NATIONAL MEMBERS ASSEMBLY RULES OF PROCEDURE 1. NATIONAL MEMBERS ASSEMBLY NOTICE The SALGA Constitution stipulates that “every National Members Assembly shall be called by 21 (twenty one) days’ notice in writing”. The Notice for the Special National Members Assembly was issued on 23 March 2021 to all member municipalities. 2. QUORUM In terms of the SALGA Constitution “the quorum at the National Members Assembly shall be a majority of delegates entitled to attend and vote at the meeting”. SALGA’s membership (entitled to attend) is as follow: 9 Provincial Associations; 257 Municipalities. With each member entitled to one vote; Voting delegates amount to 266 and are constituted as follows (ordinarily excluding members not in good standing): 9 Provincial Associations; and 257 Municipalities. A quorum at the National Members Assembly would therefore be 134 voting delegates. In preparation for any voting that may take place at the National Members Assembly; municipalities were duly informed of the “one vote per municipality” constitutional imperative and requested to indicate the delegate mandated to vote on behalf of that municipality. A registration list is available at the registration desks specifically for those councillors so mandated, to duly complete which would assist in ascertaining attendance and quorum for any elections. 3. VOTING AT THE NATIONAL MEMBERS ASSEMBLY 3.1 Ordinary Voting In terms of the SALGA Constitution “a resolution put to the vote of the meeting shall be decided on a show of hands, unless before or on the declaration of the result of the show of hands a poll shall be demanded by any member or office bearer entitled to vote”. 3.2 Requirements for a secret ballot In the unlikely event that such a motion is seconded and passed by a majority vote, demanding a secret ballot, the following procedure would be followed:- NEC to appoint 2 scrutineers (who may be from inside or outside the organisation) to supervise any ballot; Ballot papers to be developed, indicating topic and voting; Ballot boxes to be prepared and available; One ballot paper should be issued to each delegate entitled to vote; Upon issuance of ballot paper; the delegate should complete, fold and deposit in a designated ballot box; The results of the ballot to be ascertained by scrutineers in the presence of the CEO of SALGA and made known to the NEC of SALGA.
SALGA NATIONAL MEMBERS ASSEMBLY 2020 SPEAKER PROFILES 1. Opening Ceremony 1.1. Cllr. Thembisile Nkadimeng, SALGA President Cllr. Thembisile Nkadimeng is the President of the South African Local Government Association (SALGA). She served as Deputy President of SALGA before ascending to the position of President, being the only the 2nd female President of the organisation since its formation. She also serves as Co-President of United Cities of Local Government (UCLG). Cllr Nkadimeng is the Executive Mayor of Polokwane Municipality in Limpopo Province having served in the position since 2014 to-date. She served in managerial positions in both public administration and in the private sector. Cllr Nkadimeng holds a Higher Education Diploma, a Bachelor of Arts (Honours) degree as well as a BPhil (Political Studies) which she obtained from the University of Stellenbosch. In preparation for her numerous leadership roles she also completed the Advanced Program in Management at Wits Business School. Cllr Nkadimeng held various leadership positions in the structures of her political party, the current ruling party - the African National Congress (ANC). Cllr Nkadimeng is committed to promoting people-centred development, gender equality as well as social transformation agenda. She is also committed to being the leading voice of local government in protecting and defending the interests and gains made for the local government sector. 1.2. Hon. Amos Masondo, former Executive Mayor of Johannesburg and Chairperson of SALGA, currently Chairperson of the National Council of Provinces Hon. Amos Masondo is the Chairperson of the NCOP. He was born 21 April 1953 in Soweto. He was the Mayor of the City of Johannesburg between 2001 and 2011. He also established underground Umkhonto we Sizwe cells in Soweto and was imprisoned on Robben Island from 1975 to 1981 for his participation in anti-apartheid activities. After he was released he served as member of the Soweto Civic Association and was again detained under the emergency regulations from June 1985 to March 1986 and again from July 1986 to 1989. He was also elected as a Member of the Gauteng Legislature and was subsequently elected to serve as Mayor of Johannesburg in 2001. Mr Masondo was also a founding member of the United
