DATE AND PLACE OF COMPETITION The Volleyball competition of the XXIII Central American and Carib- bean Games Barranquilla 2018 will take place from Friday July 20 to Thursday August 2, at the Humberto Perea Coliseum, in the city of Barranquilla Colombia EVENTS AND MEDALS The events announced for the Volleyball competition at the XXIII Central American and Caribbean Games, Barranquilla 2018 are: EVENTS MEDALS GOLD SILVER BRONZE WOMEN’S TEAM 1 1 1 MEN’S TEAM 1 1 1 11 TOTAL MEDALS 2 2 2 VOLLEYBALL Manual Técnico Voleibol
COMPETITION FORMAT Two groups of 4 teams are formed each group according to the FIVB ranking as of December 31, 2017. GROUP A GROUP B E1 – Sede E1 – HR1 E2 – HR3 E2 – HR2 E3 – HR4 E3 – HR5 E4 – HR7 E4 – HR6 Game Schedule, both groups E1 vs E4 E2 vs E3 E1 vs E3 12 E2 vs E4 E1 vs E2 E3 vs E4 The host country has the right to pick the group its natio- nal team will be in, the rest of the teams will be distribut- ed using the Serpentine System according to their positi- on in FIVB’s World Ranking, placing the highest ranked team in the NORCECA Confederation Ranking inthe first pla- ce of group A or B. The host country has the right to pick a game in the Competition Ca- lendar in the Premilinary Round, Quarter Finals, Semifinals and Finals: the Colombian Volleyball Federation may suggest the time and the order of the games to the Control Committee. COMPETITION FORMAT ACCORDING TO THE NUMBER OF PARTICIPATING TEAMS: MEN’S AND WOMEN’S UP TO 6 TEAMS. PRELIMINARY ROUND: The teams will play a Round Robin round. The teams that end up in the top (4) places will go on to Semifinals. SEMIFINAL ROUND: The teams that qualify in the first and fourth place will play the first Semifinal game, then the teams that qualified in 2nd and 3rd place will play each other. FINAL ROUND: The winners of the Semifinal rounds will play for 1st and 2nd place, the losers will play for 3rd and 4th place. MEN’S AND WOMEN’S VOLLEYBALL, 7 TO 8 TEAMS Two groups will be formed, ‘GA’ and ‘GB’ and they will be seeded according to the serpentine system, beginning with the Host Coun- try; then the teams that have qualified through the FIVB Ranking de 13 la FIVB up to December 31, then the teams that qualified through their results in previous Central American and Caribbean Games; and finally, the teams that qualified through regional qualification events, giving priority to the highest placed teams. PRELIMINARY ROUND: The teams from group ‘A’ and ‘B’ will play a round under the Round Robin system; the teams that place first in each group will directly go to Semifinals, the teams that place second and third in each group will go on to a quarter finals in the following manner: 2nd place GA vs. 3rd place GB 2nd place GB vs. 3rd place GA The winning teams will go on to play a Semifinal round, and the losing teams will play against the teams in 4th place from groups A and B to determine 5th to 8th positions. ctly to the Semifinal round, the teams that win the quarter final round will go on to the Semifinal round as well. The first Semifi- nal will play 1st place of GA against the winner of the game bet- ween 2nd place of GB and third place of GA; the second Se- mifinal will play 1st place of GB against the winner of the game between 2nd place of GA and 3rd place of GB; the teams that win the Semifinals will play for the gold medal, and the lo- sing teams will play for the bronze. QUALIFICATION CRITERIA AND TIE-BREAKERS IN THE PRELIMINARY ROUND To establish team qualification after the preliminary round, team qua- lification will be determined as follows: By results in games won and lost. In the event of a tie in the number of won and lost games between two or more teams in the same group, final qualification will be de- 14 termined by the amount of points obtained between teams in a same group during the preliminary round. The following points will be given to each team per game, according to won and lost games: Game Won 3-0 = 5 points Game Won 3-1 = 4 points Game Won 3-2 = 3 points Game won by forfeit = 0 points (25-0; 25-0; 25-0) In the event of a tie in the amount of points obtained by two or more teams the tie-breaker will proceed according to the list of points ac- cording to FIVB’s Sports Regulations; taking the following criteria into consideration by order of importance: Point Quotient: In the event of a tie in the number of points earned by two or more teams, these will be qualified in descending order by the resulting quotient of the division of all scored points between the total of lost points. Set Quotient: If the tie remains after the point quotient, then teams will be qualified in descending order by the quotient resulting from Manual Técnico Voleibol
the division of the number of all won sets between the number of lost sets. If the tie persists after the set quotient, priority will be given to the team that won the last game played between the two teams that are tied. When the tie happens between three or more teams, a new quali- fication of teams will be made, considering only the games played among the tied teams. 15 Manual Técnico Voleibol

MAXIMUM NUMBER OF COMPETITORS According to the CACSO established quota, the Volleyball com- petition will have a maximum of Two hundred and twenty four (224) athletes. There will be 8 teams of 14 athletes in the women’s division, a total of one hundred twelve (112) female athletes and 8 teams of 14 athletes in the men’s division, for a total of one hundred twelve (112) male athletes. Each NOC may enter a maximum of one (1) team per gen- der, as long as they comply with the qualification criteria set by NORCECA for the XXIII Central American and Caribbean Ga- mes, Barranquilla, 2018. ENTRIES All countries through the corresponding NOC must send their Sport Entry requests in the official forms that the Organizing Committee will send at the latest at 24:00 hours (Colombian time) on February 22 20, 2018. They must indicate in the form the sports in which they will participate in the XXIII Central American and Caribbean Games “Barranquilla 2018”. (The forms that will be published in the official WEB site “barranquilla2018.com”). If recognized by the Pan American Confederation of said sport and CACSO, Associate Members may also be allowed to participate. ENTRY BY NUMBER The Entry by Number forms (indicating the number of participants in each individual event and per team) shall be sent to the Organizing Committee of the XXIII Central American and Caribbean Games Bar- ranquilla 2018 at the latest before midnight (Barranquilla, Colombia’s time) of April 20, 2018 according to CACSO’s Regulation, Chapter VIII. ENTRY BY NAME For each eligible athlete to participate in the XXIII Central American and Caribbean Games Barranquilla 2018 it is necessary to fill out an entry by name form that should be contemplated by NOCs and will be received by the Organizing Committee before midnight (Bar- Manual Técnico Voleibol
