special Conditions: Championship Prize Money will be paid on Championship points (not individual classes). The OC reserves the right to amend/limit the number of prizes or prize money if less than eight starters in any championship or class. Up to 3 starters, 1st only; 4-5 starters 1st & 2nd; 6-8 starters 1st – 3rd; 9 or more 1st - 4th, and/or pay prize money which is less than the entry fee for 1st - 4th place getters. 10. Presentation of Prizes: Approximate presentation times will be advised in the programme and are subject to change at any time, please check with event administration for updates. The organising committee reserves the right to withhold prize monies or prizes/trophies should a place getter not attend an advertised prize giving. Only Riders with conflicting classes may nominate another person to the Prize Giving Co-ordinator to collect prizes/rosettes at the prizegiving. This also applies to series winners and place getters 11. Media & Publicity: ESNZ Dressage NZ reserves the right to use event photographs for marketing, publicity, advertising, funding applications and other promotions as they see fit. ESNZ Dressage reserves the right to record and broadcast via live stream or any other type of digital broadcast any or all of the competition at the Bates National Dressage Championships 2020, both during and after the event. Competitions and/or participants will receive no remuneration for this. All footage remains the property of ESNZ Dressage. The copyright of all photographer’s work must always be respected by competitors and their associates during and after the event and may not be used without permission of the photographer. 6
Bates National Dressage Championships November 2020 STABLE & YARD ALLOCATIONS 1. The OC requests that all riders respect that there is limited covered horse accommodation at the venue. Every effort will be made by the OC to allocate preferred accommodation to competing horses. In some instances, this may not be possible. Allocations will be made as follows. 2. Until the 10th October (which is one week before close of entries), a number of stables and covered yards will be reserved for and allocated to stallions, National Equestrian Centre lease holders (all Levels), South Island combinations and those from north of Whangarei (all levels), Advanced to Grand Prix level horses. No priority allocation will be made after 10th October. It will be notified on the Bates Nationals Facebook page as soon as possible when covered accommodation is full. Riders may request an upgrade should covered yards become available after this time. 3. Note to National Equestrian Centre lease holders: Your lease must be current on 10th October 2020 or preferred yarding will not be allocated. 4. From 11th October, any non-allocated stables / covered yards as above will be allocated in order of receipted / paid entry from the entry opening day of 1st September. Therefore, competitors from Prelim to Advanced Medium who require covered horse accommodation should enter as soon as possible after entry opening date. 5. The OC will endeavor to keep horses from the same rider, team or family together, but this is not guaranteed 6. Horses entered on days one and two of the event, Levels, Preliminary, Novice, Elementary must vacate their covered yard or stable by 3pm Friday 20th November 2020, unless permission is granted by the OC for horses to remain in allocated accommodation after that time. Application for extended stabling must be made at time of entry and all stabling fees paid to be eligible. Horses may be required to move to open yards when their competitions are completed if riders wish them to stay on the grounds. 7. Riders with horses entered at the event on Saturday and Sunday only will not have access to covered horse accommodation prior to 3pm Friday unless the organisers have specifically approved extended stabling 8. Para Equestrian horses in covered accommodation may be requested to vacate these yards on Saturday. 9. The OC requests co-operation of all competitors during the stabling cross over period to enable the OC to do the best possible for all competing horses. 10. Competitors who live within 45 minutes of the venue are encouraged to return to their home base if possible please to assist the covered yarding situation. 11. Limited good quality off site stabling / covered yards between 10 and 30 minutes from the venue is available at $30 per horse per night. A day yard must be booked at NEC if staying off site at night a fee of $5 per horse per day is applicable. 12. Pure Pine kiln dried shavings will be available at $18 per bale. Bates National Dressage Championships November 2020 ENTRY CONDITIONS 1. All competitors must be current ESNZ full or child members current until 23rd November at the time of entry. 2. All horse registrations must be current to the 23rd November 2020 at the time of entry. 3. All entries are subject to a $60 non-refundable Event Fee per rider. 4. All horses/ponies must have a current annual dressage start Eligibility: Art 461, 462 & 462A Eligibility is the responsibility of the person responsible or competitor. 