Democratic Front. On his release in 1989, he became regional secretary for COSATU, the trade union umbrella organisation and the ANC’s regional election coordinator. 1.3. Mr. Xolile George, SALGA Chief Executive Officer Mr. Xolile George is the CEO of the South African Local Government Association (SALGA). SALGA is a national autonomous organisation mandated by the Constitution of the Republic of South Africa to play a representative role for the interests of local government. SALGA, with a membership of all South African municipalities, interfaces with Parliament, Cabinet as well as Provincial Legislatures. Xolile’s experience in policy, legislation, systems and programme implementation at a local, provincial and national level spans 28 years and is supported by a robust academic background. He holds an Honours Degree in Development Economics, an Executive MBA and several postgraduate Business diplomas and management certificates. Throughout his career, Mr. George has received numerous accolades in terms of leadership and achievements in successfully transforming various organisations. In his current role as CEO, he has led SALGA to achieve 9 consecutive unqualified audits, 8 consecutive clean audits and Certificates of Excellence from the Auditor General of South Africa for excellent financial institutional performance of SALGA and 2016-17 Excellence in Public Finance Management Award from South African Institute of Chartered Accountants (SAICA). Other recognitions: SADC Winner for CEO Titans Leadership Award 2015 on Public Enterprise Category, Continental Winner for CEO on Public Enterprise Category 2016, the Winner of 2018 Oliver Top Empowerment Awards: Top Empowered Public Sector Leader, Boss of the Year finalist 2013 on Leadership category, National Business Award finalist 2015 on Public Entity category and Business Leader category, and Finalist on the 2017 Oliver Top Empowerment Awards on the category of Public Sector Leader of the Year. Xolile George also serves on several boards locally and internationally. Session 2: The Grand Political Debate: “The Journey of the 4th Term of Democratic Local Government: Opportunities to renew as we march towards the 5th Term of Local Government” 2.1. Hon. Lechesa Tsenoli, founding member of SANCO and current Deputy Speaker of the National Assembly
Hon. Lechesa Tsenoli was re-elected the Deputy Speaker of the National Assembly in the 6th Parliament of the Republic of South Africa in 2019, his second term as Deputy Speaker of the National Assembly. He has more than 25 years as a public representative, including roles in both Legislative sector and the Executive. Born at Bultfontein in the Free State province, Mr. Tsenoli completed high school education at Bodibeng High School in Kroonstad. Over the years he acquired the following qualifications; certificates in adult education, public policy and facilitation. He is a graduate of the International Program of the Gestalt Institute of Cleveland on Organisation and Systems Development. He is currently a student in leadership, organisational and executive coaching. He is a Trauma Release Exercise (TRE) Certification Trainee. Mr. Tsenoli is the founding National Deputy President and later President of the South African National Civics Organisation (SANCO). He served as UDF’s Publicity Secretary in Natal and was an active member of the ANC underground. He is a member of the ANC and a member of the Central Committee of the South African Communist Party (SACP) following his re-election in its 14th congress in 2017 A Member of Parliament since 1994, Mr. Tsenoli served in the following committees: Portfolio Committee on Constitutional Development and Local Government, the Portfolio Committee on Housing, the Ad Hoc Committee in Represented Political Parties, the Special Ministerial Committee on the Transformation of the Independent Development Trust (IDT), the Special Ministerial Committee on Removing Obstacles to Housing Delivery, the Special Ministerial Political Committee on the White Paper on Local Government and the Inter-Ministerial Committee on HIV/AIDS. 2.2. Hon. China Dodovu Chairperson of the Select Committee on COGTA Hon. China Dodovu holds an MSc in Urban Housing Management with the University of Lund in Sweden and a Masters in Public Administration with the University of Stellenbosch. Prior to being appointed as an MP in the National Council of Provinces (NCOP - North West), Hon. Dodovu was an MPL in the North West Provincial Legislature, where he served as the MEC for Local Government and Traditional Affairs.
