Local Leadership Council What is the Local Leadership Council? The formation of the Early Learning Resource Center (ELRC) Region 17 Local Leadership Council (LLC) is one strategy being utilized to ensure that ELRC Region 17 is working in an integrated and collaborative way within the local early learning service community. We enjoy working with you and your agency to enhance the visibility of ELRC Region 17 as a hub for early learning resources. We are excited to have a diverse group of community stakeholders including early childhood programs, providers, families, school districts, higher education, businesses, and funders. ELRC Region 17 has assembled and strengthened strong, clear and shared leadership at the local level by engaging a wide range of community stakeholders in the early learning agenda. Local Leadership Council Work Force Support Grants - Introduction The Office of Child Development and Early Learning (OCDEL) is offering Work Force Support Grants to Department of Human Services’ (DHS) certified child care providers through the Early Learning Resource Centers (ELRC). This opportunity will utilize American Rescue Plan Act (ARPA) Stabilization and Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA) funds to support the work force of DHS certified child care providers. OCDEL continues to recognize the work force crisis faced by many DHS certified child care providers throughout the commonwealth. As the need for child care remains high, providers simply do not have the necessary staff to meet the demand. Many providers operate at reduced operational capacity as more staff leave the industry for higher paying jobs and better benefits. The result of these staff shortages is a disruption to the availability of child care for families. DHS certified child care providers who are identified as ARPA eligible will be funded through $27.9 million of uncommitted ARPA Stabilization Grant funds and $70 million of ARPA Stabilization administrative set-aside funds. DHS certified care providers who are identified as not ARPA eligible will be funded through CRRSA funds. Local Leadership Council Work Force Support Grants – Eligibility To assist DHS certified child care providers in addressing this ongoing work force crisis, the Work Force Support Grants focuses on supporting child care staff that have continued to provide services to children throughout the pandemic but also supports providers with expenses related to staff recruitment and retention costs. All criteria outlined below must be met at the time the application is submitted for a DHS certified child care provider to be eligible: • Held a regular or provisional Certificate of Compliance on or before May 16, 2022 • Be open and actively providing child care to one or more child(ren) in attendance at the provider location; • Hold a Certificate of Compliance that is not in a Revocation or Refuse to Renew status with OCDEL Bureau of Certification Services; • Not be under investigation by the Office of State Inspector General for, or previously convicted of fraud; and • Not had their Child Care Works (CCW) provider agreement revoked due to fraud. Additional eligibility criteria for staff are included in the Instructions document below. These should be reviewed before an application is submitted to ensure all requirements are met and any necessary documentation is included with the application. If any of these criteria change after the application is submitted by the provider, the provider must reach out to discuss how unused funds will be returned to the ELRC. Local Leadership Council Work Force Support Grants – Timelines May 16 – June 17, 2022: Work Force Support Grant application submission period. It is preferred that applications are submitted by email, when possible. June 17, 2022: Last day applications will be accepted. If mailing in application, any application postmarked after this date will not be eligible for grant funds. July 1 – September 16, 2022: ELRC will release payments to eligible providers. July 1, 2022 – January 31, 2023: Timeframe for providers to use grant funds. NOTE: For Staff Retention grant funds, providers must pay staff within 30 calendar days of receiving grant funds from the ELRC. July 1, 2022 – March 31, 2023: Timeframe for providers to submit the Work Force Support Grant Reporting Form to the ELRC. PA T.E.A.C.H. EARLY CHILDHOOD SCHOLARSHIP PROGRAM The PA T.E.A.C.H. (Teacher Education And Compensation Helps) Early Childhood® PENNSYLVANIA Scholarship Program works with early childhood providers, colleges and childcare staff to offer scholarship programs and support systems that improve the education and compensation of child-care workers.
PA T.E.A.C.H. SCHOLARSHIP ELIGIBILITY PACCA AND DREXEL REQUIREMENTS • A resident of Pennsylvania • Work directly with children for approximately 25-30 hours per week in a certified Keystone STARS child-care facility, DHS-certified child-care program in PA - For at least 6 months to a year beforehand at the approved Keystone STARS facility • Currently earn an income of $19 per hour or less ($25 or less per hour for Directors) • BS Applicants must have 55-90 acceptable transferrable credits into Drexel’s PK4 program - If not, candidates must complete min transfer credit requirement at a local community college that is a T.E.A.C.H. partner such as the Community College of Philadelphia
PA T.E.A.C.H. SCHOLARSHIP ELIGIBILITY PACCA AND DREXEL REQUIREMENTS § Apply and be accepted into Drexel’s BS in Education or Post-bac/MS PK-4 online program § Post-Grad Applicants must have an UG cumulative 3.0 GPA. - Any outstanding content knowledge requirements must be taken online at a community college that is a T.E.A.C.H. partner such as the Community College of Philadelphia § Complete the PA T.E.A.C.H. Scholarship Application and follow all guidelines and requirements outlined by PACCA.org
PHMC SCHOLARSHIP ELIGIBILITY § Accepted BS in Education online students seeking PK4 certification or non- certification concentration who are - Unable to access any PA T.E.A.C.H. funding during a specific term, and work in Keystone Star’s affiliated daycare center in Philadelphia or surrounding PA counties § Benefits of PHMC-ECE Scholarship: - No minimum transfer credit requirement - No maximum wage eligibility requirement - No minimum number of working hours per week - Tutoring sessions available for core pedagogy coursework The PHMC Funded Scholarship cove 100% tuition and reimburse book purchases per term.
