WORTHINGTON LIBRARIES At-a-glance The Mission Statement is to connect people to a world of ideas and each other. Worthington Libraries has been recognized as a Five-Star Library for 10 years in a row, and have recently won Outstanding Achievement in Popular Annual Financial Reporting. The Libraries provide assistive technology tools, homebound services, interpretation services, lending machines and variety of community resources. The Libraries provide the residents of the Old Worthington School district with a variety of books, movies and music; computers and access to the Internet; educational and entertaining programs and classes; and other materials and services. Staff is comprised of a total of 131 full-time equivalents. Operating budget as of December 31, 2021 is $13 million. The most recent levy passed by a margin of 72%. There are three locations, with the oldest built in the 1970s. The Libraries have an active Friends of the Library as well as an endowment and foundation. Worthington is a suburban community in Northwest Ohio near the Center of Science and Industry, and the Columbus Zoo and Aquarium. It is a thriving, progressive, family-oriented community. It has a population of approximately 14,000 people. 2
THE ROLE Chief Fiscal Officer SUMMARY Under administrative direction, the Chief Fiscal Officer ensures that all financial operations comply with statutes of the State of Ohio, state auditing requirements, sound financial practices, and the policies and decisions of the Board of Trustees EDUCATION AND EXPERIENCE A minimum of five [5] years business and accounting experience with aspects of library operations and financial management in a public-sector. A Bachelor's degree in Accounting or related discipline is required. CPA, CFA, or other related professional certification is preferred. Experience with budget administration, strategic planning, and leading organizational growth. Experience building strong, collaborative work groups focused on attaining superior results. Experience collaborating and partnering with Trustees/Board members, community partners, and other key stakeholders. Commitment to uphold and promote the principles of anti-racism, diversity, equity and inclusion [DEI], intellectual freedom, in addition to the Library's established core values and mission. 3
RESPONSIBILITIES AND EXPECTATIONS Fiscal management Works closely with Trustees and leadership team to insure financial stability of the library. Prepares, reviews, maintains and publishes required financial reports and statements for the Trustees, leadership team, State Library of Ohio, taxing authority and State Auditor's office. Assures that all financial practices and actions meet legal and regulatory obligations. Confirms the receipt and deposits of all library funds in authorized depositories and the transfer of funds between accounts. Prepares annual budget and appropriations documents according to state auditing requirements and state/federal law and monitors the budget throughout the year. Planning and policy-making Prepares and maintains annual and long range fiscal planning efforts and develops short term plans to address specific fiscal issues facing the library as they arise. Contributes to the strategic plan to support and promote the mission of the library. Formulates and recommends policies to the board and implements the procedures to carry out those goals. Leadership and management Adds value as a key member of management; understands the financials, industry, clients, and strategy. Supervises direct reports and provides direction on internal accounting controls, financial and payroll systems, and reporting procedures. Manages vendors and outside service providers effectively; sets expectations and holds them accountable. Governance and Risk Management Maintains safe deposit box for inventory and budgetary accounting back-up disks, legal documents and information required for disaster recovery. Analyzes the library’s exposure to the risk of loss, including but not limited to natural risks, environmental risks, political risks, compliance risks, economic/business risks, social risks and technological risks. 4

COMPENSATION AND BENEFITS A generous compensation package includes competitive base pay with a pay range minimum of $90,000; healthcare benefits including medical, dental, vision, time-off and others; retirement benefits include participation in the Ohio Public Employees Retirement System public pension plan.
