Join us in celebrating the triumphant return of the City of El Cerrito & worldOne 4th of July Festival! The festival will take place in and around Cerrito Vista Park on Monday, July 4, 2022 from 11:00 a.m. - 5:00 p.m. and feature live entertainment on the worldOne stage including performances from Quartet San Francisco, Jubba White, Luv Phenomena and Aza. Attendees will enjoy community booths, vendors, face painting, and a food court with festival favorites like Plaza Garibaldi, Café Zambala, Kona Ice, Fat Daddy's BBQ, Sonoma Teriyaki, Ocean View Jerk, Los Moles and Uncle Mike's Giant Bada$$ Sausage. Available for purchase at the festival are tickets and wristbands for carnival rides & games and bounce houses, as well as beer, wine, and other non-alcoholic beverages. The proceeds from these sales will help cover event costs. Also supporting the event are our wonderful sponsors and donors who have contributed just over $65,000 combined to make the festival return possible. City of El Cerrito City Manager Awarded Career Excellence Award The City of El Cerrito is pleased to announce City Manager Karen Pinkos as the recipient of the 2022 Career Excellence Award given by California Women Leading Government (WLG). This award is presented to a City Manager each year that has demonstrated an outstanding career in public service and who have gone beyond the call of duty to lead and serve their community. Award recipients are dedicated to the field of local government, contribute to their community as a leader and a facilitator, and have demonstrated a proactive approach to their own personal and professional development. In presenting the award, WLG acknowledged Karen’s life-long commitment to local government, her leadership in leading El Cerrito through unprecedented structural changes to achieve fiscal sustainability, and her fostering of leaders within the profession as major career achievements. Upon accepting the award, Karen stated, “I am honored and humbled to be selected for this incredible award. I am grateful to WLG for this recognition and thank my colleagues, mentors, and friends that have supported me during my professional journey. I am proud to represent El Cerrito and our local government profession.” WLG is a renowned national organization dedicated to the development of women leaders in public service. Karen was presented this award on Thursday, May 26, 2022 at the Municipal
Management Association of Northern California’s (MMANC) Women’s Leadership Summit in Citrus Heights. COVID-19 Information –Free COVID Home Tests, County Vaccination Information Every home in the U.S. can order eight free COVID-19 home tests (click to order online or call 1- 800-232-0233). Households can place a total of two separate orders for free, at-home COVID-19 rapid tests (four tests per order). If an order was previously placed for your address, you can place a second order now. Home tests can be bought at a pharmacy or online. There are several brands currently approved by the Food and Drug Administration (FDA) for emergency use. You should not use a home test that is not approved by the FDA. All people ages 5 and older can get vaccinated and boosted at a Contra Costa County Health Services (CCHS) site even if they do not live or work in Contra Costa County. Appointments are recommended and can be made online or by phone at 1-833-829-2626, Mondays through Fridays from 8 a.m. to 3:30 p.m. People without appointments are accepted as time and vaccine supply allows. People ages 12-17 must be accompanied by a parent or guardian to their vaccination, have written consent from a parent/guardian, or have a parent/guardian we can contact by phone during the vaccination. Children ages 11 years old and younger must be accompanied by a parent or adult. If the parent/legal guardian cannot come with their child, they can provide written consent for the vaccination. CITY CLERK Interested in Running for City Council? In November of 2022, the terms of office for Mayor Quinto and Councilmember Abelson will expire. The term for each seat shall be four years, from November 2022 to November 2026. To be eligible to run for City Council, a candidate must be a resident of El Cerrito and a registered voter at the time nomination documents are issued. The nomination period for these offices will open on Monday, July 18, 2022. The City Clerk is the Elections Official and primary contact for El Cerrito candidates. To best serve candidates, individuals interested in running for office are encouraged to contact the City Clerk to ask questions. It was a beautiful morning for biking, and we had a great turn out at the El Cerrito BART Station Energizer Station. 