GENERAL INFORMATION/FINANCIAL ASSISTANCE Mission Statement To promote the health and well-being of our community, environment and economy by facilitating recreational opportunities and coordinating the enhancement of our parks, facilities and natural resources now and into the future. Vision Statement To be the central driving force in strengthening the heritage of a healthy, active community for future generations by continuing on the path of improving and enhancing our parks and facilities; protecting our natural resources; and developing partnerships to deliver recreation programs and services. Financial Assistance Policy The goal of the fee assistance policy is to lower financial barriers to participation in park programs for Duluth residents in financial need. Eligibility for the program is determined by completing an application and verifying City of Duluth residency. Qualified household members will be eligible to receive a discounted price on Parks and Recreation program fees. The discount is valid for the calendar year in which citizens applied and applicants must reapply for fee assistance each year. To qualify for assistance, applicants must affirm, one, that they are Duluth residents, and, two, that they are receiving, or are eligible for, one of the following benefits: • School Free and reduced lunch program • Housing Authority (HUD) Section 8 Rent Subsidy • Medicare or Medicaid • County financial assistance (SNAP, Emergency or Medical Assistance, Unemployment) • Social Security Disability Fee assistance provides a financial benefit for families by reducing recreation program fees 100 percent off on 2 qualifying programs per household member per year. One member of the household must meet one of the above criteria for everyone in the household to be eligible to receive financial assistance. There is a limit of $300 per person per year. Fee assistance is not eligible for facility rentals. COVID-19 Public Health Safety Policies and Procedures The City of Duluth is following Minnesota Department of Health, CDC, and governors order. Our policies and procedures may change from time to time due to new recommendations. Please visit the parks and recreation COVID page for the most up to date information: duluthmn.gov/parks/covid. All of our programs have individual policies and procedures, we will email all registered participants before the program with detailed information and polices in place. 1
WEATHER HOTLINE/REGISTRATION Weather Hotline Call the weather hotline at 218-730-4321 for information on program cancellations or trail closures or visit our Facebook page for the most up to date program information. Registration Online To register for parks and recreation programs, please visit our online registration system at duluthmn.gov/parks/ register. Log in with your username and password or create an account if you are new. Create Account: • Go to duluthmn.gov/parks/register • Select “Create an Account” • Enter all required information (all family members, contact information and birthdates must be entered – make sure the year is correct) Over the phone • Duluth Parks and Recreation Office, 218-730-4300 Payment Payment must be made at the time of registration by cash, check or credit card. Program Cancellation and Refund Policy • Participants wishing to withdraw from a program must do so at least three days prior to the start of the program or by the stated registration deadline to guarantee a full refund. • Partial refunds after the start of the program are only considered if injury or serious illness occurs and must be approved. • Refunds can take up to three weeks to process. • If program is cancelled by Parks & Recreation, full refunds will be issued. Photo Policy Photographs and video are occasionally taken of participants while they are in programs, special events, city facilities or enjoying parks. Please be aware that these photos may be published by the City of Duluth. 2
Parks & Recreation Master Planning Process Project Overview The City of Duluth’s Parks and Recreation Department is embarking on the creation of a city-wide Parks and Recreation Master Plan. The City last conducted a master planning of its parks system in 2010. Much has changed since this time, including many new and improved parks, trails, and programming offerings. Yet, opportunities to improve still remain. The Master Plan is a long-range planning document to guide the Department in the development and prioritization of programs, facilities, parks, and natural lands that serve the Duluth community now and into the future. This master planning effort will take a fresh look at the parks system and, with multiple opportunities for community outreach and engagement, will reflect the community’s values and guiding principles. Project Status After issuing a request for proposals, Design Workshop was selected as our lead consultant team for the expected 12-month planning process. A Project Advisory Committee, made up of staff and citizen representatives, has been established to guide the process along with our consultant team. Community engagement is an important aspect of developing this plan and for understanding