The South Australian government supports partnerships built on
    mutual respect and trust between Aboriginal traditional owners,
    the community and industry. The Department for Environment
    and Water respects the rights and aspirations of traditional
    owners for their Country and supports nature-based tourism
    that values and respects Aboriginal people and their culture.

Invitation
              The Department for Environment and Water
              (DEW) is seeking expressions of interest for new
              management, through lease or licence
              arrangements, over all or part of the former
              Belair Golf Course and Country Club (the site).

              The new government wants to partner with the private sector to develop
              opportunities for more nature-based tourism experiences in South
              Australia’s natural environment. The return of the lease over the Belair Golf
              Course and Country Club provides an opportunity to reinvigorate the site
              and offer new experiences to benefit the visitors to Belair National Park.
              It is vital that these initiatives strike a careful balance between
              conservation and economic development, raising the profile of our state,
              welcoming people into our parks, invigorating local economies and
              creating jobs.
              Following extensive community consultation, DEW is now seeking
              expressions of interest (EOI) to manage this unique site. Ideally located, with
              its own private access entry road and various infrastructure, the site covers
              more than 50 hectares in the south-west corner of Belair National Park.
              Developing a business in a park offers an opportunity to capitalise on the
              internationally recognised ‘National Parks’ brand. It also links your product
              or service to a health and wellbeing market, giving it distinctive appeal
              and a strong competitive advantage.

              DEW welcomes proposals from a single operator to manage the
              entire site, proposals from multiple operators for parts of the site
              and proposals from community and local groups. This invitation to
              submit an EOI will lead to the shortlisting of proposals and
              selection for direct negotiation of lease or licence arrangements.
              Please note that the buildings require investment prior to tenancy.
              DEW will also consider proposals for removal and replacement,
              subject to heritage considerations.

Site features
            In addition to being located within Belair
            National Park, South Australia’s first national
            park, the site features the following:

            Large two level function centre (c.1990s) with adaptive
            spaces, balconies, commerical kitchen spaces on both levels
            and wheelchair access. Function areas provide for small
            groups and up to 200 people. Approximately 878m2

Belair National Park is classified as a Natural Monument
(IUCN category III), described as a protected area managed
mainly for the conservation of specific natural features in
the Adelaide Mount Lofty Ranges region. The park is home
to many native species, including rare and endangered
mammals, reptiles and amphibians with more than 130
native bird species being transient visitors to the park.
The park’s topography is varied, ranging from the gently
undulating land of the western portion to the more rugged
ridges and valleys of the eastern portion.
The former Belair Golf Course and Country Club site
includes contains significant areas of intact native
vegetation covering approximately half of the site. The
vegetation contains both state threatened species under
the National Parks and Wildlife Act 1972 and the nationally
threatened Grey Box (Eucalyptus microcarpa) grassy
woodlands Community. The vegetation is of significance
given the high levels of species diversity and it’s
connectivity to more expansive areas of vegetation within
Belair National Park.
Proposals for use of the site should clearly aim to maintain
and enhance the areas of good quality native vegetation
and to consolidate and expand areas of existing vegetation
to form larger and more significant patches of vegetation.
Management of weeds and public access within areas of
native vegetation will need to be clearly addressed to
prevent any future decline in the vegetation.
