36 37 PRESENTED BY Delaware’s Law Enforcement Torch Run is celebrating its 35th anniversary in 2021! Since 1987, Delaware Law Enforcement has hit the pavement in support of the athletes who train and compete in Special Olympics. Through their signature event – the Torch Run – law enforcement has opened the doors of understanding and acceptance while raising awareness and critical resources to fuel Special Olympics’ growth and quality programming. The 2021 Torch Run will look different this year, but the reason to run has not changed. At its most basic level, the Torch Run is an actual running event that unites local, state, and federal agencies to carry the Flame of Hope across our great state to the Opening Ceremony of Summer Games each June. The 2021 Torch Run flame symbolizes the courage and celebration of diversity which is at the heart of the Special Olympics movement. Law enforcement who carry the torch have proudly become known as “Guardians of the On Thursday, June 10, hundreds of Flame.” members of law enforcement carried the Flame of Hope across the great state of We are Stronger Together … Delaware. This year’s run was made up of two legs - starting in Georgetown and We are asking the community at large to help us celebrate Delaware Law Enforcement and keep the Middletown - converging in Dover for a Flame of Hope burning bright. Together, side by side, Delaware Law Enforcement and each of us, will ceremony on Legislative Mall. light the way for acceptance and inclusion. Thank you for the difference you make and the lives you change. Agencies had the opportunity to complete their own independent runs as well - thank you to Seaford PD, Delmar PD, and Rehoboth Beach PD for carrying the torch through your towns! In addition to the Torch Run, members of law enforcement will be supporting the 2021 Summer Games by presenting the medals at all awards ceremonies. Thank you, Delaware Law Enforcement, for 35 years of an incredible partnership! 38 39 Beginning in 2015, the award for Torch Runner of the Year was renamed the William “Winnie” Spence Torch Runner of the Year to recognize Winnie’s role as 2020-2021 LAW ENFORCEMENT “Keeper of the Flame” during the annual 160-mile Torch Run. It was originally Winnie’s idea to keep the torch lit for the entire journey, making Delaware’s Torch Run truly FOR SPECIAL OLYMPICS (LESO) unique. His memory lives on and his legacy will continue through this award as the Torch Run ensures the “Flame of Hope” burns brightly all 160 miles. State Committee 2021 William “Winnie” Spence Torch Runner of the Year Captain Glenn Dixon (ret.) State Director: Greg Nolt, Division of Gaming Enforcement LESO Chairperson: Chief Brian Calloway, Millsboro PD Glenn Dixon’s first volunteer experience with Special Olympics Delaware was LESO Vice Chairperson: Chief Michael Hertzfeld, Capitol PD three decades ago as a young State Trooper who was one of over 100 runners participating in the annual Law Enforcement for Special Olympics (LESO) Torch LESO Counsel: John Miller, DSP and DOJ, Retired Run. It’s an annual ritual he continues to this day. SODE Staff: Ann Grunert, Corinne Plummer, Lisa Smith However, the next time Dixon carries the “Flame of Hope” he will do so bearing the title of Torch Runner of the Year. Assistant State Director: Pete Sawyer, DSP “I was totally surprised and so honored,” shared Dixon, who retired in January as Fundraising Chairperson: Danny Hall, DSP a Captain with Delaware State Police (DSP). “It means so much to me, especially for what SODE represents. I’m fortunate to be a part of supporting the great New Castle County: Amy Haywood, DOC; Rich Perillo, New Castle City PD athletes who represent the goodness in society and receive the support of so many throughout the community.” Kent County: Gary Fournier, DSP; Danielle Martin, DSP The annual award is presented to a member of law enforcement who has made Sussex County: Kris Thompson, DSP; Brian Caselli, Ocean View PD significant contributions as an LESO volunteer over an extended period of time. Pictured Above Lighting of the Couldron by officer Glenn Dixon and Athlete Through the years Dixon has been involved with several LESO activities including Logistics Chairperson: Jason Stevenson, DSP Gene Giuliani for the 2021 Special Olympics Delaware Summer Games. the DSTA Golf Tournament, soliciting ads for the Summer Games program, DelDOT: Jerry Nagyiski; Mike Rivera recruiting runners at the troops he commanded, organizing DSP Headquarters’ Torch Run efforts, and finally, volunteering at Summer Games. Flame of Hope: Chris Blanco “These events allowed me to see more of the behind-the-scenes work accomplished by SODE, the financial supporters and all of the volunteers,” Dixon said. “I began volunteering for the Summer Games giving out awards and that’s when I got hooked. It really closed the RV Support: Parkview RV loop for me as to why all of these volunteer opportunities matter.” New Castle County Leg Coordinators: Joelle Ryan, UD PD; Tom Anastasia, IRS; In 2003, Dixon had his first opportunity to recruit officers into the movement when he took over as Troop Commander at Troop 5. Seeing the positive impact he had in that role persuaded him to seek out a larger volunteer recruitment role and when asked to serve on the Torch Jim Diana, DATE; Angie Dolan, NCC PD; Joe Miller; Run state committee, it was an easy decision. Pat Malloy, Wilmington PD “I jumped at the chance,” Dixon said. “The first statewide volunteer coordinator that I can remember was Chip Simpson,” Dixon recalled. Kent County Leg Coordinators: Danielle Martin, DSP; Gary Fournier, DSP; Tim Maloney, Milford PD “He inspired me to not only continue my solicitation efforts but reinforced the need and importance of volunteers during medal presentations at Summer Games and other events.” Sussex County Leg Coordinators: Andy Manning, DNREC; Juanita Huey-Smith, DSP; Dixon took over the volunteer coordinator role at a time when the organization was experiencing exponential growth, and along with that Barry Wheatley, Millsboro PD came an even greater need for more officers volunteering at events and in some cases, as coaches. Public Relations Chairperson: Wayne Kline, DNREC “I was nervous at first,” he admitted about taking on the challenging task. “The last thing that I wanted to happen was to not have any volunteers show up for an event. I also knew there were a tremendous number of events and roles that needed to be filled by volunteers Delaware Police Chiefs Council Liaison: Pat Ogden, UDPD and I did not want to wear out my welcome with officers by asking law enforcement repeatedly for their assistance. I learned who the go-to people were who would always help out if possible and who I could count on to pinch-hit for an event.” Volunteers Chairperson: Jim Diana, DATE Read more about Captain Glenn Dixon at www.sode.org NIGHT OF HEROES NOMINATIONS Night of Heroes, held each October, is an years of service, but they’ve also made opportunity for Special Olympics Delaware a long-lasting impression on our mission. to honor and recognize those who have Interested in nominating a hero you know? either excelled as participants in our program or have helped enrich our mission.
