Introduction: The Directorate of Technical Education, Assam is the controlling and monitoring body for admission into the Government Engineering Colleges in Assam. A. Assam Engineering College, Guwahati AssamEngineeringCollege (AEC) was established in the year 1955 and is situated at Jalukbari at a distance of about 12 km. west from the heart of GuwahatiCity/ Railway Station and about 13 km from GuwahatiAirport. The College is affiliated underAssam Science & Technology University and is recognized by All India Council for Technical Education (AICTE). This College offers the following under-graduate courses with present annual intake capacity as follows:- Undergraduate Courses (4 Years B. Tech.) Jorhat Engineering College, Jorhat Jorhat Engineering College (JEC) was established in the year 1960 and is located at a distance of approximately 4kms from Jorhat Town. . The College is affiliated to Assam Science & Technology University and is recognized by All India Council for Technical Education (AICTE). JEC offers the following under- graduate courses. The present annual intake capacity of the College is as follows:- Undergraduate Courses (4 Years B. Tech.) (i) Civil Engineering - 75 (ii) Electrical Engineering - 60 (iii) Mechanical Engineering - 90 (iv) Computer Science & Engineering - 60 (v) Instrumentation Engineering - 30___ Total - 315 3. Jorhat Institute Of Science & Technology, Jorhat Jorhat Institute of Science & Technology( JIST) was established in the year 2009. It is located at a distance of 8 kms on the east of Jorhat Town. The College is affiliated to Assam Science & Technology University and is recognized by All India Council for Technical Education (AICTE). JIST offers the following under-graduate courses. The present annual intake capacity of the College is as follows:- UNDERGRADUATE COURSES (4 YEARS B.Tech.) 4. Bineswar Brahma Engineering College, Kokrajhar Bineswar Brahma Engineering College, Kokrajhar established in 2010. The College is affiliated to Assam Science & Technology University and is recognized by All India Council for Technical Education (AICTE) .The College offers the following under-graduate courses. The present annual intake capacity of the College is as follows:- Undergraduate Courses (4 YEARS B.Tech.) Barak Valley Engineering College, Karimganj Barak Valley Engineering College was established in the year 2017 at Karimganj. The College is affiliated to Assam Science & Technology University. The courses are recognized by All India Council for Technical Education (AICTE). The College offers the following courses with annual intake capacity as follows: UNDERGRADUATE COURSES (4 YEARS B.Tech.) (i) Computer Science& Engineering - 60 (ii) Electronics & Telecommunication - 60___ Total - 120 6. Golaghat Engineering College, Golaghat The Government of Assam has planned to start Golaghat Engineering College at Golaghat from the academic session 2018-19 for four year undergraduate course in B. Tech. The College is affiliated to Assam Science & Technology University. The College will be offering the following courses with annual intake capacity as follows: Branches and intake will be notified in due course of time. B. ELIGIBILITY FOR ADMISSION To be eligible for Admission to any of the Colleges a candidate must fulfill the following conditions:- (a) The Candidate must be an Indian Citizen and a Permanent resident of Assam [with a valid PRC of Assam issued by competent authority] (b) For admission into B.Tech. Courses the candidate must pass the Qualifying Examination individually in the same sitting without any grace marks in the subject of Physics, Chemistry, Mathematics and English with a minimum of 50 % (45 % in case of SC and 40 % in case of ST) marks taken together in Physics, Chemistry and Mathematics. The same sitting means a candidate must appear all the four subjects i.e. Physics, Chemistry, Mathematics and English together. (c) The Candidate must have a valid rank in the Entrance Examination (CEE-2018) for admission. (d) The Candidate must not above 21 years or below 17 years of age as on 1stAugust 2018. Upper age limit mentioned in (d) above is relaxed to 22 years in case of B.Sc. passed Candidates. Upper age limit mentioned in (d) above is relaxed by 3 years for Scheduled Cast and Scheduled Tribe candidates. (e) The Candidate must possessa good moral character. (f) The Candidate must be physically and mentally fit. . C. ADMISSION PROCEDURE CEE-2018 Page 3
