In the first step of the prime minister's roadmap, all pupils in England's schools are expected to return to class from 8 March, with mass testing and wider use of face masks in secondary schools. There will be a further easing on 29 March, with groups of up to six people or two households allowed to gather in parks and gardens. Shops, hairdressers, gyms and outdoor hospitality, as well as self-contained holiday accommodation, could reopen on 12 April. A review of international leisure travel restrictions could also be announced. From 17 May, two households or a group of six may be able to meet indoors in a pub or other hospitality venue such as restaurants. Cinemas, museums, hotels, performances and sporting events will also reopen, with up to 30 people able to attend weddings, receptions, funerals and wakes. The final step from 21 June will potentially see all legal limits on social contact removed, with the final closed sectors of the economy reopened - such as nightclubs. Progressing along the schedule will depend on four tests: the success of the vaccine rollout, evidence of vaccine efficacy, an assessment of new variants, and keeping infection rates below a level that could put unsustainable pressure on the NHS. There will be a gap of at least five weeks between each of the plan's subsequent steps to allow for the impact of changes on infection rates and hospital admissions to be assessed. Each stage in the easing of restrictions would be confirmed one week beforehand, said Mr Hancock. This means there would be four weeks to assess the impact of each previous relaxation. ARE YOU INTERESTED IN CHIDEOCK HISTORY? We are in the process of setting up a new website in connection with the history of Chideock. The Chideock Society holds a huge archive of old photographs and other memorabilia and we hope over the next months to ‘scan’ all this material in to the new website so it is held safely and for everyone to see. The hard copies can then be placed with the Dorset Archive. If you can help in any way please contact Lyn Crisp on 01297 489098 or email me at lyncrisp@chideockandseatown.co.uk. We will also provide a link from the Community website to this new ‘history website’. DIAL A FRIEND – COASTAL CLUSTER Maybe you know of someone, or you happen to be that someone, who lives alone and has little social contact. Are you aware of what is available? Do you live in the Chideock, Morcombelake or Lyme Regis areas and would like even a brief visit, maybe simply for a talk. We are members of a Team from these local churches. Would you like to meet us and see what we can share together? If you would then please just call Anne: 01297 442 558; Ann: 01297 489 532. (NOTE: obviously visits are temporarily suspended). WI Report ‘Zoom’ has featured highly this month, a word that this time last year we hardly knew existed. The Committee has met regularly via Zoom discussing plans for the future and ways to keep in touch with members. The Book Group has continued its monthly Zoom meetings and Zoom coffee mornings have been started. Our crafters have continued with their own projects although they know more projects are available should they be short of ideas. The WI continues to help Macmillan Cancer Support by making cushions and seat belt pads to help those with breast cancer.

The Council continues to lobby various individuals, organisations, and bodies regarding the A35 issues experienced by the village. Parish Council meetings will be held virtually using Zoom, until such time as the Village Hall is available. The meetings will continue to be at 10 am on the last Tuesday of the month. Members of the public are welcome to attend “virtually” – if you wish to do so please e-mail the Clerk prior to the meeting to be sent an invitation. You will require a PC, laptop, or tablet / smart phone, with a video camera and microphone. Face, Hands and Space! Update from Cllr Glenn re past, present, and future actions regarding the A35. On behalf of the Parish Council, I would like to extend a sincere Thank You to all those individuals who contributed to the recent discussion document put forward by Cllr Peacock. The response was small at 7% of the overall population, but it did demonstrate that everyone has a slightly different view on how to improve the quality of life for those who live in Chideock. Cllr Peacock’s document was intended to bring the debate to the forefront of every resident’s mind through asking you to consider ’out of the box ideas’! The Parish Council embraced the concept and have now reviewed the report and feedback, and we consider that it is important that we share where we are and what if anything could be taken forward. Several responses contained incorrect information. This will be addressed in the April edition of the Chideock News, together with a summary of the responses received. There are four main areas which councillors consider should be taken forward: 1. Safety and Severance.
