IZINGA ESTATE MANAGEMENT ASSOCIATION SECURITY PROTOCOL INTRODUCTION 1 BACKGROUND TO IZINGA Umhlanga Village The first beach cottage, the Oyster Box, was built at Umhlanga Rocks in 1869 and has become the present day Oyster Box Hotel. The tin roof of this cottage was used as a navigational beacon until 1953 when the automatic lighthouse was built. By 1931 Umhlanga Rocks had become a village with additional hotels, guest houses, cottages and stores being built. The first hotel, the Victoria, has since been rebuilt and renamed as the Umhlanga Rocks Hotel. The warm sub-tropical climate of the Umhlanga area makes this area a popular holiday destination. Sea temperatures rarely drop below 20 degrees in winter which allows for year round swimming and surfing without the need of a wetsuit. Umhlanga Ridge Overlooking what is affectionately referred to as the village of Umhlanga is Umhlanga Ridge, the new town centre. This bustling centre has seen phenomenal growth over recent years. Umhlanga Ridge has not evolved in the traditional organic way that towns generally do. Umhlanga Ridge is a prime example of town planning planned to perfection. The entire Umhlanga Ridge area, once endless rippling sugar cane fields, was devised from scratch as a single entity. With strict development guidelines, investors are safe in the knowledge that other developments in the area will not adversely affect theirs. Some of the completed developments to date include the Gateway Theatre of Shopping, La Lucia Office Park (a gated office estate), the Crescent lifestyle centre and the Umhlanga Hospital and Medical Centre to name but a few. Umhlanga Ridge has easy access to a network of major roads including the N2 which allows easy access to Durban to the South, with the Port of Durban and Ballito to the North. The King Shaka International Airport and the Dube Trade Port has been a massive advantage to many of the businesses located at Umhlanga Ridge. 2 IZINGA ESTATE PROFILE Izinga is an open suburb and attention is paid to open areas where one can walk, run, cycle and generally enjoy the open spaces. Izinga is a potential 4000 unit development. Mahogany Drive, Campbell Drive, Wager Avenue, Preston Drive and Herrwood Drive will lead you into this gracious suburb. Izinga will feature homes within a broader price range, which meet high standards of quality, design and Management. Inclusionary housing units of approximately 10% is applicable to Izinga. an increasingly important aspect of development, which is essential to sustainability in order to meet the need for more affordable accommodation for people working in the vicinity. The architectural style for Izinga uses an earthy African colour palette, combined with Mediterranean /Balinese form. Izinga has its own Management Association to take care of issues such as security management and maintenance of public spaces. Izinga Phase 1 MA (Iz(1)MA), Izinga Phase 2 MA (Iz(2)MA), Izinga Phase 3 MA (Iz(3)MA), Izinga Phase 4 MA (Iz(4)MA),Izinga Park (and subsequent future Phase MA’s) are members of the “umbrella” Management Association known as Izinga Estate Management Association [IzEMA] to which the members pay a portion of its levies. IzEMA is responsible for the amenities that, in due course, will be common to all phases in Izinga. (e.g. public road reserve landscaping, open space management, security and building design code). The members are responsible for amenities specific to their specific phase of the Izinga development (e.g. private roads, road reserve, landscaping in cul-de-sacs and plan scrutiny and enhanced security to cul-de-sac areas as owners see fit). At the north end of Herrwood Drive is the sea facing, access-controlled Izinga Park. At the North end of Wager Avenue is Izinga Hills also access-controlled. This entrances to these two Estates will be monitored 24/7. Security is paramount and controlled access is practiced. Izinga, the open suburb, has security management as an integrated part of the neighbourhood which includes camera surveillance systems for the suburb entrances, patrols in open spaces and public roads. CCTV systems have been installed to monitor most of the intersections. 3. THE AREA STABILISERS The SAPS and Metro Police are the two services that are responsible to maintain law and order in the area and in so doing ensure the safety and security of all the inhabitants of the area. Both services are traditionally short of resources and in practice respond to incidents within their capabilities and based on real or perceived priorities. Very often the shortage of resources manifests itself in delayed responses and a poor standard of investigation and ultimately a low success rate in the Courts. 