(a) Candidates shall be selected strictly on the basis of merit of the Entrance Examination (CEE – 2018). (b) Candidates will be called for counseling and Admission on the basis of merit list ofCEE – 2018. The Schedule of Counselingwill be published by Directorate of Technical Education, Assam. D. EXEMPTION AND ADMISSION TEST The following categories of candidates are exempted from appearing in the CEE – 2018 a. Candidates nominated against reserved seats allotted by Govt. of India for other States, Union Territories and Foreign Countries by their respective Government provided they satisfy the condition for eligibility as mentioned in Sl. No B. (a, b, d, e & f ) . b. As per Govt. Notification No- ATE.62/2009/173 dated 3rd March 2014, only the First position Rank holder(s) in the Higher Secondary (Science) Examination of the Assam Higher Secondary Education Council provided he/she gets not less 85 % marks in aggregate in the year which they seek admission. Such candidate must apply for Direct Admission within 10 days of publication of their Qualifying Examination to the Director of Technical Education, Assam, Kahilipara, Guwahati-19. Other eligibility criteria as mentioned in Sl.No.B (a, d, e & f) will remain for such candidates. E. RESERVATION OF SEATS: (1) A] Scheduled Castes (SC) : 7% B] Scheduled Tribes ( Plains) (ST(P) : 10% C] Scheduled Tribes ( Hills) (ST(H)) : 5% D] Other Backward Classes (including MOBC) :[as per latest Govt. norms] E] Tea garden labour community (TGLC) :1 seat in each college F] Ex-tea garden labour community (Ex TGLC): 1 seat in each college G] Son, and Daughter of Ex-Serviceman : 1 seat in each college Other Reserved Seats (a) Son, Daughter, Grand- Son and Grand –Daughter of freedom fighters (both paternal & maternal) –2 seats in AEC and 2 seats in JEC and 1 seat in JIST, Jorhat in specific branch.(Out of these seats one seat is reserved for SC/ST/OBC/MOBC.) (b) Physically Challenged : 3% of College intake capacity (c) NCC. : 1 seat in each college (d) Sportsman : 1 seat in each College (e) Moran/Motak communities : 1 seat in each College Please Note: Note I: -Candidates applying against the Quota reserved for SC., ST., OBC, Tea garden and Ex- tea garden Labour Community must produce the Original certificate on the day of Counseling/ Admission. Note II: -Candidates applying against the Reserved Quota of “Son/Daughters of Ex-Defense Service personal must submit certificate in Original from the Director, Sainik Board, Assam at the time of Counseling/Admission. Note III: - Candidates applying against reserved seats of Son, Daughter, Grand- Son and Grand –Daughter of freedom fighters must attach two certificates: - (i) Freedom Fighter certificate from the Principal Private Secretary to the Chief Minister, Assam certifying the Freedom Fighter and CEE-2018 Page 4
(ii) Certificate from D.C./ authorized official by D.C., stating the direct relationship of the candidate with the freedom fighter For the above reserved seats candidates must also fulfill the eligibility criteria as mentioned in Clause B. Note IV: For Physically Challenged candidates, Identity Card and Certificate from the State Level/District Level Medical Board (as constituted in pursuance of Social Welfare Department), must be produced at the time of Counseling/Admission. The disability percentage should be between 40% (minimum) and 80%(maximum). Note V: -The candidates applying against Reserved NCC Quota has to show the Original Copy and submit the photocopy of N.C.C. Examination Certificate from the Issuing Authority in the rank not below the Deputy Director General National Cadets Cops, Ministry of Defense Govt. of India. Certificates of merit (NCC Certificate) issued from the Head of the Institution / College/School will not be accepted. During the counseling for Admission, a candidate has to submit the original certificate from the issuing authority i.e. Issuing Authority in the rank of not below the Deputy. Director General National Cadets Cops, Ministry of Defense Govt. of India. For considering the merit foradmission in NCC Category, following criteria will be considered: i) “C” certificate with Grading “A” would be treated as Rank I ii) “C” certificate with Grading “B” would be treated as Rank II iii) “B” certificate with Grading “A” would be treated as Rank III (iv) “B” certificate with Grading “B” would be treated as Rank IV (v) “A” certificate with Grading “A” would be treated as Rank V (vi) “A” certificate with Grading “B” would be treated as Rank VI If number of applicants applying against N.C.C. quota seats and their Certificates are equal in Rank, then merit will be decided by the rank in CEE 2018. Others condition will be same as mentioned in Sl.No. B (a, c, d, e &f) NoteVI: - The applicant against Sports quota seats must represent his/her State in National Games / Asian Games or Olympic Games. The merit will be decided in order of Medalswon/ participation in the following order of Preference: (Subject to modification) 1. Medal winner of Olympic Games/ World Championships 2. Participants in Olympic Games/ World Championships 3. Medal winner of Commonwealth Games/ Asian Games/ Asian Championships 4. Participants in Commonwealth Games/ Asian Games/ Asian Championships 5. Medal winner of SAF Games/ National Games/ National Championships (Olympic recognized disciplines)/ National Cricket Tournaments organized by BCCI 6. Participants in SAF Games/ National Games/ National Championships (Olympic recognized disciplines)/ Nation Cricket Tournaments organized by BCCI 7. Medal winner of National School Games organized by School Games Federation of India/ All India Rural Sports/ Women Sports Festival/ North East Games/ NationalInterSchool tournament organized by SAI NSNIS, Patiala under the Ministry of Youth Affairs and Sports, Govt. of India CEE-2018 Page 5
