Minutes of the Annual General Meeting held at Home-Start Northampton on Thursday 4 October 2018 Due to time constraints, the meeting began with the presentation by Rachel McGrath, Grants Director / Deputy CEO Northamptonshire Community Foundation on Northamptonshire’s Hidden Needs. WELCOME Jenny opened the meeting by welcoming all present. APOLOGIES A list of apologies is held on record at the office. MINUTES OF LAST AGM There were no matters nor questions arising from the minutes of last year’s AGM. The minutes were adopted by Val Dumbleton and seconded by Michael Orton-Jones. PRESENTATION OF ANNUAL REPORT Chairperson’s Report – Jenny Brooks Jenny stated that Home-Start Northampton is delivering a really important service to vulnerable families in Northampton, and thanked everyone who supports Home-Start Northampton. Jenny stated that the new strategic plan, which we will be able to take to potential donors, will be completed in the next few weeks. Treasurer’s Report and Annual Accounts – Dan Roberts Dan stated that our income was £94,574 whereas this was £108,495 in 2017. This is mainly due to having received the last core funding from Action for Children in 2017. Dan observed that the fundraising team has worked very hard, and thanked Angela, Robin and Bernie for securing funds. Dan explained that the main expenditure remains as staff and volunteer costs, which was £78,058 – this accounts for over 70% of total expenditure. Overheads remain consistent, and are largely fixed cost. This year we have a deficit of £15,024, compared to a surplus of £7,403 in 2017, which has been funded from reserves. We continue to have a strong balance sheet, with net assets of £77,654 which will fund any deficit in the short-term. 2018-19 will be challenging; we have short term secure funding but need to do some hard work exploring funding streams and maintaining the high quality of the scheme. ADOPTION OF ANNUAL REPORT AND ACCOUNTS The Annual Report and Accounts were adopted by Angela Draper and seconded by Jo Allsopp. 3
Minutes of the Annual General Meeting held at Home-Start Northampton on Thursday 4 October 2018 APPOINTMENT OF AUDITORS Dan suggested that there is no reason to switch auditors and proposed that Dove Naish, Chartered Accounts be appointed as continued auditors for the scheme. Dan Roberts proposed that Dove Naish, Chartered Accountants were appointed as continued auditors for the scheme. This was seconded by Angela Draper. The proposal was carried. ELECTION OF TRUSTEES Michael Orton-Jones will be retiring as a trustee. He will step down as of this meeting. Dan Roberts is standing for re-election. Cath Butt proposed Dan remain as a trustee and this was seconded by Liz Engel. Jo Allsopp is standing for re-election. Shazia Ahmed proposed Jo remain as a trustee and this was seconded by Val Dumbleton. Shazia Ahmed, Julia Halliwell and Robin Draper are standing for election. Cath Butt proposed they become trustees and this was seconded by Val Dumbleton. VOTE OF THANKS Jenny thanked all the many people who help Home-Start Northampton; Lady Lowther, the home-visiting volunteers, trustees, staff, fundraisers and supporters. Jenny gave special thanks to Andy Wood from Barclaycard. Jenny also thanked Alana Warburton-Whitehead from Blue Lobster Therapy, who at the time of the meeting had been missed off the thank you’s page of the Annual Report. CLOSING REMARKS Jenny thanked Michael Orton-Jones, who is retiring after being on the board of trustees for twelve years. He was chair for three years, and has been a member of the Finance Group for a number of years. Jenny presented Michael with two bottles of wine; she said Michael will be missed, and we appreciate his time with us. In 2018-19 Home-Start Northampton supported 49 families and 108 children 4
Principles of Home-Start Northampton Home-Start is a voluntary organisation committed to promoting the welfare of families with at least one child under five years of age. Volunteers offer regular support, friendship and practical help to families under stress in their own homes, helping to prevent family crisis and breakdown. The objects for which Home-Start is established are: 1. to safeguard, protect and preserve the good health, both mental and physical, of children and parents with children; 2. to prevent cruelty to or maltreatment of children; 3. to relieve sickness, poverty and need amongst children and parents of children; 4. to promote the education of the public in better standards of childcare within the area of Northampton and its environs. Home-Start aims to increase the confidence and independence of the family by: • offering support, friendship and practical assistance; • visiting families in their own homes, where the dignity and identity of each adult and child can be respected and protected; • re-assuring parents that difficulties in bringing up children are not unusual and encouraging them to enjoy family life; • developing a relationship with the family in which time can be shared and understanding can be developed, the approach is flexible to take account of different needs; • encouraging parents’ strengths and emotional well-being for the ultimate benefit of their children; • encouraging families to widen their network of relationships and to use effectively the support and services available within the community. 5
