The Opportunity

The troubled four-year-old federal program to install a virtual fence along the
2,000-mile U.S. border with Mexico is behind schedule and over budget -- and the
Department of Homeland Security is at least partly to blame, for not adequately
policing contractor Boeing, a new watchdog report concludes.

The department's Secure Border Initiative Network, or SBInet, is intended to
utilize cameras, ground sensors and radars designed to let a small number of
dispatchers watch the border on computer monitors, zoom in with cameras to see
people crossing and decide whether to send Border Patrol agents to the scene.

But the Government Accountability Office found that while DHS has put in place
some oversight controls for reviewing Boeing's work, it "has not effectively
implemented other controls" which have led to "costly rework and contributing to
SBInet's well-chronicled history of not delivering promised capabilities and SBInet
benefits on time and within budget."

In other words, Homeland Security did a poor job of keeping Boeing on task.

                                                                         Source: October 21, 2010 | FoxNews.com

Findings

            Value
                 – FAC-P/PM value appears to correlate with pre-existing attitudes
                   toward project management and training
                 – FAC-P/PM
FAC P/PM value increased where training is viewed as workforce
improvement step versus end unto itself
                 – Perception that FAC-P/PM will increasingly
                   be required for advancement/assignments

Findings

            Implementation
                 – Adopters of FAC-P/PM have wide latitude for implementation with
                   limited guidance
                 – FAC-P/PM
FAC P/PM implementations unique and Agency-specific:
                                                              Agency specific: some
limited to training, others inclusive of broad competency development
                 – Effort to implement seen as barrier by some Agencies
                 – Greater

                 – Opportunities for cross-agency FAC-P/PM collaboration and sharing
                   are limited
                 – Acquisition and project management relationship blurred
                 – Industry providers offering training, demand is modest

Recommendations

            Agencies:
                 – Focus on FAC-P/PM competency, not just training
                 – Increase Entry and Mid levels of adoption
                 – Use a framework for implementation
                 – Leverage early adopter experience
                 – Improve outreach
