Ten Principles For Parents Of Fair Exhibitors THOU SHALT NOT feed, train, and care for the animal, for thou are trying to teach the child responsibility and discipline. THOU SHALT forgive a child for making mistakes in the show ring, for thou hath made mistakes too. THOU SHALT NOT get mad when thy child forgets items for the show box, for one day thou may forget the show box. THOU SHALT help the show management, for they are doing job thou would not want to do. THOU SHALT be sure that thy child is on time for all fair activities, for thou would not want to wait on another. THOU SHALT be sure that thy child has projects ready and registration papers in order by the designated time. THOU SHALT teach the child that winning a blue ribbon is a desirable goal, but making friends along the way is a more worthy goal. THOU SHALT NOT complain about the judge, for it is his opinion that has been sought. THOU SHALT remember that livestock projects are teaching projects, not necessarily money making projects. THOU SHALT remember that 4-H is a family organization and shall be enjoyed by the entire family. 2

This fair promises to be a fine exposition of the work of the youth of Macon and surrounding counties. Show-Me Wares This program is designed to give youth members ages 8-21 opportunities to showcase their projects, practice entrepreneurship skills and earn money! Youth members may register to market and/or sell an original hand made product or service in-person at the Macon County Town and Country Fair. Exhibitors may sell July 14th beginning at 8:00 am until the close of the Live Auction. Location is the Show-Me Wares booth in the Youth Building at the Macon County Park in Macon, MO. Registration forms are available at the Extension Office and will be accepted until June 1st. Eligibility All youth fair participants are encouraged to register. Applicants must: Be a youth between the ages of 8-21, and be in good standing with their organization or club. Have an original hand made product or service to sell on-site or be able to receive customer orders on-site and fill them after the fair. Be available to market and sell on-site during the fair, Saturday, July 14th beginning at 8:00 a.m. until the Live Auction closes. Include all required materials and signatures with their registration. Expectations of exhibitors Youth exhibitors are expected to model professional qualities while at the Show-Me Wares booth (i.e. come prepared, dress appropriate, interact with fairgoers, uphold the six pillars of character). GENERAL RULES STATE RULES REGULATING 4-H EXHIBITS: "4-H is an out-of-school education program. Consequently, articles made in school under the supervision of teachers and on which students receive school credit do not qualify as 4-H project work. This is a duplication of credit for a single effort and to a large extent, prevents 4-H from achieving its full objectives." 1. Entries will be accepted from qualified Macon County junior exhibitors, defined as follows: A. Any boy or girl who is a member of a Macon County 4-H Club, enrolled in the project and meets the 4-H eligibility requirements, summarized as follows: Age 8-18. Must have attended at least 6 hours of project meetings in each project. Must be a member in good standing in their respective 4-H club. Must have attended one half of their club meetings. (consult Area Youth Specialist for verification). B. Any boy or girl who is a member of a Macon County FFA Chapter and meets the FFA eligibility re- quirements summarized as follows: Age: 9th grade in high school to the fourth National Convention following high school graduation (approximately 21 years old). Pay annual dues during high school (9th - 12th grade). Pay 3 year graduate member package dues at the time of gradua- tion (must have been a FFA member their senior year in high school. Be an active member in good standing in the Bevier, Macon, New Cambria, Atlanta or LaPlata FFA Chapters. Have financial and skill development records related to their program in a supervised agriculture record book. (consult Chapter FFA Advisor for verification) C. Any boy or girl who is a member of a Macon County Youth Organization. The organization must be approved at the January Fair Board meeting by majority vote. The organization must provide educational instruction in the project area and at a minimum, meet the following guidelines. (Any special questions about eligibility should be directed to the Fair Board). Age 8-21 as of January 1st. Be involved in an educational program with a minimum of 6 hours of adult supervised instruction in their project area. Be in good standing with their youth organization. An adult leader must verify that the above has occurred. Must be willing to assist in the operation of the Fair. D. Children age 5-7 may exhibit in specified non-competition classes. 