Cllr Peacocks ideas about the A35 and how it could be improved, are also reflected in the Safety and Severance Report, commissioned by Highways England in 2018. (The Safety and Severance Report can be found on the Parish Council website under the A35 tab). This report considered the impact of the A35 on the village regarding safety and the ability to safely cross the road. The independent consultant worked with the Parish Council and came up with 16 recommendations, of which only five were agreed by HE for consideration in developing a business case. The report recognized the need for improvements in the pavements, two additional pedestrian crossings, and average speed cameras. The outcome of the business case was expected in 2020 but has been delayed. The Parish Council has been clear that other recommendations, for example pavement improvements, should be taken forward by Highways England and that the needs of disabled people should be fully addressed. In addition, the Parish Council considers that there are issues regarding North Road and Sea Hill Lane, both of which are Dorset Council roads. Highways England is not opposed to Average Speed Cameras but wishes to consider them in the context of the whole A35 Trunk Road. 2. The A35. All current alternatives to reduce congestion or pollution over the past 22 years have either been discounted by Dorset Council or by Highways England. In 2016, there was a Parish Poll where the village, by a majority, decided that either the A35 should be de-trunked or a bypass should be sought outside of the village of Chideock. Subsequent to the poll neighbouring parishes informed Oliver Letwin that they too do not want a bypass which passes through their parishes. However, no progress has been made regarding de-trunking because Dorset Council is not willing to consider de-trucking the road. Dorset Council and Highways England are currently not seeking an alternative East-West strategic route to address economic or social needs. The focus of Dorset Council’s / HE’s road strategy in the new Road Investment Strategy (RIS2) is in the East of the county supporting new routes from the South to the North up the M4. The reality is that, while no progress is made at a strategic level on either of these preferred options, then the subject of how the whole of the A35 could be improved remains a distant concept. 3. Increased Tourism. It is important for the economy of Chideock and the many businesses that exist here that we welcome visitors. However, the development of
Seatown has had a significant impact on the village with additional congestion and speeding traffic on both the A35 and local roads. The lack of infrastructure including roads and parking at Seatown (and soon possibly no public toilets) need to be constructively reviewed to ensure it remains sustainable. In other words, there needs to be a balance between the economic development of the area and actual benefit to the community. The possibility of an alternative route to Seatown will be put forward to Dorset Council. 4. Pollution. The Parish Council has raised this issue repeatedly with the relevant agencies which consider the data received about levels of pollution in the village. It is a fact that, without previous Parish Councils and the current Parish Council raising this issue over many years, the current bodies responsible (which include Dorset Council, Highways England and Defra) may have just been content to just monitor rather than have a conversation about the issues. However, the reticence of these bodies to actually put in place solutions has meant that historically all members of the various Parish Councils over the years have been left feeling frustrated, but despite this the Parish Council continues its efforts to get the “powers that be” to resolve this issue. Last but not least, it is important that I share with everyone that the Parish Council has had a “virtual” meeting with our new MP, Chris Loder. It was a positive meeting, and we are looking forward to a new partnership which facilitates new strategic conversations about the issues that matter most to Chideock. Cllr Vanessa Glenn, Chair of Chideock Parish Council. Budget and Precept for 2021 – 2020. Band D Council Tax with decrease by £0.94 per annum. The large increase in the amount being put aside for Parish Council elections is because the election in January 2020 cost approximately £2,500, far more than had been anticipated based on data from West Dorset District Council. West Dorset District Council did not recharge parishes for elections, but the new Unitary Dorset Council does. Ideas of Sites for More Grit Bins. There are currently 5 grit bins in the parish: - North Road by Hollow Cottage, at the entry to Hell Lane, Seahill Lane at the junction with Pettycrate Lane, Seahill Lane at the junction with Cumbrey Lane, and in Ridwood. The Parish Council asks for suggestions for locations for further grit bins. P.S. The Parish Council has to provide the bins, Dorset Council will fill them once in the autumn and any further fills have to be paid for by the Parish Council. “Many Hands Make Light Work”! The fencing and play equipment at Clapp’s Mead are in need of a bit of TLC. The wooden items need treating with preservative and metal items need repainting – they were last done in 2012 for the Queen’s Jubilee. This work will be done once the weather improves. 6 people socially distanced can do in an hour what would take 1 person 6 hours. Please let the Clerk or a councillor if you would be willing to put in an hour or so to help, and you will be contacted when a “working party” has been arranged. FASCINATING HISTORIES When Lee was clearing out the old WI filing cabinet in the Village Hall she came across a plaque which had presumably been given back to the WI at some point. It was in memory of Ada Barlow who was a member, and Treasurer, in the early days of the WI in Chideock. Using her family history skills Lee has managed to find out a little about Ada and her family which shows how much you can find out from the internet. Ada was born in 1897, the only child of James and Eve Barlow. James was born in Wandsworth, London, and in the 1891 census he was a grocer’s assistant there. The same census shows Eve Smith (born in Chideock, Dorset) in Wandsworth, being a servant. They married in 1896, a year before Ada was born, in Hampstead, so they had moved north of the river by then. They then went to Dunstable but why is not clear, perhaps it was a visit rather than a longer term move.
