North Country Community College Association, Inc. 2021-2022 Residence Life Housing License Addendum North Country Community College (NCCC) and the North Country Community College Association (NCCCA, Inc.) are instituting the following 2020-2021 Housing License Addendum to support efforts to mitigate the spread of COVID-19. Students are expected to comply with the terms set forth in this document as a condition of remaining in on- campus housing at North Country Community College for the 2021-2022 academic year. In addition, students are expected to adhere to the directives of college officials at all times. Given the dynamic situation associated with the COVID-19 virus, we can anticipate that the guidance referenced and contained herein may change. If/when that occurs, the College community, including our residential students, will be required to follow whatever guidance is deemed current by the Center for Disease Control (CDC), New York State Department of Health (NYSDOH), SUNY (STATE UNIVERSITY OF NEW YORK), and/or Essex County Public Health. Students can expect that those changes will be communicated to them in a timely fashion. I, __________________, agree to comply with all the terms and conditions set forth in the 2021-2022 Housing License, and I acknowledge that my 2021-2022 Housing License is modified as follows: Room Assignments, Requirements, and Potential Need to Vacate the Residence Halls: While our hope is that your assigned room remains consistent throughout the semester, the NCCCA, Inc. may change your housing assignment at any time and for any reason, including for purposes of quarantine or isolation related to COVID-19 or any other communicable disease. Where possible, students will receive notification of said change in advance. The College or NCCCA, Inc may require testing and a seven (7) to 14-day quarantine period prior to or immediately after your scheduled arrival on campus. All rooms are furnished with NCCCA, Inc furniture and students are responsible for the furniture in their room assignment. As part of the agreement to live in the residence halls, the furniture in each room/suite is expected to remain in the assigned room/suite location and students may not move any NCCCA, Inc issued furniture into or out of any room. This includes moving common area furniture from the living space and removing extra furniture from bedroom areas. The NCCCA, Inc. has the right to close the Residence Halls at any time during the occupancy period. In the event that the Residence Halls must close, students will comply with the Association’s instructions for vacating the Residence Halls as soon as safely possible. Page 1 of 7
In signing this agreement, I acknowledge that my 2021-2022 Housing License, signed at the time I requested housing for the 2021-2022 academic year, does not provide for housing beyond the occupancy period, including but not limited to summer housing. I will notify the NCCCA, Inc. and Residence Life staff if I vacate my room prior to Saturday, May 14, 2022. If I choose to vacate, I will not be entitled to any refunds or credits of housing or dining costs. Mask Policy: In accordance with all available guidelines, wearing face coverings when in public and on campus, especially when you cannot maintain a safe distance of at least six (6) feet from others, is an important part of reducing the spread of the COVID-19 and making sure our region can remain open. NCCC's universal mask protocol requires all individuals to wear adequate face coverings regardless of vaccination status when on campus unless you are: • Alone in an enclosed, private space • Within your residential suite with only your assigned suitemates present • Outdoors in an environment where proper social distancing is practiced, or • Consuming food or beverages in designated locations. Students must wear a mask in common areas such as hallways, laundry rooms, stairwells, Saints Hall Community Center, etc. While wearing a face covering will keep you from spreading the virus to others, it is expected that all will practice social distancing even while wearing a mask. Pooled Saliva Surveillance Testing Policy: North Country Community College may implement a mandatory testing policy for students attending classes on campus as well as those residing the Residence Halls. For the duration of your Housing License period, you will be required to follow whatever frequency current guidance requires. This will assist the College in monitoring and containing outbreaks before they occur on campus. Please note that noncompliance with pool testing will result in your inability to access the Residence Halls or other college facilities. Additionally, if your sample is part of a positive pool, you will be asked to quarantine in your room until your individual sample can be tested. Social Distancing Protocols: Please initial each statement below. 1. ______ I acknowledge that I am expected to primarily remain on campus. Leaving my space for academic classes, college sponsored travel or employment reasons, to go for a walk near campus by myself, to travel to local stores, to go to the dining facilities, to leave campus during a scheduled break, or to go home, should be governed by distancing and careful consideration of my safety and the safety of others. If I do need to leave campus, I am expected to follow all social distancing and face covering Page 2 of 7
