MARCH 2021 SCOTTSDALE EVENT – COVID-19 ACTIVATION PLAN AND GUIDELINES March 20-27, 2021 at WestWorld December 30, 2020 DRAFT
Barrett-Jackson recently held its October auction at Westworld, which included vendors and sponsors, as well as a limited number of consignors, bidders and their guests and was capped at 6,000 people. Barrett- Jackson demonstrated that it can (and will) implement and enforce its COVID-19 protocols throughout the auction and that the protocols implemented helped provided a safe environment. For the March 20-27, 2021 event, Barrett-Jackson intends to implement, enforce, and expand upon the same COVID-19 protocols, including: - Using RFID technology to control access to the site and limit access in the North Hall (i.e. the auction arena) to bidders and consignors and their guests only. WESTWORLD - Redesigning the event layout to spread attendees across the majority of the 43 acres of WestWorld, and eliminate typical congestion areas and “pinch points,” as well as increasing the width of aisles and rows and including designated areas to eat and drink. EVENT - Only offering tickets for sale online to help eliminate the number of attendees arriving on the site to purchase tickets. Event attendance will be less than approximately 25% of typical attendance at Barrett- ACTIVATION PLAN Jackson’s annual Scottsdale event. Specifically, Barrett-Jackson will limit the number of attendees on site to no more than 5,000 attendees in the North Hall at any one time and no AND GUIDELINES more than 2,500 attendees in the Equidome at any one time. Outside of these two areas, capacity will be limited to less than approximately 15% of the total site capacity as agreed by the City. Barrett-Jackson is committed to taking all practical measures to help ensure the safety of event attendees, guests, and team members, including complying with local, state, and federal guidelines to slow the spread of the coronavirus. We have created the following detailed plan based on the information currently known (we reserve the right to change or modify this plan as appropriate if information or circumstances change). We are confident that the social distancing, hygiene, sanitization, and other guidelines implemented will help provide a safe environment for each attendee, guests, and team member. December 23, 2020
Summary of COVID-19 Protocols/Guidelines • Temperature screenings upon entry; masks required at all times except when eating or drinking and stationary; masks also required by all exhibitors and sponsors both in door and outdoors; masks also required in outdoor areas that are high trafficked areas such as staging lanes; social distancing will be enforced throughout the site; and hand sanitization stations placed throughout the site. • Designated eating and drinking areas. Barriers will be set up for the designated eating areas, both inside and outside, and such areas will be placed either within the bar or food areas or in close proximity thereto (see revised site maps). While indoors, attendees must be stationary and in a designated eating area to remove their masks. No eating or drinking on the auction block. • Auction arena (i.e., the North Hall) will be limited to bidders, consignors, and their guests only. Auction arena limited to 5,000 persons at any one time. No general public inside the auction arena. RFID technology and additional security personnel will be used to control access to the auction arena. • Auction arena “cubed” seating. • Attractions outside of the auction arena have been further spread out over the 43 acre site, and Barrett-Jackson will limit the number of attendees on site to capacities agreed upon with the City, which is approximately less than 15% of total site capacity. • Eliminating the opening night gala/party. • Limiting the number of vehicle auction days from the traditional seven days to four or five days, as well as reducing the total amount of event days. • Redesign of event layout to spread out attendees further and minimize congestion areas or “pinch points.” For example, the northwest corner of the auction arena has been redesigned to keep the area “open and moving” and security officials will be in the area to keep the attendees moving. Other security officials will also be placed within the permitter of the auction arena to control access and help avoid congestion. See revised site maps.