5. Only entries received at www.equestrianentries.co.nz by midnight Monday 19th October 2020 with all fees paid will be accepted. Payment can be made by Poli-Pay or Stripe. Credit card payments will attract a card transaction fee. NO Postal, fax, emailed or phone entries accepted. 6. Downgraded horses/ponies: Downgraded horses/ ponies may compete within twelve months of being downgraded except in classes which count for ESNZ Open Championship titles and ESNZ National Trophies Explanation: DR Art 463 specifies that downgraded horses or ponies may not compete in any National Championship competition within twelve months of downgrading (it does not specify event). The Dressage NZ Board official interpretation of this paragraph is that it applies only to the competitions (classes) where an ESNZ National title & trophy is awarded. This is consistent with the ruling also applied at the NZ U25 Championships 2020. Therefore downgraded horses and ponies may compete in all competitions (classes) except those which are designated Open Championships. Super 5 League: Downgraded horses and ponies may compete in Super 5 League qualifiers but may not gain series points within 12 months of being downgraded. 7. Fees: Payment of all fees is required at time of entry. Entries are not considered to be definite until payment has been made. Payment at time of entry is the responsibility of the person making the entry, NO payment reminders will be issued by the OC. 8. Horses may be entered in one level/division/category only, exclusive of Young Dressage Horse Age Group Championships and Super 5 League qualifiers. 9. Balloting: If excessive entries are received for any class, the Organising Committee reserves the right to ballot entries. If balloting is required, priority will be given to combinations who have scored 63% or more in graded competitions at Premier League events since 1/8/19 and/or 63% in any graded competition since 1/4/20. If there are still excessive entries, this % will be raised until there are the appropriate number of entries. If combinations wish to compete in a higher level than these baseline scores were gained, the score will be carried over to the grade entered. Any combination who enters and is balloted out will go on wait list at their request or receive a refund less a $10 admin fee. 10. Upgradings: Must be notified to the Entry Secretary within two working days of the horse upgrading and changes requested on Equestrian Entries. Failure to do so prior to the event will result in no refund and additional entry fees charged. 11. Entry Changes: Other requests for changes after close of entry may be made but will be subject to the approval of the OC. A fee of $25 per class will be applicable if approved. 12. Horses not Entered: All horses and ponies on the grounds after the official event start time must be entered at the event unless special permission is granted by the OC. Covered yards/stables will not be given priority to horses not entered at the event. 13. Non ESNZ Registered Horses: No ESNZ non-registered horses or ponies will be permitted on the event grounds unless special permission is granted by the OC. This permission must be sought at time of entry. 14. Helen Holden Memorial Trophy Area Teams entries must be nominated by Area Delegates or their delegated representative and emailed to the Event Secretary by 5pm Wednesday 18th November 2020. WITHDRAWALS & REFUNDS: Refer to page 18 DRAW: Draw will be available by email and web site www.equestrianentries.co.nz Multiple Horses: Riders with more than 2 horses: The OC will make every effort to ensure that riders have at least 60 minutes between tests. However, if this is not possible owing to the scheduling of classes, the maximum time possible between tests will be allocated. Daily Draw: If required, a revised draw and/or start times for the following day’s competition will be available by 6.30 pm at event administration office and updated online. The OC reserves the right to alter the draw/programme to ensure the smooth running of the event. It is the rider’s responsibility to check for any new times posted. 8

QUALIFICATIONS, CHAMPIONSHIPS POINTS & CONDITIONS Dressage Qualification: No qualification required but refer to balloting procedure in Entry Condition 8 in the case of excessive entries. Para Equestrian Qualification: Refer to Para Equestrian Schedule for qualification as set by ESNZ Para Equestrian. CHAMPIONSHIP CONDITIONS 1. Eye Opener tests may be commanded. 2. All Bates Open Championships tests and Amateur Championship tests rounds 1 and 2 and Super must be ridden from memory. 3. Combinations contesting Bates Open Championship may not contest an Amateur Championship. 4. Combinations contesting an Amateur Championship may not contest a Bates National Championship 5. Eligible riders may contest an Amateur Championship on a mount not entered in a Bates Open Championship. CHAMPIONSHIP POINTS 1. Championship points are allocated 20 for 1st, to 1 for 20th in Round 1, points awarded x 1.5 in Round 2. 2. To be eligible for Championship points combinations must contest both Rounds 1 & 2. 