2. All fair exhibitors are required to wear an unaltered fair t-shirt (current or previous year) or a button up shirt with sleeves (open only one button at the throat) during any show or exhibition in which they are participat- ing during the county fair. With the exception of the “Expo” night. Exhibitors may wear the above options or a t-shirt that represents his or her organization. Example would be a 4-H club shirt or an FFA chapter t-shirt. This will be for the judging at the Expo Building only. The current year fair t-shirt must be worn by exhibitor during the Livestock and Ham Sale. 3. All classes are to be judged according to the Danish system unless otherwise designated. Each entry is to be classified as blue, red, or white. Total premium money will be divided by the total number of points which will give premium value of each point: Premium shall not exceed 45 cents per point. *For classes designated “Trophy Class,” trophy will go to the top blue ribbon individual of the class. 4. Each animal exhibitor may make no more than two entries in each class, unless otherwise stated. (Only one entry per class permitted in horse show classes and individual "pen of 3" entries in livestock division). NO more than 3 (three) market animals in any one species may be exhibited by any one exhibitor. 5. Every precaution will be taken to protect exhibits, however, the MACON COUNTY TOWN AND COUNTRY FAIR BOARD WILL NOT BE HELD RESPONSIBLE FOR ANY LOSSES OR DAMAGES TO EXHIBITS. THE MACON COUNTY TOWN AND COUNTRY FAIR BOARD WILL NOT BE LIABLE FOR ACCIDENTS. The Fair Board asks that there be no smoking in the Expo Center, Floral Hall or Youth Building. 6. The superintendent of each department will be responsible for assigning space and arranging exhibits. Their decision must be followed. 11
7. Decision of the judges shall be final and awards made according to the superintendent's entry book signed by superintendent and judges. 8. Exhibit tags for all exhibits may be picked up at the University Extension Center. 9. Grievance Policy—All policy decisions shall be made by the 7 member grievance committee convened by the fair board president. Other members are 2 senior FFA advisors, Vice President of Fair Board, Secretary of Fair Board, President of 4-H Council, Vice President of 4-H Council, Secretary of 4-H Council. Alternates include: Other FFA advisors, Fair Board Treasurer, 4-H Council Treasurer. If the list of alternates is exhausted, another club leader will be asked to serve as long as they are not a family member of the individual with a grievance. 10. Only blue ribbon 4-H exhibits entered in the Expo Center are eligible to be selected for State Fair 4-H building. 11. Special rules are stated with each department. 12. All Expo Center items exhibited must be made or raised during current project year. 13. In order to exhibit as a Clover Kid at the Fair, a boy or girl must be 5 - 7 years of age by January 1 of the current year and be enrolled in 4-H as a Clover Kid. Clover Kids will exhibit for ribbons only. They will not receive premium money or trophies and may not sell animals at the Fair or the Livestock Sale. 14. Exhibitors must be 8 as of January 1 of the current year for Premium Classes. 15. Livestock Showmanship Classes will be based on the age of participants as of January 1, of the current year. 16. Youth are expected to conduct themselves according to the best traditions of 4-H, FFA & other Youth organizations. Unsportsmanlike conduct or inappropriate conduct (drinking, stealing, vandalism or indiscreet behavior) will not be tolerated. Any violation on the part of the exhibitor may result in dismissal of exhibitor from further competition and may also result in loss of ribbons, trophies, points and money. 17. All exhibitors staying overnight must have an adult directly responsible for them present at the fair. 18. NO BIKES on fairgrounds. AT NO TIME WILL ANY BIKES BE ALLOWED IN THE LIVESTOCK AREA!!!!! 19. All Exhibits removed prior to release time are subject to premium loss. 20. Health papers are required for Beef, Bucket Calf, Dog, Dairy, Goats, Horse, Sheep, and Swine. The health papers are required for sheep, dairy goats and meat goats, and are to be given on grounds by the provided veterinarian. Current negative coggins required for horses. 