LETTER FROM THE DIRECTOR On behalf of the race committee, welcome to the 44th edition of the Joe Martin Stage Race, the oldest continually held stage race in the United States. For those who are first time participants, we want to thank you for making the trip. We know the last 18 months have been a struggle for many in the cycling community and our industry has been harder hit than others. But, we have all sacrificed and perservered to make it to the start and please know we are very appreciative of you toeing the line with us! We salute the dedication and hard work of the many men and women who have worked over all these years to make this event what it has become today! And we are especially grateful for the vision and determination of one of the original race directors, Joe Martin. Joe was truly passionate about all things cycling and we continue to honor his legacy today. THANK YOU JOE! This is our 19th consecutive year to be part of the USA Cycling Pro Road Tour (PRT) and 7th year on the UCI Americas Tour calendar. The Joe Martin Stage Race has been and continues to be successful because of your support as teams and individuals. We feel very fortunate to once again have some of the top cyclists not only from across the USA, but from around the world competing in Fayetteville and Northwest Arkansas. The continued goal of the Joe Martin Stage Race is to bring a nationally and internationally competitive field of cyclists to our area and to expose our community to an exciting, colorful sport. I encourage you to enjoy some of the local flavor, get to know our residents, and take in some of the beautiful countryside as you’re rolling past. And we invite you and your family to return to our area for vacation or possibly even relocate to our community. It is an honor and a privilege to have each of you at our race, and we hope and pray that you will have a safe, successful weekend. USAC STAGE RACE INFORMATION GENERAL RULES • Joe Martin SR is held under USAC permit #2021-3815. All 2021 USAC rules in effect and USAC penalties shall apply. • Valid and current USAC license must be presented at registration. • Events will be held rain or shine. • Helmets must be worn at all times while riding a bike. • Racers must successfully complete each stage in order to continue to the next stage. • Sign-in is mandatory for the road race and criterium. It will open one hour before race start and close 15 minutes before departure. Sign-in will be located near the start area for each race. Inform an official if you will not be starting a stage. • All numbers supplied by the promoter must be used. No folding or cutting of numbers is allowed. • Bib numbers (two will be provided) should be placed on the back of the jersey above the pockets on each side of the jersey (American Style). The bottom edge of each number should be aligned with the jersey side seam. DO NOT place them over jersey pockets. For time trial, one bib number may be worn. If wearing a skinsuit then the number can be placed on the bottom center of uniform; otherwise place bib as described above. • Frame numbers should be placed behind the seatpost. • NOTE: 4H7. Numbers and Frameplates: (a) Number or frameplate altered, mutilated, badly positioned, or covered (this includes obscured by long hair or other garment) at the finish: First offense: $20 fine, Second offense: $35 fine, Third offense: DQ. (b) Rider abandoning the race without returning the race number & informing the officials: $35 fine • Riders abandoning a stage must turn in their race number to the officials. We want to account for every rider. This speeds the results process for everyone. Please do your part! • After completing your races, please do not congregate at the finish line. Do not re-cross the finish line. • All stages will have officials on the race courses and at the finish lines. • County and city law enforcement will provide support on all stages. • Northwest Physician’s Specialty Hospital will coordinate all medical services throughout the event. In addition, central EMS, advanced medical personnel and team doctors will follow pro/elite road races and be staged at the finish lines. Trained personnel will staff the medical tent at each staging area and the Vendor Expo area on Sunday during the Criterium. Washington Regional Hospital is located at 3215 N. ROAD RACE - STAGE 1 • THE CENTER LINE RULE WILL BE STRICTLY ENFORCED FOR ALL USAC CATEGORIES. We take your safety seriously. You should too! You will be disqualified from the race if you violate the rule. The penalty will be assessed at the finish of the stage and not during the race. There will be no warnings given. • There will be signage at each intersection and corner marshals throughout the courses. Ultimately, it is the riders’ responsibility to know each course! • Wheel vehicles will be provided for each category. Wheels in, wheels out. Wheels can be picked up at the finish area after the race. The Joe Martin Stage Race is not responsible for wheels and equipment left at the drop-off area 30 minutes after they are deposited. Wheels and equipment that have not been collected will be moved to the next stage once the finish line teardown is complete. All wheels will be at the merchandise tent at the Criterium on Sunday. • LITTERING - Riders throwing objects outside of the designated Green Zones (before and after the designated feed zones) will be fined $200 US Dollars the first offense. Second offense is disqualification. In addition, local law enforcement will issue citations if someone is observed intentionally littering. Littering is against the law. The race is in danger of not being permitted due to riders excessive littering. Help us help the cycling community by keeping our roads and highways free of trash. • Feed Zone - located on the main loop. Directions to USAC Saturday Feed Zone: From staging area proceed north along the eastside of the Specialty Nail building to Butler St. Turn right (east) and proceed to Mock St, turn right (south) and proceed across U.S. Hwy 62 and continue on Mock St (Hogeye Road) which turns into Hwy 156. Bear left at the Cove Creek / Prairie Grove Lake intersection and proceed to Hogeye. At Hwy 156 / Hwy 265 intersection....turn right (south) on Hwy 265. Feed zone is 2 mi / 3.2 km ahead. USAC STAGE RACE ROAD RACE, TIME TRIAL CRITERIUM TIME TRIAL - STAGE 2 • Individual start times will be pre-assigned at the close of online registration and will be posted on the