8. Medal winner of State Games/ State Championships/ Tournament organized by Assam Olympic Association/ State Sports Association / Directorate of Sports & Youth Welfare, Assam. In respect of seats in degree level Engineering coursesin Sports Quota if there is tie, i.e. prizes are equal (Gold/ Silver/ Bronze/ or preferences as above) or no prizes is obtained by any candidate then merit will be decided by taking the rank in CEE-2018. NB: - In addition to the above mentioned criteria the candidates must receive a medal at least at State level event organized by duly recognized body during preceding three years of appearing in the Entrance Examination for admission into Engineering Colleges. Others condition will be same as mentioned in Sl.No. B (a, c, d, e &f ) NoteVII: For admission against Sports / NCC Quota, reserved at State Engineering College, Assam candidates are to submit application along with copies of mark sheet of qualifying Examination, Rank Sheet of CEE 2018, detailed particular regarding their State level participation along with a copy of certificate from the Director of Sports/ N.C.C. Assam to reach the Director of Technical Education , Assam, Kahilipara, Guwahati-19 within 10 days of publication of advertisement for 1st Round of Counseling by Directorate of Technical Education. The selection of candidates will be made and finalized by committee comprising of the following members:- i) DTE, Assam Chairperson ii) Director of Sports Member iii) Director of NCC Member iv) Principals of State Engg. Colleges Member v) Controller of Examination Member Secretary (2) In addition some seats are reserved for candidates nominated by the State of Nagaland, Meghalaya, Manipur, Arunachal Pradesh, Mizoram, Tripura as per allocation of Govt. of India, Ministry of Human Resources Development Department, New Delhi. (3) Son/Daughter of employees of Central Government and of Central Government Public Sector undertaking (CGE) serving in the State who are not permanent resident of Assam but are posted in Assam for less than twenty years preceding the last date fixed for submitting Application. Note VIII: Candidates applying under this category (Category CGE) must attach and submit relevant documentary evidence duly signed by competent authority such as (i) that his/her parents are not permanent resident of Assam, but from other State of the Country, (ii) Service period of his/her parents in Assam as employee of Central Govt./Undertakings, (iii) Certificate from the School/College the candidate last attended. Note IX: If any of the seats mentioned aboveunder reserved category remains vacant for want of eligible candidates, the seats shall be filled-up from the General Merit List of Admission Test in order of merit. F. CHOICE OF BRANCH OF STUDY Candidates may indicate in the application form the Branch of Engineering (i.e. Civil, Electrical, Mechanical or Chemical etc.) they want to study in order of their preference. They shall be allotted branch of study at the time of Admission on the basis of their preference and Rank inCEE-2018. G. CHOICE OF COLLEGE Candidates must indicate their choiceof college in the Application Form in order of their preference. They shall be allotted branch of study and college at the time of Admission on the basis of their Rank in the Admission Test, taking into account their preference. All Candidates must fill the Application Form attached with this Booklet and bring it to the Counseling. CEE-2018 Page 6
Completed Application Form (attached with this Booklet) shall have be submitted at the time of Counseling/Admission. Note IX: No application shall be considered if it is not accompanied by the necessary certificates, photograph, etc. as noted in the application form H. ADMISSION PROCEDURE 1. The CEE-2018 Counseling will be held from 9th July’ 2018 to 14th July, 2018 for the 1st phase admission. The counseling as per merit list for the subsequent phases shall be notified in case seats remain vacant. Counseling Process of CEE-2018 involves document verification, choice of college, choice of branch and allotment with payment of counseling fee only. Admission fee is to bepaid in the college to which seat is allocated. The candidate shall have to report in person on the date as per the CEE-2018 Counseling schedule. A confirmed seat allotment letter will be issued after seat allocation process is completed. Note: If a Candidatefail to attend the Counseling as per CEE-2018 Counseling schedule, his/ her candidature will not be considered in the next day or any subsequent Counseling under any circumstances. 2. Counseling Fee: All candidates will have to pay Rs. 600/- (Rupees Six hundred) only (Non-refundable) as Counseling Fee at the time of Counseling. 