Championship Officials: Tournament Director: Shayne Blake Tournament Referee: Tony Colquhoun 3. Duties Each school has been allocated a duty time to undertake scoring duties: 3 - 4 adults to run the scoring desks. 4. Registration and Gear Check This will commence by the control room from 8.00am Saturday morning and will continue during the day allowing for the different starting times for the teams. Please ensure that you allow plenty of time for gear checks prior to the commencement of your first game. Also, please ensure that all players have photo identification to confirm age and identity. 5. Health and Safety All players, team support members, spectators and officials are to follow the instructions of pool staff in an emergency. Medical attention or emergencies: Pool staff must be informed on any medical incidents. UWHNZ is fortunate to have the voluntary assistance of Wayne Birch at the facility for the duration of the tournament (table near the Control Room) – please approach Wayne for assistance with medical issues. In the event of a player showing any symptoms of concussion, that player will not be allowed to play in the tournament without a full medical clearance to the satisfaction of the Tournament Director. The UWHNZ Concussion Protocol applies for this tournament. Running on the pool deck and diving into the pool are prohibited. Access to the moveable bulkhead is restricted to officials and players in the penalty box. Any in-water sharp edges such as broken tiles are to be reported immediately to Tournament Management Stairs must be used to access the upper level. Climbing down over the handrail is strictly prohibited. Do not use the stairs while wearing Fins. Evacuation points: In the event of an emergency, Exit either: • Via the rear door (Club Entrance, pool level, past the dive pool) and assemble over the pedestrian bridge in Falls Park. • Via the front door (Main Entrance) and assemble in Cranwell Park at the far end of the car park. 2|P a g e

Pool Entry Pool entry is via the front entrance (not the back) of the facility and entry will be only granted on presentation of an event pass or payment of the entry fee. Spectator Entry price is $1.00 per adult (aged 17 years and older) per day, purchased from West Wave reception: • Each spectator will be issued with a receipt; • This receipt can be kept for re-entry on the day it was purchased; • The receipt must be presented to West Wave staff on request. Event passes will be issued to Players, Coach, Manager and Officials will be provided with passes at no charge. Do not lose them! Access is only granted to the main pool area where the competition is held. It does not include: • Access to the wave or other pools Note: Any parents with younger children wishing to use the other pool facilities MUST inform West Wave staff at the front desk – the facility often restricts entry due to being at full capacity on the weekends. • Access to the upstairs Gym area (through the doors in the main grand stand). This area is out of bounds for all competitors at this tournament. Unfortunately, in past years, the reputation of Underwater Hockey has been marred by some individuals (parents) arguing with and being rude to West Wave staff, often to avoid paying the small entry fee. ANY instances of this behaviour may result in Tournament Management banning the offending person from the tournament. It is VITAL that we maintain good relationships with Auckland Council and their staff. 6.2. Banners Schools are encouraged to bring appropriate school banners to the tournament. 6.3. Parking Parking – we recommend using the Falls Car park (see the diagram below) as “All day parking”. At $4.00 per day and free on Sundays, this is one of the cheapest car parks in Auckland and it is only a short walk from the car park to the pool. Warning: • Observe all signage showing parking time restrictions, and do not park in the staff parking area at the back of the pool • All car parks are monitored by wardens - even on Sundays - and tickets will be given to cars which exceed the time limit, are not displaying a paid ticket or do not have a current warrant of fitness or registration. 6.4. Toilets / Changing Rooms Competitors may use the ground floor only toilet and changing room facilities only – Either the main public changing rooms or the changing rooms out past the dive pool (by the ‘Competition and Club Entrance’). As this is a public facility we are required to strictly enforce the “No pool side changing” rule. Upstairs toilets are a strictly enforced DRY AREA – these may be used, but only by Dry people. Doors from the pool and spectator areas to DRY AREAs are labelled as such and are to be respected. 3|P a g e

