DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 1.0 INTRODUCTION 1.1 This report details the findings of a Stage 1/2 Road Safety Audit prepared on the instructions of DOB Developments for their proposed student accommodation development on Orchard Road, Cork City. 1.2 This Audit has been undertaken for submission to An Bord Pleanála, as part of the planning application for the proposed development. 1.3 Malachy Walsh and Partners’ Road Safety Auditors carried out the Audit. The Audit Team members were as follows: - Karen Concannon, BE MSc CEng MCIHT Malachy Walsh and Partners Seamus Quigley, BE CEng MIEI MCIHT Malachy Walsh and Partners 1.4 This Audit was carried out in April 2020, during the Government’s Coronavirus (Covid- 19) restrictions and measures. This prohibited a site visit by the Audit Team. This Audit has been carried out on the basis of the guidance provided by the Head of Roads Safety, Transport Infrastructure Ireland (TII) on the 14th April 2020 to Road Safety Auditors in Ireland. The TII guidance states that Stage 1, Stage 2 and Stage 1/2 Safety Audits may be done without completing a site visit at this time. 1.5 The Audit Team also reviewed Google Maps and Street View, in accordance with current TII guidance. 1.6 The proposed student accommodation is located on the east side of Orchard Road, in the western part of Cork City. The existing site has a single dwelling house, San Paula, with a private gated access. Orchard Road extends approximately 465m, from College Road at its south east end, to Victoria Cross at its north west end. 1.7 Orchard Road is an urban road, with footways and street lighting provided. IT is located within the Cork City 50 km/hour urban speed limit zone. Orchard Road is located immediately west of University College Cork (UCC), and in the vicinity of the Bons Secours Hospital, on College Road, and Cork University Hospital (CUH), in Wilton. Brookfield student accommodation and UCC Health Sciences are located north east of the site. Malachy Walsh and Partners -2- May 2020
DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 1.8 Orchard Road is a through traffic route between College Road and Victoria Cross, with a relatively high level of through traffic volumes. Orchard Road facilitates through traffic avoiding the Dennehy’s Cross traffic signals junction, located at the Magazine Road/Wilton Road/Model Farm Road/Victoria Cross junction. Dennehy’s Cross is a major junction in the western part of Cork City, and experiences traffic queuing and delays during peak traffic periods. 1.9 The College Road/Orchard Road junction is a priority-controlled junction, with College Road as the major road. Pedestrian priority along College Road is maintained across Orchard Road at the junction, via a raised pedestrian paved area and a set-back Stop line and marking on Orchard Road. 1.10 The College Road/Orchard Road junction sight visibility splays, at the defined junction Stop location, are completely restricted, by the adjacent property boundaries at the junction. The junction sight visibility splays at the junction, in advance of the defined Stop location, on the raised pedestrian paved area, are significantly restricted in both directions along College Road. 1.11 The Victoria Cross/Orchard Road junction is a priority-controlled T-junction. Victoria Cross is the priority route at the junction. Victoria Cross has three traffic lanes at the junction, including two southbound lanes towards Dennehy’s Cross. A pedestrian controlled Pelican crossing is provided on Victoria Cross on the north side of the junction, to facilitate pedestrians. A raised paved table-top is also provided at the junction, on Orchard Road, to facilitate pedestrians. 1.12 On-street parking is prohibited along most of the extent of Orchard Road, except for two locations where permitted daytime disc-based duration-controlled parking, with a two-hour maximum daytime stay, is provided. These locations include the north east side of Orchard Road, in the vicinity of its College Road end; and the east side of Orchard Road at its mid-section, located 7.3 metres south of the San Paula existing dwelling house site. The on-street duration-controlled hours are 8.30 a.m. to 6.30 p.m., Monday to Saturday. On-street parking is permitted at these locations, without duration control, during the evening and overnight. DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 1.13 In the vicinity of the proposed development, the existing Orchard Road horizontal and vertical alignment are both on a series of curves immediately at the site and to the north west of the site. East of the site, the horizontal alignment extends off-straight. 1.14 There is a footway present on both sides of the carriageway on Orchard Road, with varying widths. At the existing San Paula site, the Orchard Road east (site) side footway width is reduced locally to 1.1m immediately at the site’s adjacent south side property boundary. This reduced 1.1m footway width is also located on the horizontal curve of the Orchard Road alignment, where the horizontal alignment extends off- straight. 