                                   SAILING INSTRUCTIONS

These Instructions (SIs) are in three sections, all of which apply: Section A deals with standard items,
Section B with the Class of boat being used, Section C is Appendix UF Umpired Fleet Racing, Section D
Penalties for Damage, and Section E The Course

SECTION A
1. RULES
1.1 This regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) as changed
by these Sailing Instructions, and the prescriptions of Irish Sailing.
1.2 NOR 8 is changed to read: Penalty System: APPENDIX UF UMPIRED FLEET RACING Irish Sailing Junior
All Ireland Sailing Championships Edition applies (see Section C). In accordance with UF1.5, rule 70, Appeals
and Requests to a National Authority does not apply.

2. ORGANISING AUTHORITY
The organising authority (OA) is Irish Sailing in conjunction with the Fastnet Marine & Outdoor Education
Centre (FMOEC).

3. NOTICE TO COMPETITORS
Notices to competitors will be posted on the Official Notice Board adjacent to the Race Office and the
event WhatsApp group.

4. CHANGES TO THE SAILING INSTRUCTIONS
4.1 Any changes to the SIs will be posted not later than one hour prior to the scheduled start of racing
each day or, in the event of racing being interrupted, of the planned starting time of the next race.
4.2 The SIs may be changed afloat signalled by the Race Committee Vessel displaying flag L. All
competitors shall immediately proceed to the Race Committee Vessel. This amends RRS ‘Race Signals’.
4.3 The race committee may change the format of the competition at any stage to get a result that is fair.

5. SIGNALS MADE ASHORE
5.1 Signals made ashore will be displayed on the FMOEC flagpole.
5.2 When flag AP is displayed ashore, “1 minute” is replaced by “not less than 45 minutes” in Race
Signals. This changes RRS Race Signals.

6. SCHEDULE
6.1 Saturday 25th of September
A Warning Signal for the first race will be made at 1025hrs. Up to 6 opening series races may be sailed.
6.2 Sunday 26th of September
A Warning Signal for the first race will be made at 1025hrs. Up to 3 opening series races may be sailed.
A Warning Signal for the Medal Race will be made after the opening series is concluded or terminated.
The first warning signal of the Medal Race will not be made after 1500hrs.
6.3 It is the sole responsibility of competitors to apprise themselves of the timetable, boat allocations and
location of supplied boats. A competitor’s failure to comply with the provisions of the timetable will not be
grounds for redress, this changes RRS 62.
7. COURSE & MARKS
7.1 The course will be Windward/Leeward with an offset mark. As per Section E.
7.2 The number of rounds will be displayed on the Committee Vessel before the Preparatory Signal.
7.3 Starting and Finishing Marks are marks of the course only when either starting or finishing.
7.4 The Race Committee Vessel and Marks will be described at the briefing.
7.5 Changing the next leg of the course will not be signalled, this changes rule 33.

8. STARTING LINE
8.1 The line shall be between the main mast on the Committee Vessel (which will normally also be the
finishing boat) and the port-end starting mark, or an orange pole on a RIB displaying an orange flag.
8.2 An Inner Limit Buoy may be attached to the Committee Vessel and, if so, no boat shall pass between
the Inner Limit Buoy and the Committee Vessel after her Warning Signal.
8.3 A boat starting later than 4 minutes after her starting signal will be scored “DNS”. This changes RRS
A4.1.

9. SHORTENED COURSE
When flag F is displayed, with repeated sound signals at a mark, after rounding/passing that mark boats
shall sail directly to the start/finish line to finish. The course may be shortened for any reason at the
discretion of the race committee. This changes RRS 32.

10. FINISHING LINE
The finishing line, unless the race is shortened at a mark, will be between the main mast or staff on a
Committee Vessel displaying a blue flag and a finishing mark.

11. TIME LIMIT
Boats failing to finish within 6 minutes of the first boat that sails the course and finishes shall be scored
DNF “Did not Finish”. This changes RRS 35. The time limit for each race shall be 50 minutes.

12. PROTESTS AND PENALTIES
12.1 Appendix UF Umpired Fleet Racing will apply. See Section C.
12.2 Decisions of the Protest Committee will be final as provided for in Appendix UF.

