MESSAGE FROM HOLLYWOOD MAYOR Josh Levy Fellow Hollywood Residents, This edition of New Horizons is filled with great information about all that’s going on in our city, and I hope you enjoy it. Summer is here and thanks to the national, state and local vaccination effort, the COVID-19 pandemic has finally waned. As of this writing, our county’s vaccination rate, together with the continuingly lower positivity rate and the lower number of cases per 100,000 people in our county, have enabled City Hall to be reopened to the public as of June 14, 2021. Special events have resumed as well. After more than a year of not gathering, the City’s signature events, such as the 4th of July Fireworks Celebration, the Annual Tree Lighting and Candy Cane Parade will be back. Our parks have reopened, and special event programming such as movie nights and Funtastic Fridays at the ArtsPark, the monthly Artwalk and classic car show downtown, and live music shows 5 nights-a-week at the beach bandshell have all resumed. Bookmark the parks & rec calendar on the City website or follow the City on social media to stay updated on the latest. Throughout the pandemic, the 1,300+ employees of our City government were hard at work on our behalf. From pandemic impact assistance to sidewalk and road repairs, finance and budget to public works, public safety and public utilities, our city staff has been charged with an ever growing list of projects to execute, and every department has risen to the challenge. Updates and details about particular projects and initiatives are provided in pages ahead. Some recent highlights that are aimed at further improving the quality of life that our City offers include: • Stormwater Master Plan and Pump Station Assessments. Severe weather events and heavier rainfall, together with sea level rise, have caused more frequent flooding in our City. The Department of Public Utilities is proactively taking measures to prioritize the maintenance, repair, improvement and hardening of key infrastructure. • Transportation Surtax Fund. We applied for funding for two capital improvement projects for Cycle 2 Surtax funds, including the design and construction of approximately 50 miles of neighborhood greenway bicycle trails throughout various neighborhoods, as identified in the recently completed Bicycle Mobility Plan. • General Obligation Projects. The upgrading of our City equipment, facilities and amenities such as parks, sports fields, golf courses, cultural facilities, police headquarters, fire/rescue equipment, neighborhood traffic calming measures, seawalls to protect against sea level rise, landscaping, and sound walls, is fully underway with everything in some level of procurement, planning, engineering, design, and/or construction. • We launched a three-dimensional property data and zoning map platform that brings much improved simplicity, transparency and efficiency for residents and investors when needing to research any property’s zoning and development regulations and potential. There is much more to highlight, such as strengthening our city’s noise ordinance, our engagement of a third party system to help monitor and control all the vacation rentals that have popped up in our City, and much more, so read on in the pages ahead! The volunteer’s role is to get to know the child, visit and support them throughout the case, and provide information and recommendations to judges as part of the GAL multidisciplinary team. During the last year, the pandemic has affected abused and neglected children in unique ways. More isolation, less visitation, and longer waits for services have been public health necessities, but are also areas where these children will need more support. Youth aging out of foster care are especially vulnerable. Many have lost their jobs, left school for to re-enter foster care, less likely to spend time in financial reasons or face homelessness and food long-term foster care, more likely to have a plan insecurity. For young people already traumatized, for permanency, and more likely to perform well in that means more pressure in their transition to school. In an effort to help ease some of the financial stress and burden caused by the virus, in early April FEMA began providing financial assistance for funeral expenses incurred after January 20, 2020 for deaths related to coronavirus. Under the Coronavirus Response and Relief Supplemental Appropriations Act of 2021 and the American Rescue Plan Act of 2021, FEMA is able to provide this financial assistance. MESSAGE FROM THE CITY MANAGER Dr. Wazir Ishmael Each June marks the start of the Atlantic hurricane season where we all keep a watchful eye on the tropics and storms that look like they have potential to grow into hurricanes. The 2021 Atlantic Hurricane Season is predicted by NOAA’s Climate Prediction Center to be more active than usual, and the first named storm of the season occurred even before the official June 1st start. The NOAA outlook calls for 13 to 20 named storms, with three to five major hurricanes. A major hurricane is one that is Category 3 or higher (115-plus-mph winds) on the Saffir-Simpson Hurricane Wind Scale. While this forecast is slightly above the 30-year average, experts say there isn’t necessarily a strong correlation between the number of storms or hurricanes and the number that make landfall in the U.S. in any given season. In reality, it only takes one storm hitting our area to result in an active season for all of us. As a City, each year we hold a hurricane preparedness exercise coordinated by the City’s Emergency Manager and attended by all personnel with primary responsibility for managing Hollywood’s emergency response activities. This exercise is an opportunity to hear from the experts at the National Weather Service-Miami directly about what to expect during a given season and for each department to review and share their operational response plans. Over the past year, we have all learned the value of being prepared for the unexpected. With the COVID-19 pandemic, we faced a crisis that impacted all facets of our lives, from home to work to school and more. With the loss of life and the ongoing health impacts many are still experiencing, our resilience has been tested in ways we could not have predicted or imagined. However, we have also learned that when we respond and work together, our