01 Strengthen Innovation Principle in the Food System (Schebesta & van Zeben, on file) Unclear integration of the innovation principle in EU law, and in the F2F Strategy. How can the innovation principle be more clearly enshrined in the system? • Clarify the importance of the Political Innovation Principle (PIP) for the F2F Strategy • Ensure application of the PIP for legislation adopted within the F2F Strategy, in particular Better Regulation Toolbox Tool#21 on Research and Innovation • Create a clear legal basis of an innovation principle in EU law • Create a sector-specific anchor of the innovation principle in the overarching legislative framework for sustainable food systems
02 Consider F2F Gaps, address innovation trade-offs (Schebesta & Candel, 2020) The F2F Strategy is silent about some legal frameworks. What are the trade-offs between different societal values? • Address the EU GMO Framework • Bio-originalism versus innovation: Carve out a positive space for biotechnologic innovations • Reconsider Organic Regulatory Framework • Tradition versus innovation: E.g. vertical farming not allowed as organic • Bio-originalism versus innovation: GMO not allowed in the organic regime
03 Rectify Innovation Disincentives in System (Schebesta, on file) Even if innovations bring benefits to society at large, costs are allocated at individual company level. How to encourage innovation through accounting for societal benefits and improve the cost allocation? • E.g. improve authorisation procedures & shift cost allocation (can impede societally relevant innovations) • Novel food authorisations, financed by applicants • F2F addresses bio Plant Protection Products (PPP) framework