3. Champions and Reserves: The horse with the highest aggregate allocated points from specified classes will be the Championship winner. In the event of a tie, the combination with the highest place in the final qualifier is the winner. If there is still a tie, the combination with the highest aggregate collective marks in the final qualifier will be the winner. If there is a further tie, the combination with the highest average % in two qualifiers will be the winner. AMATEUR CHAMPIONSHIPS Eligibility 1. Art 462.5 Category AM; Any rider C5 or below is a CAm Rider. Moving horses to yards or stables not prior allocated to those horses is prohibited without permission of the Stable Manager 2. Any temporary yarding supplied by competitors must comply with ESNZ rules location to be approved by stable manager 3. All yards and stables are to be left clean, free of all horse waste & hay and properly mucked out. $50 administration and cleaning fee may apply if left uncleaned. 4. All stable muck to be disposed of on muck heaps. 5. Please use the wheelie bins provided for rubbish only 6. Keep wash down bays clean at all times. 7. No smoking in any buildings or stable & covered yard areas. Dogs 1. Dogs must be kept in the truck park and on a lead at all times. 2. No dogs are allowed in any stable or yarding areas, warm up, competition areas or buildings. 3. The owner of the dog will be responsible for the cost of any damage/harm caused by the dog at the competition. 4. Failure to comply with the above rulings will result in a $100 fine which must be paid for by the dog owner. 5. This owner must pay this fine to be allowed to continue riding in the competition. Vehicles 1. Truck entry by Gate 3 off Rapids Rd. 2. Venue gates are kept unlocked, please ensure gates, especially the road gates, are closed after entry where applicable. 3. There is no vehicle access or parking around the stadium area except for accredited officials and service vehicles. All other visitors must park in designated car parks. The OC reserves the right to limit parking in vicinity of the stables to horse transport vehicles only. 4. Speed limit for all vehicles 15 kph in all locations. 5. Motorbikes must not be used before 6.00am or after 8.00 pm and must be used in accordance with normal road rules. Approved safety helmets must be worn when riding motorbikes at all times. Persons under 16 years may not use a motorbike. 6. Safety helmets must always be worn by all persons on a push bike Camping & Power Sites 1. Parking and camping areas will be defined. Some areas will be restricted to on site camping/parking only. 2. Day competitors must park in designated day parking areas. 3. Trucks and Campervans will be allocated specific powered sites and must have a valid electrical certificate and under no circumstances may permit other vehicles to connect to their vehicle via extension cords. 4. Waste and grey water tanks must only be emptied in the wastewater dump adjacent to ablution block near truck park. 5. Please be tidy and use green wheelie bins for all rubbish – no animal waste in green bins. 14

This event is run under ESNZ Para-Equestrian Rules, ESNZ General Rules and 2. Regulations and ESNZ Dressage Rules where applicable 3. All riders must be current full financial members of ESNZ at time of entry, and current until at least 22 November 2020 4. All horses must have ESNZ registration at time of entry and current until at least 22nd November 5. ESNZ, Dressage NZ & ESNZ Para-Equestrian rules apply from time of arrival where applicable 6. All Riders are to display the Official Orange Para Badge on each side of their saddle cloth at all times while schooling, hacking or competing as well as the horse’s ESNZ registration number on both sides of the bridle or saddle cloth 7. Athletes may compete in a maximum of two tests per day per horse at the event. 8. All tests are the current 2017 versions that are on the FEI Website. 9. A horse may not be shared by different riders between PE & AB classes. 10. A horse may be shared by riders of different Grades in Para classes as per Article 125. 11. There will be no refund unless this Official Withdrawal Form is completed & submitted by email to the Event Secretary by Friday 11th December 2020 2. There will be no refunds of any fees if withdrawal is not notified to the event secretary prior to the commencement of competition on the first day the horse or pony is scheduled to compete. 3. All applications for entry fee refunds be accompanied by a Vet or Dr Certificate 4. A Vet Certificate is only valid for the horse stated on the Vet Certificate and does not qualify refunds for other horses entered by the same rider or person responsible 5. Riders who withdraw because NEC covered horse accommodation has been requested and paid with entry, but this has not been allocated by Monday 16th November will receive a full refund less $30 admin fee which includes online entry fee. 6. Riders who paid for covered accommodation & accepted uncovered yards or paddocks may apply for the balance to be refunded after the event 7. Other applications for refunds may be considered only be at the discretion of the OC 8. Refunds will be made no later than 20 December 2020 21