the needs, values, and anticipated future demands of Duluth’s residents and park system users. In August 2021, a series of focus group meetings were held with select stakeholders on a broad range of interests and perspectives related to Duluth’s parks and recreation system. More extensive public engagement opportunities will take place this fall, including a community survey and community-wide workshops. GENERAL Intro to Archery AGES: 9+ Come learn a new skill and practice your accuracy at Intro to Archery! Participants will learn the basic safety, technique, and process for shooting archery and get a chance to test their skills in archery games and challenges. This is an introductory class for families and community members to learn the basics of archery taught by certi- fied instructors by the National Archery in the Schools Program. GENERAL Archery League (beginner) AGES: 9+ Prerequisite is a Parks & Recreation Intro to Archery class or Parks & Recreation Archery Club course. Archery League is designed for beginner recreational archers to continue skill development through friendly competition. Participants will learn how to use a National Archery in the Schools (NASP) scorecard and participate in scoring rounds each week to track personal progress. GENERAL Agents of Discovery AGES: All Find fun in parks throughout Duluth all autumn long! This educational mobile game will turn different parks into fun, safe learning opportunities with detective Missions for you to complete. Become nature detectives as you learn about Duluth and the world around us in this exciting activity. To participate, download the free Agents of Discovery app in the App Store or Google Play store. Once download- ed, no data or WiFi is needed to play. Missions will rotate between different parks all year long; update the list of live Missions near you in the app, and go have fun while learning! Smart phone or device is required. For a current list of active Missions, visit duluthmn.gov/parks Orienteering AGES: 8+ Learn how to use a map and compass and practice your navigation skills in this Orienteering class! Participants will learn compass skills then get to practice them on a basic orienteering course. Completing the course will use both compass skills as well as navigating based on natural features and landmarks. All levels of experience welcome. The orienteering course may include hiking on uneven terrain. YOUTH Youth Archery Club AGES: 10-14 Archery Club provides opportunities to learn, develop, and practice archery skills over the course of four ses- sions. Topics covered will begin with basic safety and technique, then progress to games and challenges and com- petition-style scoring practice to track skill development. Participants will also learn strategies to observe peers and provide feedback on archery skills. Instructors are certified by the National Archery in the Schools Program (NASP), and course content reflects NASP curriculum. All equipment provided; no personal archery equipment will be allowed. ADULT Intro to Mountain Biking AGES: 16+ Duluth is home to world-class trail biking opportunities. From mellow dirt paths along scenic creeks to white-knuckle downhill riding, Duluth has it all. But getting started in mountain biking can seem intimidating! In this course, we will cover the basics of what goes into accessing and utilizing Duluth’s trails. We will start this program talking about the basics of Duluth’s trail systems and how to access them. Topics include: - Trail systems and difficulty ratings - Trail etiquette - What to bring - What to expect at a Trailhead - How to read trail signage - Apps and maps to utilize while planning rides - Basic bike equipment We will discuss and practice basic mountain bike technique and skills, then go on a group ride on a beginner-level trail. You will need to bring your own bike and safety equipment. To end this session, we will share group rides that happen across town, where to connect with fellow bikers, and how to get involved in Duluth’s vibrant biking community. SENIORS Autumn Hike Series AGES: 55+ Looking to get out and enjoy the natural beauty Duluth has to offer? Join us for fall hike series to explore the sea- sonal changes at a different trail throughout the season. Throughout this 6-week period, we will observe phono- logical changes throughout the parks. Each hike can be adapted to your ability level. After the hike, we will enjoy some healthy snacks. Please dress for the weather. SENIOR DAY TRIPS River Lunch Cruise AGES: 55 Enjoy Autumn on the Mississippi River in St Paul, with a scenic boat tour and luncheon cruise! We will arrive at Harriet Island Regional Park in downtown St. Paul, MN to board one of the boats - usually the Anson Northrup, for a 90 minute cruise along the Mississippi River. Sights along the way include: the St. Paul High Bridge, Pigs Eye’s Cave, the Minnesota River mouth, Pike Island, and the timeless splendor of the mighty Mississippi River. During the cruise, you feast on BBQ chicken, pulled pork with buns, green chili cheddar corn bread, potato salad, seasonal fruit, chips, cookies and coffee that is sure to leave you satisfied.