2.3. Prof. Jaap de Visser, Director of the Dullah Omar Institute Prof. Jaap de Visser assumed office as Director of the Dullah Omar Institute in 2013 and has been associated with the Institute since 1998. In 2015, he spearheaded the conversion and renaming of the Community Law Centre into the Dullah Omar Institute for Constitutional Law, Governance and Human Rights. He is a Professor of Law at the University of the Western Cape's Faculty of Law. He is the co-author of Local Government Law of South Africa. His research, teaching and consulting focuses on multilevel government, local government, good governance and federalism in Africa and he has published widely on these topics. He has overseen and conducted postgraduate and contract research on multilevel government in South Africa, Uganda, Zimbabwe, Ethiopia, Tanzania, Lesotho and Kenya. With Prof Nico Steytler and Dr Tinashe Chigwata, he convenes the Masters in Law, State & Multilevel Government. Jaap de Visser has consulted for many national and international organisations, including the World Bank, UNHABITAT, USAID, Forum of Federations, GIZ, South Africa’s Department of Cooperative Government, the City of Cape Town and many other local authorities in South Africa. He was lead consultant on the Western Cape Land Use Planning Act of 2014 and on the review of Lesotho’s Local Government Act under contract with the UNDP. Prof De Visser is Treasurer of the International Association of Centres for Federal Studies and alternate board member of the Commonwealth Local Government Forum. He holds an LLB and an LLD from Utrecht University where he taught from 2002- 2006 and an LLM from the University of the Western Cape. He is rated by the National Research Foundation at B-2 ("considerable international recognition for the high quality and impact of his/her recent research outputs"). Session 3: Panel Discussion: “The State of Readiness for the Electoral Transition” 3.1. Mr. Thabo Manyoni, former Chairperson of SALGA and current Chairperson of the Municipal Demarcation Board Mr. Thabo Manyoni is a Local Government Practitioner with extensive senior level executive management experience including advanced administrative and corporate governance skills across a range of different sizes municipalities. He has a proven and a well- developed understanding of local government functions both in local (SA) and international settings. His exposure and experience in leading local governments in SADEC countries has enabled him to build a strong reputation for delivering results through collaboration
amongst diverse teams. He has experience in managing and operating at international settings and handling of international relations. His experience as Executive Authority and MPL has equipped him with adequate experience in policy formulation and understanding of legislative framework related to development and service delivery. He has enjoyed leading and managing projects at strategic and operational levels. Mr. Manyoni has held, amongst others, the following positions: CEO: FS Tourism Municipal Manager: Maluti a Phofung Municipality City Manager: Mangaung Municipality MEC: Police, Roads and Transport Executive Mayor: Mangaung Metro Chairperson: SALGA President: United Cities and Local Governments (SADEC) Vice President: United Cities and Local Governments - Africa MPL: Parliament of SA He is presently the Executive Chairman of The Demarcation Board. Mr. Manyoni holds a BA degree from Wits University, a Diploma in Business Management and Certificate in Leadership from UP. 3.2. Mr. Glen Mashinini, Chairperson of the Independent Electoral Commission Mr. Glen Mashinini, the Chair of the Electoral Commission (IEC), has been in executive management in general and electoral management in particular for the better part of his working career spanning some 30 years. Driven by the passion for service excellence and an unshakeable commitment to his country, Mr Mashinini’s electoral management experience started when he became part of the founding Executive Management team that was pivotal in establishing the IEC in 1998. He was specifically responsible for conceptualisation, business processes and organisational design as well as institutional building with intricate human resources recruitment, programme management, management systems for the delivery of elections, which have received international acclaim. Having established the Electoral Commission, Mr Mashinini spread his wings to the rest of the continent, jointly establishing a highly-respected consultancy which provided electoral advisory and management services across the continent including in Nigeria, Mozambique and Angola. In 2012, having served as the Deputy Chairperson of the Presidential Review Committee on State-Owned Entities tasked with a review of these organisations, Mr Mashinini was appointed as a Special Projects Advisor to the President of the Republic of South Africa to help implement the recommendations. Mr Mashinini is also a seasoned business manager with acumen for business turnarounds; a human resources training and development practitioner; a sturdy institutional strategy and policy development expert; and a large scale programme and project management specialist.