21. Anyone driving tractors, gators, golf carts, etc. must be 21 years of age or older and have a valid driver’s license. 22a. Because the primary purpose of the Macon County Town and Country Fair is to promote the involvement and social and intellectual development of the youth of Macon County. “In-county” status is defined as being an active member, in good standing, of one of the youth organizations with approved representation on the Ma- con County Town and Country Fair Board. This includes 4-H clubs and FFA chapters within Macon County as well as for 2018 the Macon County Junior Cattlemen. 12
22b. No exhibitor at the Macon County Town and Country Fair may exhibit in any project category in which they have exhibited or plan to exhibit “in-county” at any other fair during the same year (whether for 4-H, FFA or any other in-county class offered by that fair). Violators will forfeit all point premiums, sale proceeds and not be allowed to exhibit at the Macon County Town and Country Fair for the next two years. (For example, an exhibitor showing sheep as a Macon County Junior Cattleman at the Macon County Town and Country Fair would not be eligible to show sheep at the Chariton County fair as “in-county”. They may show in the Chariton county fair open show or the NEMO Fair Open Show. 23. Exhibitors must register by June 1st to receive free fair t-shirt. Otherwise, they will need to pay regular t-shirt price. 24. Exhibits must be blue ribbon exhibits to receive a rosette or trophy. 25. Non-Exhibitors are not allowed in the show ring without prior approval from the superintendent except the judge and ringmaster. 13
General Rules Open Show Definition of an “Out of County” exhibitor— Any active member of a 4-H, FFA or Missouri Jr. Cattlemen organization that is involved in these organizations outside of Macon County. These exhibitors are not eligible for county premium points. Cash awards will be given. 1. Entries will be accepted from any junior exhibitors, defined as follows: A. Any boy or girl who is an active member of a qualified 4-H club, enrolled in the project and meets the 4-H eligibility requirements, summarized as follows: Age 8-18. Must have attended at least 6 hours of project meetings in each project. Must be a member in good standing in their respective 4-H club. Must have attended one half of their club meetings. (consult Area Youth Specialist for verification). B. Any boy or girl who is a member of a FFA Chapter and meets the FFA eligibility requirements sum- marized as follows: Age: 9th grade in high school to the fourth National Convention following high school graduation (approximately 21 years old). Pay annual dues during high school (9th - 12th grade). Pay 3 year graduate member package dues at the time of graduation (must have been a FFA member their senior year in high school. Be an active member in good standing in their school’s FFA Chapter. Have financial and skill development records related to their program in a supervised agriculture record book. (consult Chapter FFA Advisor for verification) 2. All fair exhibitors are required to wear an unaltered fair t-shirt (current or previous year) or a button up shirt with sleeves (open only one button at the throat) during any show or exhibition in which they are participating during the county fair. 3. Entry fees for OUT OF COUNTY exhibitors are as follows: Beef $10.00 per head; Swine, Sheep and Dogs $5.00 per head; Rabbits and Poultry $1.00 per head; Horse $10.00 per rider. 4. July 1, 2018 is the deadline for pre-entries for the out of county exhibitors. Starting July 2, 2018 the fee for each entry will double in cost. Beef $20.00 per head; Swine, Sheep and Dogs $10.00 per head; Rabbits and Poultry $2.00 per head; $20.00 per horse rider. 5. Livestock and Cured Meat Auction - General Information Cured Meat Silent Auction – Tuesday, July 10 to Saturday, July 14, 2018 Livestock & Ham Live Auction – Saturday, July 14, 2018 1. The limit of items sold by one exhibitor is a maximum of 1 live or silent auction items. 2. It is strongly suggested that all youth exhibitors with livestock or cured meats in the sale be present before, during and after the sale. Any youth exhibitor wanting to sell an item in the youth livestock/cured meat sale who will not be present at the sale will need to make an in-person request to a prior fair board meeting in order to have a proxy sell their item. 3. Any item to be shown at a later date, may sell in the live auction as premium only. Any animal not listed as premium only, will be available for the buyer to take immediate possession. 