LITTLE BENNETT PARK CAMPGROUND POOL AND BATHHOUSE PROGRAM OF REQUIREMENTS
INTRODUCTION
The Park Development Division (PDD) of Maryland National Capital Park & Planning Commission (M‐
NCPPC) has engaged RRMM Architects and our consultant team to develop the Program of Requirements
(POR), Scope of Work and schematic design level bridging documents for a design build RFP for a
proposed recreational pool, bathhouse and supporting sitework at Little Bennett Campground near
Clarksburg in Montgomery County, MD.

The design of the new pool and bathhouse shall meet all code requirements including:
‐ Current M‐NCPPC Park Design Guidelines
‐ Code of Maryland Regulations (COMAR)
‐ 2010 ADA Standards for Accessible Design
‐ Montgomery Parks ADA Compliance Manual Version 02 / 2019
‐ International Building Code 2018
‐ Code of Montgomery County Regulations (COMCOR) Chapter 51 Swimming Pools

‐ The site is served by an existing 10” diameter water line which runs near the planned pool and
bathhouse location. It has been reported by campground staff that the line has adequate spare capacity
to support the bathhouse. The filling of the pool and make‐up water requirements will be coordinated by
the design team through the bridging document process.
‐ The site does have an existing septic system. It has been reported by campground staff that the septic
system is old and does not have adequate spare capacity to serve the new bathhouse. (Requires further
study.)
‐ The site is served by an existing 200‐amp single phase 120/240 service in a large CT cabinet with a
single‐phase meter on the outside and a panel inside. It has been reported by staff that the 200‐amp
service only serves the jumping pillow.
‐ The parking area is existing to remain and does not include site lighting.
‐ The project does not include any modifications or additions to the site lighting serving the campground.
‐ Any lighting provided at the pool will be included with the pool design and the power requirements will
be identified in the electrical design.
‐ Per COMCOR 51.00.01.03.B.1 the fence surrounding the pool must be a minimum of 72” in height.
‐ MNCPPC would like the roof to be ready to receive future solar panels.

OCCUPANCY AND PLUMBING FIXTURE CALCULATIONS
Assume all water is 5’ deep or less.
Assume 1,500 SF of water and 1,785 SF of deck as shown below.
Note: The approximate pool size shall be revised to 29’x60’ – 4’ wider than shown below and in the
Bridging Documents. The SWM features were designed to accommodate the larger pool footprint.

Three separate codes potentially govern this project – COMCOR, IBC & COMAR. Washington Suburban
Sanitary Commission (WSSC) does not have any amendments altering what other codes require to
calculate the number of fixtures required.

MNCPPC will limit the occupancy of this facility to 126 people at all times.

Note: DPS adopts the WSSC Plumbing and Fuel Gas Code. In addition to the requirements listed below,
the project must adhere to the requirements of WSSC. Refer to the Bridging Documents for the most
current plumbing fixture code analysis.
1) Code of Montgomery County Regulations (COMCOR)
At 50% women and 50% men there are 63 occupants per sex.
Per Code of Montgomery County Regulations (COMCOR) 51.00.01.13 the following is required:

Hose bibs             Per COMCOR 51.00.01.13.E.12 hose bibs must be provided in the bath house so
                      that the dressing rooms, showers and toilet areas can be cleaned. Also per
                      COMCOR 51.00.01.06.E.1 hose bibs must be provided around the perimeter of
                      the deck so that all parts of the pool deck area may be reached with 100 feet of
                      hose.

2) International Building Code (IBC) 2018
At 50% women and 50% men there are 63 occupants per sex.
Per International Building Code (IBC) Table 2902.1 the facility is classified as a pool – Occupancy A‐5 and
the following is required:

3) Code of Maryland (COMAR)
Per Code of Maryland (COMAR) 10.17.01.35 the American National Standard for Public Swimming Pools,
Articles 19.1 – 19.6.13 (Note: This document is now called ANSI/APSP/ICC‐1 2014) is used to determine
fixture counts and the following is required:

Toilets              1 per the first 100 & 1 per each 200 thereafter = 1 required
Sinks                1 per the first 100 & 1 per each 200 thereafter = 1 required
Urinals              1 per the first 100 & 1 per each 200 thereafter = 1 required
Showers              1 per the first 100 & 1 per each 50 thereafter = 1 required

BATHHOUSE
Description of use
‐ The bathhouse will be a simple wood structure that will be naturally ventilated.
‐ The bathhouse will be designed for use when the pool is open – typically from Memorial Day through
Labor Day only.
‐ The facility will operate during daylight hours only. No night lighting, other than that needed for security,
is required.

The bathhouse shall contain the following spaces:

Staff Office – 100 SF
‐ Serves as a home base for staff including a desk, lockers for staff to store belongings, first aid kit and a
small bunk or cot.
‐ Duplex receptacles will be provided and quantity and location coordinated with M‐NCPPC and PDD.
‐ If a small air conditioning unit is provided, it would either be plugged into a dedicated receptacle or fed
from a dedicated circuit.
‐ 4’ LED strip lighting fixtures will be provided and be controlled by occupancy sensors.
‐ Position office so that staff can see people approaching the building, address campers as they enter the
facility and view the pool itself. Provide a service window.