Session 4: Panel Discussion: “The Implications of the Public Service Amendment Bill, Public Service Administration Management Amendment Bill, Systems Amendment Bill and Structures Amendment Bill on the 5th Term of Local Government” 4.1. Hon Senzo Mchunu, Minister for Public Service and Administration The Minister for the Public Service and Administration, Mr. Senzo Mchunu, is an alumni of the University of Zululand and the University of South Africa, where he obtained a BA degree in Education and International Relations. His entry into Government began as a High School Educator, at St Augustine’s High School (Nquthu, Northern KwaZulu-Natal) where after he was subsequently transferred to Impande High School in Eshowe. He went into politics full time in 1991 and was appointed as the first Regional Secretary of the African National Congress (ANC), of the then Northern Natal Region. In 1994, he was elected the first Provincial Secretary of the ANC in KwaZulu- Natal. He became an ordinary member of the KwaZulu-Natal Legislature in 1997, until his appointment as Chairperson of the Agriculture Portfolio Committee. Minister Mchunu served as the Chairperson of the Social Development Portfolio Committee during the period 2002-2004 and again served in the same capacity in the Portfolio Committee of Education between 2004 and 2009. He became MEC for Education in KwaZulu-Natal between 2009 and 2013. Minister Mchunu was thereafter elected Provincial Chairperson of the ANC in 2013 and served as Premier of KwaZulu- Natal between 2013 and 2016. President Ramaphosa appointed Mr Mchunu as Minister for the Public Service and Administration on 29 May 2019 with the Department of Public Service and Administration, the National School of Government, the Centre for Public Service Innovation, the Government Employees Medical Scheme and Public Service Commission under his portfolio. 4.2. Hon Faith Muthambi, Chairperson of Parliamentary Portfolio Committee on COGTA Ms. Faith Muthambi previously served as the Minister of Public Service and Administration. She has been a Member of Parliament and the Pan African Parliament since April 2009. Among her string of qualifications, she obtained a BProc degree from the University of Venda in 1996 and completed her Attorney's Admission Examination in 2000. She is an admitted attorney of the High Court of South Africa. She was the Chief Whip of the Portfolio Committee on Communications and served in the Standing Committee on Public Accounts (SCOPA). She has worked as a Senior Manager: Corporate Services in the Mutale Municipality and as Manager: Labour
Relations in the Premier’s Office in Limpopo. Prior to her appointment to this portfolio, Ms Muthambi served as the Communications Minister. Source: (gov.za) 4.3. Cllr. Xola Pakati, Executive Mayor of Buffalo City Metropolitan Municipality and SALGA NEC Member Cllr. Xola Pakati is the Executive Mayor of Buffalo City Metro Municipality which encompasses East London, King Williams Town and surrounding areas. He has been instrumental in leading ongoing substantive change and institutional transformation in the city through effective leadership and guidance to municipal officials. Previously he served as the Deputy Executive Mayor of the City where he was assigned the responsibility of leading the process towards the development of the City's first ever long term plan, the Metro Growth and Development Strategy (MGDS) Vision 2030. The MGDS has now been adopted by council and it is seamlessly being implemented through the annually reviewed five year Integrated Development Planning process. Before joining the metro, Councillor Pakati was the Chairperson of the Portfolio Committee on Economic Development, Tourism and Environmental Affairs at the Eastern Cape Legislature. His responsibilities during this period were to provide overall strategic oversight to the Department of Economic Development, Eastern Cape Parks and Tourism Agency(ECPTA), COEGA Development Corporation(CDC), Eastern Cape Development Corporation(ECDC), Eastern Cape Gambling and Betting Board (ECGBB), Eastern Cape Liquor Board (ECLB) and the East London Industrial Development Zone (ELIDZ). He served 23 years in the leadership ranks of the trade union movement and in seven of these years, he was the Provincial Secretary of the Congress of South African Trade Unions (COSATU) in the Eastern Cape. He was the first Deputy President of the South African Transport and Allied Workers Union (SATAWU) after its formation in 2000. He is a dedicated political activist currently serving as the Chairperson of the ANC in Dr WB Rubusana Region.