event website, packet pickup at Mount Sequoyah Center 150 N Skyline Dr, Fayetteville, AR 72701 and at the Time Trial staging area of Devil’s Den. Start times will also be emailed to registrants. • 30-second interval start times based upon “time of day”. • Race officials and volunteers will be posted along the Time Trial course. CRITERIUM - STAGE 3 • Neutral wheel support will be provided. Wheels in, wheels out will also be allowed. • Neutral pits located just past first turn from start/finish line and after the sixth turn following the long downhill section. • Due to limited wheel support area, please remove wheels immediately after your race finishes. The Joe Martin Stage Race is not responsible for wheels and equipment left in the service areas 30 minutes after a race has ended. TIMING AND CLASSIFICATION • Individual riders’ general classifications will be calculated by summing that rider’s time in all individual stages, taking into account any time bonuses and/or penalties. In cases where two or more riders are tied in their final general classifications, their order will be determined by adding the fractions of a second from the time trial. If this does not resolve the tie, the next method is adding their places obtained in each stage. If this does not suffice to break the tie, ties will be broken by place in the Criterium. • TIME CUTS: no time cuts will be enforced for USAC amateur categories. • Saturday results will be posted at the finish line; at the start of each race, adjacent to the podium at the Criterium on Sunday. Unofficial results will be sent by email and/or text to riders. Results will also be posted to the event web site after each stage. • Riders must complete 50% of the Criterium to be placed. Riders not completing 50% will be considered DNF for the stage and overall. Riders completing 50% or more who are pulled by the Chief Referee or designee will receive a pro-rated calculated finish time based upon the assumption the riders will continue to race at a slower speed. Riders about to be lapped in the Criterium will be pulled at the finish line by the officials and if applicable riders will be given a pro-rated time. • GC Time bonuses will be awarded in the Road Race and Criterium only. None in the Time Trial • Road Stage: Top 3 finishers: 10, 6 and 4 seconds, respectively • Time Trial: none • Criterium: Top 3 finishers: 6, 4 and 2 seconds, respectively. JUNIORS INFORMATION • All juniors must use junior gearing. Blocked gears are permitted. • Roll outs will be performed for all junior riders prior to the start of each stage. See details below • Additionally, the top 3 junior finishers of these stages are subject to verification after the stage finish. • Saturday Road Race – roll out will occur 1 hour before the start of the rider’s race, near sign-in. • Saturday Time Trial - roll out will occur 30 minutes before the start of the rider’s race near the start house • Sunday Criterium – roll outs occur 15 minutes before the races in which any junior is participating behind the start/finish announcer’s stage and for the top 5 juniors at the finish of the race. 8

Parking: southern portion of the parking lot located behind Specialty Nail Company (424 S. Baggett St, Prairie Grove, AR 72753) COURSE • The course has several sections: • NEUTRAL ROLLOUT (0.9 mi / 1.4 km). Riders will leave the staging parking area and proceed north along the eastside of the Specialty Nail building to Butler St. Riders will then turn right (east) and proceed to Mock St, turn right (south) and proceed across U.S. Hwy 62 and continue on Mock St (Hogeye Road) where racing will begin at Mile Zero. • MAIN LOOP - The main portion of the course is the traditional loop of Hwy 156, Hwy 170, Hwy 265. At the finish of the 23- mile loop, riders will turn left (west) and return to the finish line ...see next section. • FINISH SECTIONS - the final inbound stretch has several rolling hills with sharp, fast, downhill turns. BE CAREFUL! Riders will be turning left (west) off Hwy 156 (which is Hogeye Rd) at the intersections of Cove Creek Rd & Prairie Grove Lake Rd onto Prairie Grove Lake Rd. This is the final stretch. These are narrow roads and caution should be used. • There is a 90-degree right-hand turn with 0.3 miles to go to the finish! Stay sharp and enjoy the wide-open run to the finish. • Please refer to Course Maps section of the Technical Guide and to the individual Trip Reports (Pg 11) for detailed information. • Feed Zone - From the Hwy 265 / 156 intersection. Time cuts will not be in effect. • NEW COURSE and STAGING AREA. The course is located approximately 24 miles (45 to 60 minutes driving time) south of Fayetteville. Please enter Devil’s Den from the north on Hwy 170. • DIRECTIONS: Take I-49 south to exit 53, turn west/right and then proceed south on Hwy 170 to Devil’s Den State Park. Travel time is approximately 45 to 60 minutes. • The amateur TT will be contested on the same course as the Pros. Riders will proceed up the switchbacks for 3 miles from Devil’s Den State Park with an average grade of 5%. • The staging area for the start house will be located by the Large Pavilion which is next to the swimming pool and dam areas. • Parking is only available in designated areas only. THERE IS NO PARKING NEXT TO THE START HOUSE. • Parking is located 0.5 miles from the start. VERY IMPORTANT INFORMATION 1. The following categories which is Group 2 of the road race (are allowed to park at FINISH LINE), but you can only access the finish line by way of Hwy 74 off Interstate 49 if you choose this option which will allow you to leave once you finish your race. • Master Men A & B; Men 2, 3; Men 3, 4 and Women 2, 3. 2. All other categories must park at the bottom of Devil’s Den in designated areas. 3. Riders not completing 50% will be considered DNF for the stage and overall. Riders completing 50% or more who are pulled by the Chief Referee or designee will receive a pro-rated calculated finish time based upon the assumption the riders will continue to race at a slower speed. Riders about to be lapped in the Criterium will be pulled at the finish line by the officials and if applicable riders will be given a pro-rated time. • Please refer to Course Maps section of the Technical Guide for more detailed information. CRITERIUM PARKING INFORMATION: If you arrive early in the day for Sunday’s criterium, you may park in the lot, which is north of the start/finish and within the course perimeter.