Summary of Protocols/Guidelines (continued) • No walk-up GA tickets. Limited number of GA tickets will be sold online in advance in order to control the number of attendees onsite. • Downward draft system on auction block; open air break areas. • Proactive communication and messaging in advance to attendees, bidders, and consignors regarding the mask requirements, social distancing requirements, including that if an attendee or customer feels sick or has recently been in close contact with a person who tested positive for COVID-19 that they must stay home and not attend the event. • COVID-19 testing for the auction podium staff prior to start of auction. • Increased security, particularly on the busy Friday and Saturday of the event, to ensure compliance with these guidelines. • Extended and increased aisle ways and widths throughout the site. See site maps. • An additional exit has also been installed on the north side of the Salon tent to ease possible congestion. See revised site maps. • Reduced exhibitors and sponsors. • Contactless bidder registration and cashiering availability. • Reduced capacity in the skyboxes and use of plexiglass and dividers throughout. • Monitoring of crowd size and “congested areas” by using the numerous security cameras placed throughout the site, including tying the cameras into the “Blue Ox” law enforcement van so PD can review the cameras in real time. • Daily security briefings each day of the Event, including with Scottsdale PD (any necessary adjustments based on such briefings will be promptly implemented) as well as live monitoring by Scottsdale PD through video feeds to address any issues in real time.
The Auction Arena (i.e., the North Hall) Barrett-Jackson will require social distancing throughout the auction arena. Like the October auction, Barrett-Jackson will limit the number of persons in the auction arena at any one time to 5,000 persons. To do this, Barrett-Jackson is only permitting bidders, consignors and their guests to have access to the auction arena via RFID access technology. General admission tickets and all other tickets or credentials will not have access to the auction arena. The auction arena will contain skyboxes like past Scottsdale events, but will be highly modified (similar to the VIP area at the October auction). This includes using RFID access technology, plexiglass barriers and dividers and spacing out the seating area. The muscle lounge will include hostesses that direct attendees or a group to a specific table or area so that each party has ample social distancing as well as placing dividers or plexiglass as appropriate.
Auction Arena continued • The bidder seating area within the auction arena will be adjusted to allow for bidders and guests to enjoy various options while limiting groups to no more than 6 or 9. We have created “cubes” that allow for up to 9 individuals who traveled together to the auction to sit in a cube. • Security personnel and RFID access technology will be present at each entrance of the bidder seating area to limit the amount of customers or attendees who may be enter the bidder seating area and to ensure that social distancing requirements are met, including strategically placing social distancing graphics on the floor space throughout the bidder seating area. One-way walkways throughout the area will also be designated.
Auction Arena – The “Cubes” • Within the auction arena, “cubes” have been set up to permit up to 6 or 9 individuals who travelled together to the auction (e.g., families or friends), to sit in a cube. • Groups of less than 9 can also utilize a cube, which are large enough to maintain social distancing requirements of groups of 6 or less by blocking off the middle row. • High top tables will also be placed around the auction arena (like the October auction). This permits small parties to stand together.
AREAS OUTSIDE OF THE AUCTION ARENA • For areas outside of the auction arena, including the City Tent, Equidome, car tents, sponsor tents, and paved areas, the attractions have been furthered spread out over the 43 acre site as contained in the site maps. • Barrett-Jackson will limit the number of attendees on site to capacities agreed to by the City. • Salon cars will be staged in the Equidome and the area will be used as an auction viewing area with a jumbotron, including blocking off and social distancing the seats as well as including physical distancing floor graphics for standing and viewing. The Equidome will be capped to 2,500 total attendees at any one time and a security official will be placed near the entrance to monitor and control access. The live music will be moved outside. • One jumbotron viewing area outside that will include social distanced seating areas. • We have included site maps that show the current layout.
SOCIAL DISTANCING AND AUCTION PROTOCOLS Barrett-Jackson will implement the following strategies to help reduce the likelihood of transmission of the virus. SOCIAL DISTANCING • Require individuals to maintain a minimum of 6 feet of distance from any other individual. Barrett-Jackson will strategically place social distancing graphics on the floors in the auction office, auction arena, other areas where attendees generally queue or congregate. • Team members and security workers will be trained on social distancing protocols, including discouraging attendees from congregating when not traveling together as a group. This will include individuals who are assigned to monitor for and disburse gatherings as needed. • Barrett-Jackson staff and ushers will be posted within the auction arena to help seat and direct bidders and consigners to ensure proper social distancing. • Vehicles will be displayed and spaced out with ample distance for social distancing guidelines to be followed. • Installing plexiglass barriers on public counters, including in retail, consignment, and cashiering locations. MITIGATION STRATEGIES • Requiring everyone who may demonstrate symptoms of COVID-19 or other sickness to notify Barrett-Jackson’s staff and isolate themselves immediately. • Designating a quarantine space for staff and customers who may become sick and cannot leave the auction immediately.
