MALLACOOTA KINDERGARTEN Project information and update Background and context The Victorian Government is committed to delivering a new kindergarten for Mallacoota after the Greer Street building was significantly damaged by extreme weather events in early 2020. The government has announced up to $2.5 million to deliver a new purpose-built facility for the Mallacoota community. Mallacoota Kindergarten is managed by the YMCA and operates from an East Gippsland Council-owned building at 23 Greer Street. This building has one room and is licensed to offer kindergarten to 25 children. Children attended temporary kindergarten facilities at Mallacoota P-12 College while the council completed short-term repairs at Greer St. The children have moved back to their original kindergarten building for now but, as the community has identified, Mallacoota needs a new kindergarten to meet the needs of current and future generations.

P4 KEY BACKGROUND PROJECT INFORMATION Funding In response to community advocacy following the substantial storm damage to the aging Mallacoota kindergarten building, the Government committed up to $2.5 million for the Victorian School Building Authority (the VSBA) to deliver a new kindergarten for the Mallacoota community, as soon as possible. This budget will enable the construction of a modular kindergarten of up to two rooms (larger and with additional spaces than the existing kindergarten building) on either the existing site (subject to the further planning works) or at Mallacoota P-12 College. Three-Year-Old Kindergarten reform From 2021, families in Mallacoota will be offered up to 15 hours of government- funded Three-Year-Old Kindergarten for the first time. This will be offered regardless of where the kindergarten is located in 2021 – it is in no way linked to site selection. Building delivery method Regardless of location, the new Mallacoota Kindergarten will be a purpose-built modular building. Architecturally designed, modular kindergarten facilities are constructed offsite − minimising disruptions to families, staff and learning programs. Sections of the buildings are delivered to kindergarten sites where builders assemble them. This process can cut up to half the time required for a traditional build, giving children faster access to high-quality learning environments. P6 P2 Indicative project timelines On average, a modular kindergarten building can be constructed, delivered and readied for use in six to seven months. This compares to 18 months to two years for a traditional on-site design and construction project. Completing the new Mallacoota Kindergarten depends on the timing and outcomes of the cultural heritage planning and further consultation. The timeframe below indicates what to expect and shows that there will some overlap of activities. P9 Indicative outdoor learning space design Below is an illustration of a playground space for a two-room modular kindergarten building. This illustration is not the design of the playground for the new kindergarten, however it shows an example of what might be possible. This illustration focuses on incorporating natural elements, including: · mulch play and sand pits · turf · veggie planters · a dry creek bed · log benching · water features · terraced timber seating Once a site is determined, there will be the opportunity for the Mallacoota community to contribute to the design and layout of the new playground and landscaping. It will also be possible to incorporate elements from the existing kindergarten playground, into the new facility. P 10 Standard two-room modular kindergarten floorplan This template floor plan is of a standard two-room, 66-licenced-place kindergarten building that the Department currently deploys. P 11 As shown in the next image, there may be an option to update the standard two-room floor plan to increase the flexibility of the space, including: · adding a flexible consulting room that could be used for services like maternal and child health, or a range of other consulting or meeting opportunities depending on community needs · partitioning one room so it could be used as one space, or as two separate spaces allowing for different groupings and offerings. For example, a kindergarten group and playgroup running at the same time, or long day care or other services and community uses. This illustration only indicates what the space could offer.