Local Facilities (refer to map set out below) Cafe: There is a Cafe in the foyer of the pool facility NOTE to Parents: Children under the age of 11 years are not permitted entry to the facility unless accompanied by an adult – IF your under-11 goes to the Café alone, they might not be allowed re-entry to the pool area! Supermarket: The closest is Pak n Save 5 mins walk on the corner of Alderman Ave and Great North Road General Shops: Westfield Shopping Centre is located 10 mins walk on Great North Road Emergency Doctors: Westcare Medical Centre is located on Lincoln Road Hospital: Waitakere Hospital is located on Lincoln Road Pak n Save 5|P a g e

Governing Rules The Championships are run under the Polices and Guidelines given by the New Zealand Secondary Schools Sports Council. All competitors must be: • under the age of 15 as at 1 January 2019, and • a full-time student at the school, and • registered as an affiliated member of UWHNZ A competitor can only play for one team during the tournament regardless of grade. A competitor at this tournament (Northern Zone Secondary Schools Championships – Juniors) is in- eligible to play at the Seniors tournament (Northern Zone Secondary Schools Championships – Seniors) on 22/23 June at BayWave, Mt Maunganui. The Schools Subset of the current version of the International Rules for Underwater Hockey endorsed by International Rules Director and adopted by Underwater Hockey New Zealand (CMAS 11.0 – July 2018 edition) shall be enforced for this competition subject to amendments as set out in this briefing pack. 7.2. Games Junior Girls grade will have split group round robin. Junior Open grade will have a single group round robin. All teams participate in Playoffs, with the top 4 in each group contesting for medals Game Duration: • Each round robin game will consist of two halves each of ten (10) minutes with two-minute halftime. • The games in the finals and playoffs will consist of two halves each of ten (10) minutes with three- minute halftime. • The round robin games will have 5 minutes between games and the playoffs / finals will have up to 7 minutes between games • For games in the playoffs / finals that end in a draw (from game 47), sudden death will apply after a 1-minute break without changing ends1. Important Note: With the large number of teams competing at this tournament and the limited pool time available, we are very reliant on games starting on time. We ask that all teams ensure that they are ready to play at their allocated start times and that referees are also in place ready to start the games on time. 7.3. Penalty Shots • Time will be stopped for a penalty shot. • The clock will be restarted once play has recommenced after the completion of the penalty shot. Important Notes: • Penalty shots are to be commenced promptly. • There is to be no coaching of players by in water coaches on awarding of a penalty shot (this aspect of the game should have been practiced prior to the tournament) • All players must be on the surface for the penalty shot to commence. 7.4. Time Outs • No team time outs will be permitted • Referee time outs will be used at the discretion of the referees. 7.5. Points Points are awarded and tabulated to decide the seeding’s for the playoff rounds of the competition. Points are awarded as follows: Win 4 Draw 2 Loss 0 Late to Refereeing (note 1) -2 Failure to Referee (note 2) -4 Abuse of Referee (note 3) -8 Default (note 4) -8 Note 1: Late to Refereeing means the allocated referees are not ready to referee when the game is due to start and as a result the game starts late using the allocated referees. 7|P a g e
Underwater Hockey New Zealand Inc Northern Zone Secondary Schools Championships - Juniors Managers Briefing Pack 2019 Note 2: Failure to Referee means the allocated referees are not ready to referee when the game is due to start and the game has commenced or about to commence using alternate referees in the absence of the allocated referees. Note 3 Abuse of Referee constitutes any unsportsmanlike conduct exhibited by a player or coach towards a Referee Note 4: Default means where a team, of at least four players, fails to be in a position to commence the game within two minutes after the scheduled start time. In the event of teams being on equal points, the following procedure will be used to determine the final placing of the teams from round robin play: • Firstly: the ratio of goals scored for divided by goals against (to four decimal points), if the teams are still tied then; • Secondly: the result of the head to head game, if the teams are still tied then; • By the toss of a coin under the supervision of the Tournament Director or Tournament Referee. 