By 1901, when Ada was still small, the family had moved to Chideock taking up residence in Yew Cottage, Seahill Lane, opposite the road to Ridwood. The picture below shows members of the Barlow family standing outside the cottage and as Ada was their only child we can assume that she is on the right. We know Ada became a teacher, as there is a school photograph which she is in, from 1920 in ‘A Wander Through Chideock’, showing staff and pupils of Chideock Council School. The school was on Main Street, just beyond where Bilberry Close is now, and had over 50 pupils. Ada may be the second on the left. Sadly Ada died in Chideock in 1926 at the very young age of 29, and is buried in Chideock cemetery. We ordered a copy of her death certificate which states that she died of “Acute gastro-enteritis 24 hours” and that there was no post mortem. Her grave is at the back of the cemetery on the right hand side, 12 in from the path next to the Tuck family. It appears that our Ada was a good little saver because the probate records show that she left £628 which would be worth well over £30,000 in today’s money – not bad for a young teacher. We have found handwritten Minutes of a WI Committee Meeting held at Swiss Cottage in December 1926 which was held “owing to the loss that Chideock WI had sustained in the sad
death of the Treasurer, Miss Barlow”. They agreed to send a letter of sympathy to her parents and cancelled the Christmas Party. It was proposed that something be done for the children in memory of Miss Barlow and after several suggestions, a seat in the School Playground was agreed upon. We assume that our plaque was displayed on this seat. We are going to fix the plaque to the bench that the WI gave to the cemetery a few years ago so that Ada can be remembered by another generation. AND A LITTLE PIECE OF HISTORY ON CHIDEOCK MANOR/CASTLE Four families have held the Manor of Chideock from the Norman Conquest until the late 1990’s (Mandeville, Chideock, Arundell and Weld). The Manor and estate were sold to the Coates family in 1996. The church remains in trust to the Weld family. Chideock Castle Chideock Castle was built by John de Chideocke in 1380. In the Middle Ages, it passed into the hands of the Arundells of Lanherne, a powerful West Country family who remained loyal to their faith when the old religion was banned. The Castle became a refuge for Catholic priests and a place where loyal Catholic villagers could go to Mass. During this time, seven Chideock men were martyred for their faith. When the Castle was destroyed in the Civil War, the Arundells left Chideock, but despite persecution, the local people kept the faith and worshipped in secret in the loft of a barn next to the present Manor House. In 1802, Thomas Weld of Lulworth Castle, a relation of the Arundells and also a member of an old Catholic family, bought Chideock estate for his sixth son, Humphrey, who built the present Manor House and turned the barn into a modest chapel. In 1874, Humphrey’s son, Charles, transformed the latter into the beautiful Church we know today. The Church is dedicated to Our Lady, Queen of Martyrs and to St. Ignatius, founder of the Society of Jesus.
