DESTINATION DUBBO UAP Dubbo Regional Council as part of the ‘Destination Dubbo – International Ready’ tourism development project will reinvigorate the Old Dubbo Gaol Plaza to increase event capacity, provide a space for the community to spend time as well as integrate a large-scale public artwork. One block from the Macquarie River and in the centre of the main street the artwork will acknowledge the importance of the river as an integral communication tool to First Nations Peoples from the beginning of time, modern history has added the post office, court house, telephone and data exchange as crucial to community connectivity and communication. The Old Dubbo Gaol Plaza’s heritage activation encourages CBD dwell time, increases in visitation to Old Dubbo Gaol, accurately reflects the site’s history, will increase event capacity, support increases in visitor spend within the CBD and will display regional NSW’s largest public art work. The development of the plaza will reclaim the original footprint of the Old Dubbo Gaol and engage community and visitors in a public space that celebrates our Indigenous and colonial history.
PROJECT OVERVIEW AND OPPORTUNITY UAP Dubbo Regional Council (DRC) is seeking responses to this Expression of Interest (EOI) for the development of a public artwork screen for Dubbo’s CBD. The key objective of this EOI is to establish a short-list of 3 First Nations artist to move into paid Stage 2 of Concept Design. This is a national competition for professional artists. This opportunity is open nationally to First Nations professional artists. All applicants must be Aboriginal and/or Torres Strait Islander, and artists from Wiradjuri Country are strongly encouraged to apply. In the context of this project and competition, Dubbo Regional Council define ‘Professional Artists as: has specialized artistic training (not necessarily in academic institutions), is recognized as a professional by their peers (artists working in the same artistic tradition), has a history of public exhibitions, has produced an independent body of work Following this preliminary EOI Phase, 3 x First Nations artists will be selected to progress to Phase 2 where they will work alongside UAP (Urban Art Projects) Australia. UAP (Urban Art Projects) will work with the selected artists to develop the 3 concept design packages, and then the design development package with the successful artist. UAP (Urban Art Projects) are the head contractor are be responsible for project management, fabrication, installation, site works and handover. Emerging artists are encouraged to apply as they will have the support of Urban Arts Projects in later phases.
ARTWORK OPPORTUNITY UAP OVERVIEW This artwork opportunity is located in the Dubbo Old Gaol Plaza. It will consist of a permanent artwork screen that will act as a landmark, its location optimised for site lines and pedestrian exposure. The artwork will be lcoated in from of the exisitng wall of the Telstra building. It will not need to be attached to the facade. ARTWORK FORM The artwork may include partial, or entire kinetic elements. The artist will work closely with UAP to develop any kinetic elements and the engineering requirements and limitations of the site. The artwork may incorporate: Kinectic elements Sculputral forms Lighting elements ARTWORK SCALE AND SIZE Two artwork screens that are 307 m2 and 206 m2 each, 513 m2 in total. ARTIST FEES Stage Two: Each artist is paid $5,000 for to collaborate with UAP to develop Concept Designs. 307 M 2 Stage Three: One successful artist is paid $10,000 to collaborate with UAP to develop their design Stage Four and Five: Commissioning Artist paid $20,000 First Prize Money and Commissioning Artist paid $55,000 Artist Fee MORAL RIGHTS Aboriginal and/or Torres Strait Islander artists will retain artistic control and ownership of their Intellectual Property, in line with 206 M 2 the Australia Council for the Art’s Protocols for using First Nations Cultural and Intellectual Property in the Arts and Protocols for producing Indigenous Australian visual arts. The successful artist will grant Dubbo Regional Council the royalty free right and licenses to exhibit the work in public and to reproduce the work in non- commercial formats.

EOI Submissions should be a single PDF document less than 10MB. PDF documents should be titled Dubbo Public Art_EOI_ [surname]_[first name] and contain sufficient information to address the EOI.