4.4. Cllr Bheki Stofile, Speaker of Matjhabeng LM and NEC Member Cllr. Bheke Stofile is the Speaker at the Matjhabeng Local Municipality in the Free State. He is a member of the SALGA National Executive Committee and the Chairperson of the Welfare and Empowerment, Governance and Intergovernmental Relations Working Group. Session 5: Closed Session for Members Only 5.1. Cllr. Ngangelizwe, SALGA Deputy President Executive Mayor Sebenzile Ngangelizwe completed his grade 12 (N3) at Welkom College where he participated in the student structures which moulded him to become what he is today. He is in possession of a Certificate Programme in the Development and Management of Local Government (CPMD), which he acquired at Wits University. He also holds a Certificate in Public Administration from Unisa, a Mining Blasting Certificate and a Certificate in Political Education from the Cuban Political School. Executive Mayor Ngangelizwe is a selfless, dedicated, loyal and hardworking cadre of the African National Congress whose political career started underground during the late 70”s. He was a respected activist in trade union activities in his earlier years, especially in the National Union of Mineworkers (NUM) where he served since its inception. He further served in a number of NUM portfolios, both on branch and regional level, and in Cosatu Local from 1989 – 1999. In 1995, NUM deployed him to the Welkom Transitional Local Council (TLC) due to his leadership potential and skills. His negotiation experience and skill in the trade union movement led him to be selected as a member of the Free State Goldfields Forum (FGF), a forum which was responsible for the local economic development of the Goldfields. He played a vital role in the amalgamation of the 6 TLC’s in the former Goldfields (Welkom, Virginia, Ventersburg, Hennenman, Odendaalsrus and Allanridge) to form Matjhabeng in 2000. His sheer determination and willingness to serve the people led to his election as a Councillor of Matjhabeng Local Municipality from 2000 to date. He became the chairperson of Technical Services Committee on Roads Infrastructure and was also elected to serve as the first Council Whip of Matjhabeng Local Municipality from 2001-2006.
He was elected as the Executive Mayor of Lejweleputswa District Municipality until April 2010. Thereafter, he was deployed to Matjhabeng Local Municipality as Executive Mayor until July 2016. During his tenure as executive political head at Lejweleputswa, Ngangelizwe succeeded in turning the Municipality around from qualified audit reports to an unqualified audit report for the 2008/2009 financial year. His experience in local government matters and governance, led to leadership positions in SALGA Free State where he served as Chairperson of the Finance Working Committee from 2006 - 2008. Since 2008 - 2016 he led SALGA Free State as the Provincial Chairperson. He is currently SALGA’s Deputy President and as the Executive Mayor of Lejweleputswa District Municipality. 5.2. Cllr. De Vos, SALGA Deputy President Cllr. Deon De Vos is the Mayor of Dr Beyers Naude Local Municipality, having been democratically elected from the 2016 Local Government Elections as a deployee of the African National Congress (ANC). Prior to that De Vos has had a long career dedicated to various levels of local government, spanning from the dawn of democracy in 1994. He was a Speaker of Sarah Baartman District Municipality in 2011 - 2016, Speaker of Cacadu District Municipality in 2006-2011, a former Exco Member Western District Council. He was a Mayor of Willowmore TLC in 1994 – 2000. De Vos completed his matric at Heideveld High School. Mayor De Vos has a certificates in Local Government, Law and Administration from University of Fort Hare and CPMD WITS University. Session 6: Managing the transition 6.1. Hon. Nkosinathi Mthethwa, Minister of Sports, Arts and Culture Mr. Nkosinathi Emmanuel "Nathi" Mthethwa was the Minister of Arts and Culture of the Republic of South Africa from the 26 May 2014 to 25 May 2019. From 28 May 2019 now Minister of Sports, Arts and Culture. He is also a member of the National Executive Committee (NEC) of the African National Congress (ANC); member of the ANC National Working Committee (NWC) and an active member of King Dingiswayo branch of the ANC in KZN. He was elected as the first Branch Secretary of ANC in Klaarwater in KZN since 1990 and has been a Member of Parliament from 2002.