requirements to ensure my safety and the safety of others. Do not attend parties or group gatherings where people are not following social distancing or wearing masks, as these are examples of potential super spreaders of COVID-19. 2. ______ I agree to comply with any event and gathering restrictions announced by NCCCA, Inc. and/or North Country Community College. This includes observing social distancing recommendations (maintaining a six (6) foot distance between persons) and gathering limits. If I ignore these recommendations, the NCCCA, Inc. may terminate my Housing License and deny me access to the Residence Halls. In the event of such termination, I will not be entitled to any refunds or credits of housing or dining costs. 3. ______ I acknowledge that the NCCCA, Inc. has the authority to limit access to community spaces, including but not limited to, lounges, kitchens, study rooms, etc., and that students may be asked to leave these spaces at any point in order to adhere to social distancing practices set forth by the NCCCA, Inc., North Country Community College, the State of New York, and/or the Center for Disease Control. 4. ______ I agree to comply with any additional limitations, restrictions, or policies imposed by the NCCCA, Inc. for the health and safety of our community during the occupancy period. If I choose to violate these restrictions, the NCCCA, Inc. may terminate my Housing License and deny me access to the Residence Halls. In the event of such termination, I will not be entitled to any refunds/credits of housing/dining costs. Off Campus Gatherings: Resident students who attend off campus gatherings are expected to observe social distancing, handwashing, and mask guidelines. All SUNY, NCCC and NCCCA, Inc. policies should be followed. Please initial the statement below. 1. _____ I understand that group gathering and “living room spread” are among the most common ways COVID-19 is spreading. Guest & Visitation Policy: Residential students are permitted to have guests. • Guests must be registered with the Residence Life Staff and receive a temporary parking pass. • Maximum suite capacity at any time is to be limited to seven (7) individuals. • All guests and hosts are required to be masked when visiting indoors, except when alone. • The College and NCCCA, Inc. rules and policies must be followed including social distancing, handwashing and mask use. • The College and NCCCA, Inc. staff reserve the right to end a gathering at any time. 1. ______ I acknowledge that only individuals contractually assigned to my suite/room may reside in my suite/room. 2. ______ I understand that any non-resident guests (NCCC students who do not reside in housing, individuals not enrolled at NCCC, family, friends, etc.) may only enter my Residence Hall or Residence Hall suite/room, if registered with Residence Life Staff. • During move in and move out, residents are permitted two (2) non-resident guests to assist with moving or removing belongings. These guests will be required wear masks, to provide contact information prior to entering the Residence Halls, in the event contact tracing is necessary. 3. ______ I understand that as the resident, I may be removed from the Residence Halls for hosting an unregistered, non-resident guest. 4. ______ I understand that I may not take part in or host on campus social gatherings larger than seven (7) individuals. If found in violation, I may be removed from on campus housing and will not be entitled to any refunds or credits of housing or dining costs. Residential students and Overnight Guests. • Overnight Guests are not permitted until the weekend of September 3, 2021. • Guests must be registered with the Residence Life Staff and receive a temporary parking pass. • All suitemates must agree to the overnight guest, and this will be verified by the Residence Life Staff. • All guests and hosts are required to be masked when visiting indoors, except when alone. • All guests will be required to sleep in the common area of the suite by oneself in order to sleep mask-less. • The College and NCCCA, Inc. rules and policies must be followed including social distancing, handwashing and mask use. • The College and NCCCA, Inc. staff reserve the right to end a gathering at any time. Personal Hygiene: Please initial each statement below. 1. ______ I acknowledge that I will strive to follow these best practices on personal hygiene to protect others and myself. • Clean up after myself in shared bathrooms and use a shower caddy to transport toiletries from the suite bathroom to my bedroom (We recommend that personal items not be stored in the suites shared bathrooms.) • Wash my hands often with soap and water for at least 20-seconds • Avoid touching my eyes, nose, or mouth with unwashed hands • Clean and disinfect frequently touched surfaces daily such as tables, doorknobs, light switches, countertops, handles, desks, phones, keyboards, toilets, faucets, and sinks • Cover my mouth and nose when I cough or sneeze • Avoid public spaces and close contact with people who are sick Page 4 of 7
• Follow state guidelines regarding break periods and travel • Stay in my room if I am sick and avoid contact with others 2. ______ I understand that the NCCCA, Inc. is unable to provide cleaning supplies to students and that I must establish my own appropriate supply. 3. ______ I understand that, while the facilities staff will clean common areas of the Residence Halls (entranceways, hallways, lobbies, etc.), I am responsible for cleaning my own bedroom, bathroom, kitchen, etc. regularly and frequently. COVID-19 Symptoms, Isolation, and Quarantine: COVID-19 Exposure: Pending official changes to New York State Department of Health (NYSDOH) guidance, Essex County residents and NCCC Students with known exposure risks (either via contact or travel) will not be required to quarantine if the following circumstances apply at the time of their exposure: • They are fully vaccinated with a with FDA-authorized vaccine product. • They are within 90-days following receipt of the last dose in the series. • They have remained asymptomatic since the current COVID-19 exposure. • Their vaccination status can be verified in the New York State Immunization