4. Buyers will have the option to only pay the premium portion on items listed “for sale”. 5. There will be a $2.00 fee per animal/cured meat sold at the live auction deducted from the sellers check to help pay for the buyer’s ribbons. 6. The current year fair t-shirt must be worn by exhibitor during the Livestock and Ham Sale. Exhibitors must register by June 1st to receive a free fair t-shirt. Otherwise, exhibitors will need to pay the regular t-shirt price. 7. The top 25 blue ribbon hams will sell through the youth live auction and the remaining hams with a minimum score of 70 points, not limited to blue ribbon, will sell in the silent auction in the Expo building from 2:00 p.m.. on Tuesday to 9:00 a.m. on Saturday. Buyers must make payment at 10:00 a.m. on Saturday or after the Live Auction. All hams will be released at 9:30 a.m. on Saturday. 8. All bacon exhibits with a minimum score of 70 points, not limited to blue ribbon, will sell in the silent auction in the Expo building from 2:00 p.m. on Tuesday to 9:00 a.m. on Saturday. Buyers must make payment at 10:00 a.m. on Saturday or after the Live Auction. All bacon will be released at 9:30 a.m. on Saturday. 9. a. The youth benefit auction sale order for 2018 will be: Goats, Sheep, Swine, Beef, Poultry, Rabbits. Hams to rotate between whole species. Three to five hams sold between the rotations. This order rotates annually by moving the last species to the front of order. b. Individual species order will be determined by a lottery at weigh-in time or at the show for hams. 15
ANIMAL HEALTH REQUIREMENTS FOR EXHIBITION Animals with active lesions of "ringworm" with resulting loss of hair, or "warts" easily visible without close examination will not be permitted to exhibit and shall be subject to isolation or expulsion depending upon the nature and seriousness of the disease, at the Vet's discretion. 1. Definitions: a. "Warts" are benign, hairless, self limiting virus-induced tumors of the skin which are transmitted by direct or indirect contact. * If all "warts" are surgically removed and the skin area where they have been removed is healing and dry, the animal apparently is not infectious and the animal would be allowed to exhibit. b. "Ringworm" is an infectious skin disease of animals caused by various fungi and characterized by round to irregular circumscribed white powdery scabby lesions with resulting loss of hair at the lesion site. "Ringworm" also is transmitted by direct or indirect contact. c. Any prolapsed animal will be excused from the fair immediately and will not be eligible for the show or sale. DO NOT UNLOAD UNTIL SUPERINTENDENT HAS CHECKED YOU IN. DURING THE FAIR, CONCERNS REGARDING THE HEALTH OF ANY ANIMAL FROM ANY SPECIES SHOULD BE REPORTED TO THE PRESIDENT OF THE BOARD. THE DECISION OF THE ON-SITE VETERINARIAN OR HIS AUTHORIZED REPRESENTATIVE CONCERNING GENERAL HEALTH, WARTS OR BROKEN MOUTH WILL BE FINAL. CATTLE A health certificate is required. Questions concerning health regulations, contact the superintendent. SWINE A health certificate is required. Interstate and intrastate Swine must be identified by ear notch. Questions concerning health regulations, contact the superintendent. SHEEP A health certificate is required. Vet to check and provide current health certificate on the grounds. Questions concerning health regulations, contact the superintendent. Sheep that are to be exhibited must be free of clinical signs of any infectious or contagious disease. Scabies Sheep from a scabies quarantined area must be dipped or treated by an officially approved method within ten (10) days prior to exhibition. A prior permit number must be obtained if the sheep are from a scabies quarantined area . All sheep must have a scrapie tag. A vet will be on-site during check-in time to assess health and give health papers. GOATS A health certificate is required. Vet to check and provide current health certificate on the grounds. Questions concerning health regulations, contact the superintendent. All goats that are to be exhibited must be free of clinical signs of an infectious or contagious disease. No tests are required. All goats must have a scrapie tag. A vet will be on-site during check-in time to assess health and give health papers. HORSES AND OTHER EQUIDAE Intrastate (all equidae, horses, mules and asses exhibited ARE TO BE FROM Missouri only). All equidae to be exhibited must be free of clinical signs of an infectious or contagious disease. 4-H Horse enrollment form must be turned in to the Extension Office by May 1st, as required by the state. All horses must have a current negative Coggins test to show. POULTRY Blood tests will be required at registration for show. RABBITS Be free of clinical signs of infectious or contagious disease. DOGS A health certificate is required. Questions concerning health regulations, contact the superintendent. Current immunization and worming. 16
