DEALING WITH INTRUDERS POLICY Aim The aim of the Dealing with Intruders policy is to ensure that all staff and parents/carers are aware of procedures in the event of an intruder being identified on the premises. Background An intruder on the premises can present a significant risk and may or may not be a safety hazard. Not all intruders will mean harm or intend to act maliciously. Some intruders may merely be individuals who have not followed established visitor procedures. The school makes every effort to ensure that legitimate visitors can be easily identified through the use of labeled, numbered badges which visitors to the school are asked to wear at all times. In order to protect the children who are in our care, Widcombe CofE Junior School will make every effort to keep the premises secure from intruders. Guidance Visitors during School Hours As the school site is secure during school hours, with access only available by the front door, the following procedures outline what will happen if the front door buzzer is pressed by a visitor to the school. There are two groups of people who may respond to a visitor buzzing at the front entrance dependent on the time of day: 1. Office staff 2. All other members of staff. Where the person is judged to be a legitimate visitor office staff will: Identify the person by sight through use of the CCTV monitor establishing whether they are a parent/visitor who is known to the school If the visitor is not known to the school they should use the intercom to establish who they are and what the purpose is for their visit If there is any uncertainty or suspicion that the visitor may pose a threat to the school then they should be refused access to the school and the entrance lock button should not be pressed Assuming that office staff consider the visitor has a legitimate purpose for visiting the school, they should press the button to unlock the door and look out for them to receive them in reception Issue 1.5 2
Office staff should then check in any visitor asking them to sign in to the school and issue them with a ‘WJS Visitor lanyard’ to be visibly displayed at all times throughout the school visit Office staff should follow the same procedures for Parents calling in with messages or forgotten items, explaining that this is school policy All other members of staff: The most likely scenario is that a member of staff will be walking past the school entrance door during a break or lunchtime when someone appears and presses the buzzer for access to the school. Where the person is judged to be a legitimate visitor (i.e. a known parent, postal delivery etc) the member of staff should do the following: Open the door and escort the visitor to the school reception NB At this point the member of staff has assumed full responsibility for the visitor’s access to the school site The visitor should be asked to sign in, issued with a visitor’s lanyard to be visibly displayed and then remain sitting in the office while the member of staff notifies relevant member(s) of staff that their visitor has arrived If there is any uncertainty or suspicion that the visitor may pose a threat to the school then they should be refused access to the school and the entrance door should not be opened Intruder on the school site out of school hours (beginning or end of the school day): Where the intruder is a stranger, who is judged to pose a safety hazard, staff should always consider the safety of the children a priority and do the following: While determining the status of an intruder, every effort must be made to ensure that the children in our care are safe, feel secure, remain calm and continue to be engaged in their routine activities If possible inform another member of staff that you have noticed an intruder and ensure that they can monitor the situation Always approach the intruder in pairs wherever possible or arrange for ‘back-up’ and never allow themselves to become isolated with the intruder Politely challenge the intruder and ask why they are on the premises If you feel comfortable, and they are judged not to be a legitimate visitor, ask them to leave If the person refuses to leave the building in a peaceful manner inform them that the police will be called Alert staff using the Emergency Classroom Phone System, that we have an intruder on the premises Issue 1.5 3
if the intruder appears agitated, irrational or threatening, try to calm them by talking in a calm reassuring voice while a colleague calls the police Depending on the circumstances and the demeanor of the intruder, the police should be called to report the incident If the police are called and the individual leaves or attempts to leave prior to the police arriving, staff should not attempt to physically detain or restrain the person but should inform the responding officers that the individual has left the building, the direction they took and means of transport Inform the Headteacher Review security immediately Log the incident and actions as soon as possible Circulate information to other schools Where there is a suspicion that the intruder may be armed or pose a serious safety hazard staff should always consider the safety of the children as a priority and do the following: While determining the status of an intruder, every effort must be made to ensure that the children in our care are safe, feel secure, remain calm and continue to be engaged in their routine activities Alert all staff members to the danger, prioritising the Headteacher/senior member of staff in charge of the school at the time and apply school emergency procedures as appropriate o ring playground bell and operate playground evacuation procedures o buzz all classrooms and notify staff of the issue o lock doors onto the playground (lockdown) contact the police as soon as possible to report the incident, giving the operator all the relevant information including the location of the intruder, a physical and clothing description, and a description of the weapon involved once the police arrive, provide them with information on the location of the intruder, their appearance, any known weapons and any statements made by the intruder all other staff members and official visitors should remain in their designated area/room with the children unless otherwise directed by the police, reassuring and engaging the children as appropriate. In all events involving an intruder, there should be a thorough investigation of the incident and a report made by all staff involved. Issue 1.5 4
The children’s parents, Palladian Academy Trust and Ofsted should be informed of the incident where appropriate and included in the subsequent investigation, with due regard to confidentiality. Management duties Managers and senior staff in Widcombe CofE Junior School have a duty to: Protect the health and safety of staff and children at all times Ensure that all policies and procedures are effectively implemented Annually review ( or as required for e.g. following an incident) and audit provisions in this area to ensure that policies, procedures and arrangements are adequate Arrange any training required. Staff duties Staff at Widcombe CofE Junior School have a duty to: Comply with agreed policies and procedures at all times. Training All staff will be made aware of this policy during induction and provided with necessary training relevant to their role. Applicability and scope This policy applies to all staff and volunteers working for Widcombe CofE Junior School without exception. All staff have responsibility for ensuring that they work within the remit of this policy and in the manner in which they have been trained. Responsibilities Responsibility for the implementation, monitoring and review of this policy lies with the Pupil Welfare committee at Widcombe CofE Junior School.
