Secondary Competition Rules 2020 Introduction 1. These are the rules under which the Taranaki Secondary competition will be run. 2. The Secondary Competition is an 11 aside full field competition for students in year 9 to 13. 3. Teams are entered based on schools. 4. Home schooled students may join with any school to play in either Premier or Championship. They can only be a member of one team. Amendments The Taranaki Hockey Federation (TH) in consultation with the Secondary Council (YC) may make amendments to these rules at any time. Game Control 1. Teams are responsible for ensuring the turf is watered as required 2. Teams are responsible for turning the lights on and off as required 3. Games must finish at the scheduled finish time. If a game starts late the game will be shortened accordingly. 4. Lock gate at the end of the night Competition Structure 1. There are three divisions of competition: Premier and Championship (Boys and Girls) and 3rd Division. 2. Premier will be played on Thursdays, Championship and 3rd Division will be played on Tuesdays. 3. The 2019 Competition structure will be published in a separate document and displayed on the website Finals protocol 1. The following will be used to determine the finals draw: Girls Premier (4 teams) Semi Finals : 1v4 & 2v3 Finals : Winners of each game above Girls Championship (6 teams) No finals round : Winner will be the team with the highest points on the points table Boys Premier (5 teams) Semi Finals : 1v4 & 2v3 Finals : Winners of each game above Boys Championship (8 teams) Finals Round Top 4 NRL style Finals: ➢ Game A: 1v2 → Winner straight to final ➢ Game B: 3v4 ➢ Game C: L(Game A) v W(Game B) ➢ Game D: W(Game A) v L(Game B) → No points game 3|P a g e Updated 11 t h April 2019
Secondary Competition Rules 2020 ➢ F1-2: W(Game A) v W(Game C) ➢ F3-4: L(Game C) v L(Game B) 2. Teams will be given the opportunity to play on their home ground, only if turf time is available except for games which include Hawera. Turf Priority will be given in the following order Premier, Championship, Division 3. 3. Finals will include the presentation of the division trophy which the school may display at their school for the following 12 months, upon which it is to be returned to Taranaki Hockey. 4. TH will appoint umpires to the finals based on their skill and ability shown during the season. It is an honour to be asked to umpire the finals. Competition placings Placings shall be decided by the following sequentially: • The Team with the greater number of points • The team with the greater number of wins • The team with the better goal difference • Goals for • Goals against • Who beat who • Toss of a coin with the team listed first on the draw in the last match played against each other calling. Semi-Final games (where a result is required), if a draw is the result at the conclusion of normal match time the HNZ Association Tournament shootout rules will apply. For the Grand Final game, if a draw is the result at the conclusion of normal match time the following will be applied. • ‘Golden Goal’, 5 minutes extra play with 9 aside. • If there is still no result, ‘Golden Goal’, 5 minutes extra play with 7 aside. • If there is still no result, the HNZ Association Tournament Shootout rules will apply. Competition points & duration 1. Competition points shall be as follows: • 3 points for a win/defaulted games • 1 point for a draw • 0 points for a loss 2. Competition games shall be 15 min quarters with a 2 minute break between first two and last two quarters and a 4 min break at half time for Premier grade and 25 minutes each way with a 4-minute half time break for Champ grade and 20 minutes each way with a 2-munite break for Division Three (6 aside). 3. Default games will be awarded 3 points and a score line of 3-0. 4. Teams must leave the field immediately after their game to allow the other team to have full access to their warm-up time. 5. Secondary Competition Rules 2020 Teams 1. Teams shall be of single gender. 2. Schools are encouraged to work together to assist TH to have only a Boy’s and Girl’s competition. 3. Mixed teams are discouraged, but if required, teams may register in the Boys Championship division and 3rd Division. 4. Where a school has more than one team entered into the competition the teams shall be ranked according to strength. 5. All team captains must be identified by wearing either a captain’s arm band or ribbon. 