Livestock General Rules **OWNERSHIP STATEMENT: EACH EXHIBITOR IS EXPECTED TO OWN, MANAGE, AND CARE FOR THEIR OWN ANIMAL(S) BY THE DATE SPECIFIED FOR EACH SPECIES IN THE GENERAL RULES.** 1. Fair registration forms are due in the Extension Center by June 1. THESE FORMS DO NOT ELIMINATE THE NEED TO FOLLOW DESIGNATED CHECK-IN TIMES AS STATED IN THE FAIR SCHEDULE!!!!!! All registration papers (pedigrees), where applicable, must be turned in to the superintendent before animals are unloaded and animal’s ear tags and/or ear notches are matched to the accompanying paperwork. 2. All exhibitors must show their own entries unless physically impaired. Exhibitors may be assisted by another junior exhibitor when physically necessary. If an exhibitor has two animals entered in the same class, another exhibitor may show the second animal. In both cases, the individual assisting the exhibitor or showing their second animal in the same class must also be an approved Macon County Town and Country Fair junior exhibitor, as defined in the General Rules. 3. All animals exhibited in showmanship classes must be owned by the showmanship exhibitor and have been shown in another (market or breeding) class at the current year’s fair. 4. Muzzles will not be allowed on market or breeding livestock. Livestock must have regular access to water, as species-appropriate. 5. An exhibitor may make two entries in each class. (Only one entry permitted in horse show classes and one entry per exhibitor in swine and sheep “pen of three classes”). Home raised animals will not be considered a separate class. Home raised animals will be designated and awarded added premium points in their designated class. (see rule 14 in Livestock General Rules) 6. Exhibits must observe all health regulations set forth by the Missouri Department of Agriculture. (See ANIMAL HEALTH REQUIREMENTS). County Rule—Health certificates are required at Macon County Town & Country Fair. 7. Any product administered internally or used externally to alter the conformation and/or appearance of an animal for exhibition is prohibited. This includes the covering of white skin, false tail heads (or use of any false hair), use of graphite, powders, hemp or similar substances externally and steroids, non-FDA approved or artificial filling internally. Any animal found to be in violation will be barred from showing. The exhibition of cattle displaying false hair will not be allowed. An exhibitor found to be in violation will forfeit trophies & premiums. 8. Only blue ribbon animals are eligible to compete in trophy classes. 9. All livestock exhibitors are responsible for cleaning their pens or stalls at the close of the fair. If stalls or pens are not cleaned, assessments will be made on premium money to get pens cleaned. 10. All animals are to be immediately released from the grounds as soon as their respective show is over. The following animals will be left on-grounds for exhibit for the community to view: In-County Grand and Reserve Champion Market animals of each species. 11. In the sale of market animals if an exhibitor wishes to reject a bid it must be done before the animal leaves the sale ring. 12 ALL EXHIBITORS SHALL BE RESPONSIBLE FOR THEIR MARKET ANIMALS UNTIL THEY ARE LOADED FOR DELIVERY TO THE BUYER. 17
13. All breeding stock entered in specific breed classes must be registered with the appropriate breed association in the EXHIBITOR’S name and be owned by the exhibitor since the appropriate species ownership deadlines. Registration papers must accompany the exhibitor and animals to the fairgrounds. Animals that do not have registration papers will show in the crossbred or commercial classes. Species this will apply to include Beef, Swine, Sheep and Goats. 14. As an extra incentive for the producer, home raised market animals will receive an extra 5 points premium. Home raised market animals will be shown with the regular classes and receive the home raised premium. If your market animal is home raised be sure it gets marked in the superintendent’s book. A home raised animal is one that has been born on a farm owned or operated by a parent or exhibitor. 