1.15 The proposed development is 30 no. student apartments consisting of 216 no. bed spaces, located on approximately 0.41 Ha. 1.16 The proposed development is accessed by a single carriageway from Orchard Road. A vehicle and pedestrian gate is provided approximately 13.5m back from the edge of the carriageway. 1.17 The internal layout provides a shared carriageway of approximately 5.2m in width and runs east-west along the south of the site. Bin storage and outdoor bicycle parking is provided on the south side of the carriageway. Pedestrian access to the student accommodation buildings and outdoor areas are provided from the north of the shared carriageway. 1.18 There are four car parking spaces provided as part of the proposed development, one disabled space and three standard parking spaces. There are 120 bicycle spaces proposed as part of the development. 1.19 There was one minor accident recorded by the Road Safety Authority (RSA) on Orchard Road during the available years 2005 to 2016. This occurred in 2007 and involved a car and a pedestrian. The accident location was recorded on the horizontal bend at the existing site access. 1.20 The drawings and other documents provided to carry out the Audit are listed in Appendix A. DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 1.21 This Audit has been carried out in the context of the relevant sections of the TII Road Safety Audit GE-STY-01024 December 2017 and TII Road Safety Audit Guidelines GE-STY-01027 December 2017, in accordance with the DoTTS Design Manual for Urban Roads and Streets (DMURS). The Auditors have examined and reported only on those features of the design considered to have road safety implications and have not examined or verified the compliance of the scheme to any other criteria. 1.22 Section 2 of this report presents the findings of the Stage 1/2 Road Safety Audit of the proposed student accommodation development on Orchard Road, Cork. DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 2.0 FINDINGS OF THE STAGE 1/2 ROAD SAFETY AUDIT NON-MOTORISED USERS 2.1 Problem – AutoTrack of Refuse Vehicle Shown within Pedestrian Area An AutoTrack drawing is provided with the design for a refuse vehicle and a fire tender vehicle. A refuse vehicle will be regularly accessing the site to collect the bins, which are stored on the south side of the shared carriageway surface. To exit, the refuse vehicle will turn using an off-carriageway area to the north of the shared carriageway surface. The proposed design does not strictly define this area as pedestrian only, but it has been shown with the same surface as the other pedestrian areas around the site. A pedestrian within the site may assume that it is a pedestrian only area and would not expect a reversing vehicle to enter the area. This may result in an attendant risk of collision between a pedestrian and a turning vehicle, resulting in injury. Recommendation: Review the internal layout to show that the turning area will be used by vehicles, similar to the shared carriageway shown in the drawings. 2.2 Problem – No provision for Distinct Pedestrian Only Areas within the Shared Carriageway A shared carriageway is proposed for the internal area. No details have been provided that indicate pedestrian only space to assist navigation and movement through the shared space for impaired pedestrian users and makes the user comfortable in the space. High vegetation is present on the south side of the proposed site access and this may restrict pedestrians from view of a turning vehicle from Orchard Road. The lack of pedestrian only routes may result in a pedestrian inadvertently entering the carriageway, with the attendant risk of injury. Malachy Walsh and Partners -6- May 2020
DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B Recommendation: Review the internal layout design and apply design measures and material finishes to create pedestrian only space within the shared carriageway. The design measures should be in line with guidance provided in DMURS and the DoT Traffic Management Guidelines. Routes that are recommended to be considered include: From the public footpath to the pedestrian gate entrance; From the pedestrian gate entrance to the building entrance / pedestrian only area at the building; and From the pedestrian only area to the potential pedestrian access to Brookfield development (east access). LAYOUT AND VISIBILITY 2.3 Problem – No Details of Junction Layout Provided The proposed site is accessed from Orchard Road. A vehicle and pedestrian gate have been provided 13.5m back from the edge of the carriageway, with the existing footpath shown as being 1.8m in width. No details of how the