6. Teams must name 11 players to register a team. 7. A maximum of 16 players may be named on a game card. 8. A minimum of 7 players are required on the field to avoid a default game. Goalkeeper 1. Padded Goalkeeper is compulsory to commence a game. In A grade a Goalkeeper can be removed from the field replacing with an extra field player for tactical purposes. The goalie can return to the field only if a PC is awarded and a field player must go off. Once PC over the field player returns and goalie leaves the field. Umpires Clubs will be rostered to umpire all secondary games in 2019. If schools have umpires they would like to be included they will supply their details to the TH office who will in turn advise the TH Umpires Council. Team entry and affiliation fees 1. Schools shall first enter the team in the Secondary competition by completing the online registration form. 2. Entry to the Secondary competition is a commitment to the full season, including finals. 3. Each team will be invoiced by TH for the affiliation fees as set for 2020. ($82 for Championship players, $92 for Premier players and $30 for 7 aside players). The affiliation fee includes turf fees and is charged on a per player basis regardless of the number of games played by each player. 4. Each school must register a minimum of 11 players in each team (except for 7 aside). Player Registrations 1. Before a player takes part in the Secondary Competition she/he must be registered with the team for which they will be playing. 2. All schools must complete the player registration form prior 5pm 26th June 2020. This is an excel spreadsheet and it must contain all the information requested. 3. No player shall belong to more than one school team at the same time. 4. Schools may enter a team which consists of students from a variety of schools, noting that the players can only be listed with one team. 5. Home Schooled players may play for any school in the Secondary Competition. The school must identify the player as being a home-schooled player on the player registration form. 6. Any school may add additional players to their teams during the season. TH will issue an invoice for each new player. Payment for the player must be received within 4 weeks of the registration. 5|P a g e Updated 11 t h April 2019
Secondary Competition Rules 2020 7. All schools must register new players by no later than 1pm the day before they wish to play. Player registrations received after this time will mean the player is NOT permitted to play in the following game. If the player does play, the team they played the player will be deemed to have defaulted their game. 8. Teams are not permitted to register new players within 4 weeks of the final game of the competition (Finals). Player Dispensation 1. Intermediate school students who exhibited exceptional skills and ability for hockey, may apply for dispensation to play in the Secondary competition for either their school or another school. 2. The school requesting dispensation will be required to complete the Taranaki Hockey Player Dispensation from. 3. There must be a valid reason for this request, and the applying school should provide as much information about the player as possible to allow TH to make an informed decision. 4. TH aim to respond to all dispensation requests within one week. 5. If the school disagrees with the decision made by YC, they may write to the TYC for a review. 6. TH will keep the player at the centre of their decision, and schools must provide TH with enough information to make a decision. 7. The TYC decision is final. Player Transfers 1. If a player is transferring from one school team to another, clearance from the previous school team must be obtained first before the registration will be accepted by TH. 2. No player shall take the field in a TH fixture until TH approved the transfer. 3. No transfers between school teams will be approved within 4 weeks of the final game of the competition. 4. Any disputes between schools as to the status of an individual player shall be referred to the TYC for determination. The decision of the TYC shall be final. Floating Players 1. The purpose of the floating player rule is simply to allow teams that are short of players to top up to prevent defaulting. 2. Teams shall have a maximum of two floating players from teams registered with the same school. 3. Teams are only able to use these two floating players if they are unable to field more than 11 players. i.e you have 11 players you may use the two floating players. If you have 12 players you are unable to use the floating players. 4. Floating players will not be the best five (5) players in the higher team which would significantly influence the lower teams result. These players need to be identified by the school concerned and the list provided to the TH prior to the season starting. 5. Regardless of the number of non-floating players, Central Hockey or Hockey New Zealand players are not permitted to float down. 6. (Where a floating player from the higher ranked team is a goal keeper, the floating player may only play in the field if they will change the outcome of the game. Schools are requested to exercise good sportsmanship and act in good faith of the competition. Failure to act appropriately, and in good faith may result in the goalkeeper not being permitted to float in future games. 6|P a g e Updated 11 t h April 2019