SOCIAL DISTANCING AND AUCTION PROTOCOLS continued HYGIENE AND SANITATION • Provide COVID-19 prevention supplies to auction staff and participants. The auction will have sufficient supplies for auction staff and customers, including hand sanitizer strategically placed throughout the auction that contains at least 60% alcohol, tissues, trash baskets, and cleaners and disinfectants. • Require employees and contractors to wash their hands for 20 seconds frequently throughout the day, or to use hand sanitizer containing at least 60% ethanol or 70% isopropanol when a sink is not available. • The vehicles displayed will each have, in the vehicle description on the windshield, a phone number to call or text so that each vehicle can be sanitized after a potential bidder examines the interior of the vehicle. • Vehicles that are unloaded from transporters and checked-in onsite will be sanitized prior to being parked or displayed onsite. Disposable protective coverings will be placed on vehicle interior surfaces (i.e., seats and steering wheels) to mitigate the transmission of particles. • Giveaway items will be polybagged prior to the auction to ensure the item has not been contaminated by any staff member or other guests. • Barrett-Jackson and WestWorld staff will clean frequently touched surfaces and objects with soap and water prior to disinfection, especially surfaces in highly trafficked areas.
FACE COVERINGS AND TEMPERATURE SCREENINGS • Everyone on site, including all customers, staff, and contractors, will be required to wear a mask or face covering (those individuals who need a mask or face covering will be given one if needed). • Attendees may only remove their masks while eating or drinking (and stationary) in a designated eating/drinking area. • Temperature screenings will be required for all attendees. Also, each team member will have his or her temperature checked each day. • Based on guidance from health authorities, anyone displaying a temperature of 100.4 F or above will not be allowed entry.
AUCTION SIGNAGE AND MESSAGING • As with our October auction, educating our customers and guests prior to the event is critical. Leading up to the event, Barrett-Jackson will heavily market and explain to our bidders, consignors, and guests how this event will be different, including educating and explaining the health procedures and expectations while onsite. Such safety messaging prior to the auction includes information on social distancing, vehicle check-in procedures, cashiering and checkout, and other related processes. • Barrett-Jackson will place signage at all entrances and strategically place signage throughout the site reminding customers and attendees about social distancing, hand washing, face covering, and refraining from shaking hands, etc.
CLEANING AND SANITATION PROCEDURES OF FACILITY Barrett-Jackson has reviewed WestWorld’s COVID-19 opening plan dated May 7, 2020. This plan provides the process and procedures for cleaning and disinfecting the facilities and Barrett-Jackson understands that WestWorld will adhere, and Barrett- Jackson will require its cleaning contractor to adhere to such procedures, including: • Include social distancing graphics as appropriate to remind attendees to maintain their distance • The wearing of gloves and masks by custodial staff and other workers • Implementing social distancing, hand sanitization, and hygiene guidelines, including providing signage throughout the facility • Floor care • Proper cleaning and disinfecting of the facility and repeated disinfection of repeatedly touched surfaces and restrooms throughout the venue
Exhibitors and Sponsors • Barrett-Jackson will reduce the number of sponsor and exhibitor displays, as well as block out sections of floor space on the site to ensure social distancing requirements are met and followed. • Exhibitors and Sponsors who participate at the auction will be required to adhere to Barrett-Jackson’s guidelines on the size and layout of the display space, including - How items, products, or vehicles will be displayed and sanitized/disinfected within the display space. - How exhibitors or sponsors interact with customers within the display space; including the requirement to maintain 6 feet separation and limiting the number of guests within a display space. • In advance of the event, Exhibitors and Sponsors will be required to submit a COVID-19 plan outlining the steps they are taking to adhere to these requirements and seek the approval from Barrett-Jackson in advance.
