NW 21st and 23rd Streetscape Plan ● From the 6/1/21 draft comments I received were focused on the following: ○ More robust engagement ○ Understanding of 1) what areas and 2) what elements are included in Right-of-Way Standards ○ The importance of Right-of-Way Standards 5
Robust Engagement ● Increased engagement with NWBA and the business community ● Increased engagement with NWDA ● Engagement centered on community input rather than only SAC input 6
Right-of-Way Standards ● Will focus on what is in the right-of-way and not private property ● The term “frontage zone” is the space between the building and where the sidewalk/pedestrian zone starts 7
Right-of-Way Standards ● Example is the River District (Pearl) Right-of-Way Standards ○ Right-of-way Dedication ○ Frontage/Pedestrian/Furnishing Zone widths ○ Street Lighting ○ Sidewalk texture ○ Curbline / Curb Extensions ○ Street Trees ○ Example from River District: Green Loop 8
Importance of Right-of-Way Standards ● Right now, right-of-way is guided by PedPDX the Pedestrian Plan and generic standards used by Development Review ● Easy for developers to prove the case without having Right- of-Way Standards and an analysis of the streetscape needs on that block ● Example from NW 23rd Avenue 9

2021-2022 Proposed Budget ● The focus of this year’s budget is to get some short-term, visible projects on the ground to show the community that not only does paid parking help manage the demand, but it also helps invest in the community ● The proposed projects will be paired with a “Your Parking Dollars at Work” (or something similar) campaign. More details on that will come. 14
Permit Surcharge Revenue ● For every permit sold, $120 surcharge is distributed to the NW Parking District ● This Fiscal Year, 2020-2021, the NW Parking District will receive approximately $500,000 ● For the next Fiscal Year, 2021-2022, the estimation remains the same at $500,000 ● No parking management strategies were implemented for the next permit year 15

2022 Transportation Wallet proposal: 2021 Transportation Wallet: -Will include $30 credit with Free2Move later in the summer (already budgeted for) 2022 Transportation Wallet: -Increase Hop card to $175 -$30 carshare credit with Free2Move -Everything else the same Portlandoregon.gov/transportation 21
Transportation Wallet User Stories (May 2021) New Mover Wallet: -I can save money so I can allocate my commute budget to buy foods. -I have more than one option for travelling to work I feel more free and comfortable using the shared scooters and bikes. It’s a different perspective from driving or walking. Frontline Worker Wallet: -It's much easier to get around town. I've been trying to cut down on my driving, and the Hop pass gives me so many options to do that! -I don't drive as much now that I have a Wallet. -Thanks for looking out for us workers. Golden Wallet: -Knowing that I have bus fare already loaded up and that I can use the biketown bikes whenever I need them is a huge weight off of my shoulders. -This is my first Golden Transportation Wallet and it's pretty amazing to have that support, especially since I lost a lot of work in 2020. -I can afford to cover my bills without being worried about not being able to afford to get transportation to my work 22

Curb Extension Beautification ● 17 intersections slated for improvement in NW ● Will include paint and posts ● Project would fund enhancement ● Design by graphic design firm / paint by City Repair ● Recommended for approval by Capital Projects Subcommittee 25

2021-2022 Net Meter Revenue Budget 30
Net Meter Revenue ● 51% of the Net Meter Revenue is distributed to the NW Parking District ● Prior to the 51%/49% split, operational costs (parking enforcement, meter installation, and meter maintenance) are deducted ● Due to COVID, the NW Parking District could see some revenue, however, to estimate conservatively, assuming $0 in NMR for 2020/2021 Fiscal Year ● We’ll know in September 31

Trash Can Replacement ● 42 locations in NW will be replaced by BPS with City standard trash cans ● Twice the capacity, same pick up frequency ● From Streetscape SAC survey 90% voted for trash cans ● Art will be through Regional Arts and Culture Council ● Recommended for Approval by Capital Projects Subcommittee 37

New Business ● Extra enforcement – 4 additional officers – for Timbers’ games will begin on June 26th ● Zef pulled together an update on NWIM projects, funding, and spending that I will share ● Appreciate participation between meetings as there’s always a lot to cover each month 42