ranquilla, Colombia’s time) of Wednesday June 20, 2018 according CACSO’s Regulations, Chapter VIII. Each NOC shall send the entry by number and entry by name forms in the official forms provided by the Organizing Committee, to be delivered 6 months before the Games. If you have any doubt or for clarification purposes, the Organizing Committee has this e-mail ad- dress at your disposal: inscripciones@barranquilla2018.com MINIMUM PARTICIPATION For an event to be considered official at least five (5) representations must participate from the same number of National Olympic Com- mittees. In the event one or more representations, after the Techni- cal Meeting takes place, may not participate due to force majeure (verified by CACSO) the event will be carried out with a minimum of four (4) representations of the same number of National Olympic Committees. GENERAL RULES 23 The competitions of the XXIII Central American and Caribbean Ga- mes Barranquilla 2018 will be carried out according to CACSO’s Sta- tute and the corresponding International Federation Regulation in force during the Games. The cases not foreseen in the above-menti- oned regulations will be solved as follows: General nature cases will be solved according to CACSO’s Statute and according to the Central American and Caribbean Games Regulation. Technical nature cases will be solved according to the procedures of the Pan American Confederation or a Continental Organization. UNIFORMS AND SPORT EQUIPMENT The Central American and Caribbean Games Regulation and the cor- responding International Federation regulations must be followed as well as Rule 51 of the IOC, as per the rules established for NOCs in the Guidelines for the Use of Manufacturers Trademarks. TRAINING FACILITIES Access will be allowed only to accredited team members. There is no public access allowed. Equipment shall follow the requirements of the corresponding International Federation. PARTICIPATION Only the NOCs recognized by CACSO, with National Volleyball Fe- derations that are members of the International Volleyball Federation (FIVB) and to the North, Central American and Caribbean Volleyball Confederation (NORCECA) can enter athletes to the Volleyball com- petition of the XXIII Central American and Caribbean Games, Bar- ranquilla 2018. If recognized by NORCECA, Associated members recognized by CACSO may also be allowed to participate. MINIMUM TEAM QUOTA The minimum team quota for the competition to take pla- ce is five (5) teams per gender. 24 TECHNICAL MEETING The Technical Meeting for Women’s will take place on July 19 at the Corporación Universitaria de la Costa CUC at 2:00 p.m. Room No. 1 The Technical Meeting for men’s will take place on July 27 at the Corporación . Universitaria de la Costa CUC at 10:00 p.m. Room No. 4 The invitation card for the Technical Meeting will be available for the Heads of Team at the Sports Information Center of the Central Ame- rican and Caribbean Village, upon their arrival. The Technical Delegate and the COBAR’s Competition Manager for Volleyball will preside the meeting, which shall take place in Spanish with translation into English Manual Técnico Voleibol
TECHNICAL OFFICIALS Designation of the Control Committee and/or Technical Personnel: This committee is designated by the president of NORCECA and will be made up of the following people: President of the Control Committee Technical Delegate Competition Manager Administrative Assistant Competition Stage Manager President of the Appeals Subcommittee Member of the Appeals Subcommittee Member of the Appeals Subcommittee President of the Umpire Subcommittee Member of the Umpire Subcommittee Member of the Umpire Subcommittee VIS Delegate VIS Delegate VIS Assistant Medical Delegate Press Delegate 25 Official Photographer INTERNATIONAL UMPIRES: Will be designated by the President of NORCECA with the advise of the president of NORCECA’s Umpire Commission and according to regulations, this umpire corps is made up of an umpire from each participating country, and the traveling expenses will be covered by the corresponding Olympic committee, room, board and per diem will be the responsibility of the Organizing Committee and a reserve umpire from the host country, this is per gender, the umpires for the women’s division must differ from the ones for the men’s division, there are nine (9) per competition, and the traveling expenses will be covered by the corresponding Olympic committee, room, board and per diem will be the responsibility of the Organizing Committee Manual Técnico Voleibol
NATIONAL UMPIRES: Will be determined by the host country’s National Federation, a total of 24 umpires for both genders, who shall be divided among line um- pires and scorekeepers. Colombian Volleyball Federation’s Technical Personnel The Colombian Volleyball Federation will designate a person to be the liaison with NORCECA to coordinate the technical situations at the competition, who will also be in charge of support personnel at the field of play and national umpires. PROTESTS AND APPEALS According to the Official regulation of the FIVB and to the regulations that will be issued for this event NORCECA SPORT EQUIPMENT The Official Ball - Mikasa 26 MEDAL CEREMONIES Medal ceremonies will take place accoring to CACSO’s General Re- gulations, Chapter XIII. First Place: A diploma for the team and a gold medal and a diploma for each athlete. Second Place: A diploma for the team and a silver medal and a diplo- ma for each athlete. Third Place: A diploma for the team and a bronze medal and a diplo- ma for each athlete. DOPING CONTROL Doping control will be done according to CACSO’s Medical Com- mission requirements, according to the corresponding International Federation Regulation and will follow the 2018 version of standards of the World Anti Doping Agency procedures (WADA).