The Essence of Home-Start Northampton Core Belief Home-Start believes that children need a happy and secure childhood and that parents play the key role in giving their children a good start in life and helping them achieve their full potential. Our Mission Home-Start Northampton, with the help of volunteers, offers support, friendship and practical help to local families. We are committed to making our services as accessible as possible to the many diverse communities we work with and to families who find it difficult to reach out for support for themselves, for whatever reason. We work in partnership with families to develop confidence, positive relationships with their children and to widen links within the community. We ensure that the resources are sustainable and of the highest quality in order to provide our services to families and support our volunteers. The Home-Start Approach To Home-Start every family is special and we respond to each family’s needs through a combination of home-visiting support and social events. Home-Start schemes are rooted in the communities they serve. They are managed locally but supported by the national organisation. This offers direction, training, information and guidance to schemes and ensures consistent and high-quality support for parents and children wherever they are. Chairperson’s Report I trust that as you read this annual report, you will be inspired by the quietly amazing work that goes on in the name of Home-Start Northampton. Home visiting volunteers provide a weekly time of support and friendship to families who are finding life difficult. Sometimes this can be help over a “bumpy time” it can also enable families to make positive, long term, changes. Co-Ordinator’s are the link between volunteers and the professional world, ensuring that all are safe. This is a complex and demanding job. The Scheme Manager supports all the staff to give their best, keeps the trustees informed of all that is happening in the scheme and supports each trustee board sub-group with their endeavours. Trustees have the legal responsibility for the safe and smooth running of the scheme. We work together to fundraise and provide strategic guidance. All aspects of the scheme need to work together, and I hope you will see this in our Annual Report Jenny Brooks Chair of Trustees Scheme Managers Report During the summer of 2018 we completed our Strategic Plan 2018 – 2021 and started its implementation in the September alongside the Operational Plan. Trustees and staff have all worked together and with goodwill to achieve the aims which had been set; we supported 49 families, strengthened our volunteer team, submitted a first and second stage National Lottery application to the Community Fund in partnership with Home-Start Daventry & South Northants and established sub groups for Finance, Funding, PR, Personnel, Health & Safety, Governance and Safeguarding. Without our dedicated volunteers we simply wouldn’t be able to deliver the Home-Start service and the families would miss out on our unique provision. At a time when statutory services are experiencing cuts our service is more vital than ever for families. We have supported families that need just that little bit of extra help to families who struggle to see any light at the end of the tunnel. Our volunteers and Family Support Worker make a massive difference to parents and their children; personalised support designed to meet the family’s own identified needs by a trained peer supporter who understands the trials and tribulations of family life and who has been specially chosen to visit them. The co-ordinators work carefully to match the right volunteer to every family. Home-Starts way of working is simple but is a proven method. Thank you for all that you do in support of the families you visit. 7