13. BREAKDOWNS
A boat will not be granted redress for breakdown, except in very exceptional circumstances. A boat
requesting redress must show that the breakdown was not the fault of the crew, that a prudent crew could
not have foreseen the breakdown and that, in the same circumstances, a competent crew would not have
been able to avoid the breakdown. This changes RRS 62.1(a).

14. CONTINUITY
14.1 Competitors are responsible for inspecting their boats before racing.
14.2 When to continue racing after damage a breakdown risks further damage to the boat, the boat shall
retire immediately.
14.3 Before starting and after finishing or retiring, boats shall sail to minimise any delay to the race
schedule and without interfering with any race in progress.

15. SCORING
15.1 The Regatta will consist of an opening series of up to 8 races and a Medal Race. At least 3 races
are required to be completed to constitute a Regatta.
15.2 The ten top placed boats in the opening series will advance to the Medal Race provided a minimum
of 3 opening series races have been completed.
15.3 The Low Point System of RRS Appendix A will apply to the opening series races. The Medal Race
score shall be double the number of points specified in RRS Appendix A4.1, and the score for that race
shall not be excluded from a boat’s series score.
15.4 When fewer than 5 races have been completed, a boat series will be the total of her race scores.
15.5 Ties in the series score between boats with different Medal Race point scores shall be broken in
favour of the boat with the lower score in the Medal Race. This changes RRS Appendix A8.

16. SAFETY & DECISION TO RACE
16.1 PERSONAL FLOTATION DEVICES & RACING BIBs
RRS 40 Personal Flotation Devices (PFD’s) will apply at all times when afloat, except briefly to facilitate
changing or adjusting of clothing. This changes the Preamble to RRS Part 4 and Rule 40. Supplied racing
Bibs shall be worn, therefore, as inflatable PFDs are not suitable for use with Bibs, buoyancy aids shall
be used.
16.2 RRS Rule 4 states: ͞The responsibility for a boat’s decision to participate in a race or to continue to
race is theirs alone͟. Sailing by its nature is an unpredictable sport and therefore inherently involves an
element of risk. By taking part in the event, each competitor agrees and acknowledges that they and their
responsible adult 'in loco parentis' are:
 (a) Aware of the inherent element of risk involved in the sport and accept responsibility for the exposure
of themselves, their crew and their boat to such inherent risk whilst taking part in the event
 (b) Responsible for the safety of themselves, their crew, their boat and their other property whether afloat
or ashore
 (c) Accepting responsibility for any injury, damage or loss to the extent caused by their own actions or
omissions
 (d) Satisfied that their boat is in good order, equipped to sail in the event and they are fit to participate
(e) Aware that the provision of a race management team, patrol boats and other officials and volunteers
by the event organiser does not relieve them of their own responsibilities;
 (f) Aware that the provision of patrol boat cover is limited to such assistance, particularly in extreme
weather conditions as can be practically provided in the circumstances.

If a competitor is in doubt they should consult with their parent, coach, or responsible adult 'in loco
parentis' concerning their ability to deal safely with the racing conditions.

17. SUPPORT/SPECTATOR BOATS
Support, Coach and Spectator boats shall register with the Race Office before going afloat each day.
After the first warning signal of a starting sequence any Support, Coach and Spectator boat which
approaches within 100 metres of a competing boat will have a penalty applied to any associated
competitors at the discretion of the protest committee.

18. PRIZES
18.1 The overall winner will be designated as the Irish Sailing All Ireland Junior Sailing Champion 2021.
18.2 Prizes will be awarded as follows: First, second and third in the Championships will receive Irish
Sailing Medallions of gold, silver and bronze respectively. First place helm and crew will receive an Irish
Sailing Junior Championship perpetual silver salver.

20. COMMERCIAL TRAFFIC
Competitors shall keep clear of commercial traffic at all times. Any penalties (financial or otherwise)
incurred for interference with shipping shall be the sole responsibility of any offending competitor or
support vessel.

21. DISCLAIMER OF LIABILITY
Irish Sailing, the Fastnet Marine & Outdoor Education Centre, officers and members of Irish Sailing and
of the Fastnet Marine & Outdoor Education Centre, race officials, volunteers and helpers will not accept
any liability for material damage or personal injury or death sustained in conjunction with, or prior to,
during or after the regatta.