260 cyclists were counted either riding by or stopping to participate in the festivities. Building Permits For the month of May, 121 building permits were issued, 92 permits were “finaled” (e.g. closed out) and 127 new permit applications were received. Currently, the application processing for building permits requiring plan check is approximately 20 days from the date a complete application is submitted. Fiscal Year (FY) 2021-22 is currently trending approximately 400 permits more than FY21, and the 300 permits higher than FY20. Over the Counter permits are available virtually through the eTrakIt system. Please note that City Hall is open to the public. In-person counter hours from 9:00 - 1:00 p.m. Monday through Thursday, and by appointment from 1:00 – 4:00 p.m. Monday and Wednesday, and 1:00 – 6:00 p.m. Tuesday and Thursday. Project Based Voucher Assisted Units Waiting List: Now Open Beginning Monday, June 13, 2022 at 10:00 a.m. through Thursday, June 30, 2022 at 4:00 p.m., the Housing Authority of the County of Contra Costa will be opening the Project Based Voucher Waiting List for several properties located throughout Contra Costa County. This opening is not for the Housing Choice Voucher Program but for Project-Based Voucher assisted units in the properties listed on this linked flyer ONLY. Some properties are for seniors only and some are family properties. The linked Flyers provide the details for the opening. Please note that after June 30, the waiting lists will be closed except for the Terraces Senior Apartments in Richmond. There are units available for leasing and this is a critical opportunity for applicants to be considered for immediate housing. Hampton Inn & Suites, located at 11645 San Pablo Avenue, is in the final review phase of their building permit application. Businesses are encouraged to renew online or by mail. All business license fees are due on July 1 for the operating period of July 1, 2022 - June 30, 2023. Payments received after July 31 may be subject to penalties. The City will mail out detailed information about the annual business license renewal mid- June. Annual Rent Registry Renewals Starting July 1, 2022, all owners of rental properties will be required to register or renew their registration through the City’s online portal by July 31, 2022. Paper forms will not be accepted. The annual fee is $42.00 per unit for the reporting period of July 1, 2021 – June 30, 2022. Staff have developed step-by-step instructions available at www.el-cerrito.org/rentregistry to guide property owners/managers through the registration process. As part of California Interagency Incident Management Teams, El Cerrito’s Fire Department personnel have seen early deployments to assist with incidents in Arizona and New Mexico. Regionally we have experienced several Red Flag days to the North in Solano County and East in the Central Valley. Thankfully, the City has been spared from the Red Flag Days primarily due to the higher humidity provided by the San Francisco Bay. CPR Class The first Fire Department-sponsored CPR class was a great success. This was the first class of students since the Covid shut down. San Pablo/Cutting (2018) San Pablo/Cutting (Vision) The project will improve access, safety and comfort for bicyclists, pedestrians, transit users, and motorists around and leading to the Del Norte BART Station. Project elements include enhanced and protected crosswalks, context-sensitive bikeways, bus boarding islands, circulation improvements, and streetscape enhancements. The project will implement the multimodal transportation improvements originally identified in the San Pablo Avenue Specific Plan and Active Transportation Plan, adopted by City Council in 2014 and 2016, respectively, after robust public outreach efforts. The project is in the detail design phase and construction is scheduled to start in Spring 2023. Recycling Center 50th Anniversary Event, August 5, 5:30 p.m. at the Recycling Center On August 5, 50 years to the day from when El Cerrito’s Recycling Center first accepted donations, join the Environmental Quality Committee and the El Cerrito Historical Society at 5:30 p.m. in commemorating the Center’s 50th Anniversary at the Recycling Center located at 7501 Schmidt Lane. The event will also honor the late Joel Witherell, who oversaw the Center from 1973-1993. Speakers will include two of the founders, Gregg Cook and Ken Little; the engineer who built the original glass crusher, Allan Gardiner; former Recycling Center manager, Becky Dowdakin; longtime Operations Manager, Mario Gonzalez; and Witherell’s daughter, Sarah Steele. Stormwater Permit Updates: New “MRP 3.0” The California Regional Water Quality Control Board, San Francisco Bay Region, has issued a new National Pollutant Discharge Elimination System (NPDES) permit, with new requirements and changes that are expected to increase the resources necessary for the City to stay in compliance. The Municipal Regional Stormwater Permit (MRP) 3.0 goes into effect July 1, 2022 and includes costly new mandates relating to: • Constructing rain gardens and other green infrastructure at higher levels, including in roads and transportation projects, potentially crowding out funding for street maintenance • Reducing trash reduction credits for existing source control policies (e.g., single-use bag ban) and creek cleanups, while maintaining the target to achieve a 100% trash load reduction, thereby making it more expensive and challenging to maintain compliance • Including some new single-family homes as regulated development projects that require stormwater control plans and ongoing inspections • Implementing new best management practices, standard operating procedures, and reporting for discharges of water and foam used in emergency firefighting applications • Tracking encampments and addressing illegal dumping, illicit discharges, and other stormwater concerns stemming from unsheltered populations • Developing and implementing the use of new expansive asset management programs and software for stormwater assets • Increased water quality monitoring region-wide with an estimated cost of as high as approximately $9 million over the course of the MRP 3.0 permit term • And, increased