3.1 South African Police Service The South African Police Service is the National Police Service and is responsible for all Law and Order issues within the borders of the Republic of South Africa and therefore in the Province of KwaZulu-Natal, and the Umhlanga policing district. The Responsible Station is the Umhlanga Rocks Police Station, situated on the corner of Autumn Drive and Pioneer Close, off Umhlanga Rocks Drive. . The Station is approximately 2.2 kilometres from the Izinga Park Access gates and 1.5 kilometres from the centre of Phase 1. (using the shortest route) The Station only has a Community Service Centre. Other Services and Special units as indicated are deployed from Durban North Police Station. The Police stations are grouped in Clusters with a Cluster senior commander. The Cluster headquarters is EThekwini Outer North, situated in Durban North. 3.2 eThekwini Metropolitan Police Service [Type here]
Durban Metro Police is a formidable force that is dedicated to fighting crime and assisting the community. Working with relevant stakeholders, the Metro Police incorporates an effective, innovative, street-ready approach to safety and security within the city centre and greater metropolitan area. The Metro Police Headquarters is North of the CBD, at 16 Archie Gumede Place, off NMR Avenue, approximately 17 kilometres away. The Umhlanga (North) Region is serviced from the Kwa-Mashu Station at Malandela Road Kwa-Mashu. The area is patrolled by vehicle on a regular basis from this Regional base, some 16 kilometres to the South West. These patrols respond to incidents as directed by the Control Centre in central Durban. Although the Metro Police concentrate on Traffic control, motor vehicle accidents, traffic violations and enforcing the municipal by-laws, they can also respond to incidents of crime with the same powers as the National Police Service. They are, however, not authorised, trained, or equipped to investigate crime. Generally, it can be said that the service faces the same manpower and resource restrictions faced by the South African Police Service, including poor response and law enforcement service to the community. 3.3 Private Security Services The residents of any area in South Africa have been forced, by the high crime levels and the seemingly inability of the Police to cope with the problem, to employ private security companies to protect their property, assets, and employees. This has become a way of life to such an extent over the past decade that Police / Private sector partnerships are regarded as the norm in combating crime. The Police have become dependent on this support in order to function at all. The number of private security officials employed in South Africa has increased threefold in the last 10 years. The major downside to the above situation is the cost to Companies and individuals, who are already struggling with other negative economic forces that directly affect their bottom line and their pockets. The Police are paid for through the Country’s tax system and every citizen has a right to expect a positive return on his / her money invested in the Country in this manner. For the above reasons it is necessary to define the threat realistically and to design a response that is not only Security effective but most importantly is Cost effective for the client company. Presently the Estate has a contract with a Security Service Provider to provide security manpower to safeguard the Estates interests. Included in the deployment is mobile armed response units that are dedicated to the whole Estate. Resident’s own close security is their own responsibility, and they are encouraged to install and monitor residence-based security systems. 3.4 Support Services [Type here]
3.4.1 Hospitals The Umhlanga Hospital is a “Netcare” private hospital. It is situated at 323 Umhlanga Rocks Drive just outside the Gateway Precinct. It is only 2 kilometres from the Estate. There is also the Umhlanga Rocks Clinic operated by the eThekwini Municipality. 3.4.2 Ambulance Services There are several private ambulance services available in addition to the Provincial service, that operate within the greater eThekwini Municipal Area. 3.4.3 Metro Fire and Emergency Services The Metro Fire and Emergency Services central base is situated on the corner of Steve Biko Road and M L Sultan Road, just North West of the Durban CBD. It is 19 kilometres from the Estate. There is a satellite station situated at 25 Centurion Boulevard, Gateway, approximately 2.5 kilometres away. Apart from responding to fires in the urban context the service also responds to veld fires and serious motor vehicle accidents. 3.5 Other Support Services The Umhlanga Rocks region is a vibrant, rapidly developing region of the greater eThekwini Municipality. All and any support services required will be located within the region. 