Introduction AoC Sport is the lead organisation for college sport and physical activity. We believe that sport and physical activity are essential components of college life, giving students significant advantages in education, employment and health. Our vision is for every college student to participate regularly in sport or physical activity. Our purpose is to promote, support and deliver college sport and physical activity. The English Colleges Football Association (ECFA) is the football delivery arm of AoC Sport and represents our brand for college football. As sole further education partner to The Football Association, we are the trusted organisation to lead and manage the development of FE football nationwide. Our vision is FE communities inspired to be regularly active and reach their potential through football. We exist to promote, support and deliver an outstanding football experience and educational services to students, FE institutions, their communities and our partners. Our five core objectives as detailed in our ECFA strategy are to: 1. Deliver quality competitions 2. Grow the game 3. Develop the workforce 4. Engage the community 5. Exemplify effective governance In the 2018-19 season we supported more than 14,000 students to play in weekly ECFA competitions across 600 male and 130 female 11v11 teams, as well as 45 male and 40 female futsal teams. Over 60,000 participants were engaged through college football hubs and a network of over 4000 dedicated student volunteers, college staff and apprentices have driven the development of the game on the ground for students and the local community. England Colleges National Teams represent the pinnacle of college football. Our men’s and women’s 11v11 representative teams exist to provide a pathway to elite level and support students with transition in and out of the professional game. Our vision is to support students, staff and the England Colleges alumni to reach their potential through football. The programme consists of domestic fixtures, as well as an international tour (full details of the programme can be found on page 9). In the 2018/19 season the women’s team won the Il Casio E’ Rosa in Rome and competed in the WSL Academy Cup. The men’s team competed in the Roma Caput Mundi tournament and in domestic fixtures beat both the Independent Schools and Wales Colleges representative teams. Many of the players have since transitioned in to higher education, the professional game and / or England national teams. Examples of note include: 3
Beth Roberts – Stoke City Ladies FC Beth was awarded Player of the Tournament for the England Colleges Women’s National Team who won the Il Casio e’ rosa tournament 2019. Shortly after her return from Italy, she received a call up to the England U18s squad. Ellie Strippel – Bristol City Women’s FC Ellie was awarded England Colleges Women’s National Team player of the year 2018/19. Since, she has secured a professional contract with FA Women’s Super League club Bristol City Women FC for the 2019/20 season. Tom Bradbury – Yeovil Town FC Tom has signed for Yeovil Town in the National League after spells with York City and Dundee. Tom was a student at Milton Keynes College and captained the ECFA side for the trip to Rome in the 2015/16 season. Harry Bower – The New Saints FC Harry plays as a midfielder in the Welsh Premier League for TNS. A student at North Shropshire College, Harry played with the ECFA team in 2017/18 and 2018/19. 4
Objective The objective of the tender process is to secure an exclusive two-year partnership with a Higher Education institution who can support the delivery of a quality England Colleges programme both in cash and in kind. The partnership will offer significant exposure through association with a high quality programme and organisation, the opportunity to connect with high performing football squad players and trialists within England Colleges and the wider ECFA community, and the opportunity for HE students to gain valuable work experience opportunities with England Colleges. Scope of the Partnership Inclusions: Official partner of the England Colleges Men’s and Women’s 11v11 teams Exclusions: Promotion of FE courses to FE students through this partnership. 5
Partnership Benefits The official England Colleges Higher Education Partner will benefit from exposure, network connectivity, and workforce placements. Exposure England Colleges can provide includes: • Promotional items in our e-newsletter (972 every fortnight including Principals/Vice principals, Heads of Sport, Delivery Staff, Internal Stakeholders, and Partners) • Posts on our social media channels (17,832 total social media followers) • Logo and link to the Higher Education institution website via ECFA Partners Page of the AoC Sport website (65,000 unique views per month) • Partner synopsis on ECFA Partner page of the AoC Sport website (65,000 unique views per month) • Logo on all England Colleges communications and selected marketing materials • Promotion of status as an Official Partner and Sponsor of England Colleges National Football Teams on England Colleges communications • Discount on exhibiting at our three annual conferences Connectivity England Colleges can provide with our network includes: • VIP invitation to attend the three ‘Phase One Trials’ with the opportunity to provide information to circa 250 talented players • Hosting ‘Phase Two National Trials’ with the opportunity for circa 100 talented players to be exposed to your campus, facilities, Higher Education institution life • VIP invitation to attend domestic fixtures providing opportunity to engage with players, staff, colleges, parents, ECFA partners and the opposition • Hosting one or more domestic fixtures, exposing 52 of the most talented college players to your Higher Education institution • VIP invitation to attend ECFA national team domestic representative games, ECFA League Cup Finals and ECFA Premier League Finals • Discounted place at ECFA national conference and AoC Sport conferences • Introductory email sent to trialists (circa 300 students) who opt in for communications • Exposure to 200 college football volunteers per annum via exhibition opportunities at ECFA Activator training days held in October • Exposure to 20 FA Women’s Football Apprentices per annum via opportunities to present at 5 national training days throughout the year 6
Workforce opportunities (voluntary roles) England Colleges could provide for Higher Education institution students (subject to the Higher Education institution students meeting volunteer criteria) include: • Coaching: Support England Colleges coaching staff • Performance Analysis: Volunteer alongside England Colleges Performance Analysts • Sports Science: Volunteer alongside the England Colleges staff team providing sports science support • Sport Psychology: Volunteer as England Colleges Sports Psychologist • Event management: Support England Colleges match day management • Refereeing: Opportunity for student officials (qualified at the appropriate level) to referee domestic games • Physiotherapy: Support England Colleges physiotherapy team at trials and domestic matches 7
Services Required by England Colleges In summary, our requirements are: • Commitment to a two-year partnership agreement • £5,000 sponsorship per annum to directly support the delivery of a quality England Colleges Programme (men’s and women’s 11v11). ECFA would also consider expressions of interest from universities who wish to partner specifically with the men’s or women’s programme at £2,500 per annum. • Responsibility for the selection, safeguarding and management of any students from your Higher Education institution who engage in voluntary work with England Colleges programmes. • Optional: Host Phase Two National Trials for the Men’s Trial (a Sunday in November) and Women’s Trial (a Saturday in November) on two high quality pitch surfaces per day (grass and 3G option preferred) • Optional: Supply of high-quality pitch for ‘home’ domestic fixture programme (as requested) per season for both the men’s and women’s programme 8

Tender Process and Timescales Deadline for return of tender documents: 27 Sept 2019 Shortlisting process: 30 Sept to 4 Oct 2019 Interview and presentation for organisations that have been shortlisted (venue to be agreed; possibility of a 9 Oct 2019 Higher Education institution site visit): Contract finalised and issued: 16 Oct 2019 Process: Universities are asked to provide the following information by 5pm on Friday 27 September 2019: 1. Background information on your organisation and why you want to become Higher Education Partner to England Colleges 2. The sporting and academic opportunities your Higher Education institution provides to talented footballers 3. How you would develop a partnership with us and your principles of working 4. Confirmation that you can provide the services described above, including your financial commitment to England Colleges Programme and in-kind contributions to the partnership 5. Details of any additional partnership benefits you can provide as part of the partnership 6. Details of any specific benefits you would like to access through the partnership 7. Visual evidence (photo / video) of your onsite facilities and confirmation of access to facilities in kind for England Colleges phase two trials and domestic fixtures (please confirm which fixtures the Higher Education institution would like to / is able to host) 8.