Scheme Managers Report Janey, our Family Support Worker contributes to our support to families and we appreciate all that she does. Unfortunately, Janey went on long term sick leave for most of the year but has happily returned to work now. Janey’s absence had an impact on the numbers of families we supported but this shows that she is very much needed. Kerrie one of our co-ordinators is going to introduce you to Harriette and her volunteer Angela and facilitate the sharing of Harriette’s journey. Thank you, Harriette, for allowing this and thanks to all our families for welcoming our volunteers into your homes. We held two Courses of Preparation for new volunteers and started a third just prior to our year end. We are currently preparing for our next course which starts on 6th November 2019 but of course that will be reported on next year. As well as running our Prep Courses we also provide ongoing training for volunteers and furnish them with a bi-monthly newsletter. The co-ordinators do exactly that, they co-ordinate the support between volunteer and family and they support and supervise the volunteers in their roles. We delivered our annual Safeguarding training refresher; and this year we focussed on Child Sexual Exploitation. For the second year running we have been fortunate to be offered First Aid Mental Health training from Blue Lobster Therapy and eight volunteers have benefitted from this two-day training programme. Our relationship with the company has continued in to 2019 for which we are both appreciative and grateful especially given the high number of families we support where there is low mood or more specific mental health needs. During volunteer’s week we showed our appreciation to our volunteers; home-visiting and trustees, by inviting them to a Fish & Chip supper which was a great success. We were also able to show our appreciation for their support and commitment thanks to a grant from Amazon which was partly used on a Christmas meal and small gift; the remainder will be used during this year for the benefit of our volunteers. Finally, a mention for our staff team. They are a pleasure to work with and work so very hard. You’ve heard the saying about the duck gliding across the pond but their feet paddling like crazy beneath the water; well that depicts Mandy, Kerrie and Jayne. Thank you, ladies. Food for thought … The difference between school and life? In school, you’re taught a lesson and then given a test. In life, you’re given a test that teaches you a lesson. Tom Bodett. Treasurer’s Report Incoming Resources Total incoming resources for the year amounted to £91,733 (2018 - £114,574). In the 2018/19 year we entered into the second year of funding from the Henry Smith Charity, as well as continuing to benefit from the funds received from the Garfield Weston Foundation and First for Wellbeing which were received in 2017/18 and carried forward in reserves. Funding is still in place with the Northampton Borough Council which has been secured for the 2019/20 year. Donations amounting to £39,345 (2018 - £36,526) were received during the year of which we are extremely grateful as the donations are a much needed source of income for the scheme. Outgoing Resources Due to the nature of the services we provide the majority of our costs are fixed. As in prior years our main expenditure continues to be staff costs and volunteer expenses, totalling £80,389 for the year (2018 - £78,058), which accounts for over 70% of total expenditure for the year. Continued cost scrutiny has led to a reduction in overheads compared to prior years and remain in line with expectations. Due to a largely fixed cost base a deficit has arisen for the year of £14,267 (2018 - £4,976 surplus) which has been funded from reserves. We continue to have a strong balance sheet, with net assets of £83,387 (2018 - £97,654), which will fund any deficit in the short-term. 2019/20 and beyond will continue to be a challenging time for the scheme. However, as trustees we continue to explore additional funding to maintain our high quality service to ensure the scheme remains available to the families who need our support. Funding Group Report The Funding group consists of five trustees plus the Scheme Manager, and is organised in a way that we concentrate on different potential sources of funds: national strategic grants; smaller national and local grants; partnerships and events. All funding activities are time-consuming and often effort is expended for little or no reward, however funds are the lifeblood of our organisation and we continue to strive to secure the future of the organisation. We are fortunate to have two large annual private donors that collectively cover circa 20-25% of our costs. Relationships with local companies, including Barclaycard and Shoosmiths solicitors, continue to go from strength to strength and bring much-needed funds. We are also very fortunate to have been selected as the annual charity for the Body in Balance Pilates group and we are vey grateful for their support. We have just entered the final year of three-year funding arrangements with The Henry Smith Charity and the Garfield Weston Foundation, so the focus for the next year will be to replace that funding stream. Whilst we are still supported by Northampton Borough Council, we had hoped there might be light at the end of the tunnel regarding the county-wide provision of children’s services but that seems to still be some way away. However we remain optimistic that the new unitary authority will value the work that we do and see fit to fund us eventually! In the meantime we have set our sites on at least two major national funders who could provide