Mr Mthethwa holds a Diploma in Community Development from University of Natal; a Certificate in Mining Engineering from University of Johannesburg and a Certificate in Communications and Leadership from Rhodes University. He has been a member of the Klaarwater Youth Organisation from the age of 15 in KZN between 1982 and 1983; and as a Chairperson of the Klaarwater Youth Organisation from 1987 to 1989. He has also served as a Shop steward of Food and Allied Workers Union (FAWU) where he was recruited into the underground work of the ANC as part of Operation Vula between 1988 and 1989. He was arrested during Apartheid Regime's state of emergency in 1989; and later he was elected as Secretary of the South African Youth Congress (SAYCO) in Southern Natal and as a Chairperson of the Southern Natal Unemployed Workers Union, an initiative of Congress of South African Trade Unions (COSATU) between 1989 and 1990 respectively. He became Regional Secretary of the Southern Natal African National Congress Youth League (ANCYL) from 1990 to 1992; and he was elected to the NEC of the ANCYL and served in its NWC as Secretary for organization from 1994 to 2001. Later in that year he was deployed into the ANC National Organising team during the period 2001 to 2002. As a Member of Parliament, Mr Mthethwa served as a Chairperson for Minerals and Energy Portfolio Committee from 2004 to 2008; and as Chief Whip of the ANC in 2008. He also served on the Board of Directors of 2010 FIFA World Cup Local Organisation Committee. Prior to his appointment as Minister of Police; Mr Mthethwa was the Minister of Safety and Security of the Republic of South Africa from 25 September 2008 to 10 May 2009. Mr Mthethwa was the Minister of Police of the Republic of South Africa since 11 May 2009 until 25 May 2014. 6.2. Hon. Dr Nkosazana Dlamini-Zuma, Minister of Cooperative Governance and Traditional Affairs Dr. Nkosazana Clarice Dlamini-Zuma currently serves as the Minister of Cooperative Governance and Traditional Affairs as appointed on 29 May 2019. Academic Qualifications Dr Dlamini-Zuma holds a BSc degree in Zoology and Botany from University of Zululand 1971; MB ChB from University of Bristol 1978 and a Diploma in Tropical Child Health from School of Tropical Medicine, University of Liverpool 1986. She Matriculated at Amanzimtoti Training College in 1967. Career/Positions/Memberships/Other Activities Dr Dlamini-Zuma served as a Research Technician to Professor Adams, Medical School, University of Natal, Durban in 1972; she also served as Vice-President of the South African Student’s Organisation (SASO) in 1976 and worked as House Officer, Surgery at Frenchay Hospital, Bristol, England between 1978 and 1979; and House
Officer with Canadian Red Cross Memorial Hospital in Berkshire, England between 1979 and 1980. She was Chairperson of ANC Youth Section in Great Britain between 1977 and 1978; Vice Chairperson of the Regional Political Committee of the ANC in Great Britain from 1978 to 1988 and Chairperson of Regional Political Committee of the ANC, Great Britain between 1988 and 1989. Dr Dlamini-Zuma worked as Medical Officer in Paediatrics at Mbabane Government Hospital in Swaziland from 1980 to 1985; Paediatric attachment at Wittington Hospital in England from 1987 to 1989. She was a founder and Director of Health Refugee Trust (HEART), Health and Development Organisation in England from 1988 to 1990; worked for ANC Health Department in Lusaka, Zambia between 1989 and 1990. On her return to South Africa Dr Dlamini Zuma serves as Chairperson of the ANC Southern Natal Region Health Committee from 1990 to 1992 and as a member of the Executive Committee for Southern Natal Region of the ANC from 1990 to 1993. She has worked as a Research Scientist at the Medical Research Council in Durban from 1991 to 1994; She has also served as a member of the Steering Committee, National Aids Co-Ordinating Committee of South Africa in 1992; Deputy Chairperson of the United Nations AIDS (UNAIDS) in 1995; Provincial Chairperson for ANC Women’s League of Kwa-Zulu Natal from 1997 to 2008; member of the ANC National Working Committee (NWC) from 1998 to 2007; member of the ANC Health and Campaigns Committee; and Chancellor of the ML Sultan Technikon, Durban in 1996. Dr Dlamini-Zuma has also served as the President of the United Nations World Conference Against Racism (WCAR); President of the Ministers’ Council for the United Nations World Summit on Sustainable Development (WSSD) and led a number of peace initiatives to DRC, Comoros, Lesotho and many others. She is a former Chairperson of the African Union (AU) Executive Council of Ministers, during South Africa’s tenures as AU Chairperson. She was part of South African Bid Committee of the 2010 FIFA World Cup and a member of the 2010 FIFA World Cup Local Organising Committee from 2007 to 2010. She served as Commissioner for the Socialist International in 2007 and Pioneered legislation that banned tobacco sports sponsorship and the passage of the legislation on “no smoking policy in public” areas. She is a member of ANC Women’s League National Executive Committee; member of the Socialist International Commission on Climate Change and a Co-convenor of the National Progressive Women’s Movement of South Africa from 2006. She is also a member of the African National Congress (ANC) National Executive Committee (NEC) and National Working Committee (NWC). Dr Nkosazana Clarice Dlamini-Zuma was the Minister of Home Affairs of the Republic of South Africa from 11 May 2009 until Sept 2012. Prior to her appointment as Minister of Home Affairs, Dr Dlamini Zuma served as a Minister of Health from 1994 to 1999 and as Minister of Foreign Affairs of the Republic of South Africa from 17 June 1999 to 10 May 2009.
