2019 BAY BIBLE Welcome Message On behalf of the Victorian Government, welcome to the sporting and major events capital of Australia and proud host of the 2019 Bay Cycling Classic. Victoria lives and breathes sport, and no one puts on a show like we do. We’re home to some of the biggest regional events in Australia including the ISPS Handa Vic Open, the Stawell Gift and the AGL Loy Yang Traralgon International. Melbourne and Geelong are famous for their food, wine and nightlife, and over the next three days more than 300 competitors as well as officials, family, friends and supporters will get to experience everything this wonderful region has to offer. These events present a great opportunity to showcase our fantastic regions and that’s why the Victorian Government is proud to be supporting them through the $17.7 million Significant Sporting Events Program and $20 million Regional Events Fund. More than 500 events have been funded through the Significant Sporting Events Program alone and more than half of those events were held in regional Victoria, boosting local jobs and economies. Since 2014, the Victorian Government’s $20 million Regional Events Fund has supported over 180 regional events, enhancing local tourism and improving the liveability of our regions. When you’re not at the cycling, I encourage you to explore the many things our beautiful state and this beautiful region have to offer. 2019 BAY BIBLE Race Director’s Message John Trevorrow, Race Director I would like to take this opportunity to wish you all a Merry Christmas and a Happy New Year and welcome everyone to the launch of the Lexus of Blackburn Bay Crits. I realise how important the series is to Australian cyclists and it’s fantastic that we have been able to breath new life into the iconic event with a fabulous new sponsor in Lexus of Blackburn. Cycling is a sport that is all about passion and it’s great to be able to welcome a passionate new partner into this amazing sport. I would like to take this opportunity to thank the Ryan family who have been the naming rights partner of the Bay Classic for nearly 20 years and am pleased to announce that, although they have passed the baton on to Lexus of Blackburn, they are staying on as an event partner. First held in 1989, The Bay Crits has been an innovator over the years - taking the race to the people is what it has always been about. Recognised by National and International participants as the fastest criterium series in the world, the Bay Crits has hosted some of the world’s biggest teams such as Spanish powerhouse Once and French team Credit Agricole back when that just didn't happen in Australia. The superstars of Australian cycling cut their teeth in the Bay Crits. Names such as Cadel Evans, Stuart O'Grady, Robbie McEwen, Brad McGee, Baden Cooke and in the women's Kathy Watt, Anna Wilson, Oenone Wood, Rochelle Gilmore and Tracey Gaudry. In the early days, it was Gary Sutton who showed his class and many may not know this, but the Bay Crits was the only race Phil Anderson ever rode in Australia after he turned professional in 1980 until he retired in 1993. It was also the first event to offer equal prizemoney to women. In more recent times we have seen the rise and rise of Caleb Ewan, who first starred as a 17 year old and Brenton Jones who worked on the event as a youngster, before going on to win the series in 2014. The women’s event has blossomed over recent years with some of the best criterium racing seen anywhere in the world on show right here in Victoria. The quality fields have seen top ladies such as Melissa Hoskins, Chloe Hosking, Gracie Elvin and Italian stars Giorgia Bronzini and Valentina Scandolara take exciting victories. Events such as the Bay Crits don’t just happen. It takes a strong team and some quality partners to make a truly great event. The Bay Crits has that in spades. I would like to congratulate the team that has come together to bring the Bay Crits back to the cycling fold and to sincerely thank our commercial partners, local council partners and State Government, most who have been with us for many years, and look forward to working with you all again in the coming series. Each team comes in, sets up, races and packs up. For all new teams, please refer to the important information below for the first stage at Eastern Gardens. • Each team is allocated a team setup area which allows you to bring: o One Team Marquee (each team to supply) o One Team Vehicle (each team to supply) • Team Managers Meeting - This is an important meeting where all Team Managers will be given final instructions and supplied with race numbers and a print out of this booklet. • Please be aware of the ‘Teams Bump In’ times at each stage, this is very important. If you’re not bumped in by the time outlined in this book you will not have access to the course. • Team Parking is allocated for each stage. Please ensure you follow the event staff instructions on where you need to park. Men’s and Women’s Elite Team • Each Men’s and Women’s Elite Team can consist of up to 6 riders. • Team Managers must submit a rider list if any of their riders do not start any stage. Each team is allocated one 6x3 marquee space in the in the team area (no pegs allowed all marquees must be weighted according to manufacturer’s recommendations) • Elite Team bump in time – 12:30pm to 14:00. The course is locked down after 14:00 so teams that arrive late will not be able to access the team setup area. • An area will be marked out for the Elite Men’s and Women’s Teams to set up their Tents. • Site Contact Venue Operations Dean Trevorrow. 