7.6. Appealing after a Match (refer to appendix 1 of this Managers Briefing Pack) If a team wishes to protest the conduct of a game then: • Only the team Captain or Coach may put forward a protest • The protest must be announced to the Tournament Director (or Tournament Referee) within 15 minutes of the end of the match. • The written protest must be submitted to the Tournament Director within 30 minutes of the end of the protest match. • The written protest must be accompanied by a deposit of NZ$200.00 in cash. Video of the issue is not allowed. • Protests will be heard by a jury consisting of the Tournament Referee (Chair), Tournament Director and one other independent officer • The decision of the jury is final. • The deposit will only be refunded if the protest is upheld 7.7. Composite and Invitation Teams Composite teams (those with students from different schools) are ineligible to win medals or to qualify for Schools Nationals. These teams will be seeded at the bottom of the table after round robin games (based on the points if more than one composite team in the grade) and will participate from this position where and if applicable. Points gained by teams playing against Composite or Invitation Teams will count towards team rankings. 8. Refereeing 8.1. Referees Each game is to have four referees • One pool side chief referee • Three in-water referees The Tournament Referee may (and without notice) at their discretion alter the number of Referees required for a game and or allocate the game to Pro Referees 8.2. Team Referees In all round robin games (up to the commencement of seeded games), refereeing will be allocated to the competing teams. Each team must provide: • An experienced chief referee, and • Three in-water referees All team referees must be at least level one qualified. Those that have completed the L1 course but yet to complete the practical requirements (classed as L1 Provisional) may only ref if accompanied by an experienced referee. 8|P a g e
Underwater Hockey New Zealand Inc Northern Zone Secondary Schools Championships - Juniors Managers Briefing Pack 2019 The chief referee must be an experienced level 1 referee due to the importance of the role (the chief referee is in complete control of the game) It is imperative that all referees are on time to ensure that the tournament runs to time. There are significant point penalties for not refereeing or being late for refereeing and these will be strictly enforced. Referees will be allocated to the semi-finals, finals and playoffs from the senior referees attending. 8.3. Referee guidance • The role of the referee is to control the game and ensure that it is played within the rules of Underwater Hockey. Consideration must be given to playing advantage for minor infringements where there is no effect on the game. • Any decisions made must be indicated by decisive and clear signals to all players, officials and spectators. • The game must be restarted promptly to keep the game flowing. 9. Specific Rules for this Tournament 9.1. Equipment All equipment must comply with section 11.3 of the International Rules. Masks • The mask must be either a dual lens design mask, a single lens design mask incorporating a centre divider /support in the mask's frame or a plastic monolithic frame design mask. All lenses are to be comprised of shatter resistant safety grade material. Fins • Fins must have no sharp edges or buckles Snorkels • Snorkels must be flexible – bend in half and squeeze the tube sides together to touch. Sticks • May be produced from wood or plastic or other approved material. • It does not have to float but the stick must be considered safe. • It must be structurally sound and edges where surfaces intersect must be rounded such that they cannot cause harm. • The stick must be uniformly black or white. However, it may have discrete markings in a contrasting colour for identification purposes on the non-playing area of the stick. Caps • Players' caps must match the stick colour i.e. White or Dark. A team may however, seek dispensation to wear a distinctive cap colour or pattern with the Tournament Referee (c/- competitions@underwaterhockeynz.com), prior to the commencement of the Tournament. o Teams which do so will be required to wear these caps (which must have firm polyethylene or rubber ear protectors) in all games in which they play throughout the Tournament. o The decision of whether a cap colour or pattern is distinctive is that of the Tournament Referee and that decision will be final. • Each