Fishers Arts & Culture Commission A Call to Artist - Request for Qualifications (RFQ) Nickel Plate Trail Mural - Police Station Project Overview: The Fishers Arts & Culture Commission (FACC) seeks an artist or artist team to design and paint a large mural located on the Fishers Police Station / Parking Garage (4 Municipal Drive Fishers, Indiana 46038) along the Nickel Plate Trail (NPT). The mural is intended to be representative of Fishers, should focused on public safety / police, can incorporate the cities Smart, Vibrant and Entrepreneurial spirit, and should be aware of the FACC’s Core Values of Inclusive, Authentic, Engaging, Collaborate, Innovative, Educational. The mural must fit within the confines of the wall (wall dimensions / images are included). Both painted and printed appliqué mediums will be considered. Application must be durable and projected to withstand weather for up to five (5) years. Artist Eligibility 18 years of age or older and live in the United States Have previously created large-scale public art or exterior projects on their own or as an artist team Carry personal liability insurance for the duration of the project Be willing to meet contractual obligations, adhere to the budget, and timeline 1
Scope of Service: The Nickel Plate Trail (NPT) Master Plan includes opportunities for placemaking, interactive art, relaxation, and social gathering. As the NPT enters the Nickel Plate District, a statewide designated cultural district and Downtown Fishers, the ability to engage trail users will be extremely important. The parking garages located within the Nickel Plate District are a community asset providing ample vehicular capacity for some of the district’s largest events and will double as NPT trailhead parking. They also provide a unique opportunity of large canvases that faces this game-changing trail and the ability to engage our trail users, both residences and visitors, as our stakeholders. The mural is intended to celebrate the rich history, present and future of our police and public safety officers. The City of Fishers also prides itself on its Smart, Vibrant, and Entrepreneurial spirit and this mural can celebrate those ideas. In 2019 the Fishers Arts & Culture Commission adopted its Arts & Culture Master Plan. In that plan the Commission also adopted Core Values to help guide them in their decision making and should be consideration in this project. Those values are: INCLUSIVE. COLLABORATIVE. AUTHENTIC. INNOVATIVE. ENGAGING. EDUCATIONAL. 2
The mural must fit within the confines of either of the two areas provided, ranging from approximately 1,000 to 1,200 square feet. Both painted and printed applique mediums will be considered. Application must be durable and projected to withstand weather for up to five (5) years. In the future the FACC may seek out the artist or artist team for maintenance outside of the projected five (5) years. Project Timeline RFQ Open: August 3 – September 14, 2020 Selection Process: September 15 - October 2, 2020 Expected Artist Announcement: October 5, 2020 Expected Mural Installation: Mid October - Mid November 2020 Unveiling Event: Q4 2020; the artist / artist team is invited to attend, but is not required 4
Selection Process: The RFQs will be reviewed by the FACC’s Nickel Plate District Cultural Designation Subcommittee and include coordination with the Fishers Police Department. This subcommittee is made-up for local non-profit art organizations, local Nickel Plate District business owners, residents, and city staff. The subcommittee will review using the following selection criteria. Additional consideration will be provided to an artist or artist team from the Fishers community. Selection Criteria: The application is fully complete and organized. The artist / artist team demonstrates appropriate qualifications, experience, and technical abilities for the project. The design demonstrates strong creative, innovation, and conceptual skills and artist merit. The project is sensitive to the school, historical, environmental context of the site. The project reflects / considers following community elements: family-oriented, playful, fresh, inclusion, authenticity, engagement, collaboration, innovation, educational (also think smart, vibrant, and entrepreneurial. The design positively enriches the integrity, diversity, and interest of the site. The design style, media, and scale are appropriate to the site. The design takes into consideration realistic maintenance procedures. The design is considerate of the budget and timeline required.