us with significant, multi-year funding so fingers firmly crossed for those. In summary, a challenging year, and next year will be no less so, but we continue with an optimistic outlook! Robin Draper Trustee Governance Group Report A lot of hard work has been undertaken by all four member of the Governance sub group this year. The key areas of focus have been ensuring the organisation is compliant with the new GDPR law, protecting identifying information for families, staff and volunteers, and also reviewing the remit of all the sub groups. All policies continue to be reviewed during the year, aligning where appropriate to Home-Start UK’s guidance. We are also working through the suggestions for Charity Governance Code for smaller charities, adopting good practice where possible. A new area of work for this year is working with the Northamptonshire Police on protecting our organisation against potential cyber attack – a very different threat in these changing times. PR Group Report One of our main objectives this year is to try and get the Home-Start name out in the public domain, hopefully this will help us in two ways, firstly in gaining more volunteers and secondly in gaining funding. To achieve this, we have given various talks to groups and had stands in supermarkets and local business. This year has seen us produce our first Corporate Newsletter to update local businesses on what we are doing and how they might be able to help us. One new partnership that has developed through this is with Shoosmiths. They have been kind enough to supply us with Easter Eggs for all our supported children and they have also paid for our Picnic in the park event. We have continued to have a great relationship with Barclaycard, this year they have been involved in a Curry evening, a gingerbread house competition, tombola’s as well as supporting us on our stand at Northampton Active, which proved to be very popular at the event. We were also very grateful to a team from Barclaycard who arrange a games day in the park for our families. The work that all the DASA team have put into help us this year has been fantastic and very much appreciated. At Christmas time we decided to try and put together Christmas hampers for all of our supported families. We got lots of support from local companies, these included Jackson Grundy, Doterra, Waitrose, Morrisons, Tesco, Aldi and lots more. With these donations we were able to make sure everyone of our families received a hamper stuffed full of Christmas goodies. This year also saw support from Dulux, this came as they opened a new branch in Brackmills and chose us as their nominated charity. They have continued their support by providing a decorating course which was available to our families, this was both informative and enjoyable. We have also received ‘end of line’ paint from them which has been a great help in getting our families houses made into homes. We are looking forward to another year of new relationships with exciting times to come! Angela Draper Trustee 11
Health and Safety Group Report This small sub-group continues to work through the annual testing programme, ensuring we are compliant with all the health and safety guidance and laws. A ‘walk through’ of the building highlighted a few areas where staff can improve health and safety; some wires to be tucked away and walk ways remaining clear – such a difficult task to keep on top of with all the kind donations we receive and in an old building. Staff are now aware of how important it is to maintain this level of vigilance. The health and safety of our staff, volunteer and trustees is paramount and the work of this group is vital. Julia Halliwell Trustee Safeguarding Group Report The purpose of the Safeguarding sub-group is to ensure good safeguarding practice within Home Start Northampton. The Chair of trustees and the Scheme Manager are the current members; we have also had a safeguarding advisor at some meetings. We are using the Home Start UK safeguarding checklist to ensure we maintain best practice. Jenny Brooks Chair of Trustees Personnel Group Report This group consists of the Chair, a previous chair Liz Engel and the Scheme Manager. We deal confidentially with personnel issues in the staff team and arrange appraisals at appropriate times. If any new staff need to be recruited, we will arrange job descriptions, interviews and appointments. Jenny Brooks Chair of Trustees 12