player's cap number must be different from the rest of the team and players are required to use the same numbers for the duration of the tournament. (Rule 11.2.2) • Coaches must wear the provided Lime Green caps Gloves • A player’s playing glove must be of a colour that strongly contrasts the player’s stick, the referee’s glove and colour of the puck which for this tournament will be pink. • Players at tournaments cannot have only a black or white glove. • Players cannot have Yellow, Gold or Orange coloured gloves (or anything remotely similar to these colours). These colours are reserved for referees. • Players cannot have Pink coloured gloves as the puck for this tournament is the pink SIMMS puck. Mouth Guards • Mouth guards are compulsory and must be worn whilst playing 9|P a g e
Underwater Hockey New Zealand Inc Northern Zone Secondary Schools Championships - Juniors Managers Briefing Pack 2019 • Mouth guards can be either external or internal. • If the external mouth guard is fitted with a cable tie, any sharp edges must be taped over. Bathing Suits • Teams must have bathing suits of the same design and colour however, only one suit is required for the Championships. Prior to the commencement of each game the referees are to check each player has: • A cap of the correct colour • A stick of the correct colour • A glove of colour that strongly contrasts the players stick, referees’ gloves or puck • A mouth guard – either internal or external The Chief Referee’s decision is final in respect to pre-game gear checks Any equipment not complying with these rules will not be permitted into the venue and will be confiscated. Any confiscated equipment will be available for collection at the end of the tournament from the control room. 9.2. Player Identification In addition to the cap numbers as above, playing numbers are to be written on the forearms and both upper arms of each player. The number must be the same as the cap number and must not exceed 75mm in height. In addition, the Captain and Vice-Captain will be labelled on their shoulder with C or VC. No other writing is to appear on the player’s body or equipment. 9.3. Substitutions The substitution area is in the designated areas behind the end line of the goal that the team is defending. Substitutions can only occur in this area. A substitute player cannot enter the playing area until the exiting player is fully out of the pool including fins. This is the “Fins Out” Rule. For safety reasons no diving into the pool is permitted. 9.4. Time penalties The penalty areas are located on the Court’s respective bulkheads. Time penalties commence at the latter of: • The player is seated in the penalty chair or • Play has recommenced. The scorers will record the player number and time penalty and advise the chief referee when the player is eligible to return to the game, usually by way of whistle. (10 seconds advice will be given). Players must enter the pool by sliding into the water – they cannot dive or jump into the water. (ref 17.3.1.2.2) In the case of a Total Dismissal, including that of a coach, the referees must give a report to the tournament jury which will decide if there are grounds for further consequences regarding participation in the duration of the tournament. The Tournament jury will consist of the Tournament Chief Referee (Chair), Tournament Director and another independent senior official. 9.5. Head Shots (Dangerous Play – ref 17.13) Head shots are a major safety issue and the following is to be strictly enforced: Any head shot will be subject to time out penalty consideration • A head shot considered accidental may incur a two-minute penalty • A head shot NOT considered accidental will incur at least five-minute penalty Accidental will not include • A head shot resulting from a clear (non-contested) flick or pass of the puck • A head shot resulting from an advantage puck or a penalty shot being played 10 | P a g e
Underwater Hockey New Zealand Inc Northern Zone Secondary Schools Championships - Juniors Managers Briefing Pack 2019 The referees have sole judgement on the determination of the penalty to be awarded. 