Finn World Masters 2019 Royal Danish Yacht Club Skovshoved, Denmark June 7th to 14th Sailing Instructions The Organising Authority is the Royal Danish Yacht Club in conjunction with the International Finn Masters Committee (IFMC) and the Danish Finn Class Association. 1 RULES 1.1 The regatta will be governed by the rules as defined in The Racing Rules of Sailing (RRS) and the “Part B – Finn World Masters Championship Rules” of the “Finn World Masters Rules and Event Manual”. These may be changed, where permitted, by the Sailing Instructions with the approval of the IFMC. 1.2 National authority prescriptions that apply: Danish legislation requires every boat to be equiped with personal bouyancy for the number of persons on board at any time. 1.3 Decisions of the International Jury will be final as provided in RRS 70.5. 1.4 If there is a conflict between languages the English text will take precedence. 1.5 Appendix P "Special Procedures for Rule 42" will apply, but is changed as follows; P2.3 is deleted and P2.2 will apply to a third and subsequent penalties. In accordance with Class Rule A.6.2, the recommended wind speed for Class Rule C1.1 (2) is 12 knots. 1.6 Appendix T “Arbitration” will apply. 1.7 In RRS 44.2 insert after the first sentence: “However if Mark 1A is set, a boat may delay taking a penalty for an incident in the zone around Mark 1 or on the leg between Mark 1 and Mark 1A, until she has passed Mark 1A”. 1.8 In all rules governing this regatta: a) [SP] denotes a rule for which a standard penalty may be given by the Race Committee without a hearing, points equal to 5 places added to their race result. This change rules 63.1 and A5.
b) [NP] denotes a rule that shall not be grounds for protests by a boat. This changes RRS 60.1(a). 2 SAFETY REGULATIONS [NP] 2.1 Competitors shall wear personal flotation devices at all times while afloat, except briefly while changing or adjusting clothing or personal equipment. This changes RRS 40. [SP] 2.2 During registration each competitor will receive an identification card with a unique and personal number, and shall be fixed to the boat trolley (dolly) handle, in such a way that the number is easily seen. This number will be the same Bow Number described at SI 7.2. [SP] 2.3 Boats are not allowed to use other trolleys except the one with her respective identification card. [SP] 2.4 All boats while not racing shall only be located at the boats parking area assigned according to the “Official Boats Park Assignment”, published at the Official Notice Board (ONB) and web site a few days before the event. [SP] 2.5 A boat that retires from racing shall notify any official Race Committee vessel before leaving the racing area, or if that is not possible, shall notify the Race Office as soon as possible after returning ashore. [SP] 2.6 When the Race Committee displays flag “V” with repetitive sounds or broadcasts ‘Code Flag Victor’ on the designated VHF Channel, all official and coach boats shall monitor VHF Channel 72 for search, rescue and other safety instructions. [DP] 3 CODE OF CONDUCT [DP][NP] 3.1 Competitors shall comply with any reasonable request from a regatta official. 3.2 Competitors shall handle any boats or equipment provided by the organizing authority with proper care and seamanship, and in compliance with any written instructions. 4 REGISTRATION AND EQUIPMENT CHECKS [DP] 4.1 Competitors shall register at the Race Office and complete all required registration and equipment inspection formalities before racing. 4.2 Equipment may be inspected at any time for compliance with the Class Rules and Sailing Instructions. When instructed by an Event Equipment Inspector, a boat shall proceed immediately to a designated area for inspection. 5 FORMAT OF RACING 5.1 The fleet will be split into 2 groups. 5.1.1 For each day, each boat will be allocated to a Group, designated by colour (yellow or blue). 5.1.2 Group allocations will be determined by a random allocation system approved by the IFMC. This allocation in groups will be made at the Race Office by the Principal Race Officer and the Finn Masters Class secretary in conjunction with the Chairman of the International Jury and two participants representatives, no later than 2000hrs on the day before it will take effect. 5.1.3 If all Groups have not completed the same number of races by the end of a day, the Groups with fewer races will continue racing the following day with the new identification ribbon (see 7.1) although it may not correspond with the previous day colour, until all Groups have completed the same number of races. All boats will thereafter race in the new day’s Groups. 6 SCORING 6.1 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes RRS A4 and A5.