Information System, the state’s online portal that allows health care professionals access to vaccination histories. • Travel, if applicable, was to an area in the United States covered by the latest travel advisory. Individuals meeting the above criteria will still be required to complete a contact tracing interview and may need to quarantine while vaccination status is verified by at least one of the following: the Department of Health, NCCC, or NCCCA, Inc. In all cases, if a fever and/or respiratory symptoms are present, students and staff are to: • Call the Residence Life Professional at 518-323-6374 and follow their advice on next steps • Reminder to remotely report this information to their instructors • Stay in their room • Call their primary care provider and/or Urgent Care for medical guidance Students and/or staff that test positive will be required to: • Notify the Residence Life Professional at 518-323-6374, AND not leave their room until directed to do so. o The Campus Safety Monitor will ensure that ensure Department of Health is notified so that proper contact tracing can be done. o While every effort to keep a student’s COVID-19 status will be kept as private as possible, the following titleholders may be made aware on a need-to-know basis of any and all residents who are diagnosed with Page 5 of 7
COVID-19: ▪ Assistant Director of Student Life ▪ Executive Director of the NCCC Association ▪ Associate Vice President of Student Affairs, Resident Assistants ▪ Human Resources Director ▪ Athletic Director (if athlete) ▪ Custodial/Maintenance personnel assigned to the Residence Halls • Self-isolate/quarantine per public health’s guidance. Returning to campus and in person classes will be predicated upon at least ten (10) days passing since onset of symptoms, 24-hours fever-free without use of medication, and symptom improvement • Follow the directives of the Residence Life Staff immediately upon receiving notification that you must quarantine. This includes emails and phone communications. • Be prepared to relocate to one of our Isolation Suite. Do NOT invite others into this location. • If quarantined (mandatory or voluntary) students will be fed as follows: o Students in quarantine will be notified of meal delivery options during specified hours of availability. The meal will be delivered by the Residence Life Staff. Travel: Domestic Travel within the United States and Territories: • Asymptomatic travelers arriving in New York State from other U.S. states and territories: o Are not required to test or quarantine. o Do not need to quarantine if they are fully vaccinated or have recovered from laboratory confirmed COVID-19 within the previous 3 months. • Symptomatic domestic travelers must o Immediately self-isolate and contact the Residence Life Professional at 518-323- 6374 who will work with College Officials to determine if they should seek COVID- 19 testing. Irrespective of quarantine, all travelers must: • Monitor symptoms daily from day of arrival in New York through day-14 • Continue strict adherence to all recommended non-pharmaceutical interventions, including hand hygiene and the use of face coverings, through day-14 (even if fully vaccinated) • Must immediately self-isolate if any symptoms develop and contact the Residence Life Professional at 518-323-6374 who will work with College Officials to determine if they should seek COVID-19 testing. Travel to New York From Other Countries: • Travelers from Canada, crossing at land borders subject to the agreement between the governments of the United States and Canada, are permitted to travel in accordance with said federal agreement and need not quarantine solely due to such federally authorized travel. • All air passengers, U.S. residents and visitors from other countries, traveling to the U.S. from another country will be required to follow all current and published guidance from CDC, Department of Health and New York State. Support Services: North Country Community College and/or the NCCCA, Inc. may reduce or eliminate student or academic support services, including but not limited face-to-face access to library services, dining services, and recreation services. 1. _____ I understand I will not be entitled to a rebate or credit of any housing costs in the event of a reduction or elimination of these programs. Staffing: I understand that Residence Hall student staffing – Resident Assistants (RAs) and Administrative Resident Assistants (ARAs) – will be limited, and in-person RA programming may be limited and/or not be permitted. Residence Life staff will be living and working on campus but will have limited in-person interaction. Contact information for each staff member is posted in each residence hall and online. Additionally, limited or modified Dining Services may be implemented during the 2021-2022 academic year in response to Department of Health guidance. Acknowledgement I understand that the NCCCA, Inc. reserves the right to modify this document at any time, and that any updates or important announcements will be communicated to me through my NCCC student email account. It is my responsibility to check this account daily. By signing this Housing License Addendum, I am agreeing to practice social distancing, good personal hygiene, and to comply with all policies and practices, as stated above, while on campus for the 2021-2022 academic year. I understand that any of my actions in violation of the NCCCA, Inc. Housing License, this Addendum, or the North Country Community College Student Code of Conduct, will result in a referral to the student conduct process and may result in my removal from housing for the 2021-2022 academic year. If I am removed from housing through the conduct process, I am not entitled to any refunds or credits of any housing or dining costs.