3. Reporting & Admission: Candidate shall have to report to the allotted college for admission with the CEE-2018 Counseling seat allotment letter and complete the required formalities within specified date. 4. Institution Preference: Change of Institution based on preference of the Candidatemay be possible only among the following colleges if vacancy arises after counseling for admission. (A) Assam Engineering College, Guwahati. (B) Jorhat Engineering College, Jorhat. (C) Jorhat Institute of Science & Technology, Jorhat. (D) Bineswar Brahma Engineering College, Kokrajhar (E) Barak Valley Engineering College, Karimganj (F) Golaghat Engineering College, Golaghat NOTE: - 1. (a) Students willing for transfer based on their preference after taking admission in an Institution will have to fill an Institution Preference Form indicating their order of preference. (b) Such transfer will be done only against vacant seatsarising out of non-reporting of candidates to Institutions. (c) Please Note:No branch will be allotted on transfer. The Branch will be allotted by the Institution based on CEE 2018 Rankafter completion of all the counselling Processes. (d) Important:While filling the Institutional Preference Form, Student should be very careful. If he/she is allowed transfer to a particular Institution of his/her choice, he/she must join CEE-2018 Page 7
preferred Institution immediately as his/her seat will be offered to other candidatesagainst that resulting vacancy. If a student does not join the preferred Institution to which transferred on time his/her seat in both the Institutions will be forfeited. (e) Category Wise list of students transferred shall be published after the date of Reporting for admissionto different Institutions. NOTE: - 2 (a) Subsequent counseling for Admission will be held if vacancy arises after Admission of the students, in the respective category (b) Merit marks of the next counseling will be taken from the last marks of previous counseling for the Government Colleges i.e., Assam Engineering College / Jorhat Engineering College /Jorhat Institute of Science and Technology/ Bineswar Brahma Engineering College/ BVEC and Golaghat Engineering College (c) Once a candidate from reserved category (SC/ST/OBC/MOBC/TGLC/FF/Ex-Defence) takes admission in general category, he/she will forfeit the eligibility for considering him/her in the reserved category even though his/her Roll No. appears in the merit-list of reserved category. Same is the case if a candidate takes admission in Reserved Category and will not be allowed to take admission as a General candidate afterwards. This is applicable even in the case of withdrawal of admission against reserved category/general category (d) If a student takes admission in a Private Institution / State University, he /she may also be considered for counseling as per merit list of Admission Test and will be called for subsequent counseling (if any). I. No counter signature is required (c) S.T.(P) M.L.A.s (d) Members Advisory Council for Welfare of S.T. Scheduled Caste (e) President/Vice President All Assam Tribal Sangha. Deputy Commissioner Scheduled Tribe (P) Or (f) President/Vice President of Dist. Units of Assam, Assam Sub-Divisional Officer Tribal Sangha (g) Chairman, PIC of ITDPS, (h) Chairman, Sub-Divisional Welfare Board for ST(P) (i) D.C. Scheduled Tribe (Hills) (j) S.T.(H) M.L.A. No counter signature is (k) S.T. (H) M.P. required N.B. : (a) to (k) are authorized to issue caste certificates within their respective jurisdiction. Persons authorized for identification of S.C. candidate: 1. Member of Advisory Council for Welfare of S.C. 2. Chairman of Sub-Divisional Scheduled caste Development Board. 3. President/Vice President, Assam Anusuchit Yuba Jati Parishad. 4. President of different Dist. & Sub-Divisional Units of Assam, Anusucit Yuba Jati Parishad. 5. Assam Mali Samaj, Mirza, Kamrup and their local Units. (These person may countersign as a mark of their identification of the candidates only). 6. The President & Vice President of All Assam Scheduled Caste Dhobi People’s Welfare Council and President of different Districts& Sub Divisional Committees of All Assam Scheduled Caste Dhobi People ‘s Welfare Council. OTHER BACKWARD CLASS: (i) OBC, MLAs & MPs within the jurisdiction the respective district. (ii) Member of Advisory Council for Welfare of OBCs within the jurisdiction the respective district. (iii) President and General Secretary of All Assam OBC’s Association in respect of the entire State. (iv) President and Secretary of District Units of All Assam OBC’s Association within the jurisdiction of the Sub-Division. CEE-2018 Page 8