Leaving Home-Start Northampton I have been involved with Home-Start Northampton for 25 years! I started as a volunteer and supported a variety of families ranging from a mum suffering with agoraphobia to families with disabled children. I loved working with these families, watching their progress and seeing them able to move on with their lives. I then became a trustee and was able to see Home-Start from a different angle; really appreciating all the hard work the staff do to support families and volunteers. Subsequently I became chair, guiding the Board through some challenging times. Home-Start plays a vital role supporting families in Northampton. I do hope that when our county council are up and running again they will provide us with core funding to continue our valuable service. I have loved my time with Home-Start Northampton but feel now is the right time for me to step down. I have met and worked with some very special and dedicated people. I wish Home-Start Northampton every success for the future. Liz Engel Trustee Letter received from a supported family Mandy, I wanted to write this to you to not only thank you for all the help and support you have given me this year but also to let you know how appreciative I am for everything. The advice, the listening ear, the organisations you’ve put me in contact with who have given so much. Baby Basics and Food Bank. The hamper from Home-Start was absolutely AMAZING! All the little touches were so thoughtful. I never thought I’d ever be in the position I am in...requiring so much help and support and I hope one day I can give back. You’ll have to come and meet baby ASAP. 13
My experience as a Home-Start volunteer Volunteer 1 I have been volunteering with Home-Start Northampton for just over a year now. The journey starts with an seven week training course, although this may sound daunting it’s an enjoyable and fun way to meet fellow volunteers. I have supported two families, both in similar circumstances. They had three children, the middle child with special needs with the mum facing the additional demands of a new baby. The first family, mum was suffering from anxiety and post-natal depression. There are three children. When my support started, the eldest child was five, the middle child was 15 months with Downs syndrome (unable to talk or crawl), and an eight week old baby. I visited around tea time to give mum support when preparing dinner and getting the children ready for bed. It was fantastic to see mum flourish and gain confidence over the six months I visited. I spent the time providing a friendly ear for mum, and also giving an extra pair of hands so mum could bath or feed the children in relative peace The second family also had three children. When I started support the oldest child was six, the middle child was just over five with severe autism (non verbal and unable to respond to the environment) and a 9 month old baby. Mum was sleep deprived as both the younger children didn’t sleep well and her middle child needs constant attention. Again, I visited around tea time to give mum additional support at this busy time. We’ve also been on a few Home-Start outings over summer. Volunteer 2 I am enjoying the challenge, families have different needs and it’s a great sense of achievement when they begin to trust you; when the children want you to read or play with them it makes it all worthwhile. Becoming a volunteer at Home-Start Northampton is one of the best things I’ve done. 14
My experience as a Home-Start volunteer Volunteer 3 I applied mid 2018 to be a Home-Start volunteer, I had decided I wanted to be a volunteer a couple of years before, after I saw the Home-Start stand at a national play day (now Northampton Active). I became really interested in Home-Start and what they achieve and wanted to be a part of it once my daughter started school. I’d had a break from work and had previously completed a counselling course and had been working with children who found school difficult so it felt like a natural progression to get back into work. To say I was nervous was an understatement, but the ladies at Home-Start Northampton have been amazing from my initial interview to the in-depth training we received. I thoroughly enjoyed the training and found it very thought provoking and it gave me some new found confidence. I was given my first family after completing my training and it has been an experience. Some days I left thinking what am I doing? I don’t feel I’m making a difference, but over time seeing the faces of the family when I arrive and the difference in their homes make it definitely worthwhile. It also gives you the feeling of being part of an organisation that helps. I have excellent support from all at Home-Start Northampton and can honestly say it’s been such an amazing journey which I hope will continue. 15
Additional Support - Family Events In May Circus Starr was in town at Duston Mill. We gave away tickets to 28 adults and 27 children. Feedback after the show told us that the performance far exceeded any expectations. In August we held our annual picnic attended by 17 adults and 27 children who were entertained by Silly Soapy the clown. We were able to take 9 families to Mead Open Farm, where 26 adults and 38 children had a fun filled day. In December we had our Christmas party where 38 adults and 58 children were entertained by Silly Soapy the clown. Father Christmas also made an appearance with his sack of presents. 16
