Introduction 1 Introduction 1.1 Project Background The Urban Water Supply and Wastewater Management Investment Programme is financed by Asian Development Bank (ADB) loan with co-financing from the European Investment Bank (EIB), the Green Climate Fund (GCF) and counterpart funding from the Government of Fiji. The executing agency (EA) is Ministry of Economy and the implementing agency (IA) is Water Authority of Fiji (WAF). The Rewa River Water Supply Scheme (RRWSS) is aimed to address the current and future shortfall in bulk water supply and wastewater treatment capacity thereby improving water supply reliability/continuity across the Suva-Nausori water supply system. It will also provide bulk water supply and water treatment capacity to allow the servicing of areas not currently supplied with reticulated water and to service future growth within the Suva- Nausori water system. Hence, the overall project will increase the capacity of the Water Authority of Fiji (WAF) to provide safe water and sewerage services to the urban population of the greater Suva area (GSA) where approximately 30% of Fiji’s population lives. In this context the water supply subproject will build infrastructure to increase water production by 20% in the GSA. The project has been classified as Environmental Category B and provides environmental benefits by increasing access to safe water supply to the Greater Suva Area (GSA) as well as wastewater treatment and management capacity in the GSA; WAF management and sustainable service delivery capacity will also be improved. The Rewa River Water Supply Scheme (RRWSS) involves the design and construction of a new river intake and pumping station on the Rewa River, a 40ML/d new water treatment plant (WTP), 5ML treated water pumping station, a 26km of DN900 pipeline to connect the WTP to the existing water supply system servicing Nausori and surrounding areas, and a 10ML water storage reservoir at Waitolu. 1.2 Purpose of the Report The Terms of Reference (TOR) have been issued by ADB for the Construction Management and Supervision of RRWSS and includes monitoring and reporting of environmental and social safeguards implementation during construction as one of its key responsibilities. As stated in the TOR, the scope of services and deliverables for safeguard compliance are as follows: Safeguards compliance • Undertake internal monitoring of the safeguard covenants compliance as per project and loan agreement and to include in the quarterly safeguards monitoring report • Facilitate and monitor the implementation of the Construction Environment Management Plan [CEMP]s prepared by the Contractor for Design, Build and Operate and for Gravity Main Contracts. • Assist in the monitoring and reporting of the LARP. • Monitor Contractor / Sub-Contractor compliance with Fiji Labour laws The deliverable of the Consultant includes semi-annual safeguard monitoring reports (environment, social, gender) and this report is intended to fulfil this obligation. This report presents the accomplishments of the CS02B (DBO and GM) for the environmental and social safeguards and gender covering the semi-annual period January 2021 to June 2021. Project Description 3 Project Description The RRWSS is one of the sub-projects of the multi-tranche Fiji Urban Water Supply and Wastewater Management Investment Programme, supported by ADB. This RRWSS sub-project is divided into two (2) contract packages, the Design Build Operate Package and the Gravity Pipeline Package. The salient features of each of the packages are described in the following sections. Contract Packages: ICB1.1.1 – The DBO Contract is comprised of a raw water intake structure and pumping station on the River Rewa, 40 MLD Water Treatment Plant, (with capacity to increase to 80 MLD in Stage 2 and ultimately to 100 MLD), 5 ML capacity treated water storage reservoir and pumping station, transmission pumping pipeline and 10 ML service reservoir at Waitolu. This pipeline will be installed along the road reserve of the Sawani-Serea Road and Prince’s Road. The gravity pipeline component consists of the following: a. Installation of 17.8km of DN900 steel pipeline with the air valves, scour chambers and hydrant facilities. b. Construction of Five (5) pipe bridges which are located along the pipeline route as follows: i. Waidrauso Bridge ii. Sawani Bridge iii. Vuniniudrovu Bridge iv. Sarava Bridge v. Project Progress During January – June 2021 4 Project Progress During January – June 2021 Overall construction was progressing well for both GM and DBO Contracts. However, on the 17th April 2021, a new outbreak of Covid-19 struck Fiji, whereby Water Authority Fiji authorised the Employer’s Representative on 29th April 2021 to instruct the Contractor to temporarily suspend all local workers and comply with the directives of the Ministry of Health in containing Covid-19. This resulted in temporary stoppage of all work on the Gravity Main Contract and limited work on the DBO Contract. Work on the DBO Contract continued with limited work as the workforce is mainly made up of Chinese labourers and a few local labourers who are living in the camp facilities. Construction of the permanent works was severely impacted during the month of May and June during the COVID- 19 pandemic in Fiji.