22. SPORTSMANSHIP
Participants are expected at the event to conduct themselves reputably both on and off the water. Any
hailing on the racecourse shall be done in a reasonable manner and compliant with the Racing Rules of
Sailing. Any miscalling such as hailing 'Protest' without a red flag to intimidate a competitor or calling for
'Room' when not entitled to it or calling in a threatening manner will be considered by the umpires as a
breach of Sportsmanship and will result in an immediate two turns penalty. Persistent breaches may
result in further action by a Protest Committee up to disqualification front the event.

23. COVID Statement [DP]
By taking part in any of the events covered by this Sailing Instruction each competitor agrees and
acknowledges that they are responsible for complying with any regulations in force from time to time in
respect of COVID- 19 and for complying with the OA COVID-19 procedures. Competitors and support
persons shall comply with any reasonable request from an event official. Failure to comply may be
misconduct. Reasonable actions by event officials to implement COVID-19 guidance, protocols, or
legislation, even if they later prove to have been unnecessary, are not improper actions or omissions. A
breach of this rule shall not be grounds for protest by another boat. This amends rule 60.1(a )
SECTION B
1. BOAT TO BE USED
This regatta will be sailed in double handed TR 3.6 boats.
These rules apply at all times when a competitor is on a boat. If a boat has broken one of these rules
while not racing, the penalty shall apply to the race nearest in time to that of the incident.

2. CLASS FLAG
The Class Flag will be the Irish Sailing Flag.

3. INVITED HELMSMEN AND NOMINATED CREWS
The invited helmsman shall helm a boat during a race. In the event of the helmsman falling overboard or
being similarly temporarily incapacitated during a race a crew member may take the helm until the
helmsman is in a position to resume control.

4. SUPPLIED EQUIPMENT
4.1 The boats as supplied by the FM&OEC for the event shall be sailed as supplied. Boats supplied will
be inspected at the conclusion of the races where contact or damage may have occurred, and damages
allocated to the competitor(s) involved.
(a) Any damage done shall be recorded on the damage sheet provided. If a member of the protest
committee observes contact, they may penalize or disqualify one or both boats involved (black flag)
inspect the boat(s) for damage. The PC decision may be used to decide liability; the FMOEC Bosun will
decide the cost.
(b) Damage forms must be returned to the race office and apportioned damages paid before the €150
damage deposit is released at the end of the event. Information will be retained until FMOEC are satisfied
that there are no damages.
(c) Any damage to a boat present when a crew takes it over, at any time, shall be notified to an umpire or
the Race Committee promptly. Damage not notified within 5 minutes of the crew taking over the boat
shall be deemed to be the responsibility of the crew in charge of the boat.
4.2 Boats shall not be modified or caused to be modified in any way.

The following are NOT PERMITTED:

(a) Marking of the hull, deck, sails or equipment.
(b) Changes to rig settings, forestay length, spreaders or the mainsheet purchase system.
(c) Perforating any sail.
The penalty for an initial breach of any of the above rules (a-f) will be an umpire initiated 'ONE Turn
Penalty' in accordance with RRS 44.2. The penalty for a subsequent breach, or if the breach is
continuing, of any of the above rules during a flight shall be a 'TWO Turns Penalty' or DSQ at the umpires
discretion.
4.3 Only equipment provided with the boat shall be used. No additional equipment shall be taken
    onboard.
4.4 Competitors shall report any damage or loss of equipment, however slight, to the organising
authority’s representative or protest committee immediately after the race where the damage occurred.
The penalty for breaking this SI may be DSQ in the race(s) in question, unless the protest committee is
satisfied that the competitor made a determined effort to comply.

5. CHANGING BOATS
No competitor shall change boats without the approval of the OA. The OA may instruct competitors to
change boats before any race.
SECTION C         APPENDIX UF UMPIRED FLEET RACING

Umpired fleet races shall be sailed under The Racing Rules of Sailing as changed by this appendix. Races
shall be umpired. The rule changes in UF1 have been approved by World Sailing under Regulation
28.1.5(b) on the condition that only the provided options are used. This appendix applies only when it is
referred to in the Notice of Race and made available for all competitors.

UF1     CHANGES TO THE DEFINITIONS, THE RULES OF PART 1 AND 2, AND RULE 70

UF1.1 Add to the definition Proper Course: ‘A boat taking a penalty or manoeuvring to take a penalty is
not sailing a proper course.’

