MALAYSIAN GRASSROOTS LEAGUE
Managers & Coaches
Welcome to the Malaysian Grassroots League! It is a great
honour for me to invite you to participate in the 1st edition of the
Malaysian Grassroots League.
With the aims of providing grassroots teams the opportunity to
play regular competitive matches, the MGL offers weekly
competition for Under 8 to Under 12 teams, bringing together a
range of academies nationwide. Our 1st season will have
participation from a total of 450 teams. The league will take
place from February to August with matches played at several
venues across the states.
Finally, I would like to take this chance to thank our partners for
helping to make this league possible. Their support allows the
league to reach more teams and more players, further
developing grassroots football in Malaysia and beyond. Please
see the information pack below and I look forward to hearing
from you.

FEATURES IN OUR INAUGURAL LEAGUE EDITION
LEAGUE AGE GROUPS
As the league just started this year,
MGL have started with 3 age
groups to keep the level of
competition high for all players.
In upcoming year, we are planning

to add few more age groups as
well as adding Girls categories into
our league.
LEAGUE ACROSS NATIONWIDE
The inaugural MGL 2021 season will
be unprecedented as we will have
450 teams competing nationwide
and slots will be given on a first
come first serve basis.

groups and all matches will be

THE VENUES
Matches will be played at the best pitch across nationwide. Most
pitches feature state-of-the-art artifical turf meaning games will
not be cancelled due to rain. That said, as safety of the children is
of the utmost importance, if lightning occurs we will cancel a
game and arrange a catch up date.

Each team must pay a RM400 registration fee per team and a
RM200 returnable deposit in case of matches being missed. The
matchday fee varies depending on the age group and venues.
Log on to our website starting from 15th December 2020 onwards to
register your team and make a payment to confirm your slots.

Payment of the full registration fee (RM400) and the returnable deposit (RM200)
must be made before the players registration to confirm your place in the
league. The match day fee are due the morning of your team’s matches

Medals will be given to teams placing 1st, 2nd and 3rd respectively
in each categories. The league champions of each categories will
also receive a trophy and a slot to MGL National Cup where they
will be competing against champions from other states.

NATIONA
The MGL National Cup is a tournament where MGL gather all
champions in each category across the state and compete in the
carnival-like tournament in 3 days. The winning academy from
each category will represent MGL Malaysia in international
tournament in 2022. .

the inaugural season of MGL. and the league will be
play in home-away format. (18 weeks fixtures)

This league is conducted in accordance with the Law
of Federation Internationale de Football Association
(FIFA) and Football Association of Malaysia (FAM)
LEAGUE RULES

2.1. Each team is allowed to register up to 20 PLAYERS.
Only players registered in the MGL registration system
are allowed to play.
2.2. If it is found that the player is not registered as
such enshrined in this Law of the League, the
Technical Committee of the League reserves the right
to terminated the game and give away 3 points to
opponent as well as losing deposit money.
2.3. Each player MUST submit the details of player, a
copy of Identification card and a passport size
photograph in the MGL registration system as a proof
of players registration.
2.4. Substitutions of players during the season of
league are STRICTLY NOT ALLOWED.
2.5. However, substitution of players can be
considered by the technical committee should it
involves death, major injury (verified by doctors),
migration and any considerable issue to the player
concerned. Such requests will be processed within
two weeks after request submission and approval is
subject organizers discretion.

TERMINATION
3.1. No postponement of the match is allowed by the team
If the referee think that the field is not suitable for the game due to weather
conditions or due to unforeseen circumstances, match will be stop and the
postponement will be determined by the league committee.
3.2. If the match is stopped before the first half due to unforeseen
circumstances, the game will be restarted.
3.4. If the match is stopped during the second half due unforeseen
circumstances, the game will be continue with the first half result is taken
into account.
3.5. Only 10 minutes are given to the team that is late and after that, the
opponent will be given free victory with 3 points and 3 goals.
REFEREE &
DISCIPLINARY ACTION
4.1. The league technical committee will appoint referees and match
coordinator all matches.
4.2. The disciplinary rules of the Football Association Malaysia (FAM) will be
enforced.
4.3. Imposing automatic suspension of 1 next match for the player who has
collected 2 yellow cards in different matches .
4.4. Imposing automatic suspension of 2 next match for the player who has
been charged with 1 red cards or 2 yellow card in single match.
4.5. A player who is ordered off the field for committing serious offense will
be suspended for all matches and disciplinary action will be taken
accordance to the law of FAM disciplinary actions.
4.6. Other offenses in accordance with the FAM rules & regulation.

5.1. Each team can make objection by email writing with the
solid evidences to the league committee with security
deposits of RM200, not later than 24 hours after the match.
5.2. Objection will be taken by the League technical
committee and Disciplinary Appeal Committee with any
decision from them is FINAL.
5.3. If the objection or appeal is true and accepted by the
Disciplinary Appeal Committee , the security deposit will be
refunded and a decision will be made by the organizer in
relation to the appeal or objection.
5.4. The objections security deposits will be the right of
technical committee in the event of an appeal or objection
were rejected by the Disciplinary Appeal Committee.
FIXTURES & RESULTS
6.1. League fixtures for the entire season will be announced
prior to the start of the season. This will be shared via the
website and email to all coaches.
6.2. Please note that a match will be forfeited if a team is
unable to play a scheduled game. The game will be
awarded 3–0 with 3 points awarded to the opposing team.
Where a team cancels last minute we will make best efforts
to ensure that the team affected by the late cancellation
gets to play a friendly game.
6.3. If a team fails to show for 2 games in a season, or
cancels last minute on 2 occasions, they will be withdrawn
from the league.
6.4. Results and tables will be updated on the website on
the same day as the matches.
7.1. The above terms and conditions may be changes or supplemented by the
organizer without having to inform the team managements or participating teams.

Managers or coaches will be expected to communicate via email
or mobile phone. Team representatives will also be expected to
attend any league meetings held by the league management
team.