actions can change the course of events. Last year, we saw a record number of hurricanes and tropical storms form - so many that we exhausted all of the designated alphabetical storm names and ended up with Greek letters. While we did not experience extensive wind impacts from any of the tropical systems that developed, we cannot afford to be complacent. You may recall back in 2020, Tropical Storm Eta dumped over 14 inches of rainfall in just 48 hours, causing untold misery to many of our residents and businesses who typically see around 3.75 inches of rain during an entire month in November. Therefore, this is the time for each of us to make sure we have a hurricane plan in place for our homes and our families. Review your insurance policies. Gather the supplies you need to be self- sufficient for 3-5 days following a storm that might leave you without electricity or compromise the safety of the water system. Additionally, if you are in a low-lying area of the City that is prone to flooding, consider what steps you will need to take to protect your home against a storm surge and/or high amounts of rainfall. HollywoodFL.org/OnTheGo Hollywood on the GO PROJECT UPDATE Dowdy Former Armory The Dowdy Former Armory is a General Obligation Bond-funded project with a budget of $2,411,274. This 12,171 square foot interior renovation will consist of an indoor sports facility that includes basketball courts, batting cages, and soccer goals, giving the public a great place to stay active and healthy, while having fun with family and friends. Also included within the building will be an office space, meeting room, storage areas, and ADA restrooms. The architecture firm, Synalovski Romanik Saye, LLC., has just been approved on May 5th, by the City Commission to move forward with the design of the building for a total of $236,500. The architect will be providing full services including programming and schematic design, design development, construction documents, bidding and permitting assistance, and construction administration. Get on Your Bikes and Ride! The Hollywood section of the 14th Avenue Mobility Improvement Project from Atlantic Shores Boulevard in Hallandale Beach to Sheridan Street is now complete. The project limits within Hollywood were from Moffett Street to Sheridan Street. The $2,099,354 in improvements included: o Widening the roadway to accommodate bicycle lanes on 14th Avenue, Arthur Street and Harding Street o Adding shared lane pavement markings to enhance the safe travel of bicycles and motor vehicles in the same traffic lane o Installing a shared-use path (off-road path) on Polk Street and 14th Avenue This project began in December 2019 and was completed several months ahead of schedule. An additional improvement along 14th Avenue is a new 5 foot wide sidewalk between Wiley Street to Funston Street. This project is funded and construction planning is currently underway. As part of the City’s Bicycle Mobility Plan and recent Surtax grant application, City staff is requesting funding to install a 1.2 mile bicycle route on 14th Avenue between Polk Street to Sheridan Street. This proposed “Greenway” is currently in the conceptual stages and would require public input before final designs and construction. The project will be considered at an upcoming City Commission meeting with a target completion date of mid-2023. 10

EDUCATION IN HOLLYWOOD GET BACK! GET READY! RECONNECT! This summer keep your students on track academically with a unique summer experience. Students can stay ready for the upcoming school year and reconnect with their friends, peers, and teachers by participating in Summer 2021: Get Back! Get Ready! Reconnect! The six-week summer experience is open to all students to help accelerate learning in a face-to-face setting ahead of the next school year. The summer experience can also help students make up courses and credits they may have missed while distance learning. Summer 2021 is a free six-week experience that begins on Monday, June 21st and runs through Thursday, July 29th. Certified teachers will provide in-person instruction, and transportation and meals will be provided. Before and after school childcare services are also available for participating students. Classes will be held at a nearby school in your area, Monday through Thursday for four hours each day. If the location is a 9:30 a.m. - 1:30 p.m. site, the district will provide Before School Care free of charge. All classes will be held in-person and CDC safety protocols will be followed while on campus. Virtual eLearning is not available at this time. To secure your student’s spot, please contact your child’s school directly. Free Meals Available All Summer Long Kids and teens can still get free balanced meals this summer while schools are closed. Summer BreakSpot locations are a place for kids and teens to grab a free meal with no application necessary. This year many of the sites are places like parks, libraries and churches. Breakfast, lunch, snacks or supper will be offered all summer long for kids and teens 18 and under. Grab and Go meals will also be available. The free meals/ snacks are served on a first come, first served basis, no questions asked. The Summer Food Program is funded by a federal grant from the United States Department of Agriculture (USDA). Driftwood Middle Environmental Efforts Featured on Local Newscast Since 2008, teacher Linda Gancitano’s “Green Team” at Driftwood Middle School has been connecting environmental wellness to the school’s Health and Wellness Magnet program. Her ‘How Low Can You Go Energy Challenge’ is just one of the program success stories. The student- run energy team, better known as the “DMS Chillers,” conducts energy audits to raise awareness of the effects of C02 emissions on the environment. The challenge also provides an opportunity to understand potential financial savings through responsible energy consumption. In addition to saving energy, the nationally recognized and award-winning Green Team also focuses their attention on water conservation, reducing single-use plastic, solar power projects and they even have their own vegetable and butterfly gardens and fruit forest. Driftwood Middle has also won numerous awards for environmental conservation, including being named a Green Flag EcoSchool, the highest recognition from the National Wildlife Federation.