6.2 Letter scores (RSS Appendix A, A11) will be based on the number of boats in the largest fleet group, and not the total number of entries. 6.3 If at the end of the regatta some boats have more race scores than others, the other boats will be awarded average points of all races completed (without discards) of races they have not completed so that all boats have the same number of race scores. 6.4 To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the Race Office. 6.5 Four races are required to be completed to constitute a valid Championship. When fewer than 5 races have been completed, a boats series score will be the total of her race scores. When 5 or more races have been completed, a boats series score will be the total of her race scores excluding her worst score. 7 IDENTIFICATION [SP, NP] 7.1 Identification of groups: At registration each competitor will receive two (2) ribbons, one yellow and one blue. While racing competitors will fly from the masthead so that it is clearly displayed, the colour ribbon according to their assigned daily group. Competitors will retain all two ribbons for the duration of the regatta. Replacements will be provided at cost of 5.-€, except in the event of loss due to collision at sea or other reasonable justification. 7.2 Bow numbers: During registration each competitor will receive two unique number stickers with a bow number which shall be fixed on each side of the front part of the hull 200mm (+/- 100mm) from the bow. In the case of a sticker being lost replacements shall be obtained from the Race Office. Competitors shall make every reasonable effort to ensure these numbers stay firmly affixed. The relevant area of the hull shall be thoroughly cleaned and dried before application of the numbers. 8 COURSE AREA 8.1 The course área will be east of Skovshoved Harbor. Racing area
9 COURSES Course Outer loop Course Inner loop O2 Start-1-2-3s/3p-2-3p-Finish IA2 Start-1-1A-4s/4p-1-2-3p-Finish 9.1 If a gate mark is missing the remaining single mark shall be left to port. 9.2 No later than the warning signal, the Race Committee signal vessel will display the course designation and the approximate compass bearing of the first leg. 10 MARKS Course Marks: 1, 2, 3s/3p, 4s/4p orange cylinders Changing marks: Yellow cylinders 1A (Off-Set) marks: Red cylinders Starting marks: Race Committee vessels Finishing marks: Committee vessel and a Red cylinder 11 CLASS FLAGS 11.1 The Class flag will be the class insignia on a white background. 11.2 When a flag is shown with a colour group flag, this signal will only affect to these groups. 11.3 Class flag used as a warning signal will be class flag over colour group flag.
12 THE START 12.1 The starting line will be between staffs displaying orange flags on the starting marks. 12.2 To alert boats that the first race in a sequence of races will begin soon, the orange starting line flags will be displayed with one sound at least five minutes before the warning signal. 12.3 Sound signals will be made from both ends of the starting line. Missing sound signals will not be ground for redress. 12.4 If First Substitute or Answering Pennant is displayed it will be displayed from both ends of the starting line with two sounds. Missing signalling at the Port end of the starting line will not be grounds for redress. 12.5 The warning signal for the subsequent starts of a group of sequences, will be made as soon as practicable after the previous start. 12.6 Starting procedure: Races will be started using either rule 30.3 or rule 30.4. 12.7 Starting order: The intention of the RC will be the following schedule: 1st start: Yellow group Course O2 2 nd start: Blue group Course IA2 The intention of RC is to keep 10 minutes gap between start of the first and second group. This course assignment can be changed. The final and official assignment to courses will be posted on board of the Race Committee vessel, according to Sailing Instruction 9.2. These changes will not be grounds for redress. 12.8 Boats whose warning signal has not been made shall avoid the starting area during start sequences for other fleets. [SP] [NP] 13 THE FINISH 13.1 The finishing line will be between a staff displaying an orange flag on a Race Committee vessel and the finish mark. 14 TIME LIMITS AND TARGET TIMES 14.1 Time limits and target times are as follows: Races Time Mark 1 Finish Target limit Window Time 1 or 2 races per day 120 40 min 20 min 75 min min 3 races per day 120 40 min 20 min 60 min min Boats that do not finish within the time stated in the Finish Window after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 14.2 If no boat rounds Mark 1 within the Mark 1 time limit, the Race Committee shall abandon the race. 14.3 No race will be started in less than 5 or more than 20 knots measured on the Committee vessel at deck level. The final decision will be taken by the RO and it will not be grounds for redress. 15 COMMUNICATIONS WITH COMPETITORS & SIGNALS MADE ASHORE 15.1 Notices to competitors will be posted on the Official Notice Board located next to the Race Office. 15.2 Signals ashore will be displayed on the flag pole located on the northern harbor pie in front of the restaurant next to the Club house (see Addendum A – Facilities and harbour allocations). a) When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP. b) When Flag D is displayed ashore together with a colour group flag, that fleet shall
launch. No other fleet shall launch unless their colour group flag accompanies Flag D. Boats whose colours are not displayed shall keep clear of the launching area. A maximum of two races per day will be sailed, unless extended to three races with the approval of the FWM President, and then only in order to complete a valid championship. 17.2 No warning signal will be made after 16:00 hrs on Friday May 14 th. 18 COURSE CHANGES 18.1 Courses will not be shortened. This changes RRS 32. The length and direction of legs of the course may be changed in accordance with RRS 33. 18.2 To change the next leg of the course, the Race Committee will lay a new mark, move the gate (or move the finishing line) and remove the original mark as soon as practicable. When in a subsequent change a new mark is replaced, it will be replaced by an original mark. After mark 1 has been replaced, mark 1A will not be reset. 19 PROTESTS AND REQUESTS FOR REDRESS 19.1 Protest forms are available at the Race Office. Protests and requests for redress or reopening shall be delivered to the Race Office within the appropriate time limit. 19.2 The protest time limit is 60 minutes after the last boat has finished the last race in the last fleet of the day or the RC signals no more races today, whichever is later. 19.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the Hearing Rooms, located next in “Sandslottet” (see Appendix A), beginning at the time posted. 19.4 Notices of protests by the Race Committee, the International Jury or the Technical Committee will be posted to inform boats under RRS 61.1(b). 19.5 A list of boats that have been penalized under Appendix P for breaking RRS 42 will be posted.