UF1.2 Add new rule 7 to Part 1:

7       LAST POINT OF CERTAINTY

The umpires will assume that the state of a boat, or her relationship to another boat, has not changed, until
they are certain that it has changed.’

UF1.3 Rule 14 is changed to:

14      AVOIDING CONTACT

14.1    If reasonably possible a boat shall

           (a) avoid contact with another boat,

           (b) not cause contact between boats, and

           (c) not cause contact between a boat and an object that should be avoided.

        However, a right-of-way boat, or one sailing within the room or mark-room to which she is entitled,
        need not act to avoid contact until it is clear that the other boat is not keeping clear or giving room
        or mark-room.

UF1.4 When rule 20 applies, the following arm signals are required in addition to the hails:

(a)     for room to tack, repeatedly and clearly pointing to windward; and

(b)     for ‘You tack’, repeatedly and clearly pointing at the other boat and waving the arm to windward.

UF1.5 Rule 70 is deleted.

UF2     CHANGES TO OTHER RULES

UF2.1 Rule 28.2 is changed to:

28      SAILING THE COURSE

        28.2. A boat may correct any errors in sailing the course, provided she has not rounded the next
        mark or crossed the finishing line to finish.

UF2.2 Rule 31 is changed to:

31      TOUCHING A MARK

While racing, neither the crew nor any part of a boat’s hull shall touch a starting mark before starting, a
mark that begins, bounds or ends the leg of the course on which she is sailing, or a finishing mark after
finishing. In addition, while racing, a boat shall not touch a race committee vessel that is also a mark.

UF3     ON WATER PROTESTS AND PENALTIES

UF3.1 In this appendix, ‘a penalty’ will mean the following:
A One-Turn Penalty taken in accordance with rule 44.2.

UF3.2 The first sentence of rule 44.1 is changed to: ‘A boat may take a penalty when, in an incident while
      racing, she may have broken one or more of the rules of Part 2 (except rule 14 when she has
      caused damage or injury), rule 31 or rule 42. However, when she may have broken a rule of Part
      2 and rule 31 in the same incident, she need not take the penalty for breaking rule 31’

UF3.3 On the Water Protests by Boats and Penalties

      (a) While racing, a boat may protest another boat under a rule of Part 2 (except rule 14) or under rule
          31 or rule 42; however, a boat may only protest under a rule of Part 2 for an incident in which she
          was involved. To do so she shall hail ‘Protest’ and conspicuously display a red flag at the first
          reasonable opportunity for each. She shall remove the flag before, or at the first reasonable
          opportunity after a boat involved in the incident has taken a penalty voluntarily or after an umpire’s
          decision.

(b)       A boat that protests as provided in rule UF3.3(a) is not entitled to a hearing. Instead, a boat involved
          in the incident may acknowledge breaking a rule by voluntarily taking a penalty. An umpire may
          penalize any boat that broke a rule and was not exonerated, unless the boat took a penalty
          voluntarily.

UF3.4 Penalties and Protests Initiated by an Umpire

(a)       When a boat

          (1)     breaks rule 31 and does not take a penalty,

          (2)     breaks rule 42,

          (3)     gains an advantage despite taking a penalty,

          (4)     commits a breach of sportsmanship, or

(5)       fails to comply with rule UF3.6 or to take a penalty when required to do so by an umpire,

          an umpire may penalize her without a protest by another boat. The umpire may impose a penalty
          or more, each signalled in accordance with rule UF3.5(b), or disqualify her under rule UF3.5(c), or
          report the incident to the protest committee for further action. If a boat is penalized under rule
          UF3.4(a)(5) for not taking a penalty or taking a penalty incorrectly, the original penalty is cancelled,

(6)       fails to comply with rule UF2.1 (rule 28.2) an umpire shall disqualify her under rule UF3.5(c),

(b)       An umpire who decides, based on his own observation or a report received from any source, that
          a boat may have broken a rule, other than rule UF3.6 or rule 28 or a rule listed in rule UF3.3(a),
          may inform the protest committee for its action under rule 60.3. However, he will not inform the
          protest committee of an alleged breach of rule 14 unless there is damage or injury.

UF3.5 Umpire Signals

An umpire will signal a decision as follows:

(a)       A green and white flag with one long sound means ‘No penalty.’

(b)       A red flag with one long sound means ‘a penalty is imposed or remains outstanding.’ The umpire
          will hail or signal to identify each such boat.

