All Prize money is GST inclusive. ALL COMPETITIONS are run under ESNZ, RAS, and Wairoa A&P Society local show rules. All entries are subject to the Rules and Regulations of the Society which are deemed to be included herein, as if inserted at length. HEALTH & SAFETY AT WORK ACT 2015 The Wairoa A&P Society is required to conform to the Health and Safety at Work Act 2015. However, as a Show Participant at this venue you are also obligated to accept responsibilities in relation to the operation and use of our “Place of Employment” within the focus of this Act which is to eliminate, isolate or minimise risk to Personal Health and Safety. The Wairoa A&P Society is responsible to present a safe venue for use. As user of these facilities you are required to take all practical measures to manage and supervise the health and safety of your event or exhibit representatives, agents, employees and servicing contractors, during the period of this event (including set up and disassembly). The Act embodies a considerable measure of sound common sense, with the key being to identify potential risks in advance by practical management application. Some obvious elements to note as potential hazards include: Leading livestock in public areas. Use of machinery, tools and equipment. Unstable stages, platforms and ramps. Riding Horses in public areas. Overhead Power Lines The Wairoa River. Exhibitors must supervise and control their animals at all times and shall be liable for any hazards created or accident, illness or damage caused by the action of themselves or their animals at the showgrounds. Exhibitors must comply with the appropriate animal legislation and the Health and Safety at Work Act 2015.
Equestrian Rules and Conditions Equestrian Head Steward: Mrs Rachel Martin 06 838 7220 Equestrian Secretary: Mrs Merryn Maxwell 027 246 8964 Yarding Steward: Michele Murphy 027 231 9322 The Ground Jury includes The Wairoa A&P Society President, Equestrian Head Steward, Section Head Steward and the President of the Ground Jury. The entrance for Horses is at the Railway Road entrance, at the end of Ormond Road. All leased horses or ponies at Shows affiliated to the Royal Agricultural Society Inc. Must be registered with the RAS Head Office PO Box 54, Woodend, 7641 before entries are made with the Wairoa A & P Society. 1. Substitution: Substitution of any entry can only be made at the discretion of the Show Committee. 2. Scratchings and Refunds: Refund of entry fees will only be considered if scratchings are made in writing officially with the Secretary either prior to the Show or in sufficient time to avoid disruption to the smooth running of the competitions. Refunds will be less 50% of original nomination and entry fee. Veterinarian certificates are not required unless competitor requires a full refund on entries. Refunds to the value of $10.00 or less will not be paid out. All other Refunds will be paid out after the completion of the show. 3. LATE ENTRIES incur 50% penalty on all classes entered. If your entry and/or money is not received by closing date the 50% penalty will be applied. Late entries will start first. 4. ALTERATIONS $2 charge plus entry fee difference. Secretary must be notified by 5pm the night before the class is run. 5. The committee reserves the right to deduct outstanding fees from prize money owing. Also the Committee reserves the right to replace prize money with product. 6. TRUCK PARKING: Parking Stewards are on site this year. You must produce your Record of Entries upon entering the grounds. Failing to comply may result in refusal of entry. 7. YARDS: $6 per night. The number of yards required and nominated nights (Tuesday - Sunday) must be specified on the Wairoa A&P or the ESNZ entry form. If you do not state your days/nights we cannot guarantee you will get a yard. The yard plan will be displayed on the notice board at arena end of yards. You are not permitted to use another yard without the approval of the Stabling Steward or Equestrian Secretary. Some yards are double allocated, you will be informed of this before you arrive. If you have a double allocated yard, on your day of departure you must vacate your yard by 1.00pm to allow time for inspection before the next horse arrives. Similarly if you are arriving to a double allocated yard, this will not be available until 2.00pm on your day of arrival. Please note on your entry form if you are staying from Sunday night onwards you must pay a camping fee of $10.00 per vehicle per night with your entries. If you do not inform us of your camping arrangements once the show is over, you risk being locked in with no water or showers. 8. CAMPING: Casual Camping for Non Competitors is not allowed. Contact iSite for available camping facilities in/around Wairoa, or Riverside Motor Camp. 9. STALLIONS: Special rules apply to Stallions (ESNZ & RAS rules apply). No Stallion entry will be accepted unless the owner/rider contacts the Yarding Steward prior to the close of entries. 10. MEASURING REGULATIONS: Height certificates and Novice Status cards must be carried at all times and be presented on demand, otherwise an exhibitor will not be allowed to start. These must be signed by