Secondary Competition Rules 2020 7. All floating players must be identified on the card with an ‘F’. 8. Failure to abide by any of the above rules will result in the game concerned being awarded as a 3-0 win to the opposing team and the offending team will have 2 points deducted 9. If you require a goalkeeper to play for more than one team either to (a) strengthen the GK or (b) lack of goalkeepers dispensation will be required from Secondary Council Uniforms 1. Each team shall wear shirts, shorts, skirts or dresses and socks in the colours nominated on the team entry form. 2. Prior approval from TH is required before a ‘strip’ colour is changed. 3. Goal keepers shall wear a different colour to that of their own team and the opposition. 4. All shirts shall be numbered. 5. Teams shall have an alternate strip available to be used. Where the uniforms of opposing teams are similar colours, the team on the left hand side of the draw shall wear their alternate strip. 6. It is highly recommended that each team has access to a set of bibs in the event of an unplanned uniform clash. Turf Allocations 1. Teams based in the Hawera and Opunake area will be required to travel to New Plymouth for some of their games. 2. Teams understand that two teams based in New Plymouth may be required to play their game in Stratford. Game Cards 1. Each team shall complete the same team score card and hand it to the umpire prior to the commencement of the match. 2. Cards shall be legibly filled out with Date, Turf, and Team name as well as player details. 3. Players shall be identified on the card by a minimum of first initial and surname and player’s numbers must be listed. 4. No player or substitute shall take to the field until said players name appears on the card. 5. Floating players must be identified with an ‘F’. 6. At the completion of the game it is the team manager’s responsibility to ensure the card is signed and placed in the return box. 7. Any team wishing to register a protest shall mark the score card “game under protest’. The manager must sign the card. 8. Protests regarding umpiring decisions will not be heard; protests of a technical or procedural nature can be heard. 9. The fee for protesting shall be $150.00. The fee and a letter of protest shall be forwarded to a TH within 48 hours of the match (admin@taranakihockey.org.nz). TH will not administer a protest until the fee and letter has been received. 10. Protest received more than 48 hours after the game will not be heard. 11. The protest fee is non-refundable. Game Cancellations (Wet Weather) 1. All game cancellations will be communicated on the TH Website and Facebook page. 2. Schools must ensure TH have the contact details for one person to advise for game cancellations. That person is then responsible for communicating this to the players. 7|P a g e Updated 11 t h April 2019
Secondary Competition Rules 2020 3. TH will endeavour to reschedule games ASAP, where possible. Wednesdays and Sundays will be times allocated for wet weather games, if required. If a game is unable to be rescheduled the game will be considered a draw (score line 1-1). 4. TH will attempt to cancel the games no later than 90 minutes from the scheduled start time. 5. Umpires do have the discretion to cancel games on the basis of a flooded turf or visibility safety issues. Deferral of matches 1. Matches may only be deferred in agreement with the opposing team and umpires. 2. TH must be informed in advance of the deferral in order to manage the turf bookings for the existing game. 3. Deferrals will be played within the three weeks of the scheduled game time. They may not be played within one week of the semi-finals commencing. 4. The responsibility of all the deferral arrangements lies with the team wanting the deferral. This includes booking new turf time, arranging umpires and notifying TH of the new arrangements. The team being asked for the deferral should apply good sportsmanship and every effort should be applied to accommodate the deferral. 5. The deferral should occur at least one week in advance of the game. 6. Any attempt to defer a game within 48 hours will be deemed a default game. Default of matches 1. A default occurs when one team is unable to field the minimum number of participants for a fixture. 2. A team shall have at least 7 players on the field within 10 minutes of the start time set down for the match; otherwise the team loses the match by default. 3. Defaulting teams shall notify a TH Nominee no less than 48 hours before the date and time of the scheduled fixture. 4. Turf fee will be invoiced to the defaulting team; the defaulted team to be credited accordingly. 5. Teams who default a game will be deemed to have lost the game and the opposing team shall be awarded 3 competition points and a score line of 3-0. 