Minister Dlamini-Zuma was elected by the African Union Commission as its chairperson on 15 July 2012, making her the first woman to lead the organisation (including its predecessor, the Organisation of African Unity). She was in office from 15 October 2012 until 30 January 2017. Mr Lance Joel, SALGA Chief of Operations An admitted Attorney of the High Court of South Africa, Mr. Lance Joel has over 20 years working experience in local government. He boasts extensive experience and knowledge in law and politics, municipal governance and has astute knowledge and understanding of local government legislation. Further to this, he is experienced in financial management, policy developments and corporate governance. Mr. Joel obtained both his BA (Law) and LLB from the University of Cape Town and previously served in the capacity of Portfolio Head: Parliamentary Affairs and Intergovernmental Relations at SALGA, Executive Manager in the Office of the CEO as well the Director of Governance. Upon re-joining SALGA, he was responsible for a vast portfolio of responsibilities which included the execution of SALGA’s mandate in its 9 provincial offices; leading the International & Stakeholder Relations; Strategic Planning and Organisational Performance as well as the Marketing & Communications function in the organisation. With a passion for Governance and IGR, Mr. Joel has led delegations to advocate and lobby on behalf of members on different topical issues where he also led submissions to parliament and providing legal opinions both within SALGA and to municipalities. Lance has been instrumental in developing positions on the Review of the Councillor Remuneration System as well as developing the Handbook for Councillors, to name a few. In his role as COO, Mr. Joel drives the nerve centre of SALGA operations and is responsible for amongst others, further developing and implementing the organisational operating model, and reporting on the organisation’s performance systems. He also leads the operations of 9 provincial offices; implementation of a segmented organizational strategy that is member centric; ensures the development of an integrated strategic planning framework; and
strategically enables the development of an improved image and reputation of SALGA and the Local Government Sector. 6.4. Mr. Rio Nolutshungu SALGA Chief Officer for Municipal Capability and Governance Mr. Rio Nolutshungu has a cumulative knowledge and working experience of over 26 years in various sectors and industries, 17 of which have been in local government at both a management and executive level. He holds a Master’s Degree in Public and Development Management from the University of Johannesburg and a Bachelor of Administration degree f r o m the University of KwaZulu Natal. Some of his other academic accolades include a post graduate qualification in Labour Law and Local Democracy and Local Governance from the University of Johannesburg, an Executive Leadership Programme Certificate from the University of California Berkeley and he is registered to complete a Masters of Management in Governance at Wits University. Rio is a Fellow of the University Of California Berkeley Goldman School Of Public Policy and the ILO International Training Institute. Mr. Nolutshungu’s range of expertise and solid exposure include collective bargaining and labour relations, the full scope of talent management, capacity building at both individual and institutional level, project management, ICT, knowledge management and governance. He is considered a leading thought leader and practitioner in the local government sphere when it comes to matters of organizational development and transformational change. Some of his achievements include being a recipient of Leadership Awards at SALGA and the Nelson Mandela Bay Municipality whilst still in its employ. Over and above that, Rio has received awards for outstanding service as a Board Member of the LGSETA and as a Member of the Essential Services Committee from the Ministers of Higher Education and Training (DHET) and Labour respectively, for specified periods of service to those entities. Prior to joining SALGA, he served at municipal level at the Nelson Mandela Bay Metropolitan Municipality as Executive Director: Corporate Services. As the Chief Officer: Municipal Capabilities & Governance, Mr. Nolutshungu’s focus is to strengthen Governance, Leadership and Institutional Capacity for developmental Local Government. His cluster plays a significant role in supporting sector stability through collective bargaining and dispute resolution services as the custodian of SALGA’s role of representing the sector as an Employer Body; as well as the delivery of skills development products in leadership and governance. 6.5.
