SUMMARY: Captain of the Port (COTP) Long Island Sound has set Port Condition X-Ray as of 1200 local time for the entire COTP zone because sustained gale force winds are predicted to arrive within 48 hours. Tropical Storm HENRI is expected to turn toward the north by tonight and accelerate in that direction through early Sunday. Dangerous storm surge inundation and hurricane conditions are possible beginning Sunday in portions of Long Island, Connecticut, Rhode Island, and southeastern Massachusetts, where a Storm Surge Watch and Hurricane Watch are in effect. Heavy rainfall may lead to flash, urban, and small stream flooding, along with the potential for moderate river flooding, over portions of southern New England Sunday into Monday. Swells from HENRI will begin to reach much of the east coast of the U.S. by the end of the week and continue through the weekend. These swells could cause life-threatening surf and rip currents. The following should be taken into consideration: Closely monitor NOAA weather forecasts for current storm information. Pleasure craft should seek safe haven or stay off the water entirely. Extreme caution should be exercised in the inlets on the south shore of Long Island. Drawbridges may not be operating if sustained gale force winds (34kts/39mph) are attained or if evacuation is in progress. 2. ACTION: Port and Waterway Status: Open – with no restrictions. COTP Long Island Sound will issue additional MSIBs if the storm approaches and port conditions change, including bridge or waterway closures. Mariners throughout the COTP Long Island Sound zone are encouraged to use all means available to monitor the path of Tropical Storm HENRI and remain prepared to take action as the system progresses. Port Condition Yankee is normally implemented when gale force winds are predicted to arrive within 48 hours. Port Condition Zulu is normally implemented when gale force winds are predicted to arrive within 12 hours. Once Zulu is set the port will be closed to all vessel traffic except for vessel movements and activities specifically authorized by the COTP. All commercial vessels, pilots and tug companies must adhere to the following: a. All self-propelled oceangoing vessels over 300 gross tons (GT) and all oceangoing barges and their supporting tugs must immediately report their intention to depart or remain in port. If desiring to remain in port during the storm, vessels over 300 GT and all oceangoing barges and their supporting tugs should complete a REMAINING IN PORT CHECKLIST, and submit it to the COTP within 24 hours for approval (see enclosure A). b. All self-propelled oceangoing vessels over 300 GT and all oceangoing barges and their supporting tugs, if desiring to remain in port during the storm, must comply with COTP Long Island Sound mooring requirements (see enclosure B).

MSIB - BULLETIN NO: 05-21 SUBJECT: SET MARITIME PORT CONDITION X-RAY Enclosure B Mooring / Anchoring Requirements for Ships Remaining in COTP Long Island Sound Zone During a Hurricane / Heavy Weather 1. The vessel master shall ensure, to the satisfaction of the Coast Guard and after obtaining mooring / anchoring permission from the COTP, which the vessel is moored / anchored with sufficient mooring lines (or wires) and / or sufficient number of anchors / anchor line to resist the effects of hurricane force winds. 2. The outboard anchor shall be rigged at short stay. Sufficient officers and crew shall be on board to tend mooring lines, the vessel’s main propulsion unit, and other machinery. Engines shall be in immediate stand-by in the event of an emergency. 3. The vessel shall be ballasted to ensure maximum safety. 4. All side ports, hatches, portholes and other openings shall be closed and secured. 5. Bilge pumps shall be tested and in good operating condition and ready for immediate use. 6. All fire fighting equipment shall be readily available. 7. A gangway or other suitable means of access between the vessel and a pier shall be rigged appropriately. 8. At least one (1) emergency towline of sufficient strength to tow the vessel shall be rigged at both the bow and at the stern of the vessel, no more than six (6) feet from the water’s edge. 9. Spare mooring lines and/or wires shall be readily available on deck, forward and aft. 10. No less than forty-eight (48) hours before sustained gale force winds from a hurricane or heavy weather are expected; a continuous radio watch shall be maintained on Channel 16 VHF-FM (156.8 MHZ) by an English- speaking person. 11. No vessel shall be nested with another vessel. 12. When sustained winds from the approaching hurricane or heavy weather reach 25 kts, all ships must have their engines online.