6. The defaulting team will also have 4 penalty point deducted, if they default within 24 hours of their scheduled game. 7. Any team who defaults a game without notification will be deemed to have lost the game and the opposing team shall be awarded 3 competition points and a score line of 3-0. 8. Any teams defaulting two matches in succession or three at intervals, may at the discretion of the TH in consultation with the YC, be deemed to have withdrawn from the competition. 9. Finals matches (including 3rd/4th playoff) cannot be defaulted or deferred. If a team for any reason cannot fulfil its commitment of playing in the finals games they must default. Card and penalty point system 1. The umpire during the match may issue any player with a green, yellow or red card. 2. A green card is deemed to be warning and will result in a suspension of 2 minutes. 3. The time of green card suspension is to be kept by the teams involved or by someone nominated by the teams prior to the match commencing. 4. A yellow card is deemed to result in a suspension of no less than 5 minutes. 5. The time of a yellow card suspension is to be kept by the umpire who gave the card. 6. A red card will result in the player taking no further part in the game and having a hearing before the judiciary committee. 7. Secondary Competition Rules 2020 8. Each card will carry the following penalty points: • Green card 1 point • Yellow card 3-6 points at umpires’ discretion • Red card 12 points 9. Where points accumulate to a total 12 points there is an automatic stand down of one competition game. 10. In the instance where the player due to stand down plays in more than one competition (plays both Secondary and Club) the player shall stand down for the competition game where the most points were accumulated. If this is an equal number a coin will be tossed to decide which game shall be stood down. 11. Penalty points allocated to individual players shall remain for the balance of the season, after that date penalty points are automatically removed. 12. Suspensions issued via the Judicial committee remain in force until the next season. Code of Conduct The TH Code of Conduct shall apply to players, supporters and officials. Schools are encouraged to ensure that all coaches and managers have read and understood the Taranaki Code of Conduct. In particular, coaches must not use abusive instructions to players, parents, umpires, or volunteers, prior to, during or post-match. Health and safety requirements 1. All teams shall be responsible for their own first aid requirements. 2. Each team must have their own first aid kit with them for each game. It is highly recommended that each team have a first aid trained person available for their team. 3. Any player who is bleeding shall leave the field as soon as possible via the quickest exit from the field of play and shall not return until the bleeding has stopped or been adequately covered. Blood stained clothing or equipment must be cleaned or replaced before returning to the field. 4. Any injury resulting in a medical visit should be reported to Taranaki Hockey within 24 hours. The team coach/manager should complete the Taranaki Hockey injury report form. The form can be found at www.taranakihockey.org.nz/playhockey/competition-forms/ 5. The Hockey New Zealand Head Injury Policy shall apply, all head injuries must be communicated to TH within 24 hours. The team coach/manager should complete the Taranaki Hockey injury report form. 6. It is a requirement that all players must wear both mouth guards and shin pads. Failure to do so will allow the umpire to remove the player from the field. The player will not be permitted to re-join the game until they are wearing the appropriate gear. It is the team coach/manager to ensure their team have the correct safety gear. 7. No player shall take to the field with a cast. 8. The gates at both turfs are to be closed at all times during the game with the exception of opening and closing for team substitutions. In particular, children are not permitted at any time to walk on the turf (to leave off enter the player dugouts) while a game is being played. Secondary Competition Rules 2020 • The Rules of Hockey 2015 - Adjustment to Rule 13 2 as at 16 February 2016 will apply. This applies to Free Hits within 5 metres of the circle edge. General TH and the YC shall have the power to deal with all matters not provided for in these rules which may arise out of any contest played under these rules. Team managers are responsible for the behaviour of the spectators they permit into their dugout during their game. At no stage can they permit poor behaviour, abuse or negative comments to officials or the opposition. If the opposing team feels spectator behaviour is inappropriate they may ask the opposing team manager to remove the spectator concerned. The request will be enforced by the umpires, if the team manager fails to comply with the request of the opposing team.