4. EMERGENCY RESPONSE PLAN 4.1. General: 4.1.1 The Members and Residents that occupy the Izinga Estate are singly and jointly, together with the Izinga Estate Management Association, responsible for dealing with any Emergency situation which may occur within the boundaries of the Izinga Estate. 4.1.2 The Contract Security Services provider plays a very important first response role in the event of an emergency on the Estate. The First Response and Immediate Duties of any person who comes across an emergency are set out below. 4.2. Emergency Incidents: Fire / Spill / Accident / Gas Leak etc. 4.2.1 The person who detects the fire: 4.2.1.1 Reports to the Metro Fire Department and the Izinga Control Centre Immediately. The person must be able to report the following: • Where is the Fire / Accident …. House / Garage/ Outside. • What is Burning ….Building / Vehicle / Garbage / Brush. [Type here]
• How big is the Fire…. just started / well developed. • What Assistance is Required….Fire Service / Police / Ambulance 4.2.1.2 In the Case of a Fire, attempt to put the fire out using local fire extinguishers. It is critical that the fire is extinguished within the first 3 minutes. 4.2.1.3 Stop all operating activities that can influence the situation, i.e. Civil excavations, Contract work, Building etc. 4.2.1.4 Clear the area of Unauthorised Persons, Control Traffic and make the Area Safe. 4.2.1.5 Keep the Emergency Response Units en route up to date with developments. • Advise of any Injuries or Deaths.. • Any Specialist Emergency Response Required i.e.: Civil, Chemical or Pollution Response. • The Development of the Incident. 4.2.1.6 Be ready to Brief any Emergency Response Units that respond to the Incident. 4.2.1.7 Assist Security Officials to set up an inner cordon to keep unauthorised persons away from the area. The Scene must be preserved for investigation purposes. (Do not forget your own Safety) 4.2.1.9 If available demarcate the area with Hazard tape. 4.2.1.10 Evacuate the area to at least 100 metres away, further up to 300 metres if it is a serious incident. 4.2.1.11 Ensure that nobody interferes with, or removes, any likely evidence or anything that may be required for an investigation. 4.2.1.12 Remain at the Scene until you are no longer required by the Emergency Response teams at the site. 4.2.1.13 Security officials on duty at the access gates will permit all vehicles to leave the Estate and will close the gates and deny access to all vehicles except emergency response vehicles responding to the incident. 5. AUTHORITIES AND RESPONSIBILITIES 5.1 IZEMA MANAGEMENT ASSOCIATION 5.1.1 IzEMA is responsible for the amenities that in due course will be common to all phases in Izinga. (e.g. public road reserve landscaping, open space management, Security and building design code). 5.1.2 The General Manager has the responsibility and authority to: 5.1.2.1 Represent the Izinga Estate Management Association in all security related matters. 5.1.2.2 This includes: [Type here]
• Continuous and complete liaison with the Security Service Provider on all security related matters. • Attending the monthly security meeting. • Ensuring that agreed action from the monthly security meeting is carried out. • Reviewing the security system in consultation with the Security sub-committee or its appointed representative. 5.2 THE MEMBERS – OCCUPIERS AND THEIR VISITORS 5.2.1 The members are responsible for amenities specific to their specific phase of the Izinga development (e.g. private roads, road reserve, landscaping in cul-de-sacs and plan scrutiny and enhanced security to cul-de-sac areas as owners see fit). 5.2.2 Will Notify the Izinga Estate Management Association as to who their contact person is for the phase. 5.2.3 The Phase will report all security matters to the Izinga Estate Management Association. 5.2.4 Will Conform with the appropriate Site Security Procedures. 5.2.5 Will be responsible for the security of their own buildings, vehicles, boats and personal belongings. 5.3 THE SECURITY SERVICE PROVIDER The incumbent Security Service Provider under contract to the IzEMA Management Association, has the Authority and Responsibility to apply and implement the Security Procedures on behalf of the IzEMA Management Association. 5.3.1 The Security Services Provider is responsible for the effective management of the security systems and equipment provided at the Estate by the IzEMA Management Association. 5.3.2 The Security Services Provider is responsible for the effective operation, management and deployment of the Security manpower deployed and allocated to perform security duties at the Estate.