the steward. Microchips do not exempt a rider from having a height certificate. No competitor will be permitted to leave the ring/class once the class is in progress. 11. MOTORCYCLES: Use of power motorcycles and motorbikes in the horse area is allowed with the following Rules: 1). Only between the hours of 6.00am and 8.00pm. 2). A MAXIMUM of 2 on each motorcycle/motorbike at any one time. 3). Protective Headgear must be worn at ALL times, and with the Harness done up correctly. Failure to comply with these rules at all times will result in confiscation of the motorcycle/motorbike. 12. DRUG USEAGE: The use of tranquillizers, stimulants, or any drugs and methods capable of affecting the performance of horses and ponies is forbidden. Competitors are advised that tests for forbidden substances may be carried out during the Show and that testing of all animals is at the owner's risk. Testing for forbidden substances will be carried out under the Royal Agricultural Society Forbidden Substance procedures and rules (refer RAS Equestrian Judges and Competitors Rule Book- Forbidden Substance Section). 13. The Wairoa A&P Committee reserves the right to refuse or cancel any entry without adducting any reason for so doing and reserves the right to make any alteration to the Show timetable, or withdraw any event as may be deemed desirable. Any unruly or dangerous animal or exhibit may be required to leave the Showgrounds. 14. Protective Headgear Article 151: This applies to ESNZ classes only – all riders in RAS classes must have red tagged helmets to compete. 1. ESNZ recommends approved safety helmets should be worn at all times when dealing with horses. 2. All riders must wear protective headgear that conforms with one of the current approved safety standards and is tagged accordingly. These standards may be subject to change but the latest list can be found on the ESNZ website at www.nzequestrian.org.nz/esnz/resources/health-safety. ESNZ will ensure that any changes to the standards are communicated to members and area committees 3. While riding at any showgrounds/competition venue, or ESNZ venue when training, the use of properly fastened approved, tagged protective headgear will be mandatory. 4. Riders will not be permitted to train or compete unless they wear approved, tagged, protective headgear bearing the ESNZ/NZPCA helmet tag. 5. FAILURE TO WEAR APPROVED TAGGED PROTECTIVE HEADGEAR a. Any rider who fails to wear approved, tagged, protective headgear at any event, training day or at any ESNZ venue at any time, will be issued with a warning by a member of the Ground Jury or an ESNZ listed official at an event where there is no Ground Jury. The issuing officer/Ground Jury will issue an official warning card and a copy will be sent to ESNZ. b. If that rider fails to comply for a second time, they will receive an instant $50 fine, payable to ESNZ. An official warning card will be filled out by a member of the Ground Jury/ESNZ official and sent to ESNZ. The rider cannot compete again until the fine is paid to ESNZ. c. A third or any subsequent offence for riding at a competition/venue without correctly, approved, tagged protective headgear will result in a further fine of $250 and may include a stand down period which will be determined by an ESNZ judicial committee. 6. Warnings and fines must be lodged with ESNZ and ESNZ will keep a list, on the database, of riders with helmet warnings and fines. 7. The use of cameras by riders while riding at a showground/competition venue (however such a camera is affixed, whether to the rider, protective headgear, head covering, or carriage) is prohibited, unless otherwise specifically agreed to by the ESNZ Technical Delegate officiating at the Event (in consultation with the President of the GJ, where appropriate). Such a decision will be completely at the discretion of the Technical Delegate/GJ President, and not subject to challenge. In the event that approval is given by the Technical Delegate/GJ President, an athlete’s decision to wear a camera while competing will always be voluntary and at the athlete’s own risk. 15. No Adults are permitted to ride Ponies at the Wairoa A & P Show with the exception of the Pleasure Pony section.