15. A group of three females and/or a group of three animals may be entered by an organization. A group will consist of three animals without regard to breed or age. Not all three animals in one group may be owned by one individual. 16. The judges will place the animals of each class according to merit in blue, red, white or no ribbon groups. Animals in the top group will be placed in order of their rank. The first place animal in each class may compete for Champion if it received a blue ribbon in that class. Second place, blue ribbon winner in the class from which the champion was chosen will compete for Reserve Champion. 17. Youth will have ½ hour after weigh-in to decide which animal(s) will be shown. 18. Mark all your grooming supplies and all other supplies/equipment with your name. 19. ALL RATE OF GAIN LIVESTOCK WILL BE REQUIRED TO BE IDENTIFIED BY AN EAR TAG OR NOSEPRINT. 20. All animals in Rate of Gain have to be weighed-in on the exact specified date and place. 21. An animal may not show in more than one (1) department. 22. The County prohibits Pit Bull & Pit Bull crosses from the County Fair. 23. Any prolapsed animal will be excused from the fair immediately and will not be eligible for the show or sale. ANY ANIMAL WHICH SHOWS EVIDENCE OF BEING UNMANAGEABLE MAY BE DISMISSED FROM THE FAIRGROUNDS AT THE DISCRETION OF THE GRIEVENCE COMMITTEE PLUS THE DEPARTMENT SUPERINTENDENT. Fair registration form due in the Extension Center by June 1. 2. Market beef must have been owned by the exhibitor no later than March 1. Breeding cattle must have been owned by the exhibitor no later than June 1 or since the date of birth. Market Heifers must have been owned by March 1st. 3. All market beef must be born after January 1 of the preceding year and have a full set of baby teeth to be eligible to compete in any class, including Rate of Gain. The attending veterinarian will make the final decision to deter- mine the eligibility for any market beef with a broken tooth. 4. All market beef must be dehorned and healed. 5. All steers will be shown by weight, with no more than 12 steers in each weight break. The range in weight for each class will be established after all steers are weighed, with approximately an even number of steers in each weight breaks. 6. Only blue ribbon animals are eligible to win trophies. 7. Identification of the Rate of Gain winner will be verified by ear tag. 8. Each exhibitor is allowed consignment of one market beef to the livestock sale. Any market beef consigned must weigh a minimum of 800 pounds. 9. Each exhibitor is limited to three (3) market animals per species. 10. ALL beef entries must be halter broken. Any animal which shows evidence of being unmanageable may be dismissed from the fairgrounds at the discretion of the grievance committee plus the department superintendent. A grievance concerning the manageability of an animal can be brought to the attention of the Fair Board president by anyone. Animals of any species deemed unruly or aggressive may be dismissed by the committee described above. No professional groomers on any beef animal. Only immediate family, their 4-H or FFA instructors, or other Macon County Fair exhibitors can help groom. 11. Breeding animal classes will show in alphabetical order by breed with crossbreds showing last. 12. Market Heifers will be shown by weight just as steers and will be broken into classes according to weight if numbers in the class justify doing so. 13. Exhibitors who participate in the Market Heifer class will still be subject to the “Only three market animals” can be exhibited rule, only two in any one class. Two Market Heifers could be shown with one steer or two steers and one heifer, but two market steers and two market heifers would not be acceptable. See Rule # 3, page 24 and #9 above. 14. A Market Heifer would be considered in the Beef division for premium auction purposes—only one animal/division is permitted. 15. Market Heifers may be exhibited in the Market show only and may not be shown in both the breeding and market show. 16. All other standards and guidelines follow the “Steer Show Rules” as set forth by the Missouri State Fair upon approval by the Macon County Town and Country Fair board. 17. Market Heifers must be pregnancy-checked “OPEN” within thirty (30) days of the Macon County Fair by a licensed veterinarian and documented at the time of check-in at the fair. 18.