Men’s Restroom / Changing Area – 208 SF
‐ Contains 1 toilet, 1 sink, 1 urinal & 2 showers as well as a dressing / changing area with towel hooks and
benches. 1 of the showers will be an outside spray shower. Both inside and outside showers will provide
hot water.
‐ GFCI Duplex receptacles will be provided and quantity and location coordinated with the architect, M‐
NCPPC and PDD.
‐ 4’ LED strip lighting fixtures will be provided and be controlled by occupancy sensors.

Women’s Restroom / Changing Area – 208 SF
‐ Contains 2 toilets, 2 sinks and 2 showers as well as a dressing / changing area with towel hooks and
benches. 1 of the showers will be an outside spray shower. Both inside and outside showers will provide
hot water.
‐ GFCI Duplex receptacles will be provided and quantity and location coordinated with the architect, M‐
NCPPC and PDD.
‐ 4’ LED strip lighting fixtures will be provided and be controlled by occupancy sensors.

Pool Equipment Room with Chemical Storage – 220 SF
‐ Contains pool equipment as described in the pool narrative below.
‐ Power will be provided for all pool equipment as described below and will be served by the existing
service.
‐ Based on the equipment selections and requirements, the existing service will be evaluated in more
detail to ensure adequate spare capacity is available to support the pool.
‐ Duplex receptacles will be provided and quantity and location coordinated with pool consultant, M‐
NCPPC and PDD.
‐ Include storage of pool chemicals – approximately 4’ x 5’ (20 SF) within a fire rated enclosure.
‐ Equipment room requires mechanical ventilation.

Storage Closet – 25 SF
‐ 5’ x 5’ Lockable space for pool items.
‐ Note: off season storage of any pool furniture will be in the restrooms, not in this space.
‐ No power requirements anticipated for this space.
‐ 4’ LED strip lighting fixtures will be provided and be controlled by occupancy sensors.

Janitor’s Closet – 25 SF
‐ 5’ x 5’ & contains a service sink and storage for cleaning supplies
‐ No power requirements anticipated for this space.
‐ 4’ LED strip lighting fixtures will be provided and be controlled by occupancy sensors.

Other General Requirements:
‐ Per COMCOR 51.00.01.06.A.2 at least 15 feet of deck must be provided between the dressing room door
and the pool edge.
‐ The plumbing fixtures, including showers, urinals, water closets, lavatories, mop sink, and floor drains
will be provided with sanitary connections to a new septic storage tank or to the existing septic system.
Requires further study with civil engineer and Parks.
‐ The plumbing fixtures, including showers, urinals, water closets, lavatories, and mop sink will be
provided with domestic cold‐water connections tied into the 10” diameter water service line.
‐ Water meter and backflow preventor will be provided.
‐ The lavatories and mop sink will each be provided with hot water through point of use water heaters.
‐ Hot water is required at the showers.
‐ Hose bibs will be connected to the domestic water system.
‐ Freeze proof devices will be provided to assist with winterization of the bathhouse and pool area as
coordinated with M‐NCPPC and PDD.
‐ Piping will be designed for proper drainage and winterization.
‐ Make‐up water connection for the pool will be provided.
‐ All floors shall be exposed broom finish concrete.
‐ Floor drains shall be provided, and floors shall slope to the drains.
‐ An anti‐scald device shall control all shower water supplies. The water heater and thermostatically
controlled mixing valves shall be inaccessible to users and shall be capable of providing 2 gallons per
minute of water, not to exceed 120 degrees F with a minimum of 90 degrees F, to each shower head
(ANSI/APSP/ICC‐1 2014 – 19.6.5)
‐ Soap dispensers shall be provided at each lavatory. No glass is permitted in the construction of the soap
dispenser.
‐ Shatter resistant mirrors shall be provided at each lavatory.
‐ Toilet paper holders shall be provided at each toilet.
‐ Baby changing stations shall be provided in each restroom.
‐ Appropriate wayfinding signage, building identification signage and ADA signage shall be provided.

POOL
Description of Use
A single body of water of approximately 1740 sq. ft. to hold 50 to 60 people for recreational use. The
seasonal pool is to be used from Memorial Day through Labor Day restricted to only campground guests.
The pool is to include features such as a zero entry, vertical spray features, underwater bench and water
basketball. The water depth in the pool will range from 0’‐0” to a maximum pool depth of 5’‐0”. The pool
requires a minimum of 4’ of unobstructed deck space around the pool with additional deck space located
near the entrance to the pool (zero entry end) for circulation.

Equipment
‐ Pool equipment will include filters, a recirculation pump, a feature pump, a water level controller, a
chemical controller, and pool chemical systems. The pool shall be designed with a sand filtration system.
‐ The pool equipment shall be located indoors as part of the bathhouse. The pool equipment area will be
approximately 175 sq. ft.
‐ An ADA lift shall be provided to allow access to the deeper water.
‐ A specialized lifeguard chair is not required.

Operational Requirements
Utility services including potable water, sewer discharge and electrical are critical to support the pool.
The preference for utility connections is a 1‐1/2” water connection for pool fill and topping off pool water
lost to evaporation, a 6” sanitary sewer connection to discharge filter backwash to and for draining the
pool for winterization, and single‐phase power for pool recirculation and feature pumps. If utilities are
limited other additional systems such as a de‐chlorination system for pool water or trucking water
to/from the pool will be considered.