16. REGISTRATION: YOU MUST STATE RIDER REGISTRATION NUMBER on all entry forms and they must be SIGNED or we will not accept them. The Wairoa A & P Society reserve the right to refuse entry into any ESNZ class, if not accompanied with proof that the Rider and Mount are currently registered with the ESNZ. 17. PRIZES: Prizes will be paid up as follows: 1-3 entries 1st prize only; 1-5 entries 1st & 2nd prize only; 1- 6 entries 1st 2nd & 3rd prizes; Show jumping Prize money 1:7 ratio. i.e: 1 prize for every 7 entries, excluding series classes. 18. LOCAL: Rider must permanently reside in the Wairoa District Council rating area. Wairoa Pony Club Inc. Members are able to compete in local classes if they have met the criteria of having attended 3 rallies and had this signed off by the District Commissioner. 19. CATALOGUES will be paid with entry fee and held at the office for you to collect, if you require more please state on your entry form. Pre-ordered catalogues are $5. Catalogues purchased during showtime are $6 20. ENTRY FORMS: Official ESNZ or Wairoa A&P entry forms must be used and SIGNED! If your entry form is not signed, or is illegible, or the required certificates are missing, or the correct monies are not attached, your ENTRY FORMS WILL BE RETURNED with the cost of postage charged to your account. 21. All competitors can purchase a RAS Equestrian Judges and Competitors Rule Book, from. RAS, P O Box 54, Woodend, North Canterbury. It is also available for downloading from the RAS website. 22. Protests must be lodged in writing within 30 minutes of class being completed with a fee of $50.00 which will be refunded only if the protest is upheld. 23. Open ponies must be ridden by riders under 17 years of age (determined as of the 1 August) 24. IRD have deemed that any prize money earned in any one class in excess of $500.00 will pay withholding tax of 20%. Please provide your IRD # with the entry form if you are entering any class, which this applies to. 26. RAS have introduced the YELLOW CARD system for all shows. Wairoa A&P fully support this system and it will be operated in the RAS Equestrian section of the show. This will be offered for any inappropriate behaviour towards show officials and judges, fellow competitors or any third party connected with the show bringing the equestrian discipline into disrepute. , Full wording of the “yellow card” system is available to view on the RAS website. 27. Wairoa Show committee and volunteers will not tolerate any form of rudeness or disorderly behaviour this will result in disciplinary action, as will parking in NON- DESIGNATED AREAS. 28. Showjumping will be run under ESNZ rules. Wairoa A&P Show is a Grand Prix competition. 29. Each horse or pony may only enter TWO showjumping classes per day. 30 .In order for Equestrian Competitors to obtain members tickets you must pay a General Membership Subscription. 31. DOGS ARE PERMITTED: Strict Rules will apply as follows: MUST be on a leash at ALL times. Excrement must be picked up asap and deposited in the MANURE Bins. A Current Clearance Certificate must be produced on request. If these rules are not adhered to you risk getting your dog(s) impounded and a $50.00 fee will be payable. 32. GROUND LEVY: $12.00 per Horse/Pony. This covers administration costs, online entry charges and St Johns.
33. ONLINE ENTRIES: If you are entering online your entries will NOT BE ACCEPTED until payment is received in full. If your FULL payment is not received by 8 January the 50% late fee will apply. 34. BBQ: Saturday night BBQ Adults $12.00, Children 12 years and under $6.00 35. Arrears -No person who is in arrears with regard to entry fees, subscriptions, or any other Show/Event charge is eligible to compete at any affiliated Show/Event. Proof of payment will be required before any restriction is lifted. 36. Summary of RAS Resolution Process – the full process can be found on the RAS website www.ras.org.nz. The principle behind the process is to deal with the matter as it comes to hand and in most cases it should be dealt with directly by the show. If the matter is in regards to an RAS official, the show may request the assistance of RAS Head Office as to how to deal with this in an appropriate manner. 