2019 BAY BIBLE Stage 2 Information Elite Team Set Up Ritchie Boulevard presents limited space and therefore each team is allocated one 6x3 marquee space in the median strip. We ask that teams arrive early to set up their area due to the space and time constraints. • Elite Team bump in time – 12:30pm to 14:00. The course is locked down after 14:00 so teams that arrive late will not be able to access the team setup area. • An area will be marked out for the Elite Men’s and Women’s Teams to set up their Tents. • Site Contact Venue Operations Dean Trevorrow. Event Parking Team Parking Ritchie Boulevard has limited car parking. The Official and Elite Team parking is located between the entrance into Ritchie Blvd and the gate (first turn). Limited car parking is available for Officials and Elite Teams only. This is allocated on a first come first serve basis. If the car park is full you will need to park elsewhere. Anyone who is not part of the official or Elite Team support and any oversized vehicles such as vehicles with trailers, van will need to park in the surrounding streets. Please note local parking restriction may apply. Event Officials, together with a Traffic Controller will manage access through the area. Please follow all instructions given. 2019 BAY BIBLE Stage 3 Information Of all the stages, Williamstown is the smallest and offers limited space for team set up. • Team bump in time – 9:00am to 10:00am. The course is locked down after 10:00am so teams that arrive late will not be able to access the team setup area. • An area will be marked out for the Elite Men’s and Women’s Teams to set up their Tents. • Contact the Site Manager, Dean Trevorrow. Event Parking Official and Elite Team Parking This is the toughest stage for team bump in, so please arrive early and please be patient. No team vehicles will be able to park next to team marquees or within Commonwealth Reserve on this stage. We ask you to arrive early to unload your vehicle. You must remove your vehicle immediately to avoid congestion during the bump in period. Entry and exit to the Elite Team tent area located on Nelson Place is via Thompson Street and Nelson Place. Refer map below. Elite Team parking can be found in Robertson Reserve or in the surrounding streets. If your team marquee location is within the grassed parked area of Commonwealth Reserve, you may only drive on the footbath through the Reserve. When you arrive at your site, unload your vehicle and then you must remove the vehicle immediately otherwise you may be fined by the Local Council. Do not drive on the grass. 2019 BAY BIBLE Overview of the Race Transponders The transponders are to be returned after your race to the Cycling Victoria registration marquee at the start/finish line at Stage 3 – Williamstown. If transponders are not returned at the end of the event, you will be charged a $20 administration fee. If the transponder is lost riders will be charged $150 for the replacement. Race Numbers During the race riders must wear two body numbers and carry a frame number fixed to the rear brake bridge, or base of the seat post. Body numbers left and right side pockets with a minimum one hand spacing between each number. Frame number fixed to rear brake bridge or the very base of the seat post. Body Numbers Frame Plate Transponder Left & Right Pockets, with Brake bridge or Low on Front Fork one hand width in between. base of seat post. Confirmation of Starters Team managers are required to confirm their starters for each stage with race administration before the times listed below. A start list for each stage will be issued based on this confirmation and only those riders listed on the official confirmed start list shall be granted a start. • Stage 1 - End of Managers Meeting • Stage 2 and 3 - 9:00am of the race day Team managers will be supplied the relevant paperwork at the managers meeting. Starting Procedure Stage 1 Eastern Gardens Geelong – January 1, 2019 • A team draw will be completed prior to Stage 1 and the teams will be advised of the race order. The Team Manager will select two riders to start at the front of the grid, followed by the teams in order of the draw. This will be advised at the team managers meeting. If time permits teams will be introduced. Stage 2 Ritchie Blvd Geelong - January 2, 2019 • The top 10 in the Overall General Classification and one selected rider per team will start on the front, and then race officials will advise the order for the remaining team positions. This will be advised at the team managers meeting. • The support race will have top 10 on GC start in front after day one. • Selected riders to be given at the Team Managers Meeting to the Technical Director or race official. 2019 BAY BIBLE Conduct of the Race The race is conducted under Cycling Victoria Technical regulations. Officials to conduct the race are appointed through Cycling Victoria. The Chief Commissaire takes primary responsibility for conducting safe and fair events when racing, working with other appointed officials and police. Classifications Elite Men & Women • Lexus Blackburn General Classification The winner on points at the conclusion of the series. Points of 12, 10, 8, 7, 6, 5, 4, 3, 2, and 1 will be given each day. o Mens: Presented by ChainReactionCycles.com o Womens: Powered by Subaru • Teams Classification Based on collective points of top three riders per team each day. • Gatorade Sprint Ace Collective points for the three intermediate sprints held each day. 3, 2, 1. • Stage Winner First past the post for each individual stage. • Intermediate Sprints Prize money is awarded for first three in each sprint conducted during the racing. • Presentations o Both the Elite Men and Women’s presentation will take place immediately following the Men’s Elite Race. o Top three place-getters for each stage will be presented in addition to all classification leaders. Support Races • Lexus Blackburn General Classification The winner on points at the conclusion of the series. 2019 BAY BIBLE Points In the case of a tie on points in the individual general classification, the rankings in the final stage will determine the winner. In the case of a tie on points in the team’s classification, the tie will be broken by the accumulated rankings of the top three riders in the final stage. Teams with less than three finishers in any stage shall be removed from the team’s classification. In the case of a tie on points in the "sprint ace" classification, the winner will be decided on a count back of first, second and third places. If the places are still tied, the winner will be the highest placed rider on general classification. Lapped Riders Lapped riders will be withdrawn from the Race.