Thrill Rides and Ride N Drive Dodge and other OEMs may be onsite activating “thrill rides,” which allows a customer to drive in a vehicle with a professional driver around a closed course. Dodge submitted an activation plan for the October auction, which was approved by the City. Any OEMs planning on activating a thrill ride or ride n drive at the March event will be required to submit the plan to the City. As for Dodge’s plan, it included the following: • Thrill Ride vehicles will be rotated on a 15-minute interval in order to be disinfected by our sanitization team on-site. • Drivers will wear a Dodge branded or disposable mask while operating the vehicle at all times. • Hand wear will be optional for each driver while driving to ensure the vehicle can be operated safely. If the driver does not choose to wear any type of glove, the driver will be required to wash his or her hands or use hand sanitizer every 30 minutes. • Dodge staff will be trained to open doors for all guests with disposable latex gloves to prohibit exposed hands of consumers touching the same contact point throughout the day. • Dodge branded hand sanitizer will be available in the vehicle cup holders, available to both drivers and passengers throughout the duration of the activation. • The footprint will have ground graphics designating separate loading and unloading zones where guests will get in the vehicle to go for the drive and get out of the vehicle as they finish the drive. Dodge will continue to implement a one-way traffic pattern for this process. This will ensure that guests are properly distanced throughout the loading/unloading process. To help with social distancing, the following will also be implemented by Dodge: • There will be an 8-car rotation with 4 drivers. • Dodge drivers and staff would wear mask. • Rides will be available to a family of 2-3. • Rides will be available for single riders. • A team of Dodge staff would be disinfecting cars in the work area. • Once a ride is complete, the vehicle would be disinfected and the driver would get in a freshly cleaned car for next ride. • Approximate cleaning time for each vehicle is about 5 minutes. • Throughput would be between 175 and 225 per day.
The Auction Stage As with the October auction, the auction block has been redesigned to allow for social distancing. Plexiglass will be installed around the auctioneer and announcer, and a downdraft air evacuation system will be installed on the auction block. Stickers or graphics will be placed on the floor of the auction stage to help guide social distancing.

AUCTION OFFICES – CONSIGNMENT AND ACCOUNTING OFFICES • The auction offices, including the consignment and bidder areas, have been redesigned to allow for ample social distancing, with six feet separating each individual and workstation. Plexiglass barriers will be installed between Barrett-Jackson’s representatives and customers. Accounting offices have been spread out with appropriate room for social distancing. • Barrett-Jackson has implemented a “minimal contact” cashiering process, that allows customers to pay online or from home following the auction without having to sign hard copy documents. For those customers who want to pay in person, Barrett-Jackson has instituted a “reservation” system, which allows customers to make an appointment/reserve a spot in the queue, and be notified when their position is ready to be checked-out. This allows Barrett-Jackson to avoid customers gathering in large groups waiting to check-out, and minimizes interactions going into and coming out of the office area.
AUCTION OFFICES – BIDDER OFFICE • Barrett-Jackson will heavily market that bidders should register in advance online instead of registering onsite. • Barrett-Jackson has also implemented “minimum contact” bidder registration and cashiering processes that can allow a customer to register to bid on site or cash out without having to sign hard copy documents. • Barrett-Jackson has also expanded electronic funding capabilities for Bidders, (ACH, Wire, etc) to eliminate the cash deposits and associated paper processes required to bid. • The bidder office has also been redesigned to allow for 6 feet of separation from each workstation, and for any customers waiting in line. Plexiglass will also be used to separate customers and team members.
MEDIA ACCESS AND PROTOCOLS • Media credentials will be limited to no more than 25 per day. • With regard to Barrett-Jackson’s television partner, History Channel/FYI Network, the television compound will be laid out and positioned to maintain 6 feet separation. This includes: o Positioning camera and production crew to operate from a suitable safe distance. o Positioning marked media locations or work stations for approved media while maintaining 6 feet social distancing between work stations. o Television announcers will maintain a personal handheld mic and 6 feet of social distancing from interviewees at all times.