37. The RAS equestrian levy (as set) is incorporated in to the entry fee b) The Equestrian Levy is charged across all equestrian sections, including – ESNZ Disciplines, Hunter Jumping, Breed, and Donkey and Mule classes (Conference 2009) 38. Entries a) All entries must be made on the official entry form of the RAS affiliated A & P Show/Event, or by electronic means. The entries are to be completed by the exhibitor/competitor, or by some person authorised on their behalf, and must be deposited with the Secretary/Administration on or before the date set down in the Schedule. Entries received after that date are subject to the terms and conditions set down in the schedule or may be declined. b) No entry will be considered valid unless the entry form has been completed in full. Entry in the Show/Event entitles the Association/Society to publish an Exhibitor/Competitor’s name in results, reports and distribute with Exhibitor/Competitor’s lists. c) Breed Prefixes on exhibits at Shows/Events must be those of the Breeder. Any name discrepancy will mean elimination. d) Breed Classes - registration number must be stated at time of entry. e) The name of the entered exhibit must be the same name as on the RAS Certificate (Annual or Life). If sponsorship is secured and the name of the sponsor is required to be added to the exhibit’s name, an application must be made to RAS Head Office for a replacement certificate. Any name discrepancy will mean elimination, and confiscation of the RAS Certificate. f) Substitution of any entry can only be made at the discretion of the Show/Event. g) The Show/Event reserves the right to refuse or cancel any entry. h) Led Exhibits, three (3) years and under shall only be eligible for the Youngstock Championship and any other special award that may be stated in the conditions of the Show/Event. 39. Schedules a) The RAS Royal Show/Event Host Schedule (see Appendix C – Royal A&P Show Schedule) is the Standard Schedule to be run by the Royal Show/Event Host Society/Organisation. This is the minimum Schedule to be run, but further sections/classes as desired may be added. b) The Royal Show/Event Schedule will be reviewed annually at Conference. c) The Show/Event Standard Schedule is the minimum blue print for any Qualifying Show/Event to follow. d) The Breed Standards are governed by the Standard Schedules submitted by the affiliated Breed Societies. e) All affiliated Shows/Events must have their Schedule and Entry Form published annually on the RAS website, prior to their Show entries closing date. 40. Exhibitors/Owners/Competitors a). A Competitor is ineligible to compete under a Judge if (refer also to Judge rule J 25) i. The competitor is a member of the Judge’s family. ii. The exhibit is owned or has been owned by the Judge, or Judge’s family/business partner/employer within the last six (6) months. iii. Any exhibit that has been leased or in partnership by the competitor from the Judge, or Judge’s family/business partner/employer within the last six (6) months or the duration of the lease/partnership whichever is the longer. iv. That Judge or Judge’s family/business partner/employer has owned the exhibit being competed with, under that Judge, on that day, within the last six (6) months. v. The exhibit being competed was bred by the Judge or Judge’s family/ business partner/employer and was sold within the last six (6) months, no matter who was the seller. vi. The Judge has been accommodated within one (1) calendar month prior to the event at the competitor’s/exhibitors residence/family residence/competitor’s business partners’ residence/employers residence. vii. Either the exhibit being exhibited on that day, under that Judge or the competitor him/herself, or any part of the combination have been involved in tuition/schooling by the Judge or Judge’s family/business partner/employer, within the past six (6) months. viii. If the Judge has been a
representative under competition conditions for the competitor/exhibitor’s family/business partner/employer and his/her exhibit or any part of the combination within the past six (6) months no matter who owned the exhibit during this period. ix. The Judge or Judge’s family/business partner has employed the competitor/exhibitor within the last six (6) months. x. The competitor’s/exhibitor’s exhibit is in the incorrect height group (class) or if that competitor/exhibitor cannot produce a current RAS Certificate on the day. xi. The competitor/exhibitor has entered the exhibit in the incorrect class, the competitor entered in the incorrect age grouping of either the exhibit or the competitor. xii. The competitor/exhibitor has not entered the exhibit under its correct registered name; colour, markings, and/or brands differ from those on the exhibit’s registration card. b) Ownership – All Wairoa Pony Club Fundraiser: Raising funds to Upgrade Equipment. ESNZ JUMPING AND CASUAL LEVIES $5 ESNZ Jumping Levy (Compulsory) – payable by all horses/ponies competing in Jumping and or Showhunter. $20 Casual Jumping Levy The rider must be a full member with ESNZ. Horse/Pony not registered for ESNZ J/SH can compete using this levy. The levy is $20 for the show. Can jump up to 1.00 on a pony and up to 1.10 on a horse. Cannot compete in series classes and will not be eligible for HOY points in SH.