(c)       A black flag or black and white flag with one long sound means ‘A boat is disqualified.’ The umpire
          will hail or signal to identify the boat disqualified.

UF3.6 Imposed Penalties

(a)       A boat penalized under rule UF3.5(b) shall take a two turns penalty.

(b)       A boat disqualified under rule UF3.5(c) shall promptly leave the course area.
UF4     RACE COMMITTEE ACTIONS

After boats have finished, the race committee will inform competitors about the results on the official notice
board.

UF5  PROTESTS;           REQUESTS       FOR     REDRESS       OR     REOPENING;       APPEALS;       OTHER
PROCEEDINGS

UF5.1 No proceedings of any kind may be taken in relation to any action or non-action by an umpire.

UF5.3 A boat intending to

(a)     protest another boat under a rule other than rule UF3.6 or rule 28, or a rule listed in rule UF3.3(a),

(b)     protest another boat under rule 14 if there was contact that caused damage or injury, or

(c)     request redress

        shall inform the race committee by hailing the Committee Boat when finishing.

UF5.4 The time limit defined in rule UF5.3 also applies to protests under rule UF5.9, UF5.10 and UF5.11
      when such protests are permitted. The protest committee shall extend the time limit if there is good
      reason to do so.

UF5.5 The race committee will promptly inform the protest committee about any protests or requests for
      redress made under rule UF5.3.

UF5.6 (not applicable)

UF5.7 The first three sentences of rule 64.2 are changed to: ‘When the protest committee decides that a
      boat that is a party to a protest hearing has broken a rule, it may impose penalties other than
      disqualification, and may make any other scoring arrangement it decides is equitable. If a boat has
      broken a rule when not racing, the protest committee shall decide whether to apply any penalty to
      the race sailed nearest in time to that of the incident or make some other arrangement.’

UF5.8 Hearings

Except for a hearing under rule 69.2

(a)     Protests and requests for redress need not be in writing.

(b)     The protest committee may inform the protestee and schedule the hearing in any way it considers
        appropriate and may communicate this orally.

(c)     The protest committee may take evidence and conduct the hearing in any way it considers
        appropriate and may communicate its decision orally.

(d)     If the protest committee decides that a breach of a rule has had no effect on the outcome of the
        race, it may impose a scoring penalty of points or fraction of points or make any other arrangement
        it decides is fair, which may be to impose no penalty.

(e)     If the protest committee penalizes a boat in accordance with rule UF5.7 or if a standard penalty is
        applied, all other boats will be informed about the change of the penalized boat’s score.

UF5.9 The race committee will not protest a boat.

UF5.10 The protest committee may protest a boat under rule 60.3. However, it will not protest a boat for
       breaking rule UF3.6 or rule 28, a rule listed in rule UF3.3(a), or rule 14 unless there is damage or
       injury.

UF5.11 The technical committee will only protest a boat under rule 60.4 when it decides that a boat or
       personal equipment does not comply with the class rules, rule 50, or the rules in the equipment
       regulations of the event, if such exist. In such a case, the technical committee shall protest.

UF5.12 Rule 66.2 is changed to ‘A party to the hearing under this appendix may not request a reopening.’
SECTION D -           Penalties for Damage Resulting from Contact between Boats

  SI SECTION C – UF1.3 gives umpires and the protest committee the ability to penalize a boat that
  breaks RRS 14. This document explains how damage will be assessed and gives general guidance on
  the appropriate penalty. When the protest committee has good reasons to do so, it may apply a different
  penalty.

  Damage will be divided into 3 levels as shown in the following table:

  When both boats break RRS 14, they should both receive a point’s penalty. If a competitor requests a
  hearing when a points penalty is imposed, the protest committee may decide (in the hearing) to give a
  greater penalty.

  The penalty will be the whole number (rounding 0.5 upward) nearest to the specified percentage of the
  number of boats entered in the championship, but never less than 1 point.

  Deductions from Damage Deposits
  The assessment of damage level is only for the purpose of point’s penalties and is not linked to any
  deductions from the competitor’s damage deposits.

  Any point’s penalty will be based on the assessment of damage level made on the water. Subsequent
  assessments of the damage level after closer inspection, whether the level turns out to be higher or
  lower, will have no effect on the point’s penalty given on the water.