9.6. Back Chat to Referee Any abuse of referees or back chat will incur an automatic two-minute time penalty. Game points may be deducted for any back chat or abuse of the referees and officials. Coaches will be sent from their team’s playing area for any back chat or abuse of the referees and officials. Only the captain can query a refereeing decision, or vice-captain, if the captain is not in the pool Any abuse of referees / officials outside of playing time will be referred to the Tournament Director for further action including referral to the Tournament Jury. 9.7. Coaches Teams are limited to one non-playing person, usually the coach, in the water. This is due to pool size constraints. Only one coach per team is permitted in the water and may only enter the court after a goal has been scored. Coaches will be provided with a Lime Green coach’s cap which must be worn whilst in the water. Coaches may not wear Referee’s vests or caps or a cap which is black, white or red in colour. Coaches may be removed from the playing area if they impair the referees’ vision of the game 9.8. Puck The official puck of this tournament is the SIMMS puck. 10. Pool Set Up - Refer to attached Pool diagram 10.1. Court set up Court 1 is nearest the dive pool. Court 2 is nearest the big screen White starts on the control room side of the pool There are three warm up lanes available in the pool area next to Court 2. 10.2. Timing System The standard New Zealand Underwater Hockey timing system will be used for this tournament with each Court having an underwater and land-based speaker. These will be positioned at a halfway point on the bulkhead for each Court. A central scoring station will be situated between the two courts on the side opposite the main grandstand. All scores and rankings are displayed at the control room. Any queries regarding the results and rankings should be addressed by the team manager to the Tournament Director. 11 | P a g e
Underwater Hockey New Zealand Inc Northern Zone Secondary Schools Championships - Juniors Managers Briefing Pack 2019 Appendix 1 –Appeals - Rules and Procedures 1.0 Filing an Appeal 1.1 Only the team Captain or Chief Coach may put forward an Appeal. 1.2 An Appeal: 1.2.1 Must be announced to the Tournament Director within 15 minutes of the end of the match. 1.2.2 Must written in English. 1.2.3 Must be accompanied by a sum of NZD $200 in cash. 1.2.4 Must be submitted to the Tournament Director within 30 minutes of the contested match. 1.2.5 Must specify a potential remedy. 1.2.6 Can only be lodged regarding rule definition and interpretation 1.2.7 Cannot be heard on the basis of the appeal requiring the jury to determine if an event or events did or did not happen, or whether a Referee saw or did not see it occur. 1.3 If the requirements contained in 1.2.1 – 1.2.7 have not been fulfilled, then the appeal will not be accepted. 1.4 Once an Appeal has been filed: 1.4.1 both teams will be advised that an appeal has been lodged, and that the outcome of the match may be altered by the Tournament Jury. 1.4.2 a copy of the appeal will be given to the other team that played in the contested match. 1.5 The other team that played in the contested match can, if it chooses, submit a response in writing to the Appeal, within 30 minutes of receiving the appeal 2.0 Jury Composition 2.1 The Jury is comprised of: 2.1.1 The Tournament Referee (Chair), 2.1.2 The Tournament Director, and 2.1.3 One other Referees chosen, by the Tournament Referee from the Referees present at the Tournament. 2.1.4 No Referee who sits on the Jury can have a conflict of interest. 2.1.5 If the Tournament Referee has a conflict of interest then, they will disqualify themselves and appoint another Independent Referee (‘the new chair”) to chair the Jury. 2.1.6 If a new chair is appointed then they will appoint the other Referees for the Jury as, if they were the Tournament Referee in accordance with Rule 2.1.3. 3.0 Powers of the Jury 3.1 The Jury: 3.1.1 has the power to do anything that may be reasonably required in order for it to reach a decision. 3.1.2 can direct any action to be undertaken in order for justice to prevail. 4.0 Results 4.1 Each member of the Jury shall have an equal vote in the decision that the Jury will make. 4.2 The decision of the Jury must be given in writing to the Appellant and any others affected by the decision. 4.3 The sum of NZD $200 will be refunded if the Tournament Jury considers that the Appeal has merit. 4.4 The deliberations of the Jury are confidential. 4.5 The decision of the Jury is final and cannot be appealed. Possible Outcomes from an Appeal may be, but not limited to, one of the following: • Alter the outcome of the contested match • Deduct competition points from any team • Award competition points to any team • Warn any coach, player or official taking part in the competition • Suspend or eject any coach, player, official or Referee from the competition • Direct that a portion of the game or the game itself be replayed, under conditions which it can specify This section does not form part of the process and is provided for information purposes only 12 | P a g e