19.6 Penalties for breaches of Class Rules are at the discretion of the Protest Committee. [DP] 19.7 On the last scheduled day of racing, a request for reopening a hearing shall be delivered: a) within the protest time limit if the requesting party was informed of the decision on the previous day; b) no later than 30 minutes after the requesting party was informed of the decision on that day. 19.8 On the last scheduled day of racing, a request for redress based on a jury decision shall be delivered no later than 30 minutes after the decision was posted. This changes RRS 62.2. 20 REPLACEMENT OF CREW OR EQUIPMENT [DP] 20.1 Substitution of competitors will not be allowed. 20.2 In the event of damage, boats and equipment may only be substituted with the written permission of the regatta Equipment Inspector. If the damage occurs less than two hours before the first scheduled start on a racing day, and before the start of the last race of the day, carry on sailing with spare parts – even if they are not checked yet; and the written permission of the regatta Equipment Inspector shall be applied for before the end of the protest time limit at the end of the day in which the substitution takes place. Change of Equipment forms are available at the Race Office. Affected boats will be notified by the notice board and should present at measurement area with damaged equipment, spare equipment and a new filled form which had be provided by the Race Office. 21 OFFICIAL BOATS 21.1 Official boats will be marked as follows: Official Committee vessel White flag Race Committee signal vessel White flag with letter “RC” Equipment Inspection White flag with letter “IM” International Jury White flag with letter “IJ” Rescue boats White flag with letter “RSQ” Press, media and VIP White flag with letter “P” 22 SUPPORT BOATS [NP] [DP] 22.1 Support boats shall display their national flag or national letters at least 200mm high and clearly visible from both sides. 22.2 Support boats shall not interfere with boats racing or official boats, or create a wave that affects boats racing. 22.3 Support boats shall not be positioned: a) Closer than 50 metres of any boat racing. b) Within 50 metres of the starting line and marks from the time of the preparatory signal until all boats have left the starting area, or the Race Committee signals a postponement, general recall or abandonment. c) Between any boat racing and the next mark of the course. d) Within 50 metres of any mark of the course while boats are in the vicinity of that mark. e) Within 50 metres of the finishing line and marks while boats are finishing. 22.4 In addition, support boats that are motoring above 5 knots shall remain at least 150 metres from any boat racing. 22.5 Support boats shall comply with any reasonable request from a regatta official. 23 ADVERTISING, CAMERAS and ELECTRONIC EQUIPMENT [DP] [NP] 23.1 The organising authority may provide boats to carry cameras, sound equipment or
position tracking equipment. 23.2 Competitors shall make a genuine effort to comply with the instructions for operating the equipment provided by the organising authority. 23.3 While competitors should take every care of the equipment, the organising authority alone is liable for loss or damage to the cameras and any equipment used for installing the cameras on the boats. 23.4 For the purposes of RRS Part 2 and the related Definitions, cameras and camera installation equipment are not considered to be part of the boat on which they are installed. 23.5 Boats shall avoid contact with cameras and camera installation equipment on other boats; however, a breach of this sailing instruction shall not be subject to any penalty. 24 RADIO COMMUNICATION and OTHER TRANSMISIONS [DP] 24.1 A boat shall neither make any kind of radio / data transmissions while racing nor receive communications not available to all boats, except in an emergency or when using equipment provided by the Organizing Authority. This restriction also applies to mobile telephones. 25 PRIZES 25.1 Prizes will be awarded as described in NoR 13 as a minimum. 25.2 The prize giving ceremony will take place at the Regatta Village after Friday races (TBA). 26 RISK STATEMENT 26.1 Rule 4 of the Racing Rules of Sailing applies. 26.2 Sailing is by its nature an unpredictable sport and therefore inherently involves an element of risk. By taking part in the event, each competitor agrees and acknowledges that: a) They are aware of the inherent element of risk involved in the sport and accept responsibility for the exposure of themselves and their boat to such inherent risk whilst taking part in the event; b) They are responsible for the safety of themselves, their boat and their other property whether afloat or ashore; c) They accept responsibility for any injury, damage or loss to the extent caused by their own actions or omissions; d) Their boat is in good order, equipped to sail in the event and they are fit to participate; e) The provision of a race management team, patrol boats and other officials and volunteers by the event organiser does not relieve them of their own responsibilities; f) The provision of patrol boat cover is limited to such assistance, particularly in extreme weather conditions, as can be practically provided in the circumstances. g) The fact that Race Officials conduct inspections, or not, of a boat does not reduce the responsibilities of each competitor set out in this Notice of Race 27 PHOTOGRAPHY CONSENT 27.1 By entering the regatta competitors accept that they may be photographed and/or videotaped participating in the regatta and/or using the regatta facilities and they consent to the taking of such images and to the use, reuse, publication and republication of such images in any media, in conjunction with the competitors name or not, without compensation and without the competitors approval of such images or any use thereof.