(v) Chairman of Sub-Divisional Development Board for OBC’s within the jurisdiction of respective Sub- Division. (vi) Sub-Divisional Welfare Officer within the jurisdiction of respective Sub-Division. IMPORTANT: 1. All such certificate are required to the countersigned by the respective D.C.’s or SDO’s (Civil) 2. Competent authority to issue certificate of Freedom Fighter is the Principal Private Secretary to the Chief Minister, Assam (Competent authority to issue direct relationship certificate of the candidate with the freedom fighter is the Deputy Commissioner or his authorized official. 3. For the reserved quota of son/daughter of ex-serviceman, candidates have to produce a certificate from the Director, Sainik Board, Assam. 4. For the reserved seats against of Sports and NCC quota, acandidatehas to produce a forwarding letter from Director of Sports, Assam and Director of N.C.C. respectively. 5. The candidates applying for seats under physically Handicapped quota will have to produce identify certificate from the State Level/medical Board/Dist.Level/Medical Board as constituted in pursuance of Social Welfare Deptts. No0tification No.SWD-181/96/75 dt, 21/6/90. The medical Board will have to follow the working principles and instructions for issuance of identify certificate to physically disabled persons as issued Social Welfare Deptt. OM No.SWD-181/96/55 dt.31/3/99. 6. The candidates applying for seats under Moran community quota must produce certificate from Assam Moran Sabha with the counter signature of DC/.SDO (Civil) of the concerned District. NOTE: In case of any clarifications regarding admission in the State Engineering Colleges of Assam, Chairman of the Counselling Committee may be approached. The Chairman will be legally binding in case of any dispute. For all legal proceedings, the jurisdiction shall be Gauhati, Assam. All legal proceedings will be represented by the chairman of the Counselling Committee. Please Note: The following State Universitiesand the Private Engineering Colleges may also take part in the Counselingfor Admission.The Rules & Regulations, Fee Structure and other Norms of the Institutions shall be Notified/Published by the concerned University/Institutions. With permission from Director of Technical Education (DTE) other Private Institutions may also be allowed to participate. 1. STEPS OF COUNSELING PROCESS AND ADMISSION The Counseling Process for admission involves document verification, College choice and allocation with payment of counseling fee. Please fill up all the three Parts of the Forms A, B and C separately [Application Form, Institution Choice Form and Admission Record Sheet]attached with this Brochure and bring them to the Counseling Hall along with all Original Documents. For Counseling ensure that all the three Parts of the filled Forms [A,B& C] be accompanied by Photocopies of all documents are brought. All the photocopies of the documents must bear the signature of the Candidate. Step 1. Payment of Counseling Fee. Step 2. Report to the Counseling Team when you are called. You will be called as per your Rank in CEE 2018 category wise. Step 3 Verification of all Original Documents. Without Original documents, you will be not allowed to take part in the Counseling Process. Step 4. Seat Allotment as per availability of Branch at that instant. The process of Branch and Institution will be strictly on the basis of CEE 2018 Rank and reservation Category as the case may be. Step 5. Computerized Entry of Admission Details Step6. Reporting to Counseling Committee. Step 7. Issue of Seat Allotment Letter Step 8. Reporting to respective allocated Institution on the date fixed forpayment of Admission Fee and fulfilling remaining admission formalities.Non- reporting to the Institution on the date fixed would result in forfeiting the seat. Please Note: 1. Candidates are to pay only the Counseling Fee on the date of Counseling. All the other Admission Fee will have to be paid on the day of reporting to the allotted Institution. 2. For any Query regarding Fee, Date of Reporting to Institute, Date of commencement of Class etc, you may contact the Representative from the respective Institutions at the Counseling Hall. APPLICATION FORM FOR ADMISSION INTO ENGINEERING COLLEGES OF ASSAM, SESSION 2018-19 Please take a Printout of this Form in A4 Paper. [ThisApplication should be filled and submitted to Counseling Committee on the date of interview as notified in the website and News paper(s)] Check List of Documents to be brought to the Counselling Hall and submitted along with the Form(tick √) Candidates called for Counseling for Admission in Government Engineering Institutions are to mandatorily bring the following documents in original for verification along with self-attested photo copies of the original forsubmission with Part A ofthis Form 1. Permanent Residence Certificate (PRC) (to be issued by D.C./S.D.O.(Civil) of concerning District/Sub-Division). Without valid PRC, admission will not be possible. Mere submission of proof of Online Application for PRC will not be considered for admission. 2. The Caste/Category Certificate as mentioned in the Information Booklet (if Applicable). 3. Rank Card of the CEE- 2018 issued by Assam Science & Technology University 4. 10thAdmit/Pass Certificate for Age Proof issued by Board/Council.
