2019 Oceania Cycling Confederation Road Championships Technical Guide President’s Message On behalf of the Oceania Cycling Confederation, it is a great pleasure to welcome all athletes, team managers and staff, officials, volunteers and supporters to the 2019 Oceania Road Championships. We will be sure to witness exceptional performances from elite and aspiring athletes from across the Oceania region including from Australia, New Zealand, Cook Islands, Fiji, Guam, Vanuatu, New Caledonia and Tahiti in under 19 and elite categories. Held in Tasmania for the second year running, the spectacular terrain of Tasmania's Evandale and Railton provides challenging courses for the riders as they battle for the Oceania Champion’s jersey. Many athletes will be competing in their first international event, while the more seasoned competitors will be aiming to represent their country at the 2019 UCI Road World Championships in Yorkshire, Great Britain in September as well as secure qualifying points for the 2020 Tokyo Olympic Games. The Championships are positioned as culmination of the 2019 UCI Oceania Tour, with UCI status and points, providing an important opportunity for athletes in the Oceania region to compete against some of the world’s best on home soil. To Cycling Australia, Cycling Tasmania, the Tasmanian Government, Devonport Council and Central Coast Council, event partners Buckby Motors, St Lukes Health and Country Club Tasmania, race officials, support services, team managers and crew, and the many community volunteers, I extend our gratitude for your contributions that we know will ensure a successful championship. 2019 Oceania Cycling Confederation Road Championships Technical Guide Introduction The 2019 Oceania Cycling Confederation Road Championships will be held in the North & North West region of Tasmania. The time trial will be held in Evandale, the road races will start and finish in Railton. Accommodation can be found in Launceston, Devonport, East Devonport, Ulverstone and Sheffield. The Evandale time trial course is located 15 minutes from Launceston and 5 minutes from Launceston Airport. The road race course is located 25 minutes from Devonport and Devonport Airport. Railton is one hour from Launceston. This guide provides useful information for riders and officials. 2019 Oceania Cycling Confederation Road Championships Technical Guide Event Location If you’re visiting Tasmania from interstate, Devonport is approximately a 1 ½ drive from the Launceston Airport. The Devonport City Centre is a 20 minute drive from the Devonport airport. Entry The 2019 Championships are open to riders with a current Elite or U19 racing membership who are a resident of an Oceania Confederation country. International entries require an International license. All riders must have an activated UCI ID. Event entries for this event will close midnight Monday 4th March 2019, AEST. The entry fee for the championship will be $80 per event. Any late entries taken at the discretion of Cycling Tasmania will incur a $50 per event fee. 2019 Oceania Cycling Confederation Road Championships Technical Guide Friday 15th – Time Trial (Evandale) – Official Athlete Village, Toilets, Changerooms, Team Parking, Drug Testing, Presentations, Coffee, Kiosk will all occur Evandale Oval – Morven Park – Barclay St Evandale. Please do not park in the main street, Hotel or Business car parks – the Oval is the only designated event parking area and is approx 500m from the Time Trial Start Finish. 6

You can also register for your road race at same time! 2019 Oceania Cycling Confederation Road Championships Technical Guide Riders who are unable to attend the official registration on Thursday or Friday evening must send a proxy to permanence – there will be no ‘on the day’ registrations. Team Managers or representatives can present licences on behalf of riders representing their team or as a proxy. All riders must sign on for the road races from one hour and 10 minutes before to 10 mins before their scheduled start time. There is no Sign On for the Time Trial – you must attend Thursday Permanence! Sign on for the Road Races will take place at the Railton RSL 52 Foster St from 8.50AM Sat & 8:20 Sun Please note: First Aid will be located at the following locations each day: Time Trial - at start finish Road Race – following the race and start finish 8
2019 Oceania Cycling Confederation Road Championships Technical Guide Event Regulations Specific UCI Regulations Article 1. Organisation The 2019 Oceania Road Race Championships is organised by Cycling Tasmania under regulations of the Union Cycliste Internationale - UCI. It is to be held in Northern Tasmania from the 15th to 17th March 2019. The Race Director is Colin Burns. Article 2. Type of Event The event is open to athletes of Men and Women Elite, along with U23 categories and U19 Men and Women. The event is entered on the UCI Oceania Tour Calendar. In Conformity with UCI Rules 2.10.008 points are awarded to UCI Men and U23 Men (Where elite and U23 men compete in Continental championships in the same event, points shall be awarded according to elite points scale.) and for Women Elite and U23 2.10.017 9

