Annual Open Enrollment 2022 The Consolidated Appropriations Act (CAA) offers relief measures for Flexible Spending Account (FSA) plans. The County offers two of these plans, the Health Care Open Enrollment for 2022 runs Oct. 20 through Nov. 9, 2021. For plan year 2023, we will revert to the standard IRS regulations. Remember: If this is your first time enrolling into one or both accounts, you will be sent a welcome notice on how to access your account(s). If this is your first time enrolling in a HCRA, you will receive a debit card to use starting Jan. 1, 2022 for eligible services. If you are currently enrolled in a HCRA account and will continue to be enrolled into a HCRA account for 2022, keep your current debit card, which is valid until the expiration date listed on the card.