site access, as the minor road, forms a junction with Orchard Road, as the major road. A lack of clarity around the junction design may cause confusion for drivers with regards to priority and also for pedestrians using the footpath. This increases the risk of a collision, which may result in injuries. Recommendation: Provide a Stop priority junction layout, in line with DMURS recommendations, including appropriate design provisions to allow pedestrians to cross the proposed site access. DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B 2.4 Problem – Visibility Splay / Sight Lines are Not Clear Sight lines have been provided as part of the design for audit. With reference to Item 2.3, no junction design or road markings have been provided at the junction of Orchard Road and the proposed site access. The sight lines should be provided on the proposed junction layout so that the setback x-distance can be clearly marked. Inadequate sight lines have the potential to cause vehicle collision as a vehicle is exiting the proposed site access. Recommendation: Revise the sight lines’ drawing to include an updated priority junction layout. Sight visibility splays should be defined correctly with reference to DMURS. 2.5 Problem – On-Street Parking within the Visibility Splay On-street vehicle parking is present on the east side of Orchard Road, approximately 7m south from the site boundary. The proposed sight line is restricted by the on-street parking and is not within DMURS guidance. Inadequate sight lines have the potential to cause vehicle collision as a vehicle is exiting the proposed site access. Recommendation: The provision of on-street parking at this location should be reviewed, in consultation with Cork City Council, to ensure that adequate sight lines can be provided from the proposed site access. 2.6 Problem – Existing Road Markings There is no existing centreline road marking present on Orchard Road in the vicinity of the proposed site access. If alterations are made to the existing road layout (refer to Item 2.3 and 2.5), there is the potential for local carriageway widening with the removal of the on-street parking. Unclear road markings have the potential to cause a vehicular collision, which may result in injuries. Malachy Walsh and Partners -8- May 2020
DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B Recommendation: Review the existing road markings on Orchard Road, to tie in with the proposed site access junction. 2.7 Problem – Existing Pole at Site Entrance There is an existing electricity pole adjacent to the existing site entrance. It is unclear if this will need relocating as part of the proposed works to create a new entrance. The pole has the potential to restrict visibility for exiting vehicles from the site, with the attendant risk of collision. Recommendation: Review the location of the existing electricity pole in relation to the proposed site entrance, to provide appropriate visibilities. DRAINAGE 2.8 Problem – No Details of Drainage Gullies No details of drainage gullies have been provided. Inadequate drainage could result in users diverting to avoid ponding, increasing the risk of conflicts, collisions and injuries. Ice during cold weather could but pedestrians at risk of skidding, falls and injuries. Ice could also result in vehicle skidding during braking. Recommendation: Provide adequate drainage. DOB Developments Orchard Road Student Accommodation Development, Cork Stage 1/2 Road Safety Audit Document No. 20957/6005/Rev.B LIGHTING 2.9 Problem – No Details of Lighting Infrastructure There are no details of lighting infrastructure or lux levels provided. Inadequate lighting could reduce visibility for, and conspicuousness of, users, putting them at increased risk of collisions, trips, falls and injuries. Recommendation: Provide appropriate lighting infrastructure and lux levels. ROAD SIGNS AND MARKINGS 2.10 Problem – No details of Road Markings for Parking There are no road markings or signage provided as part of the design. There are three standard car parking spaces and a disabled parking space provided within the internal layout. No details are shown as to how these will be demarcated from the shared surface carriageway. This may result in incorrect usage of the disabled parking space and incorrect positioning of a parked car. This may result in an attendant risk of collision, resulting in injury to pedestrians or material damage. Recommendation: Provide details of how the car parking spaces will be demarcated from the shared surface carriageway. This may be in the form of road markings, signage or a defined change of surface material. 2.11 Problem – No details of road markings the proposed site access. There are no road markings or signage provided as part of the design. A priority Stop controlled junction requires road markings as set out in DMURS and the Traffic Signs Manual Chapter 7.
