Journey from FMIS to IFMIS www.worldbank.org/publicfinance/fmis Transition to IFMIS is in progress in many countries Core FMIS functional modules and interfaces Core Financial Management Information Systems (FMIS) can be broadly defined as a set of automation solutions that enable governments to plan, execute and monitor the budget. Core FMIS = OLTP IFMIS = OLTP + OLAP Integrated FMIS (or IFMIS) combine core FMIS modules (OLTP) with powerful Data Warehouse (DW) capabilities and multi-dimensional data analysis tools (OLAP) for effective planning, decision support, service delivery, and performance monitoring. 2

What is GovTech? GovTech is a whole-of-government approach to public sector modernization and promotes simple, efficient and transparent government with the citizen at the center of reforms The GovTech approach emphasizes three aspects of public sector modernization: Whole-of- Citizen-centric Simple government services and approach to that are efficient digital universally government transformation accessible systems The GovTech agenda also encompasses: • effective use of disruptive technologies (e.g., AI/ML, cloud, IoT), • public data platforms (promoting the use of public data by individuals and firms), • local GovTech ecosystems (supporting local entrepreneurs and start-ups), and • greater use of public private partnerships to draw upon private sector skills, innovations and investments to address public sector challenges. 4

GovTech Focus Areas Core Government Systems • Modernization of core government systems (e.g., FMIS, HRMIS, Payroll, Tax, Public Procurement, PIMS) • Effective use of shared (cloud-based) platforms and data that are interoperable and secure, as a part of the whole-of-government approach. User-Centric Service Delivery • Human-centered online services that are simple, transparent, and universally accessible. • Services that are accessible by low-cost digital solutions (e.g., mobile phones, free open-source applications) tailored to the digital literacy and reaching all intended beneficiaries and users. Mainstreaming Citizen Engagement • CivicTech tools including citizen feedback and complaint handling mechanisms. • Accountability tools (service charters and standards) with enforcement and monitoring mechanisms. • Use of technology to advance government’s efforts at greater transparency. GovTech Enablers • Cross-cutting drivers of digital transformation, such as digital skills, an appropriate and conducive legal and regulatory regime, strong enabling and safeguarding institutions, and an environment that fosters innovation in the public sector (“analog complements” of digital investments in WDR 2016). 6

What is GovTech Maturity Index? The GTMI measures the state of four GovTech foundational blocks using 48 key indicators defined to collect data from 198 economies Core Government Systems Index (CGSI): 15 indicators Public Service Delivery Index (PSDI): 6 indicators Citizen Engagement Index (CEI):12 indicators GovTech Enablers Index (GTEI): 15 indicators The target audience of the GTMI report is policy makers, practitioners, WBG teams, development partners and other specialists involved in the delivery of GovTech solutions 9
GTMI Groups Based on the GTMI scores that reflect the state of four GovTech foundational blocks, the 198 economies included in the GovTech Dataset were grouped under four categories (A to D). 10

Services that are accessible by low- cost digital solutions, such as mobile phones and free open-source applications, tailored to digital literacy and reaching all intended beneficiaries and users. CE: Good Practices & Opportunities Digital Citizen Engagement Digital Citizen Engagement or CivicTech: Use of new media/digital information and communication technologies to create or enhance the communication channels that facilitate the interaction between citizens and governments. Multifunctional citizen participation portals providing capabilities to submit a petition, or publish citizen’s inputs, or allow the provision of anonymous feedback, or post the government’s response. GovTech Academy GovTech Academy & Open Learning Campus Courses The GovTech Academy will include specific e-Learning Courses to help the World Bank client countries and staff working on GovTech agenda. The World Bank’s Open Learning Campus (OLC) platform will be used to launch the GovTech self-paced e-learning Courses. Each OLC Course will contain specific Modules to present the multimedia contents. Each module will have several Sections to expand the contents through animated slides, video clips, knowledge checks and other options. Participants should complete all modules and get minimum 80% on all quizzes to be able to obtain a certificate of completion. 27