reporting requirements in almost all sections of the MRP. City Staff, in coordination with the Contra Costa Clean Water Program and other stormwater agencies, provided feedback to the Water Board on the cost implications of some of the proposed requirements and practical challenges to implementation. However, the final permit that was issued incorporates only some of the feedback received from municipalities. The City will be coordinating internally and regionally over the coming months and year to make a plan for implementation, to ensure compliance with the new Permit requirements. Annual Trip Hazard Removal Program Underway Consistent with California State Law, the El Cerrito Municipal Code (13.20.090) requires property owners to maintain adjacent sidewalks in a safe condition. However, if the damage is caused by a street tree or other infrastructure owned by the City, the City will take action to make the sidewalk permanently safe for public travel. The City has outlined standard operating procedures (SOPs) wherein the City fulfills this responsibility by tracking locations where there is sidewalk damage, implementing temporary measures to ensure public safety, identifying the party that is responsible for making a permanent repair, and strategically using resources to repair outstanding sidewalk issues. When it is not possible for City staff to complete a permanent repair, the SOP outlines how the City will work with outside contractors to complete repairs that have been prioritized in the current fiscal year. Outside contractors may include engineers, general contractors, or concrete cutting specialists, to remove trip hazards and improve sidewalk safety. One way the City has cost-effectively made permanent sidewalk repairs is through the use of sidewalk cutting/shaving specialists. Since 2018, the City has been able to address and remove approximately 750 trip hazards throughout the community using a cost-effective sidewalk cutting method, rather than removing and replacing entire sidewalk panels as is conventionally done. According to data provided by Precision Concrete Cutting, the concrete cutting specialist contracted by the City over the last few years, last year’s project: • Saved an estimated $242,632 or 87% compared to traditional removal and replacement • Saved an estimated 292 tons of concrete from being sent to the landfill • Saved an estimated 427 gallons of gasoline and prevented the release of about 3.81 metric tons of Carbon Dioxide (CO2) gas emissions • And, saved approximately 15,424 gallons of water being used to pour concrete. In short, the annual trip hazard removal program using concrete cutting methods offers the City significant savings and environmental benefits, while improving community safety and decreasing potential liability to the organization. Precision is starting work now to complete another round of trip hazard removals and will be evaluating all locations previously reported to Public Works Maintenance. Pharmaceutical Disposal 101 The Operations + Environmental Services Division wants to remind community members that pharmaceuticals are accepted year-round at the Recycling + Environmental Resource Center at 7501 Schmidt Lane. The program is free for RecycleMore service area residents, which includes June 16, 2022 11
El Cerrito, Hercules, Pinole, Richmond, San Pablo, and unincorporated West Contra Costa County communities of Bayview, East Richmond Heights, El Sobrante, Montalvin Manor, North Richmond, Rollingwood, and Tara Hills. A fee of $1 applies to those outside of the RecycleMore service area. Pharmaceuticals include over the counter medications or medications prescribed by a physician. All pills must be loose and mixed together in a sealable bag for disposal and empty pill bottles can be recycled with the lids attached. RECREATION Summer Camp is Here! El Cerrito Recreation’s Summer Camp program kicked off Monday, June 13th. During the first week of program, almost 350 campers joined us for 16 different camps offered throughout El Cerrito including the Community Center, Cerrito Vista Park, Fairmont Clubhouse, Castro Park, and Harding Clubhouse. For the remaining eight weeks of summer, the program will expand to include camps at Prospect Sierra Middle School. There is still space in many camps for the remaining weeks, and whether you are looking for arts, STEM, sports, or that camp that offers “everything” setting—we have a camp for you! Parents Press: Best of Contra Costa County Each year Parents Press, a publication focused on providing resources to Bay Area families, hosts its “Best Of” polling. Bay Area parents/guardians can nominate and vote for their favorite youth and family programs specific to their county. The El Cerrito Recreation Department was recognized in a total of 26 areas and voted the overall winner in 13 categories including Traditional Summer Camps, Gymnastics Summer Camps, Holiday/Vacation Camps, Sports Classes, Teen Focused Summer Camp, Science & Technology Enrichment Programs, and more! Upcoming rEC Treks include the SF Ferry Building & Farmer’s Market on July 19, 2022 and the Sausalito Stroll & Bay Model Museum on August 16, 2022. Summer Swimming The Swim Center is getting ready for summer programs! Summer began on Monday, June 12, 2022 with weekly rECswim, Swim Lessons, and Junior Guards. All of our normal programs, such as Fitness Swim and Water Aerobics, will still be taking place but at modified times.