Participation As per article 2.1.005 of UCI regulations is open to member countries of Oceania to riders of Elite, U23 and U19 categories. Article 4. Race Headquarters See other areas in this document- Evandale and Railton Article 5. Radio Tour Race information will be broadcast on frequency to be announced at Managers meeting. The organiser has asked teams to provide their own UHF radios. Article 6. Neutral Technical Service The support vehicles will be provided by the organiser, there will two neutral service vehicles - expectations is teams supply own wheels. Article 7. Finishing Time Limits UCI Art. 2.3.039 Any rider finishing in a time exceeding that of the winner by more 8% shall not be placed. The Time limit may be increased in exceptional circumstance. Moreover riders dropped far behind during the race may be withdrawn. Article 8. Individual time Trial UCI Art. 2.4.001 Riders will start at 1 min intervals. Riders present not later than 15 mins before their start time for bike check. Note an additional check can be done. Per article 2.4.23 following vehicles will be allowed. All regulation re distance and catches must be obeyed. Car and Driver must be advised at permanence and checked in at Registration and report to start area 5 mins before allocated rider. Driver must be licenced and produce licence to officials. Article 9. Road Race Convoy UCI Art.2.3.015 drawn will be done at Road Race Manager meeting - Drivers and car shall be noted at this meeting. See guidelines for vehicles elsewhere in this manual. 11
2019 Oceania Cycling Confederation Road Championships Technical Guide Article 10. Antidoping The UCI Anti-doping regulations are entirely applicable to the event. It is the rider’s responsibility to check with Anti Doping to determine if they are required for testing. Article 11. Awards Classification The first 3 riders in each category are to present as soon as possible in racing attire to the Presentation. Article 12. Penalties The UCI penalty scale is the only one applicable Article 13. Environment Protection The organiser would like to remind all parties involved in the race to be sensitive to the environmental protection. Litter zone will be setup 50 metres before and 100 metres after feed zone Article 14. Road Closures/rules Roads are open in Australia -Tasmania, and Australian road rules apply unless otherwise stated by Police and/or Commissaire’s. All service will on the left, riders are to keep left unless in the controlled envelope. Rider Sign-on All riders are required to present to rider sign-on before the start of each of the road races. Riders who fail to sign on at least 10 minutes before race start risk of non-start (UCI regulation) and may face a fine at the discretion of the race officials. Sign-on isn’t required for TT. Neutral Support Time Trial: ITT riders can have follow vehicles - Please see above – Article 8. Road Race: Each Country will be allowed one vehicle in the convoy. Each state will be allowed to provide one vehicle in the convoy. Continental Teams will also be offered a vehicle. In addition there will be neutral spares available for each race start. The maximum number of non official vehicles is limited to 15. * States to provide their own UHF radio for communications within the convoy 12
2019 Oceania Cycling Confederation Road Championships Technical Guide Feeding during Road Race There will be a designated feed zone at Railton – 200m after the start finish. Feeding will only be allowed after 30km from the start and up to 20km to go. Feeding from team vehicles will be permitted. Race Convoy In the road races all vehicles must be less than 1.66 m in height. Neutral Service Neutral Service will have two cars within the peloton and they will provide qualified mechanics. Where races have less than 50 riders competing there will only be one Neutral car. Presentations All place getters must present to the podium immediately following the road race finish. The Time Trial Presentations will be after the conclusion of the Men’s Elite Event. Riders must be presented in their correct attire - race kit, no hats or sunglasses. The Presentations will be held at the following locations: Time Trial Evandale Oval at approx 2PM Finish – Immediately after each Road Race race Gearing The maximum gear development (roll out) permitted for U19’s is 7.93 metres. ‘Blocking off’ of gears will not be permitted in any event 13
2019 Oceania Cycling Confederation Road Championships Technical Guide Race Numbers – Road Race Riders will be issued two body numbers, a frame plate and transponder. Please fit them as shown in the following diagram. Do not cut, fold or modify numbers in any way. Road Race - Riders shall carry two body numbers and a frame number. Time Trials – Only one number is required – positioned in centre of back. Anti-Doping Testing will be conducted at this event, and it is the responsibility of the rider to ensure they are not required for testing prior to their departure. Doping control facilities will be located at the Evandale Oval for the Time Trial and close to the finish line each day of the road races. Electronic Timing Electronic Timing will be used for all events at these Championships. Therefore, you will be required to fit a small transponder to the front fork of your bicycle. The transponders will be issued with your race number at registration. DO NOT exchange your transponder with any other competitor as the transponder is coded to your race number. Fitting instructions will be provided in the rider registration pack. Transponders must be attached to bikes for all events as per instructions given in rider packs. Additional zip ties will be available at registration. 14
2019 Oceania Cycling Confederation Road Championships Technical Guide Transponders must be returned after the road race at the start/finish line at the event. If transponders are not returned at the event you will be charged a $50 administration fee. Transponders not returned later than 7 days after the event - a charge of $130 will be invoiced direct to the member. If invoices for these charges remain outstanding past the due date, your licence may be suspended or cancelled until payment is received. Radio Comunications During the road races in these Championships, the use of radio links or any other means of communication with the riders is not permitted. ITT may use radio links. States who are in the convoy must bring their own radio which can be used on UHF 17. Neutralisation If for any reason conditions warrant the race will be neutralised. In such circumstances a red flag will be displayed from the leading vehicle. 15
2019 Oceania Cycling Confederation Road Championships Technical Guide Littering Riders must not discard bidons or rubbish of any kind on the roadside. Riders must take responsibility for their own litter and return it to the support vehicle. Rider’s found to be littering will be fined in accordance with local laws and technical regulations. A litter zone will be provided 50m before and 100m after the feed zone. Urinating Riders are advised that it is an offence to urinate in public. Penalties will be imposed on those who choose to ignore this law. This applies to cars in convoys as well! – any team car members observed urinating in public will be expelled from the convoy. There are public toilets in the township of Railton and at the start-finish area. Tasmania Police may also charge people for urinating in public. Rolling Road Closure The rolling road closure will only apply for the road race stage conducted under the control of Tasmania Police and local authorities. Please be aware that at the discretion of Tasmania Police, riders off the back of the main peloton may be deemed to be outside the race envelope. As a result standard road rules will apply. If a rider is passed by the ‘tail end’ Police car this is an indication that the rider is outside of the road closure. Riders outside the race envelope on the last lap may be withdrawn by the Commissaires. Time Trial – The road will be fully closed, but as it is an out and back course – riders must remain on the left hand side of the road. 16

Prime Parking can be found in Crockers St and the Esplanade (approx 200 metres from Start line) There is room for parking, small marquees and footpath available for rollers. 19
